Une meilleure compréhension des causes de l'évolution des impacts est donc nécessaire, mais a été entravée par un manque de données empiriques4,5. Sur la base d'un ensemble de données mondiales de 45 paires d'événements qui se sont produits dans la même zone, nous montrons que la gestion des risques réduit généralement les impacts des inondations et des sécheresses, mais fait face à des difficultés pour réduire les impacts d'événements sans précédent d'une ampleur jamais connue auparavant. Si le deuxième événement était beaucoup plus dangereux que le premier, son impact était presque toujours plus élevé. En effet, la gestion n'a pas été conçue pour faire face à de tels événements extrêmes : par exemple, ils ont dépassé les niveaux de conception des digues et des réservoirs. Dans deux cas de réussite, l'impact du deuxième événement, plus dangereux, a été plus faible, en raison de l'amélioration de la gouvernance de la gestion des risques et des investissements élevés dans la gestion intégrée. La difficulté observée à gérer des événements sans précédent est alarmante, étant donné que des événements hydrologiques plus extrêmes sont projetés en raison du changement climatique3. Esto se debe a que la gestión no fue diseñada para hacer frente a tales eventos extremos: por ejemplo, superaron los niveles de diseño de diques y embalses. Risk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. AbstractIn this study we assess the suitability of a recently introduced analog‐based Model Output Statistics (MOS) downscaling method (referred to as MOS‐Analog) for climate change studies and compare the results with a quantile mapping bias correction method. To this aim, we focus on Spain and consider daily precipitation output from an ensemble of Regional Climate Models provided by the ENSEMBLES project. The reanalysis‐driven Regional Climate Model (RCM) data provide the historical data (with day‐to‐day correspondence with observations induced by the forcing boundary conditions) to conduct the analog search of the control (20C3M) and future (A1B) global climate model (GCM)‐driven RCM values. First, we show that the MOS‐Analog method outperforms the raw RCM output in the control 20C3M scenario (period 1971–2000) for all considered regions and precipitation indices, although for the worst‐performing models the method is less effective. Second, we show that the MOS‐Analog method broadly preserves the original RCM climate change signal for different future periods (2011–2040, 2041–2070, 2071–2100), except for those indices related to extreme precipitation. This could be explained by the limitation of the analog method to extrapolate unobserved precipitation records. These results suggest that the MOS‐Analog is a spatially consistent alternative to standard bias correction methods, although the limitation for extreme values should be taken with caution in cases where this aspect is relevant for the problem.

The Mediterranean countries are experiencing important challenges related to the water cycle including water shortages and floods, extreme winds and ice/snow storms that impact critically the socioeconomic vitality in the area (causing damage to property ; threatening lives ; affecting the energy and transportation sectors, etc.). There are gaps in our understanding of the Mediterranean water cycle and its dynamics, which include the variability of the Mediterranean Sea water budget and its feedback on the variability of the continental precipitation through air/sea interactions, the impact of precipitation variability on aquifer recharge, river discharge, soil water content and vegetation characteristics specific of the Mediterranean basin and the mechanisms that control the location and intensity of heavy precipitating systems which often produce floods. The HyMeX (Hydrological cycle in the Mediterranean Experiment) programme is a 10-year concerted experimental effort at the international level aiming at advancing the scientific knowledge of the water cycle variability in all compartments (land, sea and atmosphere) and at various time and spatial scales. It also aims at improving the processes-based models needed for forecasting hydro-meteorological extremes and the models of the regional climate system for predicting regional climate variability and evolution. It finally aims at assessing the social and economic vulnerability to hydrometeorological natural hazards in the Mediterranean and the adaptation capacity of the territories and populations therein to provide support to policy makers to cope with water related problems under the influence of climate change, by linking scientific outcomes with related policy requirements.

According to the state-of-the-art regional fire risk projections, in forthcoming decades climate effects are expected to become stronger and possibly overcome fire prevention efforts. However, significant uncertainties exist and the direct effect of climate change in regulating fuel moisture (e.g. warmer conditions increasing fuel dryness) could be counterbalanced by the indirect effects on fuel structure (e.g. warmer conditions limiting fuel amount), affecting the transition between climate-driven and fuel-limited fire regimes as temperatures increase. Here we analyse and model the impact of coincident drought and antecedent wet conditions (proxy for the climatic factor influencing total fuel and fine fuel structure) on the summer Burned Area (BA) across all eco-regions in Mediterranean Europe. This approach allows BA to be linked to the key drivers of fire in the region. We show a statistically significant relationship between fire and same-summer droughts in most regions, while antecedent climate conditions play a relatively minor role, except in few specific eco-regions. The presented models for individual eco-regions provide insights on the impacts of climate variability on BA, and appear to be promising for developing a seasonal forecast system supporting fire management strategies.

11 pages, 3 figures, 2 tables, 1 appendix The international HyMeX (Hydrological Mediterranean Experiment) program aims to improve our understanding of the water cycle in the Mediterranean, using a multidisciplinary and multiscale approach and with emphasis on extreme events. This program will improve our understanding and our predictive ability of hydrometeorological hazards including their evolution within the next century. One of the most important results of the program will be its observational campaigns, which will greatly improve the data available, leading to significant scientific results. The interest of the program for the Spanish research groups is described, as the active participation of some of them in the design and execution of the observational activities. At the same time, due to its location, Spain is key to the program, being a good observation platform. HyMeX will enrich the work of the Spanish research groups, it will improve the predictive ability of the weather services, will help us to have a better understanding of the impacts of hydrometeorological extremes on our society and will lead to better strategies for adapting to climate change Peer Reviewed

Estimating the expected fire activity a few months in advance would allow reducing environmental and socio-economic impacts through short-term adaptation and response to climate variability and change. However, seasonal prediction of climate-driven fires is still in its infancy. Here, we discuss a strategy for seasonally forecasting burned area anomalies linking seasonal climate predictions with parsimonious empirical climate–fire models using the standardized precipitation index as the climate predictor for burned area. Assuming near-perfect climate predictions, we obtained skilful predictions of fire activity over a substantial portion of the global burnable area (~60%). Using currently available operational seasonal climate predictions, the skill of fire seasonal forecasts remains high and significant in a large fraction of the burnable area (~40%). These findings reveal an untapped and useful burned area predictive ability using seasonal climate forecasts, which can play a crucial role in fire management strategies and minimise the impact of adverse climate conditions.

AbstractRisk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. The observed difficulty of managing unprecedented events is alarming, given that more extreme hydrological events are projected owing to climate change3.

The purpose of this review is to provide an assessment of the complexity of the drought phenomenon in the Mediterranean region and present various perspectives on drought in the present and under future climate change scenarios. The projections of various model experiments on future climate change scenarios strongly agree on an increased frequency and severity of droughts in the Mediterranean basin. Nevertheless, given the complexity of the phenomenon, with different types of droughts and complex interrelated impacts, significant future uncertainties remain. For example, uncertainties are stronger for hydrological droughts than meteorological droughts due to human influences and water withdrawal. Significant drought impacts are expected in the future, in particular for developing countries in the southern and eastern parts of the Mediterranean basin. To improve the resilience and adaptive capacities of societies and environments faced with drought, we aim to provide an overview of the key issues in research on climate change impacts on droughts, with a specific focus on the Mediterranean region, in order to i) redefine more meaningful drought metrics tailored to the Mediterranean context, ii) better take into account vegetation and its feedback on droughts, iii) improve the modelling and forecasting of drought events through remote sensing and land surface models, and iv) promote a more integrated vision of droughts taking into account both water availability and water use. This overview reflects the complexity of the problem and the need to combine scientific research with adaptation solutions to deal with drought in the future.

Floods are the most important risk in the Mediterranean region, both due to their frequency and impact. Studies of historical floods show flood-rich periods that could be associated with climate causes, but there is also a certain growing trend as a result of changes in land use and increased vulnerability. If climate scenarios point to an increase in the torrentiality of precipitation, with longer dry periods and more intense rainfall, there is still a high level of uncertainty in their impact in floods. This paper addresses this issue, also considering the complex role of changes to hazards, vulnerability, exposure and capacity. It presents a synthesis of the state of the art, with particular incidence in the first results of MedECC and the most recent bibliography on floods trend. Conclusions show that floods in this region are mainly consequence of flash-flood events. A common positive trend of flash floods in the past probably due to land use changes and the occupation of flood-prone areas has been found (high confidence). The increase of convective precipitation could also justify this positive trend in the most recent period, in some regions (low confidence). Vulnerabilities to water related hazards are expected to be influenced by the future socio-economic conditions at the regional scale (medium confidence). Although expected changes in flood risks are not univocal, nor evenly distributed, flood impacts will increase in the entire Mediterranean region, mainly as a consequence of global changes in the catchments (land use, vulnerability, exposure), joined in the Northern part of the basin to the increase of heavy rainfalls (medium confidence).

This study is based on an interdisciplinary collaboration between scientists from natural and social sciences to create scientific knowledge about how Twitter is valuable to understand the social impact of hydrometeorological events. The capacity of citizens’ reaction through Twitter to environmental issues is widely analyzed in the current scientific literature. Previous scientific works, for example, investigated the role of social media in preventing natural disasters. This study gives scientific evidence on the existence of diversity in the intentionality of Twitters’ messages related to hydrometeorological events. The methodological design is formed by four experiments implemented in different moments of a temporal axis. The social impact on social media methodology (SISM) is implemented as social media analytics. From the findings obtained, it can be observed that there are different forms of intentionality in Twitter’s messages related to hydrometeorological events depending on the contextual circumstances and on the characteristics of Twitter’s users’ profiles (including the geolocation when this information is available). This content is relevant for future works addressed to define social media communication strategies that can promote specific reactions in vulnerable groups in front the climate change.

Sur la base d'un ensemble de données mondiales de 45 paires d'événements qui se sont produits dans la même zone, nous montrons que la gestion des risques réduit généralement les impacts des inondations et des sécheresses, mais fait face à des difficultés pour réduire les impacts d'événements sans précédent d'une ampleur jamais connue auparavant. Si le deuxième événement était beaucoup plus dangereux que le premier, son impact était presque toujours plus élevé. En effet, la gestion n'a pas été conçue pour faire face à de tels événements extrêmes : par exemple, ils ont dépassé les niveaux de conception des digues et des réservoirs. Dans deux cas de réussite, l'impact du deuxième événement, plus dangereux, a été plus faible, en raison de l'amélioration de la gouvernance de la gestion des risques et des investissements élevés dans la gestion intégrée. Risk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. AbstractIn this study we assess the suitability of a recently introduced analog‐based Model Output Statistics (MOS) downscaling method (referred to as MOS‐Analog) for climate change studies and compare the results with a quantile mapping bias correction method. To this aim, we focus on Spain and consider daily precipitation output from an ensemble of Regional Climate Models provided by the ENSEMBLES project. The reanalysis‐driven Regional Climate Model (RCM) data provide the historical data (with day‐to‐day correspondence with observations induced by the forcing boundary conditions) to conduct the analog search of the control (20C3M) and future (A1B) global climate model (GCM)‐driven RCM values. First, we show that the MOS‐Analog method outperforms the raw RCM output in the control 20C3M scenario (period 1971–2000) for all considered regions and precipitation indices, although for the worst‐performing models the method is less effective. Second, we show that the MOS‐Analog method broadly preserves the original RCM climate change signal for different future periods (2011–2040, 2041–2070, 2071–2100), except for those indices related to extreme precipitation. This could be explained by the limitation of the analog method to extrapolate unobserved precipitation records. These results suggest that the MOS‐Analog is a spatially consistent alternative to standard bias correction methods, although the limitation for extreme values should be taken with caution in cases where this aspect is relevant for the problem.

The Mediterranean countries are experiencing important challenges related to the water cycle including water shortages and floods, extreme winds and ice/snow storms that impact critically the socioeconomic vitality in the area (causing damage to property ; threatening lives ; affecting the energy and transportation sectors, etc.). There are gaps in our understanding of the Mediterranean water cycle and its dynamics, which include the variability of the Mediterranean Sea water budget and its feedback on the variability of the continental precipitation through air/sea interactions, the impact of precipitation variability on aquifer recharge, river discharge, soil water content and vegetation characteristics specific of the Mediterranean basin and the mechanisms that control the location and intensity of heavy precipitating systems which often produce floods. The HyMeX (Hydrological cycle in the Mediterranean Experiment) programme is a 10-year concerted experimental effort at the international level aiming at advancing the scientific knowledge of the water cycle variability in all compartments (land, sea and atmosphere) and at various time and spatial scales. It also aims at improving the processes-based models needed for forecasting hydro-meteorological extremes and the models of the regional climate system for predicting regional climate variability and evolution. It finally aims at assessing the social and economic vulnerability to hydrometeorological natural hazards in the Mediterranean and the adaptation capacity of the territories and populations therein to provide support to policy makers to cope with water related problems under the influence of climate change, by linking scientific outcomes with related policy requirements.

According to the state-of-the-art regional fire risk projections, in forthcoming decades climate effects are expected to become stronger and possibly overcome fire prevention efforts. However, significant uncertainties exist and the direct effect of climate change in regulating fuel moisture (e.g. warmer conditions increasing fuel dryness) could be counterbalanced by the indirect effects on fuel structure (e.g. warmer conditions limiting fuel amount), affecting the transition between climate-driven and fuel-limited fire regimes as temperatures increase. Here we analyse and model the impact of coincident drought and antecedent wet conditions (proxy for the climatic factor influencing total fuel and fine fuel structure) on the summer Burned Area (BA) across all eco-regions in Mediterranean Europe. This approach allows BA to be linked to the key drivers of fire in the region. We show a statistically significant relationship between fire and same-summer droughts in most regions, while antecedent climate conditions play a relatively minor role, except in few specific eco-regions. The presented models for individual eco-regions provide insights on the impacts of climate variability on BA, and appear to be promising for developing a seasonal forecast system supporting fire management strategies.

11 pages, 3 figures, 2 tables, 1 appendix The international HyMeX (Hydrological Mediterranean Experiment) program aims to improve our understanding of the water cycle in the Mediterranean, using a multidisciplinary and multiscale approach and with emphasis on extreme events. This program will improve our understanding and our predictive ability of hydrometeorological hazards including their evolution within the next century. One of the most important results of the program will be its observational campaigns, which will greatly improve the data available, leading to significant scientific results. The interest of the program for the Spanish research groups is described, as the active participation of some of them in the design and execution of the observational activities. At the same time, due to its location, Spain is key to the program, being a good observation platform. HyMeX will enrich the work of the Spanish research groups, it will improve the predictive ability of the weather services, will help us to have a better understanding of the impacts of hydrometeorological extremes on our society and will lead to better strategies for adapting to climate change Peer Reviewed

Estimating the expected fire activity a few months in advance would allow reducing environmental and socio-economic impacts through short-term adaptation and response to climate variability and change. However, seasonal prediction of climate-driven fires is still in its infancy. Here, we discuss a strategy for seasonally forecasting burned area anomalies linking seasonal climate predictions with parsimonious empirical climate–fire models using the standardized precipitation index as the climate predictor for burned area. Assuming near-perfect climate predictions, we obtained skilful predictions of fire activity over a substantial portion of the global burnable area (~60%). Using currently available operational seasonal climate predictions, the skill of fire seasonal forecasts remains high and significant in a large fraction of the burnable area (~40%). These findings reveal an untapped and useful burned area predictive ability using seasonal climate forecasts, which can play a crucial role in fire management strategies and minimise the impact of adverse climate conditions.

AbstractRisk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. The observed difficulty of managing unprecedented events is alarming, given that more extreme hydrological events are projected owing to climate change3.

The purpose of this review is to provide an assessment of the complexity of the drought phenomenon in the Mediterranean region and present various perspectives on drought in the present and under future climate change scenarios. The projections of various model experiments on future climate change scenarios strongly agree on an increased frequency and severity of droughts in the Mediterranean basin. Nevertheless, given the complexity of the phenomenon, with different types of droughts and complex interrelated impacts, significant future uncertainties remain. For example, uncertainties are stronger for hydrological droughts than meteorological droughts due to human influences and water withdrawal. Significant drought impacts are expected in the future, in particular for developing countries in the southern and eastern parts of the Mediterranean basin. To improve the resilience and adaptive capacities of societies and environments faced with drought, we aim to provide an overview of the key issues in research on climate change impacts on droughts, with a specific focus on the Mediterranean region, in order to i) redefine more meaningful drought metrics tailored to the Mediterranean context, ii) better take into account vegetation and its feedback on droughts, iii) improve the modelling and forecasting of drought events through remote sensing and land surface models, and iv) promote a more integrated vision of droughts taking into account both water availability and water use. This overview reflects the complexity of the problem and the need to combine scientific research with adaptation solutions to deal with drought in the future.

Floods are the most important risk in the Mediterranean region, both due to their frequency and impact. Studies of historical floods show flood-rich periods that could be associated with climate causes, but there is also a certain growing trend as a result of changes in land use and increased vulnerability. If climate scenarios point to an increase in the torrentiality of precipitation, with longer dry periods and more intense rainfall, there is still a high level of uncertainty in their impact in floods. This paper addresses this issue, also considering the complex role of changes to hazards, vulnerability, exposure and capacity. It presents a synthesis of the state of the art, with particular incidence in the first results of MedECC and the most recent bibliography on floods trend. Conclusions show that floods in this region are mainly consequence of flash-flood events. A common positive trend of flash floods in the past probably due to land use changes and the occupation of flood-prone areas has been found (high confidence). The increase of convective precipitation could also justify this positive trend in the most recent period, in some regions (low confidence). Vulnerabilities to water related hazards are expected to be influenced by the future socio-economic conditions at the regional scale (medium confidence). Although expected changes in flood risks are not univocal, nor evenly distributed, flood impacts will increase in the entire Mediterranean region, mainly as a consequence of global changes in the catchments (land use, vulnerability, exposure), joined in the Northern part of the basin to the increase of heavy rainfalls (medium confidence).

This study is based on an interdisciplinary collaboration between scientists from natural and social sciences to create scientific knowledge about how Twitter is valuable to understand the social impact of hydrometeorological events. The capacity of citizens’ reaction through Twitter to environmental issues is widely analyzed in the current scientific literature. Previous scientific works, for example, investigated the role of social media in preventing natural disasters. This study gives scientific evidence on the existence of diversity in the intentionality of Twitters’ messages related to hydrometeorological events. The methodological design is formed by four experiments implemented in different moments of a temporal axis. The social impact on social media methodology (SISM) is implemented as social media analytics. From the findings obtained, it can be observed that there are different forms of intentionality in Twitter’s messages related to hydrometeorological events depending on the contextual circumstances and on the characteristics of Twitter’s users’ profiles (including the geolocation when this information is available). This content is relevant for future works addressed to define social media communication strategies that can promote specific reactions in vulnerable groups in front the climate change.
