The forecast of coal price is crucial for reducing carbon emissions in the coal industry in an orderly manner under the premise of ensuring national energy security. The volatility and instability of coal prices are a result of multiple influencing factors, making it very difficult to make accurate predictions of coal price changes. We propose in this paper an innovative hybrid forecasting method (CEEMDAN-GWO-CatBoost) for forecasting coal price indexes by combining machine learning models, feature selections, data decomposition, and model interpretation. By combining high forecasting accuracy with good interpretability, this method fills a gap in the field of coal price forecasting. Initially, we examine the factors that influence coal prices from five angles: Supply, demand, macroeconomic factors, freight costs, and substitutes; and we employ Spearman correlation analysis to reduce the complexity of the attribute set and devise a coal price forecasting index system. Secondly, the CEEMDAN method is used to decompose the raw coal price index data into seven intrinsic modal functions and one residual term in order to weaken the volatility of the data caused by complex factors. Next, the CatBoost model hyperparameters are optimized using the Grey Wolf Optimizer algorithm, while the coal price data is fed into the combined forecasting model. Lastly, the SHAP interpretation method is introduced for studying the important indicators affecting coal prices. The experimental results show that the combined CEEMDAN-GWO-CatBoost forecasting model proposed in this paper has significantly better forecasting performance than other comparative models, and the SHAP method employed in this study identifies the macroeconomic environment, freight costs, and coal import volume as significant factors affecting coal prices. As part of the contribution of this paper, specific recommendations are made to the government regarding the formulation of a regulatory policy for the coal industry in the context of carbon neutrality based on the findings of this research.

To overcome these concerns, energy efficiency could play a positive role. Hence, this study probes whether energy efficiency curbs CO2 emissions in the US, while controlling for trade, economic growth, and population. We use the Fourier-ADF and Fourier-LM tests to discern the unit-roots. Moreover, to render reliable findings, we rely on the novel Fourier ARDL model. The study divulges that energy efficiency plunges emissions in the long- and short-run. In particular, a 1% upsurge in energy efficiency impedes emissions by about 0.37% and 1.07% during the long- and short-term, respectively. Moreover, population and economic growth escalate emissions whether it is long- or short-run. Next, we document that trade upsurges emissions in the long-run. Also, we perform two types of sensitivity analysis to test whether our key results remain the same across different models/methods. Finally, we suggest escalating energy efficiency through investment and technological advancement. Moreover, import tariffs on renewables should be plunged while there should be relatively high tariffs on non-renewables.

On the basis of the industrial cluster data of 600 counties in the Yellow River basin (YRB) from 2010 to 2020, this article investigates the spatial effect of industrial agglomeration in the YRB from the two aspects of time and space via center of gravity analysis and exploratory spatial data analysis and uses the spatial econometric method to research the drivers of county-level industrial agglomeration. The results reveal the following. During the study period, the industrial center of gravity in the YRB presented a moving tendency from east to west, and 2016 was an important turning point. The county-level industrial distribution in the YRB showed an unbalanced trend, but its unbalanced degree exhibited a weakening trend. In terms of the temporal dimension, the county-level industrial agglomeration degree in the YRB presented a significant downward trend and emerged an evolution process of “diffusion–agglomeration–re-diffusion.” Specifically, it gradually diffused from Shandong and Henan to southern Shanxi and Shaanxi. In the spatial dimension, the county-level industrial agglomeration in the YRB was found to have conspicuous spatial autocorrelation, and the spatial spillover effect was prominent. The number of counties with high–high cluster gradually increased and shifted to the west, while the number of counties with low–low agglomeration exhibited a decreasing trend. The degree of government intervention restrains county-level industrial agglomeration, while the external industry level, regional market demand, and urbanization level promote county-level industrial agglomeration. In terms of river basins, in the upstream, the degree of government intervention and industrial structure adjustment inhibit industrial agglomeration, while the regional market demand and urbanization level promote industrial agglomeration. In the midstream, the degree of government intervention inhibits industrial agglomeration, while the external industry level, regional market demand, and industrial structure adjustment promote industrial agglomeration. In the downstream, the external industry level and industrial structure adjustment restrain industrial agglomeration, while the regional market demand and urbanization level promote industrial agglomeration. The conclusions provide a significant reference for the industrial transformation and high-quality economic development of the YRB.

Based on the panel data of 3,050 small farmers engaged in maize planting from 2009 to 2018 and collected by the National Rural Fixed Observation Point in China, this study uses the Transcendental Logarithmic Production Function model to estimate the impact of temperature, precipitation, and sunshine hours on maize output. Further, considering climate condition heterogeneity, this study analyzes the development potential of five major maize production areas in China. Results show that temperature and precipitation have a positive impact on maize output and that insufficient sunshine hour is an obstacle to the growth of maize output. Five major maize production areas are affected by climate condition differently, entailing the need for tailored response measures. Additionally, land, labor, and material capital input are key factors affecting maize output. Based on conclusion, we put forward the following suggestions to promote sustainable agricultural production, including strengthening the prediction of temperature, precipitation, and sunshine hours in major maize production areas, optimizing the agricultural production layout and the planting structure based on local endowment, enhancing farmers’ adaptive behavior training toward climate change, developing irrigation and water conservation projects.

Based on conclusion, we put forward the following suggestions to promote sustainable agricultural production, including strengthening the prediction of temperature, precipitation, and sunshine hours in major maize production areas, optimizing the agricultural production layout and the planting structure based on local endowment, enhancing farmers’ adaptive behavior training toward climate change, developing irrigation and water conservation projects.

Journal of Biogeography emerges as the most relevant source with 290 documents published, while Ecography as the most cited source with 8,485 citations. Collaboration analysis revealed that only 109 documents were single-authored, with an average of 5.07 co-authors per document and an international co-authorship rate of 50.96%. Additionally, our analysis shows that the USA leads in Multiple Country Publications (MCP). The development of sophisticated software tools and algorithms coupled with remote sensing data has democratized ENM research, enabling scientists from diverse backgrounds to contribute to the field’s growth. However, like any other model ENMs have some limitations and thus the entire procedure used to create an ENM must be reliable, transparent, and repeatable in order for it to be used effectively in conservation, management and decision-making.

Previous studies focused on trends of surface area and water level of lakes in Xinjiang, but paid less attention to nonlinear change and driving mechanisms of lake areas at annual and monthly scales. To address this issue, this study used a remote-sensing Big Data cloud platform and mathematical statistical methods to investigate the change in typical lakes and its attribution in Xinjiang during 1986–2020. The results showed that: 1) there was a significant linear trend in Xinjiang lakes: except for Jili Lake, the plains lakes showed an insignificant (p > 0.1) expansion trend, while the mountain lakes showed an significant expansion trend (p < 0.01). 2) There was a significant nonlinear trend in Xinjiang lakes: most of the plains lakes showed periodicity at 14 and 21 years, however most of the mountain lakes showed periodicity at 17 and 21 years. Most of the mutation trends of plains lakes were not significant, yet the mutation trends of mountain lakes showed significant expansion. 3) Human activities were the dominant factor leading to changes in the plains lakes: among the anthropogenic factors, farmland area, GDP, and population had significant effects on lake area (p < 0.1), and lake expansion was closely related to population and farmland area. Among climatic elements, precipitation mainly affected the changes in plains lakes. 4) Climate change was the dominant factor leading to changes in mountain lakes. The effects of temperature change on mountain lakes were all significantly positive (p < 0.05). In the future, it will be necessary to build lake protection schemes that adapt to climate change and human disturbances. This study can provide an important scientific basis for the rational development and utilization of lakes in Xinjiang.

This empirical research makes an innovative and holistic addition to the prior literature by examining the non-linear effect of economic growth and urban dynamics on environmental degradation in a comprehensive panel data of 66 countries and across respective income groups for the period 1990–2016. For empirical analysis, the robust econometric methods of two-way fixed effects (2W-FE), panel fully modified ordinary least squares (PFMOLS), and Driscoll-Kraay regressions have been applied to account for all econometric issues. The study unveils the bell-shaped effect of economic growth on environmental degradation which confirms the Environmental Kuznets Curve (EKC) and structural change hypotheses. The results of this study signifies the inverted U influence of urbanization and urban agglomerations on CO2 emissions and hence supports Ecological Modernization Theory (EMT). Our empirical findings also unfold the heterogeneous non-linear effects of urban dynamics across various income categories of selected economies. By employing the heterogeneous Dumitrescu and Hurlin (D-H) (Granger non-causality tests), the findings of this study confirm the prior estimations and establish significant unilateral and bilateral causal nexus of structural change and urban dynamics with environmental degradation. By verifying the existence of Environmental Kuznets Curve phenomenon in Low and Lower Middle Income (LLMI) and Upper Middle Income (UMI) group countries, this study necessitates for the policy makers to adopt the eco-friendly industrial and energy policies for the long run social, economic and environmental sustainability.

The Chinese govt has enacted a series of CE reduction policies and regulations during the recent decades, which have effectively encouraged the country’s green and sustainable growth. For sustainable development and subsequent policy design, it is critical to investigate the features and evolution of CE reduction programs. First, we collected China’s national-level CE reduction policy texts from 2007 to 2021 as research objects. Second, using content analysis and NVivo software, a three-dimensional analytical framework of “Policy tools--Development stages--Policy implementation objects” is developed and investigated based on the theory of policy tools. Finally, the CE reduction policy language is coded line by line using empirical analysis, yielding 725 reference points. The results show that 1) The results show that: 1) in the evolution of CE reduction policy, environmental policy tools are the most used, accounting for 51.17%, and the use of supply-based and demand-based policy tools account for 32.28 and 16.55%, respectively; 2) demand-based policy tools need to be strengthened, and the structure of supply-based and environmental policy tools needs to be adjusted; 3) the govt’s coordination with research institutions and the public is not sufficient The implementation of policy instruments is insufficient; 4) China’s CE reduction policy is gradually developing from a macroscopic single subject policy to a diversified and specific policy with specialized content. Therefore, we recommend optimizing the policy structure in the light of social characteristics and strengthening the government’s guiding role in China’s CE reduction efforts. It is also recommended to increase financial instruments and enhance the binding force of laws and regulations.

The Chinese govt has enacted a series of CE reduction policies and regulations during the recent decades, which have effectively encouraged the country’s green and sustainable growth. For sustainable development and subsequent policy design, it is critical to investigate the features and evolution of CE reduction programs. First, we collected China’s national-level CE reduction policy texts from 2007 to 2021 as research objects. Second, using content analysis and NVivo software, a three-dimensional analytical framework of “Policy tools--Development stages--Policy implementation objects” is developed and investigated based on the theory of policy tools. Finally, the CE reduction policy language is coded line by line using empirical analysis, yielding 725 reference points. The results show that 1) The results show that: 1) in the evolution of CE reduction policy, environmental policy tools are the most used, accounting for 51.17%, and the use of supply-based and demand-based policy tools account for 32.28 and 16.55%, respectively; 2) demand-based policy tools need to be strengthened, and the structure of supply-based and environmental policy tools needs to be adjusted; 3) the govt’s coordination with research institutions and the public is not sufficient The implementation of policy instruments is insufficient; 4) China’s CE reduction policy is gradually developing from a macroscopic single subject policy to a diversified and specific policy with specialized content. Therefore, we recommend optimizing the policy structure in the light of social characteristics and strengthening the government’s guiding role in China’s CE reduction efforts. It is also recommended to increase financial instruments and enhance the binding force of laws and regulations.

Furthermore, regional heterogeneous and mediation effects between infrastructure and carbon dioxide (CO2) emissions are explored. The primary findings insist that: 1) at the global level, public infrastructure is positive associated with CO2 emissions. In other words, strengthening infrastructure at this stage is not conducive to mitigating the greenhouse effect; 2) public infrastructure construction development in Belt and Road Initiative (BRI) countries has a greater positive impact on CO2 emissions than in non-BRI countries; and 3) the mediation roles of industrial upgrading and trade openness are established; specifically, trade openness and industrial upgrading are valid transmission routes through which public infrastructure affects CO2 emissions. Based on the above three findings, a number of policy implications related to accelerate low-carbon construction of infrastructure and promote industrial upgrading are proposed.

The forecast of coal price is crucial for reducing carbon emissions in the coal industry in an orderly manner under the premise of ensuring national energy security. The volatility and instability of coal prices are a result of multiple influencing factors, making it very difficult to make accurate predictions of coal price changes. We propose in this paper an innovative hybrid forecasting method (CEEMDAN-GWO-CatBoost) for forecasting coal price indexes by combining machine learning models, feature selections, data decomposition, and model interpretation. By combining high forecasting accuracy with good interpretability, this method fills a gap in the field of coal price forecasting. Initially, we examine the factors that influence coal prices from five angles: Supply, demand, macroeconomic factors, freight costs, and substitutes; and we employ Spearman correlation analysis to reduce the complexity of the attribute set and devise a coal price forecasting index system. Secondly, the CEEMDAN method is used to decompose the raw coal price index data into seven intrinsic modal functions and one residual term in order to weaken the volatility of the data caused by complex factors. Next, the CatBoost model hyperparameters are optimized using the Grey Wolf Optimizer algorithm, while the coal price data is fed into the combined forecasting model. Lastly, the SHAP interpretation method is introduced for studying the important indicators affecting coal prices. The experimental results show that the combined CEEMDAN-GWO-CatBoost forecasting model proposed in this paper has significantly better forecasting performance than other comparative models, and the SHAP method employed in this study identifies the macroeconomic environment, freight costs, and coal import volume as significant factors affecting coal prices. As part of the contribution of this paper, specific recommendations are made to the government regarding the formulation of a regulatory policy for the coal industry in the context of carbon neutrality based on the findings of this research.

To overcome these concerns, energy efficiency could play a positive role. Hence, this study probes whether energy efficiency curbs CO2 emissions in the US, while controlling for trade, economic growth, and population. We use the Fourier-ADF and Fourier-LM tests to discern the unit-roots. Moreover, to render reliable findings, we rely on the novel Fourier ARDL model. The study divulges that energy efficiency plunges emissions in the long- and short-run. In particular, a 1% upsurge in energy efficiency impedes emissions by about 0.37% and 1.07% during the long- and short-term, respectively. Moreover, population and economic growth escalate emissions whether it is long- or short-run. Next, we document that trade upsurges emissions in the long-run. Also, we perform two types of sensitivity analysis to test whether our key results remain the same across different models/methods. Finally, we suggest escalating energy efficiency through investment and technological advancement. Moreover, import tariffs on renewables should be plunged while there should be relatively high tariffs on non-renewables.

In particular, a 1% upsurge in energy efficiency impedes emissions by about 0.37% and 1.07% during the long- and short-term, respectively. Moreover, population and economic growth escalate emissions whether it is long- or short-run. Next, we document that trade upsurges emissions in the long-run. Also, we perform two types of sensitivity analysis to test whether our key results remain the same across different models/methods. Finally, we suggest escalating energy efficiency through investment and technological advancement. Moreover, import tariffs on renewables should be plunged while there should be relatively high tariffs on non-renewables.

On the basis of the industrial cluster data of 600 counties in the Yellow River basin (YRB) from 2010 to 2020, this article investigates the spatial effect of industrial agglomeration in the YRB from the two aspects of time and space via center of gravity analysis and exploratory spatial data analysis and uses the spatial econometric method to research the drivers of county-level industrial agglomeration. The results reveal the following. During the study period, the industrial center of gravity in the YRB presented a moving tendency from east to west, and 2016 was an important turning point. The county-level industrial distribution in the YRB showed an unbalanced trend, but its unbalanced degree exhibited a weakening trend. In terms of the temporal dimension, the county-level industrial agglomeration degree in the YRB presented a significant downward trend and emerged an evolution process of “diffusion–agglomeration–re-diffusion.” Specifically, it gradually diffused from Shandong and Henan to southern Shanxi and Shaanxi. In the spatial dimension, the county-level industrial agglomeration in the YRB was found to have conspicuous spatial autocorrelation, and the spatial spillover effect was prominent. The number of counties with high–high cluster gradually increased and shifted to the west, while the number of counties with low–low agglomeration exhibited a decreasing trend. The degree of government intervention restrains county-level industrial agglomeration, while the external industry level, regional market demand, and urbanization level promote county-level industrial agglomeration. In terms of river basins, in the upstream, the degree of government intervention and industrial structure adjustment inhibit industrial agglomeration, while the regional market demand and urbanization level promote industrial agglomeration. In the midstream, the degree of government intervention inhibits industrial agglomeration, while the external industry level, regional market demand, and industrial structure adjustment promote industrial agglomeration. In the downstream, the external industry level and industrial structure adjustment restrain industrial agglomeration, while the regional market demand and urbanization level promote industrial agglomeration. The conclusions provide a significant reference for the industrial transformation and high-quality economic development of the YRB.

Based on the panel data of 3,050 small farmers engaged in maize planting from 2009 to 2018 and collected by the National Rural Fixed Observation Point in China, this study uses the Transcendental Logarithmic Production Function model to estimate the impact of temperature, precipitation, and sunshine hours on maize output. Further, considering climate condition heterogeneity, this study analyzes the development potential of five major maize production areas in China. Results show that temperature and precipitation have a positive impact on maize output and that insufficient sunshine hour is an obstacle to the growth of maize output. Five major maize production areas are affected by climate condition differently, entailing the need for tailored response measures. Additionally, land, labor, and material capital input are key factors affecting maize output. Based on conclusion, we put forward the following suggestions to promote sustainable agricultural production, including strengthening the prediction of temperature, precipitation, and sunshine hours in major maize production areas, optimizing the agricultural production layout and the planting structure based on local endowment, enhancing farmers’ adaptive behavior training toward climate change, developing irrigation and water conservation projects.

Analysis of the data was carried out using bibliometrix tool in R software. Additionally, VOS Viewer software was used to provide visualization of the bibliometric analysis through network maps. The results of the study revealed that a total of 3, 595 scholarly documents in the English language were published on ENM from 1992–2023, originating from 564 sources. Furthermore, a significant increase in publications was observed over the years. A total of 13,122 authors have contributed to the field, with “Peterson AT” from the University of Kansas being the most prolific author. Journal of Biogeography emerges as the most relevant source with 290 documents published, while Ecography as the most cited source with 8,485 citations. Collaboration analysis revealed that only 109 documents were single-authored, with an average of 5.07 co-authors per document and an international co-authorship rate of 50.96%. Additionally, our analysis shows that the USA leads in Multiple Country Publications (MCP). The development of sophisticated software tools and algorithms coupled with remote sensing data has democratized ENM research, enabling scientists from diverse backgrounds to contribute to the field’s growth. However, like any other model ENMs have some limitations and thus the entire procedure used to create an ENM must be reliable, transparent, and repeatable in order for it to be used effectively in conservation, management and decision-making.

Previous studies focused on trends of surface area and water level of lakes in Xinjiang, but paid less attention to nonlinear change and driving mechanisms of lake areas at annual and monthly scales. To address this issue, this study used a remote-sensing Big Data cloud platform and mathematical statistical methods to investigate the change in typical lakes and its attribution in Xinjiang during 1986–2020. The results showed that: 1) there was a significant linear trend in Xinjiang lakes: except for Jili Lake, the plains lakes showed an insignificant (p > 0.1) expansion trend, while the mountain lakes showed an significant expansion trend (p < 0.01). 2) There was a significant nonlinear trend in Xinjiang lakes: most of the plains lakes showed periodicity at 14 and 21 years, however most of the mountain lakes showed periodicity at 17 and 21 years. Most of the mutation trends of plains lakes were not significant, yet the mutation trends of mountain lakes showed significant expansion. 3) Human activities were the dominant factor leading to changes in the plains lakes: among the anthropogenic factors, farmland area, GDP, and population had significant effects on lake area (p < 0.1), and lake expansion was closely related to population and farmland area. Among climatic elements, precipitation mainly affected the changes in plains lakes. 4) Climate change was the dominant factor leading to changes in mountain lakes. The effects of temperature change on mountain lakes were all significantly positive (p < 0.05). In the future, it will be necessary to build lake protection schemes that adapt to climate change and human disturbances. This study can provide an important scientific basis for the rational development and utilization of lakes in Xinjiang.

Previous studies focused on trends of surface area and water level of lakes in Xinjiang, but paid less attention to nonlinear change and driving mechanisms of lake areas at annual and monthly scales. To address this issue, this study used a remote-sensing Big Data cloud platform and mathematical statistical methods to investigate the change in typical lakes and its attribution in Xinjiang during 1986–2020. The results showed that: 1) there was a significant linear trend in Xinjiang lakes: except for Jili Lake, the plains lakes showed an insignificant (p > 0.1) expansion trend, while the mountain lakes showed an significant expansion trend (p < 0.01). 2) There was a significant nonlinear trend in Xinjiang lakes: most of the plains lakes showed periodicity at 14 and 21 years, however most of the mountain lakes showed periodicity at 17 and 21 years. Most of the mutation trends of plains lakes were not significant, yet the mutation trends of mountain lakes showed significant expansion. 3) Human activities were the dominant factor leading to changes in the plains lakes: among the anthropogenic factors, farmland area, GDP, and population had significant effects on lake area (p < 0.1), and lake expansion was closely related to population and farmland area. Among climatic elements, precipitation mainly affected the changes in plains lakes. 4) Climate change was the dominant factor leading to changes in mountain lakes. The effects of temperature change on mountain lakes were all significantly positive (p < 0.05). In the future, it will be necessary to build lake protection schemes that adapt to climate change and human disturbances. This study can provide an important scientific basis for the rational development and utilization of lakes in Xinjiang.

This empirical research makes an innovative and holistic addition to the prior literature by examining the non-linear effect of economic growth and urban dynamics on environmental degradation in a comprehensive panel data of 66 countries and across respective income groups for the period 1990–2016. For empirical analysis, the robust econometric methods of two-way fixed effects (2W-FE), panel fully modified ordinary least squares (PFMOLS), and Driscoll-Kraay regressions have been applied to account for all econometric issues. The study unveils the bell-shaped effect of economic growth on environmental degradation which confirms the Environmental Kuznets Curve (EKC) and structural change hypotheses. The results of this study signifies the inverted U influence of urbanization and urban agglomerations on CO2 emissions and hence supports Ecological Modernization Theory (EMT). Our empirical findings also unfold the heterogeneous non-linear effects of urban dynamics across various income categories of selected economies. By employing the heterogeneous Dumitrescu and Hurlin (D-H) (Granger non-causality tests), the findings of this study confirm the prior estimations and establish significant unilateral and bilateral causal nexus of structural change and urban dynamics with environmental degradation. By verifying the existence of Environmental Kuznets Curve phenomenon in Low and Lower Middle Income (LLMI) and Upper Middle Income (UMI) group countries, this study necessitates for the policy makers to adopt the eco-friendly industrial and energy policies for the long run social, economic and environmental sustainability.

The Chinese govt has enacted a series of CE reduction policies and regulations during the recent decades, which have effectively encouraged the country’s green and sustainable growth. For sustainable development and subsequent policy design, it is critical to investigate the features and evolution of CE reduction programs. First, we collected China’s national-level CE reduction policy texts from 2007 to 2021 as research objects. Second, using content analysis and NVivo software, a three-dimensional analytical framework of “Policy tools--Development stages--Policy implementation objects” is developed and investigated based on the theory of policy tools. Finally, the CE reduction policy language is coded line by line using empirical analysis, yielding 725 reference points. The results show that 1) The results show that: 1) in the evolution of CE reduction policy, environmental policy tools are the most used, accounting for 51.17%, and the use of supply-based and demand-based policy tools account for 32.28 and 16.55%, respectively; 2) demand-based policy tools need to be strengthened, and the structure of supply-based and environmental policy tools needs to be adjusted; 3) the govt’s coordination with research institutions and the public is not sufficient The implementation of policy instruments is insufficient; 4) China’s CE reduction policy is gradually developing from a macroscopic single subject policy to a diversified and specific policy with specialized content. Therefore, we recommend optimizing the policy structure in the light of social characteristics and strengthening the government’s guiding role in China’s CE reduction efforts. It is also recommended to increase financial instruments and enhance the binding force of laws and regulations.

Furthermore, regional heterogeneous and mediation effects between infrastructure and carbon dioxide (CO2) emissions are explored. The primary findings insist that: 1) at the global level, public infrastructure is positive associated with CO2 emissions. In other words, strengthening infrastructure at this stage is not conducive to mitigating the greenhouse effect; 2) public infrastructure construction development in Belt and Road Initiative (BRI) countries has a greater positive impact on CO2 emissions than in non-BRI countries; and 3) the mediation roles of industrial upgrading and trade openness are established; specifically, trade openness and industrial upgrading are valid transmission routes through which public infrastructure affects CO2 emissions. Based on the above three findings, a number of policy implications related to accelerate low-carbon construction of infrastructure and promote industrial upgrading are proposed.

Furthermore, regional heterogeneous and mediation effects between infrastructure and carbon dioxide (CO2) emissions are explored. The primary findings insist that: 1) at the global level, public infrastructure is positive associated with CO2 emissions. In other words, strengthening infrastructure at this stage is not conducive to mitigating the greenhouse effect; 2) public infrastructure construction development in Belt and Road Initiative (BRI) countries has a greater positive impact on CO2 emissions than in non-BRI countries; and 3) the mediation roles of industrial upgrading and trade openness are established; specifically, trade openness and industrial upgrading are valid transmission routes through which public infrastructure affects CO2 emissions. Based on the above three findings, a number of policy implications related to accelerate low-carbon construction of infrastructure and promote industrial upgrading are proposed.
