In 2004, these debates led the country to develop new policies and implement a national program for biodiesel use and production (PNPB) with the intent to increase the share of renewable energy and foster regional development. In this context, the present study aims to assess the impacts of PNPB on regional development in Tocantins State, northern Brazil. For this purpose, ranges of socio-economic indicators were collected among national and regional stakeholders, as well as specific literature. The preliminary results point out that distribution logistics appears to be a considerable constraint to the success of the PNPB. The concentration of biodiesel industries in the central-west region of the country, and the large distances to deliver biodiesel in the northern Brazil make biodiesel prices non-competitive when compared to fossil diesel. The results also suggest that the PNPB is not succeeding in promoting the integration of family agriculture in the Tocantins state, especially due to the structural difficulty of the agricultural sector, as well as the technical and political shortcomings presented by the mechanism of incentives.

The coatings were densified at 600, 800 and 1000°C and characterized by X-rays diffraction. The influence of the coatings on the corrosion behavior of the substrate was tested in 3% NaCl by potentiodynamic polarization curves at 1 mV s(-1). The electrochemical results showed that the films densified at 800 and 1000°C have a better electrochemical behavior than the films densified at 600°C. An increase in the aluminium content improves the behavior of the coatings. -

Os subprodutos biogás e lodo foram caracterizados em termos quantitativos (produção) e qualitativos (composição e poder calorífico) durante 12 meses de monitoramento. Foram estudados dois cenários de aproveitamento energético dos subprodutos: (i) uso prioritário do biogás para a secagem térmica do lodo e o excedente de biogás para geração de eletricidade em motor de combustão interna; e (ii) uso prioritário do biogás visando à geração de eletricidade e ao aproveitamento do calor dos gases de exaustão para a secagem térmica de lodo. Para a análise desses cenários, utilizou-se o software CHEMCAD® a fim de determinar as condições de queima do biogás em câmara de combustão e em motor de combustão interna, assim como na determinação dos balanços de massa e energia. O estudo analisou o potencial de aproveitamento dos subprodutos do tratamento como fonte de energia renovável para uso na própria ETE e para fornecimento a terceiros. No cenário 1, a geração de eletricidade é menor (atendendo 22,2% da demanda de energia da ETE), mas a secagem térmica possibilita maior redução no volume final de lodo a ser disposto ou a eliminação completa de disposição final se o lodo seco final (com 10% de umidade) for utilizado como combustível por terceiros. No cenário 2, a geração de eletricidade é capaz de suprir 57,6% da demanda de energia da ETE, todavia o calor contido nos gases de exaustão não é suficiente para a secagem de todo o lodo desaguado, configurando uma menor redução na quantidade de lodo a ser disposto (13,5 ou 24,9% de redução em massa, conforme a alternativa de remoção de umidade selecionada).

Para este fim, são estimados dois modelos econométricos: o modelo de efeitos fixos, segundo a metodologia desenvolvida por Deschênes e Greenstone (2007), e o modelo de preços hedônicos proposto por Mendelsohn et al. (1994). Ambos os modelos são estimados utilizando dados de painel para os municípios brasileiros no período de 1970-1995. Os resultados das simulações sugerem que o impacto das mudanças climáticas no setor agrícola brasileiro será relativamente modesto no médio prazo. Contudo, estes impactos tendem a tornar-se significativamente mais severos no longo prazo--------------------------This paper aims at estimating the effects of climate change on the Brazilian agriculture both in terms of agricultural profitability and land values. To accomplish this task, we estimate two econometric models: the fixed-effects model proposed by Deschênes and Greenstone (2007) and the hedonic model proposed by Mendelsohn et al. (1994). Both models are estimated for a panel of municipalities covering the period 1970-1995. Simulation results suggest that the overall impact of climate change will be quite modest for the Brazilian agriculture in the medium term, but these impacts are considerably more severe in the long term.

Para este fim, são estimados dois modelos econométricos: o modelo de efeitos fixos, segundo a metodologia desenvolvida por Deschênes e Greenstone (2007), e o modelo de preços hedônicos proposto por Mendelsohn et al. (1994). Ambos os modelos são estimados utilizando dados de painel para os municípios brasileiros no período de 1970-1995. Os resultados das simulações sugerem que o impacto das mudanças climáticas no setor agrícola brasileiro será relativamente modesto no médio prazo. Contudo, estes impactos tendem a tornar-se significativamente mais severos no longo prazo--------------------------This paper aims at estimating the effects of climate change on the Brazilian agriculture both in terms of agricultural profitability and land values. To accomplish this task, we estimate two econometric models: the fixed-effects model proposed by Deschênes and Greenstone (2007) and the hedonic model proposed by Mendelsohn et al. (1994). Both models are estimated for a panel of municipalities covering the period 1970-1995. Simulation results suggest that the overall impact of climate change will be quite modest for the Brazilian agriculture in the medium term, but these impacts are considerably more severe in the long term.
