Mexico City is located at an altitude of over 2 000 metres where it occupies an attractive but hazardous site hemmed in by the Sierra Madre and volcanic mountain ranges.The site is one of the most disaster-prone locations in the world, threatened by a combination of natural hazards, poorly controlled technological hazards created by the city’s heavy industry, pollution – particularly air pollution and diminishing local resources, the most seriously threatened being water. Since the devastating earthquake of 1985, Mexico’s planners have attempted to address the questions of hazards and sustainability in the city’s new urban development policies. But although the various hazards have been clearly identified and appropriate responses determined, the latter have remained for the most part unimplemented. A normative approach that does not take into account the entire metropolitan area but uses the peripheral zones to improve the sustainability of central areas (a kind of imported sustainability at the metropolitan scale) explains this situation. Local and national players regularly attempt to address the many hazards to which the city is exposed but ultimately seem to make very little progress. Their situation is a little like that of Sisyphus trying to push his rock up the hill, but in this case it is not really the rock that is the problem but rather the slope. In other words, the real problem for Mexico City is the substrate composed of local representations and uses of space that underlie the very foundations of Mexican society – and on which the rock rolls.

Trenty; C. Puyal;Resume Un bilan de la surveillance des reacteurs REP par analyse du bruit neutronique est presente. Il s'appuie sur une banque de donnees constituee a partir des informations obtenues mensuellement par les exploitants (densites spectrales de puissance). L'etude a porte sur 14 reacteurs a ecran thermique sectorise et 27 cycles de combustibles : elle a consiste a suivre l'evolution des fluctuations neutroniques dans plusieurs bandes de frequences liees aux composants internes (combustible, enveloppe de coeur). L'effet de l'irradiation du combustible en cours de cycle est estime et les comportements normaux sont quantifies. Les anomalies detectees sur l'ensemble du parc (30 reacteurs 900 MW, environ 80 cycles) sont presentees brievement. Les resultats obtenus recemment sur le premier reacteur 1300 MW de Paluel confirment l'interet de l'analyse des fluctuations neutroniques en liaison avec les accelerations de la cuve, pour la surveillance des composants internes de reacteurs.

There are specialised works giving French-English equivalencies but which only cover one particular science or technology. A number of different fields were called upon at SMORN-IV: nuclear, signal processing, pattern recognition, electronics, informatics, artificial intelligence also expert systems as well as fluid and solid mechanics. This glossary should not be considered as a reference document, but only as an aid to readers. In France, official bodies such as Ministries and the French academy can admit or refuse the terms. When we are aware of such cases, the official term is flagged by an asterisk and the non-official term(s) is also given as it is still used by force of habit.

Dans cet article, nous questionnons l’évolution des conflits d’usage liés à la gestion des ressources et des espaces forestiers à l’heure de la transition énergétique. Utilisant les outils de l’économie patrimoniale, nous mettons l’accent sur les stratégies d’acteurs qui sous-tendent ces dynamiques conflictuelles, leurs mutations et leurs modalités de régulation. Notre réflexion s’appuie sur l’étude empirique de deux territoires forestiers : La Tuque, au Québec, et le massif des Landes de Gascogne, en France. La description historicisée de ces systèmes productifs et territoriaux montre d’abord que les frictions véhiculées par la transition énergétique tiennent tout autant à l’arrivée de nouveaux acteurs qu’au réveil de tensions entre usagers historiques. Nous soulignons aussi le pouvoir de régulation acquis par certains de ces usagers historiques. Cela nous amène à considérer que, si la transition énergétique renforce l’influence des logiques d’usages marchands de la ressource dans les choix de gestion forestière, tous les acteurs ne sont pas habilités à promouvoir ces nouvelles trajectoires. Interrogamos la evolución de los conflictos de utilización relacionados con la gestión de recursos y de espacios forestales durante la transición energética. Gracias a instrumentos de economía patrimonial, acentuamos las estrategias de los protagonistas que soportan esas dinámicas conflictivas, sus mutaciones y sus modalidades de regulación. Nuestra reflexión se apoya sobre el estudio empírico de dos territorios forestales: el de la ciudad de La Tuque, Quebec y el del macizo de Landas de Gascuña, Francia. La descripción historiada de tales sistemas productivos y territoriales muestra que las fricciones vehiculadas por la transición energética se interesan tanto a la llegada de nuevos protagonistas que a la reanimación de tensiones, entre usuarios históricos. Señalamos también, el poder de regulación de algunos usuarios. Consideramos que, si la transición energética refuerza la influencia de las lógicas de los usuarios comerciantes de ese recurso en la opción de gestión forestal, todos los protagonistas no están habilitados para promover esas nuevas trayectorias. This article questions the evolution of land-use conflict related to forest management at the time of the energy transition. Using the tools of patrimonial economics, it focuses on the actors’ strategies that underlie the conflictual dynamics, mutations, and modes of regulation. Our reflection is based on the empirical study of two forest territories: the city of La Tuque in Quebec and the Landes de Gascogne in France. First, the historical description of these productive and territorial systems shows that the frictions generated by the energy transition are as much due to the arrival of new actors as they are due to the reawakening of tensions between historical users. The article also highlights the regulatory power acquired by some of the stakeholders. This leads us to consider that even though the energy transition does influence forest management toward a more commercial approach, not all actors can support these new trajectories.

L'influence de l'effet Doppler sur le phenomene de recouvrement des resonances s'est avere appreciable dans un milieu homogene equivalent aux reseaux usuels des reacteurs a eau ordinaire.

Conte;Resume Le rapport decrit chronologiquement le deroulement des operations depuis le premier couplage de la Centrale Phenix au reseau, le 13 decembre 1973. On decrit rapidement la fin des essais avant mise en service, entrecoupes de periodes de travaux et qui se terminent le 14 juillet 1974. A partir de cette derniere date, la mise en exploitation definitive etant prononcee, le deroulement se poursuit sans incident majeur jusqu'a la date de redaction du rapport. Cette description chronologique est accompagnee de diagrammes de marche jusqu'a la fin mars 1975, de statistiques de production, des principaux parametres de fonctionnement dans differents etats et d'un recapitulatif des incidents survenus pendant l'exploitation. Il ressort de ces elements des taux de charge et de disponibilite de 76% et 81% avec un rendement brut superieur a 45%. On passe ensuite en revue les principaux sous-ensembles de la Centrale en detaillant eventuellement les incidents survenus, les modifications effectuees et les conclusions partielles que l'on a pu en tirer. Sont enumeres en particulier les problemes concernant le combustible, les structures du bloc reacteur, les pompes sodium, les detections de rupture de gaine, les generateurs de vapeur, les circuits sodium, l'installation de production d'energie. On constate la plupart du temps un bon accord entre les performances d'installation et les valeurs prevues au projet. La manutention du combustible fait l'objet d'une etude speciale, assez rapide, en raison du peu d'incidents survenus. Les campagnes de manutention effectuees sont decrites chronologiquement et les quelques modifications intervenues sont passees en revue. On signale le demantelement et l'expedition en usine de retraitement des premiers combustibles irradies. La conclusion permet de faire ressortir la contribution de la Centrale Phenix a la poursuite du programme francais de la filiere a neutrons rapides.

La construction d'un système socio-technique Esquisse pour une anthropologie des techniques Dans cet article, nous nous proposons de traiter des relations entre les systèmes techniques et tout ce qui est généralement entendu sous le vocable de " contexte " ou d'" environnement ". Nous partirons d'un projet d'innovation - la conception, au Nicaragua, d'un système technique permettant de fabriquer des briquettes, destinées à la combustion, à partir des tiges de cotonnier - en montrant comment chaque choix technique se trouve au nœud entre des contraintes et des problèmes de nature très diverse. Mais, nous intéressant plus spécifiquement à la manière dont les objets techniques participent à la construction de notre culture, entendue au sens large du terme, nous essayerons de prolonger ce travail en direction de ce que l'on pourrait appeler une anthropologie des techniques. Plus que de suivre strictement l'élaboration d'un système technique, il s'agira de montrer la genèse simultanée de l'objet et de son environnement.

In the context of academic work on management and organization there is an increasing interest in work that investigates alternative organizational forms. However, the question for this paper is a slightly broader one: What sorts of policy or ecosystem changes would be necessary to encourage alternative businesses to grow? I begin with the practical necessity of business in a social democratic society, and try to think about policies that could be sold to policy makers and the electorate. I argue that a localized small business system is more resilient to economic shocks, as well as providing clear advantages in terms of environmentally friendly business practices and the reduction of inequality.

Roget; J.L. Germain;Resume Leak detection is one of the most important industrial application of Acoustic Emission (AE) technique. In France, some large studies were made in this field and resulted in systematic application to leak monitoring of primary circuit during hydrotests. In the same time, few important works were initiated in USA and Germany to study feasibility of AE for in-service continuous monitoring of leak detection. We present basic results of these works, concerning the problems which must be solved as a result of noise of primary pumps and particularly hard environment (temperature, radiation, …). In the case of pressurizer valves, our experiments show that very favourable conditions are got for AE applications: • - very low noise of functionning, • - very low radiation. So real leaks on 2 valves were easily detected. We describe experimental conditions and present our results from which it can be concluded that application of AE for in-service leak monitoring is easy in this case.
