AbstractThis paper presents results from a survey on stakeholder attitudes towards Carbon Capture and Storage (CCS). The survey is the first to make a global comparison across three major regions; USA, Japan, and Europe. The 30-question survey targeted individuals working at stakeholder organizations that seek to shape, and will need to respond to, policy on CCS, including electric utilities, oil & gas companies, CO2-intensive industries and non-governmental organizations (NGOs).The results show generally small differences across the regions and between the different groups of stakeholders. All believed that the challenge of significant reductions in emissions using only current technologies was severe. There is a widespread belief both that renewable technologies such as solar power and CCS will achieve major market entry into the electricity sector within the next 10 to 20 years, whereas there is more skepticism about the role of hydrogen and especially nuclear fusion in the next 50 years. All groups were generally positive towards renewable energy. Yet, there were some notable areas of disagreement in the responses, for example, as expected, NGOs considered the threat of climate change to be more serious than the other groups. North Americans respondents were more likely to downplay the threat compared to those of the other regions. The Japanese were more concerned about the burden that would be placed on industry in the coming decade as a result of emissions constraints and NGOs were more likely to believe that the burden would be light or very light. NGOs believed CCS to be far more attractive than nuclear fusion power but much less than renewables. As expected, the risk for leakage from reservoirs was ranked number one of the risk options given.

While the possibility of exposure leading to damages to public health, workers or the environment may be small, if there is to be widespread adoption of sequestration, then a regulatory system will need to evolve to manage the reservoirs. To better understand the drivers of a future regulatory system, the historical evolution of comparable regulatory regimes provides a useful guide when viewed through the lens of public goods problems. Other long-term storage problems that have at least some of the characteristics of carbon storage are evaluated according to the nature of risk, the credibility of the solutions, the regulatory environment and the potential to either borrow from or influence other policy problems across geographic or issue boundaries. Though none are exact analogs, as a whole, the set offers variation in key variables critical for determining the success of carbon sequestration as a viable climate policy option.

Using a unique nation-wide British survey, we explore the influence of consumers’ attitudes and perceptions on switching behaviors and assess the differences in switching propensity across different groups. Support for simplifying energy tariffs, professed less difficulty in understanding energy bills, expected difficulty in changing suppliers and lack of attention to the issue of energy prices are associated with lower switching activity. At a time of high saliency, political party voting intention was strongly related to switching. Unlike the bivariate analyses conducted by the regulator and the competition authority, our multivariate analysis show few demographic factors affect the likelihood of switching except for educational attainment and tariff payment patterns. Remedies aiming to encourage switching cannot be targeted correctly unless the supporting analysis is robust to alternative model specifications.

Reiner, David in OpenAIREThe EU carbon price lies well below estimates of the social cost of carbon and “target-consistent” carbon prices needed to deliver ambitious targets such as the 40% reduction target for 2030. In light of this, the UK introduced a carbon price floor (CPF) for its electricity sector in 2013 and the new Dutch Government has recently made a similar commitment, while successive French Governments have called for an EU-wide CPF. This paper analyzes the impacts and design of a power-sector CPF, both at the EU and national level, using a political-economy approach. We find a good case for introducing such a price-based instrument into the EU ETS. We suggest that a CPF should be designed to “top up” the EUA price to €25-30/tCO2, rising annually at 3-5% above inflation, at least until 2030. We argue that the new EU Market Stability Reserve enhances the value of a CPF in terms of delivering climate benefits, and discuss the potential for a regional CPF in North-West Europe. We also review international policy experience with price floors (and ceilings).

David Reiner in OpenAIREDistrust in science has been linked to scepticism over vaccines and climate change. Using data from nationally representative surveys administered in eight key countries for global efforts to mitigate climate change and COVID-19 (Australia, Brazil, China, India, Japan, South Africa, the UK and US), we find that distrust in scientists was an important predictor variable for most sceptics, who were sceptical of one issue but not both, in February 2021, when most countries had experienced their first wave of the pandemic. However, the association was significantly weaker among the segment of hardcore sceptics who were both climate sceptics and antivaxxers. We demonstrate that these individuals tended to possess many of the typical sceptic characteristics such as high distrust in social institutions and rightward political orientation, which are (collectively) suggestive of an underlying sceptic mindset rather than a specific distrust of scientists. Our results suggest that different types of sceptics necessitate different strategies to dispel scepticism.

David M. Reiner in OpenAIREMany governments have begun to adopt aggressive targets for electric vehicles. However, studies of the drivers of electric vehicle (EV) adoption are scarce. Social media interactions can provide a new data-driven vantage point to explore such drivers. This study uses data from 36,000 public posts on Facebook to investigate intersectionality in EV-communication as per the Political, Economic, Social, Technological, Legal and Environmental (PESTLE) categories. A computational social science methodology was adopted using a mixed-method application of social network analysis and machine learning-based topic modelling through Latent Dirichlet Allocation algorithm on a 600,000-text corpus extracted from the Facebook posts. Results showed that political, economic, and legal posts had dense clusters around the technology policy of EV, the institutional discourse of electrification of the federal vehicle fleet, and tax and credit framework politics. The environmental and social dimensions had a higher discourse for social justice, clean air, and better health and well-being. A market shift towards EV as a service industry was observed in the technology and economics-related posts. These findings can help policymakers, and planners design contextualised energy policy for influencing EV adoption in the U.S. and other countries.

High initial CCS costs have to compete with decreasing renewable costs and in some scenarios the role of CCS is completely overtaken by renewable energy. However, not recognising the value of a wider variety of low-carbon options in an energy system and committing to a single low-carbon technology can lead to a reduction in flexibility and further down the line even a lock out from successfully adapting the system to new advancements in smart technologies. On the path to a greener British energy system, gas power plants are considered as the transitional technology given the intermittent nature of most renewable generation. CCS can play a crucial role in mitigating the polluting effects of conventional generation. This paper employs real options analysis (ROA) to explore various cost and flexibility states, accounting for various penetrations of CCS and renewables working in cohesion.

Abstract We present results of a major survey of Chinese opinion leaders conducted from March to April 2009, supported by EU–UK–China near zero emissions coal (NZEC) initiative. Respondents were drawn from 27 provinces and regions using an online survey with follow-up face-to-face interviews. A total of 131 experts and decision-makers from 68 key institutions were consulted through online survey. This survey is the first to focus on demonstration projects in particular and is the most geographically diverse. We aim to understand perceptions of applying CCS technologies in the first large-scale CCS demonstration project in China. Though enhanced oil recovery (EOR) and enhanced coal bed methane recovery (ECBM) may not be long-term solutions for CO 2 storage, they were viewed as the most attractive storage technologies for the first CCS demonstration project. With regard to CO 2 capture technology, on the whole, post-combustion (which would be most applicable to the vast majority of existing power plants which are pulverised-coal) received slightly higher support than pre-combustion. More surprising, respondents from both the power and oil industries favoured pre-combustion. There was no consensus regarding the appropriate scale for the first demonstration. A large number of respondents were concerned about the energy penalty associated with CCS and its impact on the long-term sustainability of coal supply in China, although such concerns were much reduced compared with surveys in 2006 and 2008.

Vallentin, Daniel in OpenAIREAbstractPrevious research has shown that public knowledge and awareness of carbon dioxide capture and storage (CCS) is very limited. As a result, traditional surveys designed to collect public opinions about CCS do in fact assess so-called pseudo opinions. Pseudo-opinions are of very low quality because they are mostly unstable and inconsistent. Therefore, they are not predictive for actual and future public support for or opposition against CCS. As compared to pseudo opinions, opinions expressed after the public has been provided with factual information about CCS are likely to be of higher quality. Focus group discussions and Information-Choice Questionnaires (ICQs) are two research techniques frequently used in the CCS literature that aim to collect such informed public opinions. In this study, we examined which of these two research technique leads to the highest quality opinions (i.e., to opinions that are consistent, stable, and that people are confident about). Our results showed that ICQs yielded higher-quality opinions than focus group discussions. Practical implications and recommendations are discussed.
