The book consists of three parts devoted to topical issues of the development of the PRC economy at the beginning of the 14th five-year plan (2021—2025). The first part is devoted to the analysis of the Chinese model of the “closed—loop economy” aimed at maximizing the use of resources and at the same time at effective environmental protection; strategic planning of key areas of science and technology; an assessment of the effectiveness of the course of optimizing the business environment for small and medium-sized enterprises is given, demographic problems of the country and problems of ensuring food security at a new stage are considered. The second part analyzes measures to create a “smart” production based on high technologies in China; the role of innovative business of returning Chinese graduates of foreign universities in the economic development of China; the consequences of digitalization of the economy; prospects for Internet medicine. The third part examines the problems of foreign trade, economic and investment cooperation between China and the countries of the world, including cooperation with Russia and Belarus, China's participation in the global market of mergers and acquisitions, issues of using the experience of economic reforms in China in Russia. At the beginning of the 14th five-year plan, China, thanks to the successes in the fight against the COVID-19 coronavirus pandemic and a balanced economic policy aimed at ensuring stability, increasing labor productivity, expanding domestic demand and providing favorable conditions for national and foreign businesses, maintains the pace of economic development at a level above the global average. The forecasts of the International Monetary Fund (IMF) and the World Bank, according to which China's GDP growth in 2022 is estimated at 5.6 and 5.4 percent year-on-year, respectively, are generally consistent with the forecast of 5.3 percent by the Chinese Academy of Sciences. Сборник подготовлен по материалам ежегодной научной конференции Центра экономических и социальных исследований Китая Института Дальнего Востока РАН (апрель 2022 г.). Он состоит из трех частей, посвященных актуальным проблемам развития экономики КНР в начале 14-й пятилетки (2021—2025 гг.). Первая часть представляет анализ китайской модели «экономики замкнутого цикла» (направленной на максимальное использование ресурсов и одновременно — на эффективную защиту окружающей среды) и стратегического планирования ключевых направлений науки и техники. Дана оценка эффективности курса оптимизации деловой среды для малых и средних предприятий, рассмотрены демографические проблемы страны и проблемы обеспечения продовольственной безопасности на новом этапе. Во второй части анализируются меры по созданию в Китае «умного» производства на основе высоких технологий; роль инновационного бизнеса вернувшихся китайских выпускников зарубежных вузов в экономическом развитии КНР; последствия цифровизации экономики; перспективы интернет-медицины. В третьей части рассматриваются проблемы внешней торговли, экономического и инвестиционного сотрудничества Китая со странами мира, включая сотрудничество с Россией и Белоруссией, участие Китая на мировом рынке слияний и поглощений, вопросы использования в России опыта экономических реформ в КНР. В начале 14-й пятилетки Китай, благодаря успехам в борьбе с пандемией коронавируса COVID-19 и взвешенной экономической политике, направленной на обеспечение стабильности, повышение производительности труда, расширение внутреннего спроса и обеспечение благоприятных условий для национального и зарубежного бизнеса, сохраняет темпы развития экономики на уровне выше среднемировых. Прогнозы Международного валютного фонда (МВФ) и Всемирного банка, согласно которым рост ВВП Китая в 2022 г. оценивается в 5,6 и 5,4 процента в годовом исчислении соответственно, в целом согласуются с прогнозом в 5,3 процента Китайской академии наук.

V.; Elishev, V. G.; Kriventsova, L. A.;A breakthrough in innovations largely depends on the quality of human potential. In the context of demographic threats for economic security of the region, the national project “Healthcare” has prepared measures for reducing the mortality of the working age population, including mortality from cancer. However, the costs of cancer detection and treatment, as well as social costs of temporary disability are later compensated by reduced mortality losses and increased contribution of the labour potential to gross regional product (GRP). During the research we applied systematic and integrative approaches, methods of comparative and statistical analysis using modern IT solutions. The research is based on the data from oncology services of Tyumen and Sverdlovsk regions. The organizational and medical innovations in Tyumen region, including modern diagnostics on the basis of radiological centre, have increased the detection rate of malignant neoplasm. Moreover, these innovations have significantly reduced the number of cancer-related deaths in comparison with the national average value. In 2017, this indicator per 100 thousand was 112.78 in the Russian Federation, while in Tyumen region it was 90.04. For the period from 2013 to 2017, improvements in diagnostics and quality of the oncology service in Sverdlovsk region contributed to a higher detection of various diseases, longer treatment in the hospital and at home, which did not allow achieving economic effects by reducing costs. However, these measures have led to significant reduction of damage from working age population mortality. An indicator of “multidimensional economic effect in health care” is calculated as the sum of various types of effects. Its value demonstrates compensation for costs incurred at certain stages of medical assistance with the effects resulting from preservation of human potential by reducing mortality. Our forecast shows that medical and demographic indicators of the oncology service of the Sverdlovsk region will improve by 2022. Such improvements will result from constructing and equipping the centre of nuclear medicine and the proton centre in the framework of the public-private partnership in Sverdlovsk region healthcare. The results of the study can be applied for an objective assessment of health care and its contribution to the regional economy. © 2018 Institute of Economics Ural Branch of the Russian Academy of Sciences. В статье анализируется влияние затяжной пандемии COVID-19 на мировые топливно-энергетические рынки. Автор исследования, опираясь на статистические данные Международного энергетического агентства, доказал, что КНР быстрее других государств отреагировал на социально-политические и макроэкономические последствия пандемии. Китай демонстрирует мировому сообществу устойчивый и интенсивный рост объемов потребления всех видов топлива и энергии, включая энергию из возобновляемых источников. В Индии спрос на ключевые виды топлива и энергии возрос, однако темпы роста отстают от китайских показателей по причине того, что страна очень болезненно пережила первые волны коронавирусной инфекции. ЕС и США делают ставку на возобновляемые источники энергии, однако программы «зеленой энергетики» не приносят желаемого эффекта. The article analyzes the impact of the protracted COVID-19 pandemic on global fuel and energy markets. The author of the study, based on statistics from the International Energy Agency, proved that the PRC reacted faster than other states to the socio-political and macroeconomic consequences of the pandemic. China demonstrates to the world community a steady and intensive growth in the consumption of all types of fuels and energy, including renewable energy. In India, demand for key fuels and energy has increased, but the growth rate lags behind Chinese indicators due to the fact that the country has very painfully experienced the first waves of coronavirus infection. The EU and the US are betting on renewable energy, but green energy programs do not bring the desired effect.

Основное внимание уделяется проблемам, с которыми столкнулась Албания под воздействием сильного землетрясения в 2019 г. и пандемии коронавируса в 2020 г., и оценке их влияния на экономику страны. В качестве подтверждения приводятся статистические данные, констатирующие негативное воздействие и ухудшение ряда основных макроэкономических показателей, среди которых, в частности: ВВП, инфляция, безработица, государственный долг, дефицит бюджета и др. Рассматриваются меры, направленные на стабилизацию экономики страны в условиях глобальной нестабильности. Как показали результаты проведенного исследования, Албания, будучи небольшой открытой экономикой с ограниченной экономической диверсификацией, остается в значительной степени подверженной различным внешним и внутренним рискам. В условиях пандемии COVID-19 правительство Албании ведет активную работу, направленную на поддержку граждан страны и восстановление экономики, однако оценить эффективность принятых мер можно будет только спустя некоторое время. This article analyzes the state of the Albanian economy in the context of instability and the COVID-19 pandemic. The main focus is on the challenges faced by Albania under the influence of the strong earthquake in 2019 and the coronavirus pandemic in 2020, and the assessment of their impact on the country’s economy. As a confirmation, statistical data stating the negative impact and expressed in negative economic indicators are provided, in particular GDP, inflation, unemployment, public debt, budget deficit and etc. Measures aimed at stabilizing the country’s economy in the context of global instability are considered. As the results of the study showed, Albania, being a small open economy with limited economic diversification, remains largely exposed to various external and internal risks. In the context of the COVID-19 pandemic, the Albanian Government is actively working to support the country’s citizens and restore the economy, but it will be possible to assess the effectiveness of the measures taken only after some time.

Mathematical modeling for these diseases provides an answer to the question of a person's expectancy of life depending on a certain therapy. The paper provides a brief analysis of the functional load of cancer stem cells in the general system of the cancer cell population. This analysis includes consideration under conditions of an immune response and external influence (chemotherapy). The neoplasm growth modeling and the immune response to the disease, a model of the growth of a neoplasm during immune response and chemotherapy are proposed taking into account the approaches outlined in the literature. Mathematical models of neoplasms based on the positions of the clonal concept (Burnet's theory), which take into account the growth of cancer (dividing) cells, the response of the immune system, and drug therapy, these models are described by the Cauchy problem for a system of ordinary differential equations. The dynamics of tumor growth are determined based on the model. The model of disease stages is based on the distribution of the main parameters that determine the kinetics growth of the dividing cells population. An estimate is given of the average time to reach four stages of the disease and the duration of remission after the end of treatment using a statistical approach. The obtained theoretical results are compared with the data of the Russian Population Cancer Registry. В настоящее время онкологические заболевания носят распространенный характер, математическое моделирование их дает ответ на вопрос о продолжительности жизни человека при определенной терапии. В данной работе дается краткий анализ функциональной нагрузки стволовых раковых клеток в общей системе популяции раковых клеток. В том числе и в условиях иммунного ответа и внешнего воздействия (химиотерапия). С учетом изложенных в литературных источниках подходов моделирования роста новообразования и иммунной реакции на заболевание предлагается модель роста новообразования при иммунном ответе и химиотерапии. Математические модели новообразований, основанные на позициях клональной концепции (теории Бернета), в которых учитывается рост раковых (делящихся) клеток, ответ иммунной системы и лекарственная терапия, описываются задачей Коши для системы обыкновенных дифференциальных уравнений. На основе моделей определяется динамика роста опухоли. Модель четырех стадий заболевания основывается на распределении основных параметров, определяющих кинетику роста популяции делящихся клеток. С использованием статистического подхода дается оценка среднего времени достижения четырех стадий заболевания, продолжительности ремиссии после окончания лечения, дается оценка времени дожития при проведенном лечении и без лечения. Полученные теоретические результаты моделирования сопоставляются с реальными данными Популяционного ракового регистра России. The book consists of three parts devoted to topical issues of the development of the PRC economy at the beginning of the 14th five-year plan (2021—2025). The first part is devoted to the analysis of the Chinese model of the “closed—loop economy” aimed at maximizing the use of resources and at the same time at effective environmental protection; strategic planning of key areas of science and technology; an assessment of the effectiveness of the course of optimizing the business environment for small and medium-sized enterprises is given, demographic problems of the country and problems of ensuring food security at a new stage are considered. The second part analyzes measures to create a “smart” production based on high technologies in China; the role of innovative business of returning Chinese graduates of foreign universities in the economic development of China; the consequences of digitalization of the economy; prospects for Internet medicine. The third part examines the problems of foreign trade, economic and investment cooperation between China and the countries of the world, including cooperation with Russia and Belarus, China's participation in the global market of mergers and acquisitions, issues of using the experience of economic reforms in China in Russia. At the beginning of the 14th five-year plan, China, thanks to the successes in the fight against the COVID-19 coronavirus pandemic and a balanced economic policy aimed at ensuring stability, increasing labor productivity, expanding domestic demand and providing favorable conditions for national and foreign businesses, maintains the pace of economic development at a level above the global average. The forecasts of the International Monetary Fund (IMF) and the World Bank, according to which China's GDP growth in 2022 is estimated at 5.6 and 5.4 percent year-on-year, respectively, are generally consistent with the forecast of 5.3 percent by the Chinese Academy of Sciences. Сборник подготовлен по материалам ежегодной научной конференции Центра экономических и социальных исследований Китая Института Дальнего Востока РАН (апрель 2022 г.). Он состоит из трех частей, посвященных актуальным проблемам развития экономики КНР в начале 14-й пятилетки (2021—2025 гг.). Первая часть представляет анализ китайской модели «экономики замкнутого цикла» (направленной на максимальное использование ресурсов и одновременно — на эффективную защиту окружающей среды) и стратегического планирования ключевых направлений науки и техники. Дана оценка эффективности курса оптимизации деловой среды для малых и средних предприятий, рассмотрены демографические проблемы страны и проблемы обеспечения продовольственной безопасности на новом этапе. Во второй части анализируются меры по созданию в Китае «умного» производства на основе высоких технологий; роль инновационного бизнеса вернувшихся китайских выпускников зарубежных вузов в экономическом развитии КНР; последствия цифровизации экономики; перспективы интернет-медицины. В третьей части рассматриваются проблемы внешней торговли, экономического и инвестиционного сотрудничества Китая со странами мира, включая сотрудничество с Россией и Белоруссией, участие Китая на мировом рынке слияний и поглощений, вопросы использования в России опыта экономических реформ в КНР. В начале 14-й пятилетки Китай, благодаря успехам в борьбе с пандемией коронавируса COVID-19 и взвешенной экономической политике, направленной на обеспечение стабильности, повышение производительности труда, расширение внутреннего спроса и обеспечение благоприятных условий для национального и зарубежного бизнеса, сохраняет темпы развития экономики на уровне выше среднемировых. Прогнозы Международного валютного фонда (МВФ) и Всемирного банка, согласно которым рост ВВП Китая в 2022 г. оценивается в 5,6 и 5,4 процента в годовом исчислении соответственно, в целом согласуются с прогнозом в 5,3 процента Китайской академии наук.

In the context of demographic threats for economic security of the region, the national project “Healthcare” has prepared measures for reducing the mortality of the working age population, including mortality from cancer. However, the costs of cancer detection and treatment, as well as social costs of temporary disability are later compensated by reduced mortality losses and increased contribution of the labour potential to gross regional product (GRP). During the research we applied systematic and integrative approaches, methods of comparative and statistical analysis using modern IT solutions. The research is based on the data from oncology services of Tyumen and Sverdlovsk regions. The organizational and medical innovations in Tyumen region, including modern diagnostics on the basis of radiological centre, have increased the detection rate of malignant neoplasm. Moreover, these innovations have significantly reduced the number of cancer-related deaths in comparison with the national average value. In 2017, this indicator per 100 thousand was 112.78 in the Russian Federation, while in Tyumen region it was 90.04. For the period from 2013 to 2017, improvements in diagnostics and quality of the oncology service in Sverdlovsk region contributed to a higher detection of various diseases, longer treatment in the hospital and at home, which did not allow achieving economic effects by reducing costs. However, these measures have led to significant reduction of damage from working age population mortality. An indicator of “multidimensional economic effect in health care” is calculated as the sum of various types of effects. Its value demonstrates compensation for costs incurred at certain stages of medical assistance with the effects resulting from preservation of human potential by reducing mortality. Our forecast shows that medical and demographic indicators of the oncology service of the Sverdlovsk region will improve by 2022. Such improvements will result from constructing and equipping the centre of nuclear medicine and the proton centre in the framework of the public-private partnership in Sverdlovsk region healthcare. The results of the study can be applied for an objective assessment of health care and its contribution to the regional economy. © 2018 Institute of Economics Ural Branch of the Russian Academy of Sciences. В статье анализируется влияние затяжной пандемии COVID-19 на мировые топливно-энергетические рынки. Автор исследования, опираясь на статистические данные Международного энергетического агентства, доказал, что КНР быстрее других государств отреагировал на социально-политические и макроэкономические последствия пандемии. Китай демонстрирует мировому сообществу устойчивый и интенсивный рост объемов потребления всех видов топлива и энергии, включая энергию из возобновляемых источников. В Индии спрос на ключевые виды топлива и энергии возрос, однако темпы роста отстают от китайских показателей по причине того, что страна очень болезненно пережила первые волны коронавирусной инфекции. ЕС и США делают ставку на возобновляемые источники энергии, однако программы «зеленой энергетики» не приносят желаемого эффекта. The article analyzes the impact of the protracted COVID-19 pandemic on global fuel and energy markets. The author of the study, based on statistics from the International Energy Agency, proved that the PRC reacted faster than other states to the socio-political and macroeconomic consequences of the pandemic. China demonstrates to the world community a steady and intensive growth in the consumption of all types of fuels and energy, including renewable energy. In India, demand for key fuels and energy has increased, but the growth rate lags behind Chinese indicators due to the fact that the country has very painfully experienced the first waves of coronavirus infection. The EU and the US are betting on renewable energy, but green energy programs do not bring the desired effect.

Основное внимание уделяется проблемам, с которыми столкнулась Албания под воздействием сильного землетрясения в 2019 г. и пандемии коронавируса в 2020 г., и оценке их влияния на экономику страны. В качестве подтверждения приводятся статистические данные, констатирующие негативное воздействие и ухудшение ряда основных макроэкономических показателей, среди которых, в частности: ВВП, инфляция, безработица, государственный долг, дефицит бюджета и др. Рассматриваются меры, направленные на стабилизацию экономики страны в условиях глобальной нестабильности. Как показали результаты проведенного исследования, Албания, будучи небольшой открытой экономикой с ограниченной экономической диверсификацией, остается в значительной степени подверженной различным внешним и внутренним рискам. В условиях пандемии COVID-19 правительство Албании ведет активную работу, направленную на поддержку граждан страны и восстановление экономики, однако оценить эффективность принятых мер можно будет только спустя некоторое время. This article analyzes the state of the Albanian economy in the context of instability and the COVID-19 pandemic. The main focus is on the challenges faced by Albania under the influence of the strong earthquake in 2019 and the coronavirus pandemic in 2020, and the assessment of their impact on the country’s economy. As a confirmation, statistical data stating the negative impact and expressed in negative economic indicators are provided, in particular GDP, inflation, unemployment, public debt, budget deficit and etc. Measures aimed at stabilizing the country’s economy in the context of global instability are considered. As the results of the study showed, Albania, being a small open economy with limited economic diversification, remains largely exposed to various external and internal risks. In the context of the COVID-19 pandemic, the Albanian Government is actively working to support the country’s citizens and restore the economy, but it will be possible to assess the effectiveness of the measures taken only after some time.

Mathematical modeling for these diseases provides an answer to the question of a person's expectancy of life depending on a certain therapy. The paper provides a brief analysis of the functional load of cancer stem cells in the general system of the cancer cell population. This analysis includes consideration under conditions of an immune response and external influence (chemotherapy). The neoplasm growth modeling and the immune response to the disease, a model of the growth of a neoplasm during immune response and chemotherapy are proposed taking into account the approaches outlined in the literature. Mathematical models of neoplasms based on the positions of the clonal concept (Burnet's theory), which take into account the growth of cancer (dividing) cells, the response of the immune system, and drug therapy, these models are described by the Cauchy problem for a system of ordinary differential equations. The dynamics of tumor growth are determined based on the model. The model of disease stages is based on the distribution of the main parameters that determine the kinetics growth of the dividing cells population. An estimate is given of the average time to reach four stages of the disease and the duration of remission after the end of treatment using a statistical approach. The obtained theoretical results are compared with the data of the Russian Population Cancer Registry. В настоящее время онкологические заболевания носят распространенный характер, математическое моделирование их дает ответ на вопрос о продолжительности жизни человека при определенной терапии. В данной работе дается краткий анализ функциональной нагрузки стволовых раковых клеток в общей системе популяции раковых клеток. В том числе и в условиях иммунного ответа и внешнего воздействия (химиотерапия). С учетом изложенных в литературных источниках подходов моделирования роста новообразования и иммунной реакции на заболевание предлагается модель роста новообразования при иммунном ответе и химиотерапии. Математические модели новообразований, основанные на позициях клональной концепции (теории Бернета), в которых учитывается рост раковых (делящихся) клеток, ответ иммунной системы и лекарственная терапия, описываются задачей Коши для системы обыкновенных дифференциальных уравнений. На основе моделей определяется динамика роста опухоли. Модель четырех стадий заболевания основывается на распределении основных параметров, определяющих кинетику роста популяции делящихся клеток. С использованием статистического подхода дается оценка среднего времени достижения четырех стадий заболевания, продолжительности ремиссии после окончания лечения, дается оценка времени дожития при проведенном лечении и без лечения. Полученные теоретические результаты моделирования сопоставляются с реальными данными Популяционного ракового регистра России.
