Developing a low-carbon economy is the only way for countries to achieve sustainable development. Carbon emission reduction policies and low-carbon technology (LCT) innovation play key roles in developing low-carbon economy. Under government reward and punishment regulations, based on the bilateral matching and evolutionary theories, this paper constructs an evolution model consisting of a manufacturer investing LCT and a supplier offering LCT to analyze multi-phase LCT investment strategies. Firstly, the profit optimization model of a green supply chain is constructed from the perspectives of centralized-matching (CM), decentralized-matching (DM), and mismatching (MM), and the spatial information internal evolution law of multi-phase LCT investment is described by the Markov chain. Then, a bilateral matching algorithm is proposed to solve the equilibrium solutions, and the evolution process of the three modes is analyzed by numerical simulation. Finally, based on the product green degree, we analyze the impact of subsidies and taxes on investment-production decisions. Analytical results show that the matching mechanism proposed in this paper can help supply chain firms to obtain stable matching and has a significant effect on the realization of "triple wins" of society, economy, and environment. The investment utility of CM is higher than that of DM and MM. Manufacturers are inclined to adopt LCT, and the investment level tends to be stable over time. Government reward and punishment regulations are helpful to motivate supply chain firms to invest in LCT, and the synergistic effect of subsidies and taxes is better than that of a single policy.

Abstract This study estimated the economic value of agricultural climate services for strengthening the resilience of smallholder farmers to climate variability and risks in Ethiopia. Using a choice experiment approach, the study introduced a hypothetical package of improved climate services to 600 randomly selected smallholder farmers in three districts across three different agro-ecological zones in the Oromia Regional State. A generalized multinomial logit (G-MNL) model was used to estimate preferred attributes of climate services and willingness-to-pay (WTP) values. The results show that the preferred bundle of improved climate services among smallholder farmers was one that could be communicated in short text message system, provided along with credit facility, and market information and one that favors participatory decision making by smallholders. The results further reveal that the WTP value exhibited high implicit price for participatory decision-making. The study sheds light on important characteristics of agricultural climate services that may improve their acceptability and usability among smallholders. It also highlights the importance of packaging additional services including digital and ICT-based solutions, financial and market information along with climate services to promote demand-driven last mile delivery systems. Engaging smallholder farmers in a participatory manner in the decision-making process can help them make informed decision.

Then the Covid-19 pandemic and Russia´s invasion of Ukraine have fundamentally affected the global economy, disrupted energy markets, and shattered existing estimates about development trends, challenging the progress and speed of the low-carbon energy transition and coal phase-out. This article provides a brief reflection on the changing landscapes of coal and their possible futures, and serves as an introduction to the Special Issue of Moravian Geographical Reports on “The death of coal in the energy transition? Regional perspectives”.

Using the analytic hierarchy process model, the influencing factors are determined as: material cost > labor cost > machinery cost > internal production and management arrangement > external environment condition, and then it is put forward Corresponding cost control measures for component production.

In this study, our aim was to explore the potential energy savings obtainable from the recycling of 1 tonne of Construction and Demolition Waste (C&DW) generated in the Metropolitan City of Naples. The main fraction composing the functional unit are mixed C&DW, soil and stones, concrete, iron, steel and aluminium. The results evidence that the recycling option for the C&DW is better than landfilling as well as that the production of recycled aggregates is environmentally sustainable since the induced energy and environmental impacts are lower than the avoided energy and environmental impacts in the life cycle of recycled aggregates. This LCA study shows that the transition to the Circular Economy offers many opportunities for improving the energy and environmental performances of the construction sector in the life cycle of construction materials by means of internal recycling strategies (recycling C&DW into recycled aggregates, recycled steel, iron and aluminum) as well as external recycling by using input of other sectors (agri-food by-products) for the manufacturing of construction materials. In this way, the C&D sector also contributes to realizing the energy and bioeconomy transition by disentangling itself from fossil fuel dependence.

Menegaki; Yifei Cai;Abstract Since the adoption of the Kyoto protocol in 1997 and its entry into force in 2005, as well its aftermath such as the Doha amendment and Paris agreement, national policies have become more conscious of the usage of clean energy, mostly the different forms of renewable energy and nuclear energy. Ratifying countries and signatories had committed themselves to binding targets for the reduction of greenhouse emissions by 8% with respect to 1990 levels until 2012, also based on the particular contribution to global emissions from each country. This paper examines the integrational properties of clean energy consumption from eight emerging economies which are also high greenhouse gas emitters. The empirical results show that the clean energy consumption is stationarity for Brazil and Philippines by using a quantile unit root test without smooth breaks (Koenker and Xiao, 2004). However, after capturing the smooth breaks (Bahmani-Oskooee et al., 2018), we find the clean energy consumption of China, Pakistan and Thailand are stationary. The time-varying deterministic trend with smooth breaks is more fitted to the path of clean energy consumption in comparison to the deterministic trend without smooth breaks. The paper suggests economic insights useful for policy making.

Circular economy (CE) development in the aluminum industry has significant achievements in easing the environmental pressure and facilitating green development in the last decade. Following a stepwise analytic framework, this study aims to elaborate the manner in which CE measures function in upgrading the aluminum industry. Xinfa Industrial Park (XFIP), the largest aluminum production base in China, was chosen as the case study. The CE measures were summarized, and 10 year in-depth data were collected to reveal the changes in the system structure and overall performance of the XFIP. Results show that the mean nodal degree and the flexibility of the industrial symbiosis network increased due to the extended and coupled industry chains. Furthermore, overall performance improved, as reflected in the significant increase of industrial added value, the reduction of energy and fresh water consumption intensities and the enhancement of solid waste utilization efficiency. The CE development pattern of the XFIP sets an example for other industrial parks to upgrade their economic and environmental performances.

Farmland is the most basic material condition for guaranteeing rural livelihoods and national food security, and exploring management strategies that take both stable rural livelihoods and sustainable farmland use into account has vital significance in theory and practice. Farmland is a complex and self-adaptive system that couples human and natural systems, and natural and social factors that are related to its changing process need to be considered when modeling farmland changing processes. This paper uses Qianjingou Town in the Inner Mongolian farming–pastoral zone as a study area. From the perspective of the relationship between household livelihood and farmland use, this study establishes the process mechanism of farmland use change based on questionnaire data, and constructs a multi-agent simulation model of farmland use change using the Eclipse and Repast toolbox. Through simulating the relationship between natural factors (including geographical location) and household behavior, this paper systematically simulates household farmland abandonment and rent behaviors, and accurately describes the dynamic interactions between household livelihoods and the factors related to farmland use change. These factors include natural factors (net primary productivity, road accessibility, slope and relief amplitude) and social factors (household family structures, economic development and government policies). Ultimately, this study scientifically predicts the future farmland use change trend in the next 30 years. The simulation results show that the number of abandoned and sublet farmland plots has a gradually increasing trend, and the number of non-farming households and pure-outworking households has a remarkable increasing trend, whereas the number of part-farming households and pure-farming households has a decreasing trend. Household livelihood sustainability in the study area is confronted with increasing pressure, and household non-farm employment has an increasing trend, while regional appropriate-scale agricultural management is maintained. The research results establish the theoretical foundation and a basic method for developing sustainable farmland use management that can meet the willingness of households and guarantee grain and ecological security.

In the early 21st century, societies and their governments around the world have been meeting unprecedented challenges, many of which surpass the capacities, capabilities, and reaches of their traditional institutions and their classical processes of governing. Among these challenges are the need for an accelerated transition of the global economy from its current fossil fuel basis to renewable energies, the so-called post-carbon era also known as the third industrial revolution, the containment and reduction of government spending and debt financing, the increasing rapidity of market changes, and the expanding lag of timely interventions via traditional lawmaking and government action. While upholding the proven principles of Western democracy, democratic self-governance in 21st century market economies apparently needs to develop new institutional formats and novel mechanisms for staying abreast with the systemic dynamics of a tightly interconnected global society. We claim that actionable and omnipresent information along with its underlying technologies are substantial prerequisites and backbones for developing models of smart (democratic) governance, which foster smart, open, and agile governmental institutions as well as stakeholder participation and collaboration on all levels and in all branches of the governing process. We present and discuss an agenda for research and practice, which advances the concept of smart, open, and participatory government of the 21st century.

This study attempted to investigate the impact of dual-credit scheme on the penetration of new energy vehicles and the short-term strategies of the automotive industry. For this purpose, a market analysis model is proposed based on game theory and the credit market equilibrium to quantify the effects of the credit trading mechanism. Four categories of automakers are considered. The obtained results show that: (i) The dual-credit scheme is indeed an effective policy solution that enables the expansion of the volume of NEV market. (ii) The dual-credit scheme can accelerate the elimination of outdated technologies with lower driving mileage, and it can also promote the adoption of technologies with longer driving mileage. (iii) The dual-credit scheme allows all automakers to achieve their targets in a market efficient manner.

Developing a low-carbon economy is the only way for countries to achieve sustainable development. Carbon emission reduction policies and low-carbon technology (LCT) innovation play key roles in developing low-carbon economy. Under government reward and punishment regulations, based on the bilateral matching and evolutionary theories, this paper constructs an evolution model consisting of a manufacturer investing LCT and a supplier offering LCT to analyze multi-phase LCT investment strategies. Firstly, the profit optimization model of a green supply chain is constructed from the perspectives of centralized-matching (CM), decentralized-matching (DM), and mismatching (MM), and the spatial information internal evolution law of multi-phase LCT investment is described by the Markov chain. Then, a bilateral matching algorithm is proposed to solve the equilibrium solutions, and the evolution process of the three modes is analyzed by numerical simulation. Finally, based on the product green degree, we analyze the impact of subsidies and taxes on investment-production decisions. Analytical results show that the matching mechanism proposed in this paper can help supply chain firms to obtain stable matching and has a significant effect on the realization of "triple wins" of society, economy, and environment. The investment utility of CM is higher than that of DM and MM. Manufacturers are inclined to adopt LCT, and the investment level tends to be stable over time. Government reward and punishment regulations are helpful to motivate supply chain firms to invest in LCT, and the synergistic effect of subsidies and taxes is better than that of a single policy.

Abstract This study estimated the economic value of agricultural climate services for strengthening the resilience of smallholder farmers to climate variability and risks in Ethiopia. Using a choice experiment approach, the study introduced a hypothetical package of improved climate services to 600 randomly selected smallholder farmers in three districts across three different agro-ecological zones in the Oromia Regional State. A generalized multinomial logit (G-MNL) model was used to estimate preferred attributes of climate services and willingness-to-pay (WTP) values. The results show that the preferred bundle of improved climate services among smallholder farmers was one that could be communicated in short text message system, provided along with credit facility, and market information and one that favors participatory decision making by smallholders. The results further reveal that the WTP value exhibited high implicit price for participatory decision-making. The study sheds light on important characteristics of agricultural climate services that may improve their acceptability and usability among smallholders. It also highlights the importance of packaging additional services including digital and ICT-based solutions, financial and market information along with climate services to promote demand-driven last mile delivery systems. Engaging smallholder farmers in a participatory manner in the decision-making process can help them make informed decision.

In this study, our aim was to explore the potential energy savings obtainable from the recycling of 1 tonne of Construction and Demolition Waste (C&DW) generated in the Metropolitan City of Naples. The main fraction composing the functional unit are mixed C&DW, soil and stones, concrete, iron, steel and aluminium. The results evidence that the recycling option for the C&DW is better than landfilling as well as that the production of recycled aggregates is environmentally sustainable since the induced energy and environmental impacts are lower than the avoided energy and environmental impacts in the life cycle of recycled aggregates. This LCA study shows that the transition to the Circular Economy offers many opportunities for improving the energy and environmental performances of the construction sector in the life cycle of construction materials by means of internal recycling strategies (recycling C&DW into recycled aggregates, recycled steel, iron and aluminum) as well as external recycling by using input of other sectors (agri-food by-products) for the manufacturing of construction materials. In this way, the C&D sector also contributes to realizing the energy and bioeconomy transition by disentangling itself from fossil fuel dependence.

Menegaki; Yifei Cai;Abstract Since the adoption of the Kyoto protocol in 1997 and its entry into force in 2005, as well its aftermath such as the Doha amendment and Paris agreement, national policies have become more conscious of the usage of clean energy, mostly the different forms of renewable energy and nuclear energy. Ratifying countries and signatories had committed themselves to binding targets for the reduction of greenhouse emissions by 8% with respect to 1990 levels until 2012, also based on the particular contribution to global emissions from each country. This paper examines the integrational properties of clean energy consumption from eight emerging economies which are also high greenhouse gas emitters. The empirical results show that the clean energy consumption is stationarity for Brazil and Philippines by using a quantile unit root test without smooth breaks (Koenker and Xiao, 2004). However, after capturing the smooth breaks (Bahmani-Oskooee et al., 2018), we find the clean energy consumption of China, Pakistan and Thailand are stationary. The time-varying deterministic trend with smooth breaks is more fitted to the path of clean energy consumption in comparison to the deterministic trend without smooth breaks. The paper suggests economic insights useful for policy making.

Circular economy (CE) development in the aluminum industry has significant achievements in easing the environmental pressure and facilitating green development in the last decade. Following a stepwise analytic framework, this study aims to elaborate the manner in which CE measures function in upgrading the aluminum industry. Xinfa Industrial Park (XFIP), the largest aluminum production base in China, was chosen as the case study. The CE measures were summarized, and 10 year in-depth data were collected to reveal the changes in the system structure and overall performance of the XFIP. Results show that the mean nodal degree and the flexibility of the industrial symbiosis network increased due to the extended and coupled industry chains. Furthermore, overall performance improved, as reflected in the significant increase of industrial added value, the reduction of energy and fresh water consumption intensities and the enhancement of solid waste utilization efficiency. The CE development pattern of the XFIP sets an example for other industrial parks to upgrade their economic and environmental performances.

Farmland is the most basic material condition for guaranteeing rural livelihoods and national food security, and exploring management strategies that take both stable rural livelihoods and sustainable farmland use into account has vital significance in theory and practice. Farmland is a complex and self-adaptive system that couples human and natural systems, and natural and social factors that are related to its changing process need to be considered when modeling farmland changing processes. This paper uses Qianjingou Town in the Inner Mongolian farming–pastoral zone as a study area. From the perspective of the relationship between household livelihood and farmland use, this study establishes the process mechanism of farmland use change based on questionnaire data, and constructs a multi-agent simulation model of farmland use change using the Eclipse and Repast toolbox. Through simulating the relationship between natural factors (including geographical location) and household behavior, this paper systematically simulates household farmland abandonment and rent behaviors, and accurately describes the dynamic interactions between household livelihoods and the factors related to farmland use change. These factors include natural factors (net primary productivity, road accessibility, slope and relief amplitude) and social factors (household family structures, economic development and government policies). Ultimately, this study scientifically predicts the future farmland use change trend in the next 30 years. The simulation results show that the number of abandoned and sublet farmland plots has a gradually increasing trend, and the number of non-farming households and pure-outworking households has a remarkable increasing trend, whereas the number of part-farming households and pure-farming households has a decreasing trend. Household livelihood sustainability in the study area is confronted with increasing pressure, and household non-farm employment has an increasing trend, while regional appropriate-scale agricultural management is maintained. The research results establish the theoretical foundation and a basic method for developing sustainable farmland use management that can meet the willingness of households and guarantee grain and ecological security.

In the early 21st century, societies and their governments around the world have been meeting unprecedented challenges, many of which surpass the capacities, capabilities, and reaches of their traditional institutions and their classical processes of governing. Among these challenges are the need for an accelerated transition of the global economy from its current fossil fuel basis to renewable energies, the so-called post-carbon era also known as the third industrial revolution, the containment and reduction of government spending and debt financing, the increasing rapidity of market changes, and the expanding lag of timely interventions via traditional lawmaking and government action. While upholding the proven principles of Western democracy, democratic self-governance in 21st century market economies apparently needs to develop new institutional formats and novel mechanisms for staying abreast with the systemic dynamics of a tightly interconnected global society. We claim that actionable and omnipresent information along with its underlying technologies are substantial prerequisites and backbones for developing models of smart (democratic) governance, which foster smart, open, and agile governmental institutions as well as stakeholder participation and collaboration on all levels and in all branches of the governing process. We present and discuss an agenda for research and practice, which advances the concept of smart, open, and participatory government of the 21st century.

This study attempted to investigate the impact of dual-credit scheme on the penetration of new energy vehicles and the short-term strategies of the automotive industry. For this purpose, a market analysis model is proposed based on game theory and the credit market equilibrium to quantify the effects of the credit trading mechanism. Four categories of automakers are considered. The obtained results show that: (i) The dual-credit scheme is indeed an effective policy solution that enables the expansion of the volume of NEV market. (ii) The dual-credit scheme can accelerate the elimination of outdated technologies with lower driving mileage, and it can also promote the adoption of technologies with longer driving mileage. (iii) The dual-credit scheme allows all automakers to achieve their targets in a market efficient manner.
