    In this study, two different methods were applied to derive daily and monthly sunshine duration based on high-resolution satellite products provided by the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT) Satellite Application Facility on Climate Monitoring using data from Meteosat Second Generation (MSG) SEVIRI (Spinning Enhanced Visible and Infrared Imager). The satellite products were either hourly cloud type or hourly surface incoming direct radiation. The satellite sunshine duration estimates were not found to be significantly different using the native 15-minute temporal resolution of SEVIRI. The satellite-based sunshine duration products give additional spatial information over the European continent compared with equivalent in situ-based products. An evaluation of the satellite sunshine duration by product intercomparison and against station measurements was carried out to determine their accuracy. The satellite data were found to be within ±1 h/day compared to high-quality Baseline Surface Radiation Network or surface synoptic observations (SYNOP) station measurements. The satellite-based products differ more over the oceans than over land, mainly because of the treatment of fractional clouds in the cloud type-based sunshine duration product. This paper presents the methods used to derive the satellite sunshine duration products and the performance of the different retrievals. The main benefits and disadvantages compared to station-based products are also discussed.

    Climate change is warming the temperatures and lengthening the Arctic growing season with potentially important effects on plant phenology. The ability of plant species to acclimate to changing climatic conditions will dictate the level to which their spatial coverage and habitat-type dominance is different in the future. While the effect of changes in temperature on phenology and species composition have been observed at the plot and at the regional scale, a systematic assessment at medium spatial scales using new noninvasive sensor techniques has not been performed yet. At four sites across the North Slope of Alaska, changes in the Normalized Difference Vegetation Index (NDVI) signal were observed by Mobile Instrumented Sensor Platforms (MISP) that are suspended over 50 m transects spanning local moisture gradients. The rates of greening (measured in June) and senescence (measured in August) in response to the air temperature was estimated by changes in NDVI measured as the difference between the NDVI on a specific date and three days later. In June, graminoid- and shrub-dominated habitats showed the greatest rates of NDVI increase in response to the high air temperatures, while forb- and lichen-dominated habitats were less responsive. In August, the NDVI was more responsive to variations in the daily average temperature than spring greening at all sites. For graminoid- and shrub-dominated habitats, we observed a delayed decrease of the NDVI, reflecting a prolonged growing season, in response to high August temperatures. Consequently, the annual C assimilation capacity of these habitats is increased, which in turn may be partially responsible for shrub expansion and further increases in net summer CO2 fixation. Strong interannual differences highlight that long-term and noninvasive measurements of such complex feedback mechanisms in arctic ecosystems are critical to fully articulate the net effects of climate variability and climate change on plant community and ecosystem processes.

    The Kabul River basin (KRB) of Afghanistan, a lifeline of around 10 million people, has multiplicity of governance, management, and development-related challenges leading to inequity, inadequacy, and unreliability of irrigation water distribution. Prior to any uplifting intervention, there is a need to evaluate the performance of irrigation system on a long term basis to identify the existing bottlenecks. Although there are several indicators available for the performance evaluation of the irrigation schemes, we used the coefficient of variation (CV) of actual evapotranspiration (ETa) in space (basin, sub-basin, and provincial level), relative evapotranspiration (RET), and temporal CV of RET, to assess the equity, adequacy, and reliability of water distribution, respectively, from 2003 to 2013. The ETa was estimated through a surface energy balance system (SEBS) algorithm and the ETa estimates were validated using the advection aridity (AA) method with a R2 value of 0.81 and 0.77 at Nawabad and Sultanpur stations, respectively. The global land data assimilation system (GLDAS) and moderate-resolution imaging spectroradiometer (MODIS) products were used as main inputs to the SEBS. Results show that the mean seasonal sub-based RET values during summer (May–September) (0.37 ± 0.06) and winter (October–April) (0.40 ± 0.08) are below the target values (RET ≥ 0.75) during 2003–2013. The CV of the mean ETa, within sub-basins and provinces for the entire study period, has an equitable distribution of water from October–January (0.09 ± 0.04), whereas the highest inequity (0.24 ± 0.08) in water distribution is during early summer. The range of the CV of the mean ETa (0.04–0.06) on a monthly and seasonal basis shows the unreliability of water supplies in several provinces or sub-basins. The analysis of the temporal CV of mean RET highlights the unreliable water supplies across the entire basin. The maximum ETa during the study period was estimated for the Shamal sub-basin (552 ± 43 mm) while among the provinces, Kunar experienced the highest ETa (544 ± 39 mm). This study highlights the dire need for interventions to improve the irrigation performance in time and space. The proposed methodology can be used as a framework for monitoring and implementing water distribution plans in future.

    This study highlights the possibilities and constraints of determining instantaneous spatial surface radiation and land heat fluxes from satellite images in a heterogeneous urban area and its agricultural and natural surroundings. Net radiation was determined using ASTER satellite data and MODTRAN radiative transfer calculations. The soil heat flux was estimated with two empirical methods using radiative terms and vegetation indices. The turbulent heat fluxes finally were determined with the LUMPS (Local-Scale Urban Meteorological Parameterization Scheme) and the ARM (Aerodynamic Resistance Method) method. Results were compared to in situ measured ground data. The performance of the atmospheric correction was found to be crucial for the estimation of the radiation balance and thereafter the heat fluxes. The soil heat flux could be modeled satisfactorily by both of the applied approaches. The LUMPS method, for the turbulent fluxes, appeals by its simplicity. However, a correct spatial estimation of associated parameters could not always be achieved. The ARM method showed the better spatial results for the turbulent heat fluxes. In comparison with the in situ measurements however, the LUMPS approach rendered the better results than the ARM method.

    Extreme weather events cause considerable damage to the livelihoods of smallholder farmers globally. Whilst index insurance can help farmers cope with the financial consequences of extreme weather, a major challenge for index insurance is basis risk, where insurance payouts correlate poorly with actual crop losses. We analyse to what extent the use of crop simulation models and crop phenology monitoring can reduce basis risk in index insurance. Using a biophysical process-based crop model (Agricultural Production System sIMulator (APSIM)) applied for rice producers in Odisha, India, we simulate a synthetic yield dataset to train non-parametric statistical models to predict rice yields as a function of meteorological and phenological conditions. We find that the performance of statistical yield models depends on whether meteorological or phenological conditions are used as predictors and whether one aggregates these predictors by season or crop growth stage. Validating the preferred statistical model with observed yield data, we find that the model explains around 54% of the variance in rice yields at the village cluster (Gram Panchayat) level, outperforming vegetation index-based models that were trained directly on the observed yield data. Our methods and findings can guide efforts to design smart phenology-based index insurance and target yield monitoring resources in smallholder farming environments.

    Aboveground net primary productivity (ANPP) and rain-use efficiency (RUE) are important indicators in assessing the response of ecosystems to climate change. In this paper, the Changtang Plateau in the Tibetan Autonomous Region was selected as the study area to analyze the spatial and temporal changes of ANPP and RUE in grassland communities and their response to climate change. The results showed the following:(1) The spatial pattern of ANPP was closely related to rainfall on the Changtang Plateau. The average ANPP over the past 15 years increased gradually from the arid west to the humid east. A consistent pattern was exhibited in different grassland types and climate zones. (2) The RUE was higher at the east and west edges of the Changtang Plateau, especially in the arid west, but was lower in the center. From the perspective of different climatic zones, the average RUE in the southern Tibetan semiarid climate zone and the Ngari arid climate zone was significantly higher than that in other climate zones. However, the average RUE in different grassland types only varied from 0.07 to 0.09 g·m−2·mm−1. The spatial variation in RUE was more distinct in different climatic zones than in different grassland types. (3) Climate change influenced the interannual variation of ANPP and RUE, but the response of ANPP to rainfall showed a significant lag. The interannual change in RUE was negatively correlated with changes in precipitation. (4) In general, a greater area showed a significant increase rather than a decrease in ANPP on the Changtang Plateau, which meant that the grassland condition is improving. The temporal variation patterns of ANPP and RUE in different climate zones were consistent with the overall patterns on the Changtang Plateau, while the variation was not significant in different grassland types.

    Mangroves are an important bulkhead against climate change: they afford protection for coastal areas from tidal waves and cyclones, and are among the most carbon-rich forests in the tropics. As such, protection of mangroves is an urgent priority. This work provides some new information on patterns of degradation in the Sundarbans, the largest contiguous mangrove forest in the world, which are home to more than 35 reptile species, 120 commercial fish species, 300 bird species and 32 mammal species. Using radar imagery, we contrast and quantify the recent impacts of cyclone Sidr and anthropogenic degradation on this ecosystem. Our results, inferred from changes in radar backscatter, confirm already reported trends in coastline retreat for this region, with areas losing as much as 200 m of coast per year. They also suggest rapid changes in mangrove dynamics for Bangladesh and India, highlighting an overall decrease in mangrove health in the east side of the Sundarbans, and an overall increase in this parameter for the west side of the Sundarbans. As global environmental change takes its toll in this part of the world, more detailed, regular information on mangroves’ distribution and health is required: our study illustrates how different threats experienced by mangroves can be detected and mapped using radar-based information, to guide management action.

    Despite a rapid rise in NBS development in recent years, the methods for evaluating NBS still have certain gaps. We propose an approach based on a combination of remote sensing data and meteorological variables to reconstruct the spatio-temporal variation of net ecosystem exchange from eddy-covariance stations. Lagrangian particle dispersion model was used for upscaling of satellite images and flux towers. We trained data-driven models based on kernel methods separately for each selected land cover class. The results suggest that the proposed approach to quantifying carbon exchange on a medium-to-large scale by blending eddy covariance flux data with moderate resolution satellite and weather data provides a set of key advantages over previously deployed methods: (1) scalability, achieved via the validation design based on a separate set of eddy covariance stations; (2) high spatial and temporal resolution due to use of the Landsat imagery; (3) robust and accurate predictions due to improved data quality control, advanced machine learning techniques, and rigorous validation. The machine learning models yielded high cross-validation results. Overall we present here globally scaled technology for the land sector based on high resolution remote sensing imagery, meteorological variables, and direct carbon flux measurements of eddy covariance flux stations.

    Ice-wedge polygons are widespread and conspicuous surficial expressions of ground-ice in permafrost landscapes. Thawing of ice wedges triggers differential ground subsidence, local ponding, and persistent changes to vegetation and hydrologic connectivity across the landscape. Here we characterize spatio-temporal patterns of ice-wedge degradation since circa 1950 across environmental gradients on Alaska’s North Slope. We used a spectral thresholding approach validated by field observations to map flooded thaw pits in high-resolution images from circa 1950, 1982, and 2012 for 11 study areas (1577–4460 ha). The total area of flooded pits increased since 1950 at 8 of 11 study areas (median change +3.6 ha; 130.3%). There were strong regional differences in the timing and extent of degradation; flooded pits were already extensive by 1950 on the Chukchi coastal plain (alluvial-marine deposits) and subsequent changes there indicate pit stabilization. Degradation began more recently on the central Beaufort coastal plain (eolian sand) and Arctic foothills (yedoma). Our results indicate that ice-wedge degradation in northern Alaska cannot be explained by late-20th century warmth alone. Likely mechanisms for asynchronous onset include landscape-scale differences in surficial materials and ground-ice content, regional climate gradients from west (maritime) to east (continental), and regional differences in the timing and magnitude of extreme warm summers after the Little Ice Age.

    IEA Wind Task 32 exists to identify and mitigate barriers to the adoption of lidar for wind energy applications. It leverages ongoing international research and development activities in academia and industry to investigate site assessment, power performance testing, controls and loads, and complex flows. Since its initiation in 2011, Task 32 has been responsible for several recommended practices and expert reports that have contributed to the adoption of ground-based, nacelle-based, and floating lidar by the wind industry. Future challenges include the development of lidar uncertainty models, best practices for data management, and developing community-based tools for data analysis, planning of lidar measurements and lidar configuration. This paper describes the barriers that Task 32 identified to the deployment of wind lidar in each of these application areas, and the steps that have been taken to confirm or mitigate the barriers. Task 32 will continue to be a meeting point for the international wind lidar community until at least 2020 and welcomes old and new participants.

    In this study, two different methods were applied to derive daily and monthly sunshine duration based on high-resolution satellite products provided by the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT) Satellite Application Facility on Climate Monitoring using data from Meteosat Second Generation (MSG) SEVIRI (Spinning Enhanced Visible and Infrared Imager). The satellite products were either hourly cloud type or hourly surface incoming direct radiation. The satellite sunshine duration estimates were not found to be significantly different using the native 15-minute temporal resolution of SEVIRI. The satellite-based sunshine duration products give additional spatial information over the European continent compared with equivalent in situ-based products. An evaluation of the satellite sunshine duration by product intercomparison and against station measurements was carried out to determine their accuracy. The satellite data were found to be within ±1 h/day compared to high-quality Baseline Surface Radiation Network or surface synoptic observations (SYNOP) station measurements. The satellite-based products differ more over the oceans than over land, mainly because of the treatment of fractional clouds in the cloud type-based sunshine duration product. This paper presents the methods used to derive the satellite sunshine duration products and the performance of the different retrievals. The main benefits and disadvantages compared to station-based products are also discussed.

    Climate change is warming the temperatures and lengthening the Arctic growing season with potentially important effects on plant phenology. The ability of plant species to acclimate to changing climatic conditions will dictate the level to which their spatial coverage and habitat-type dominance is different in the future. While the effect of changes in temperature on phenology and species composition have been observed at the plot and at the regional scale, a systematic assessment at medium spatial scales using new noninvasive sensor techniques has not been performed yet. At four sites across the North Slope of Alaska, changes in the Normalized Difference Vegetation Index (NDVI) signal were observed by Mobile Instrumented Sensor Platforms (MISP) that are suspended over 50 m transects spanning local moisture gradients. The rates of greening (measured in June) and senescence (measured in August) in response to the air temperature was estimated by changes in NDVI measured as the difference between the NDVI on a specific date and three days later. In June, graminoid- and shrub-dominated habitats showed the greatest rates of NDVI increase in response to the high air temperatures, while forb- and lichen-dominated habitats were less responsive. In August, the NDVI was more responsive to variations in the daily average temperature than spring greening at all sites. For graminoid- and shrub-dominated habitats, we observed a delayed decrease of the NDVI, reflecting a prolonged growing season, in response to high August temperatures. Consequently, the annual C assimilation capacity of these habitats is increased, which in turn may be partially responsible for shrub expansion and further increases in net summer CO2 fixation. Strong interannual differences highlight that long-term and noninvasive measurements of such complex feedback mechanisms in arctic ecosystems are critical to fully articulate the net effects of climate variability and climate change on plant community and ecosystem processes.

    The Kabul River basin (KRB) of Afghanistan, a lifeline of around 10 million people, has multiplicity of governance, management, and development-related challenges leading to inequity, inadequacy, and unreliability of irrigation water distribution. Prior to any uplifting intervention, there is a need to evaluate the performance of irrigation system on a long term basis to identify the existing bottlenecks. Although there are several indicators available for the performance evaluation of the irrigation schemes, we used the coefficient of variation (CV) of actual evapotranspiration (ETa) in space (basin, sub-basin, and provincial level), relative evapotranspiration (RET), and temporal CV of RET, to assess the equity, adequacy, and reliability of water distribution, respectively, from 2003 to 2013. The ETa was estimated through a surface energy balance system (SEBS) algorithm and the ETa estimates were validated using the advection aridity (AA) method with a R2 value of 0.81 and 0.77 at Nawabad and Sultanpur stations, respectively. The global land data assimilation system (GLDAS) and moderate-resolution imaging spectroradiometer (MODIS) products were used as main inputs to the SEBS. Results show that the mean seasonal sub-based RET values during summer (May–September) (0.37 ± 0.06) and winter (October–April) (0.40 ± 0.08) are below the target values (RET ≥ 0.75) during 2003–2013. The CV of the mean ETa, within sub-basins and provinces for the entire study period, has an equitable distribution of water from October–January (0.09 ± 0.04), whereas the highest inequity (0.24 ± 0.08) in water distribution is during early summer. The range of the CV of the mean ETa (0.04–0.06) on a monthly and seasonal basis shows the unreliability of water supplies in several provinces or sub-basins. The analysis of the temporal CV of mean RET highlights the unreliable water supplies across the entire basin. The maximum ETa during the study period was estimated for the Shamal sub-basin (552 ± 43 mm) while among the provinces, Kunar experienced the highest ETa (544 ± 39 mm). This study highlights the dire need for interventions to improve the irrigation performance in time and space. The proposed methodology can be used as a framework for monitoring and implementing water distribution plans in future.

    This study highlights the possibilities and constraints of determining instantaneous spatial surface radiation and land heat fluxes from satellite images in a heterogeneous urban area and its agricultural and natural surroundings. Net radiation was determined using ASTER satellite data and MODTRAN radiative transfer calculations. The soil heat flux was estimated with two empirical methods using radiative terms and vegetation indices. The turbulent heat fluxes finally were determined with the LUMPS (Local-Scale Urban Meteorological Parameterization Scheme) and the ARM (Aerodynamic Resistance Method) method. Results were compared to in situ measured ground data. The performance of the atmospheric correction was found to be crucial for the estimation of the radiation balance and thereafter the heat fluxes. The soil heat flux could be modeled satisfactorily by both of the applied approaches. The LUMPS method, for the turbulent fluxes, appeals by its simplicity. However, a correct spatial estimation of associated parameters could not always be achieved. The ARM method showed the better spatial results for the turbulent heat fluxes. In comparison with the in situ measurements however, the LUMPS approach rendered the better results than the ARM method.

    Extreme weather events cause considerable damage to the livelihoods of smallholder farmers globally. Whilst index insurance can help farmers cope with the financial consequences of extreme weather, a major challenge for index insurance is basis risk, where insurance payouts correlate poorly with actual crop losses. We analyse to what extent the use of crop simulation models and crop phenology monitoring can reduce basis risk in index insurance. Using a biophysical process-based crop model (Agricultural Production System sIMulator (APSIM)) applied for rice producers in Odisha, India, we simulate a synthetic yield dataset to train non-parametric statistical models to predict rice yields as a function of meteorological and phenological conditions. We find that the performance of statistical yield models depends on whether meteorological or phenological conditions are used as predictors and whether one aggregates these predictors by season or crop growth stage. Validating the preferred statistical model with observed yield data, we find that the model explains around 54% of the variance in rice yields at the village cluster (Gram Panchayat) level, outperforming vegetation index-based models that were trained directly on the observed yield data. Our methods and findings can guide efforts to design smart phenology-based index insurance and target yield monitoring resources in smallholder farming environments.

    Aboveground net primary productivity (ANPP) and rain-use efficiency (RUE) are important indicators in assessing the response of ecosystems to climate change. In this paper, the Changtang Plateau in the Tibetan Autonomous Region was selected as the study area to analyze the spatial and temporal changes of ANPP and RUE in grassland communities and their response to climate change. The results showed the following:(1) The spatial pattern of ANPP was closely related to rainfall on the Changtang Plateau. The average ANPP over the past 15 years increased gradually from the arid west to the humid east. A consistent pattern was exhibited in different grassland types and climate zones. (2) The RUE was higher at the east and west edges of the Changtang Plateau, especially in the arid west, but was lower in the center. From the perspective of different climatic zones, the average RUE in the southern Tibetan semiarid climate zone and the Ngari arid climate zone was significantly higher than that in other climate zones. However, the average RUE in different grassland types only varied from 0.07 to 0.09 g·m−2·mm−1. The spatial variation in RUE was more distinct in different climatic zones than in different grassland types. (3) Climate change influenced the interannual variation of ANPP and RUE, but the response of ANPP to rainfall showed a significant lag. The interannual change in RUE was negatively correlated with changes in precipitation. (4) In general, a greater area showed a significant increase rather than a decrease in ANPP on the Changtang Plateau, which meant that the grassland condition is improving. The temporal variation patterns of ANPP and RUE in different climate zones were consistent with the overall patterns on the Changtang Plateau, while the variation was not significant in different grassland types.

    Mangroves are an important bulkhead against climate change: they afford protection for coastal areas from tidal waves and cyclones, and are among the most carbon-rich forests in the tropics. As such, protection of mangroves is an urgent priority. This work provides some new information on patterns of degradation in the Sundarbans, the largest contiguous mangrove forest in the world, which are home to more than 35 reptile species, 120 commercial fish species, 300 bird species and 32 mammal species. Using radar imagery, we contrast and quantify the recent impacts of cyclone Sidr and anthropogenic degradation on this ecosystem. Our results, inferred from changes in radar backscatter, confirm already reported trends in coastline retreat for this region, with areas losing as much as 200 m of coast per year. They also suggest rapid changes in mangrove dynamics for Bangladesh and India, highlighting an overall decrease in mangrove health in the east side of the Sundarbans, and an overall increase in this parameter for the west side of the Sundarbans. As global environmental change takes its toll in this part of the world, more detailed, regular information on mangroves’ distribution and health is required: our study illustrates how different threats experienced by mangroves can be detected and mapped using radar-based information, to guide management action.

    Despite a rapid rise in NBS development in recent years, the methods for evaluating NBS still have certain gaps. We propose an approach based on a combination of remote sensing data and meteorological variables to reconstruct the spatio-temporal variation of net ecosystem exchange from eddy-covariance stations. Lagrangian particle dispersion model was used for upscaling of satellite images and flux towers. We trained data-driven models based on kernel methods separately for each selected land cover class. The results suggest that the proposed approach to quantifying carbon exchange on a medium-to-large scale by blending eddy covariance flux data with moderate resolution satellite and weather data provides a set of key advantages over previously deployed methods: (1) scalability, achieved via the validation design based on a separate set of eddy covariance stations; (2) high spatial and temporal resolution due to use of the Landsat imagery; (3) robust and accurate predictions due to improved data quality control, advanced machine learning techniques, and rigorous validation. The machine learning models yielded high cross-validation results. Overall we present here globally scaled technology for the land sector based on high resolution remote sensing imagery, meteorological variables, and direct carbon flux measurements of eddy covariance flux stations.

    Ice-wedge polygons are widespread and conspicuous surficial expressions of ground-ice in permafrost landscapes. Thawing of ice wedges triggers differential ground subsidence, local ponding, and persistent changes to vegetation and hydrologic connectivity across the landscape. Here we characterize spatio-temporal patterns of ice-wedge degradation since circa 1950 across environmental gradients on Alaska’s North Slope. We used a spectral thresholding approach validated by field observations to map flooded thaw pits in high-resolution images from circa 1950, 1982, and 2012 for 11 study areas (1577–4460 ha). The total area of flooded pits increased since 1950 at 8 of 11 study areas (median change +3.6 ha; 130.3%). There were strong regional differences in the timing and extent of degradation; flooded pits were already extensive by 1950 on the Chukchi coastal plain (alluvial-marine deposits) and subsequent changes there indicate pit stabilization. Degradation began more recently on the central Beaufort coastal plain (eolian sand) and Arctic foothills (yedoma). Our results indicate that ice-wedge degradation in northern Alaska cannot be explained by late-20th century warmth alone. Likely mechanisms for asynchronous onset include landscape-scale differences in surficial materials and ground-ice content, regional climate gradients from west (maritime) to east (continental), and regional differences in the timing and magnitude of extreme warm summers after the Little Ice Age.

    IEA Wind Task 32 exists to identify and mitigate barriers to the adoption of lidar for wind energy applications. It leverages ongoing international research and development activities in academia and industry to investigate site assessment, power performance testing, controls and loads, and complex flows. Since its initiation in 2011, Task 32 has been responsible for several recommended practices and expert reports that have contributed to the adoption of ground-based, nacelle-based, and floating lidar by the wind industry. Future challenges include the development of lidar uncertainty models, best practices for data management, and developing community-based tools for data analysis, planning of lidar measurements and lidar configuration. This paper describes the barriers that Task 32 identified to the deployment of wind lidar in each of these application areas, and the steps that have been taken to confirm or mitigate the barriers. Task 32 will continue to be a meeting point for the international wind lidar community until at least 2020 and welcomes old and new participants.
