    Loss and damage have become a vital contemporary issue in climate change studies and actions in developing countries. However, studies are scant on this in the fisheries sector around the world. In Bangladesh, there is no study on the loss and damage in fisheries dependent communities. This study assesses economic and non-economic loss and damage to coastal shrimp farms due to cyclone Bulbul in Gabura Union of Shyamnagar Upazila, Satkhira district, using a mixed method approach. Results show that all shrimp farms’ dependent communities are affected by cyclone Bulbul to some extent. About 14%, 57%, and 29% of the farms were totally, heavily and moderately damaged due to farm inundation and dyke damage. The estimated mean loss and damage per shrimp farm was worth USD 4,633. Around 31% and 72% of the farms’ fencing nets and traps were lost, which was worth USD 333 per farm. There were also loss and damage to other resources such as houses, solar panels, livestock and agricultural crops where the estimated mean loss and damage per household was worth USD 3,170. This study reported that the rich shrimp farmers encountered proportionately more economic loss and damage than their poor counterparts. However, this does not mean that the poor suffered less. The current study found a range of non-economic loss and damage in different aspects of the shrimp farmers’ household members such as unbearable mental pain, deterioration of health, physical injuries, disabilities, etc. and access to services (e.g., inadequate food, lack of safe drinking water, lack of medical facilities, disruption of education systems), social infrastructure (e.g., damage of roads and markets) and disturbance of cultural functions. The findings suggest that urgent short- and long-term actions may be taken to save the aquaculture farms and dependent livelihoods from economic and non-economic loss and damage to cyclones in future.

    Les pays en développement, qui contribuent à 90 % de la production aquacole mondiale, sont considérés comme des points chauds du risque climatique mondial. Cependant, aucune étude ne se concentre sur la mesure de la vulnérabilité de l'aquaculture au niveau régional ou infranational aux aléas climatiques ou aux catastrophes. Cette étude a mesuré le niveau de vulnérabilité de l'aquaculture à la variabilité et au changement climatiques dans les 64 districts du Bangladesh en utilisant une approche d'indice de vulnérabilité composite (utilisant 19 indicateurs climatiques, environnementaux et socio-économiques) et un système d'information géographique (SIG). Les résultats révèlent que l'aquaculture dans 12 districts, à savoir Satkhira, Mymensingh, Panchagarh, Lalmonirhat, Nilphamari, Thakurgaon, Sunamganj, Dinajpur, Kurigram, Noakhali, Lakshmipur et Cox' s Bazar, présente une vulnérabilité très élevée (de la vulnérabilité la plus élevée à la plus faible), qui s'explique par leur niveau d'exposition plus élevé, leur niveau de sensibilité modéré et leur niveau de capacité d'adaptation inférieur à modéré. Parmi ceux-ci, 8 districts appartiennent à l'intérieur des terres et 4 districts aux régions côtières du pays. Trois districts, à savoir Dhaka, Chittagong et Bandarban, ont le plus faible niveau de vulnérabilité de l'aquaculture (dans l'ordre de la vulnérabilité la plus faible à la plus élevée) principalement en raison de la très grande capacité d'adaptation et du niveau modéré ou faible de sensibilité et d'exposition. Cette étude ponctuera la vulnérabilité de l'aquaculture continentale et développera et priorisera les actions visant à réduire les impacts climatiques. Los países en desarrollo, que contribuyen con el 90% de la producción acuícola mundial, se consideran puntos críticos de riesgo climático mundial. Sin embargo, ningún estudio se centra en medir la vulnerabilidad de la acuicultura a nivel distrital o subnacional a los peligros o desastres climáticos. Este estudio ha medido el nivel de vulnerabilidad de la acuicultura a la variabilidad y el cambio climático en los 64 distritos de Bangladesh utilizando un enfoque de índice de vulnerabilidad compuesto (utilizando 19 indicadores climáticos, ambientales y socioeconómicos) y un sistema de información geográfica (SIG). Los resultados revelan que la acuicultura en 12 distritos, a saber, Satkhira, Mymensingh, Panchagarh, Lalmonirhat, Nilphamari, Thakurgaon, Sunamganj, Dinajpur, Kurigram, Noakhali, Lakshmipur y Cox 's Bazar, tiene una vulnerabilidad muy alta (en orden de mayor a menor vulnerabilidad), lo que se explica por su mayor nivel de exposición, nivel moderado de sensibilidad y menor a moderado nivel de capacidad de adaptación. Entre estos, 8 distritos pertenecen al interior y 4 distritos a las regiones costeras del país. Developing countries, which contribute 90% of global aquaculture production, are considered global climate risk hotspots. However, no study focuses on measuring district- or sub-national-level aquaculture vulnerability to climatic hazards or disasters. This study has measured the level of aquaculture vulnerability to climate variability and change in all 64 districts of Bangladesh using a composite vulnerability index approach (using 19 climatic, environmental and socio-economic indicators) and geographical information system (GIS). The results reveal that aquaculture in 12 districts namely Satkhira, Mymensingh, Panchagarh, Lalmonirhat, Nilphamari, Thakurgaon, Sunamganj, Dinajpur, Kurigram, Noakhali, Lakshmipur, and Cox's Bazar have very high vulnerability (in order of highest to lowest vulnerability), which are explained by their higher level of exposure, moderate level of sensitivity, and lower to moderate level of adaptive capacity. Among these, 8 districts belong to inland and 4 districts to coastal regions of the country. Three districts, namely Dhaka, Chittagong, and Bandarban, have the lowest level of aquaculture vulnerability (in order of lowest to highest vulnerability) mainly because of very high adaptive capacity and moderate or low level of sensitivity and exposure.     Les limites et les obstacles à l'adaptation limitent la capacité des personnes à faire face aux impacts négatifs du changement climatique ou à gérer les risques d'une manière qui maximise leur bien-être. Il y a un manque de preuves de cela sur les communautés de pêche artisanale dans les pays en développement. Cette étude identifie et caractérise les limites et les obstacles à l'adaptation des activités de pêche aux cyclones et examine les interactions entre elles dans deux communautés de pêcheurs au Bangladesh, à l'aide de questionnaires auprès des ménages, d'entretiens d'histoire orale, de matrices de vulnérabilité et de discussions de groupe. Les limites comprennent les caractéristiques physiques du climat et de la mer, comme la fréquence et la durée plus élevées des cyclones, et les bancs de sable cachés. Les obstacles comprennent les bateaux technologiquement pauvres, les prévisions météorologiques inexactes, les signaux radio médiocres, le manque d'accès au crédit, les faibles revenus, la sous-estimation de l'occurrence du cyclone, la coercition des pêcheurs par les propriétaires de bateaux et les capitaines, le manque d'éducation, de compétences et de moyens de subsistance alternatifs, les systèmes de crédit défavorables, le manque d'application des réglementations de la pêche et des lois maritimes et le manque d'accès aux marchés aux poissons. Ces facteurs locaux et à plus grande échelle interagissent de manière complexe et limitent l'achèvement des voyages de pêche, la gestion des cyclones en mer, le retour en toute sécurité des bateaux de la mer, les réponses rapides aux cyclones et la diversification des moyens de subsistance. Les résultats indiquent la nécessité de poursuivre les recherches détaillées sur les déterminants et les implications de ces limites et obstacles, afin de progresser vers une meilleure caractérisation de l'adaptation et d'identifier les moyens les plus appropriés pour surmonter les limites et les obstacles. Los límites y las barreras a la adaptación restringen la capacidad de las personas para abordar los impactos negativos del cambio climático o gestionar los riesgos de una manera que maximice su bienestar. Hay una falta de evidencia de esto en las comunidades pesqueras de pequeña escala en los países en desarrollo. Este estudio identifica y caracteriza los límites y las barreras para la adaptación de las actividades pesqueras a los ciclones y examina las interacciones entre ellos en dos comunidades pesqueras en Bangladesh, utilizando cuestionarios domésticos, entrevistas de historia oral, matrices de vulnerabilidad y discusiones de grupos focales. Limits and barriers to adaptation restrict people's ability to address the negative impacts of climate change or manage risks in a way that maximises their wellbeing. There is a lack of evidence of this on small-scale fishing communities in developing countries. This study identifies and characterises limits and barriers to adaptation of fishing activities to cyclones and examines interactions between them in two fishing communities in Bangladesh, using household questionnaires, oral history interviews, vulnerability matrices and focus group discussions. The limits include physical characteristics of climate and sea like higher frequency and duration of cyclones, and hidden sandbars. Barriers include technologically poor boats, inaccurate weather forecast, poor radio signal, lack of access to credit, low incomes, underestimation of cyclone occurrence, coercion of fishermen by the boat owners and captains, lack of education, skills and livelihood alternatives, unfavourable credit schemes, lack of enforcement of fishing regulations and maritime laws, and lack of access to fish markets. These local and wider scale factors interact in complex ways and constrain completion of fishing trips, coping with cyclones at sea, safe return of boats from sea, timely responses to cyclones and livelihood diversification.     This study empirically assesses the impacts of climatic events on the inland fishers (i.e., migratory and non-migratory) in Bangladesh and explores their responses to those events. Here, the migratory refers to the fishers who change their fishing location seasonally and voluntarily, whereas the non-migratory fishers fish in the same area. It is assumed that there exist differences in both the impacts of an event and the responses to the event between migratory and non-migratory fishers and therefore, a ‘difference triangle’ conceptual framework is developed and tested empirically under this research. Employing mix-method (qualitative and quantitative), a field study was conducted during July–October 2015 from the Padma River depended fishers. Identified climatic events under this study are: storms, changes in rainfall and temperature and riverbank erosion. The migratory and non-migratory fishers were affected quite similarly by storms and changes in rainfall and temperature. However, riverbank erosion affected only non-migratory fishers. Both the migratory and non-migratory fishers adopted different strategies to cope with different climatic events, like, they took shelter in safe places, sold productive assets, reduced food consumption, took credit from informal sources and employed their school-going children. As adaptation strategies, they modernized their fishing boats, intensified fishing, built embankments and diversified livelihoods. Unlike the impacts, considerable differences were found in their coping and adaptation strategies. Comparing to non-migratory fishers, a smaller number of migratory fishers sold their assets, took informal credit and intensified fishing and diversified their livelihoods. The result of this study indicates the significance of differences in the impacts of climatic events for the migratory and non-migratory fishers and therefore, this research has policy implication for the betterment of fishers’ community in general.

    Loss and damage have become a vital contemporary issue in climate change studies and actions in developing countries. However, studies are scant on this in the fisheries sector around the world. In Bangladesh, there is no study on the loss and damage in fisheries dependent communities. This study assesses economic and non-economic loss and damage to coastal shrimp farms due to cyclone Bulbul in Gabura Union of Shyamnagar Upazila, Satkhira district, using a mixed method approach. Results show that all shrimp farms’ dependent communities are affected by cyclone Bulbul to some extent. About 14%, 57%, and 29% of the farms were totally, heavily and moderately damaged due to farm inundation and dyke damage. The estimated mean loss and damage per shrimp farm was worth USD 4,633. Around 31% and 72% of the farms’ fencing nets and traps were lost, which was worth USD 333 per farm. There were also loss and damage to other resources such as houses, solar panels, livestock and agricultural crops where the estimated mean loss and damage per household was worth USD 3,170. This study reported that the rich shrimp farmers encountered proportionately more economic loss and damage than their poor counterparts. However, this does not mean that the poor suffered less. The current study found a range of non-economic loss and damage in different aspects of the shrimp farmers’ household members such as unbearable mental pain, deterioration of health, physical injuries, disabilities, etc. and access to services (e.g., inadequate food, lack of safe drinking water, lack of medical facilities, disruption of education systems), social infrastructure (e.g., damage of roads and markets) and disturbance of cultural functions. The findings suggest that urgent short- and long-term actions may be taken to save the aquaculture farms and dependent livelihoods from economic and non-economic loss and damage to cyclones in future.

    Les pays en développement, qui contribuent à 90 % de la production aquacole mondiale, sont considérés comme des points chauds du risque climatique mondial. Cependant, aucune étude ne se concentre sur la mesure de la vulnérabilité de l'aquaculture au niveau régional ou infranational aux aléas climatiques ou aux catastrophes. Cette étude a mesuré le niveau de vulnérabilité de l'aquaculture à la variabilité et au changement climatiques dans les 64 districts du Bangladesh en utilisant une approche d'indice de vulnérabilité composite (utilisant 19 indicateurs climatiques, environnementaux et socio-économiques) et un système d'information géographique (SIG). Les résultats révèlent que l'aquaculture dans 12 districts, à savoir Satkhira, Mymensingh, Panchagarh, Lalmonirhat, Nilphamari, Thakurgaon, Sunamganj, Dinajpur, Kurigram, Noakhali, Lakshmipur et Cox' s Bazar, présente une vulnérabilité très élevée (de la vulnérabilité la plus élevée à la plus faible), qui s'explique par leur niveau d'exposition plus élevé, leur niveau de sensibilité modéré et leur niveau de capacité d'adaptation inférieur à modéré. Parmi ceux-ci, 8 districts appartiennent à l'intérieur des terres et 4 districts aux régions côtières du pays. Trois districts, à savoir Dhaka, Chittagong et Bandarban, ont le plus faible niveau de vulnérabilité de l'aquaculture (dans l'ordre de la vulnérabilité la plus faible à la plus élevée) principalement en raison de la très grande capacité d'adaptation et du niveau modéré ou faible de sensibilité et d'exposition. Los resultados revelan que la acuicultura en 12 distritos, a saber, Satkhira, Mymensingh, Panchagarh, Lalmonirhat, Nilphamari, Thakurgaon, Sunamganj, Dinajpur, Kurigram, Noakhali, Lakshmipur y Cox 's Bazar, tiene una vulnerabilidad muy alta (en orden de mayor a menor vulnerabilidad), lo que se explica por su mayor nivel de exposición, nivel moderado de sensibilidad y menor a moderado nivel de capacidad de adaptación. Entre estos, 8 distritos pertenecen al interior y 4 distritos a las regiones costeras del país. Tres distritos, a saber, Dhaka, Chittagong y Bandarban, tienen el nivel más bajo de vulnerabilidad de la acuicultura (en orden de menor a mayor vulnerabilidad) principalmente debido a una capacidad de adaptación muy alta y un nivel moderado o bajo de sensibilidad y exposición. Developing countries, which contribute 90% of global aquaculture production, are considered global climate risk hotspots. However, no study focuses on measuring district- or sub-national-level aquaculture vulnerability to climatic hazards or disasters. This study has measured the level of aquaculture vulnerability to climate variability and change in all 64 districts of Bangladesh using a composite vulnerability index approach (using 19 climatic, environmental and socio-economic indicators) and geographical information system (GIS). The results reveal that aquaculture in 12 districts namely Satkhira, Mymensingh, Panchagarh, Lalmonirhat, Nilphamari, Thakurgaon, Sunamganj, Dinajpur, Kurigram, Noakhali, Lakshmipur, and Cox's Bazar have very high vulnerability (in order of highest to lowest vulnerability), which are explained by their higher level of exposure, moderate level of sensitivity, and lower to moderate level of adaptive capacity. Among these, 8 districts belong to inland and 4 districts to coastal regions of the country. Three districts, namely Dhaka, Chittagong, and Bandarban, have the lowest level of aquaculture vulnerability (in order of lowest to highest vulnerability) mainly because of very high adaptive capacity and moderate or low level of sensitivity and exposure. Il y a un manque de preuves de cela sur les communautés de pêche artisanale dans les pays en développement. Cette étude identifie et caractérise les limites et les obstacles à l'adaptation des activités de pêche aux cyclones et examine les interactions entre elles dans deux communautés de pêcheurs au Bangladesh, à l'aide de questionnaires auprès des ménages, d'entretiens d'histoire orale, de matrices de vulnérabilité et de discussions de groupe. Les limites comprennent les caractéristiques physiques du climat et de la mer, comme la fréquence et la durée plus élevées des cyclones, et les bancs de sable cachés. Limits and barriers to adaptation restrict people's ability to address the negative impacts of climate change or manage risks in a way that maximises their wellbeing. There is a lack of evidence of this on small-scale fishing communities in developing countries. This study identifies and characterises limits and barriers to adaptation of fishing activities to cyclones and examines interactions between them in two fishing communities in Bangladesh, using household questionnaires, oral history interviews, vulnerability matrices and focus group discussions. The limits include physical characteristics of climate and sea like higher frequency and duration of cyclones, and hidden sandbars. Barriers include technologically poor boats, inaccurate weather forecast, poor radio signal, lack of access to credit, low incomes, underestimation of cyclone occurrence, coercion of fishermen by the boat owners and captains, lack of education, skills and livelihood alternatives, unfavourable credit schemes, lack of enforcement of fishing regulations and maritime laws, and lack of access to fish markets. These local and wider scale factors interact in complex ways and constrain completion of fishing trips, coping with cyclones at sea, safe return of boats from sea, timely responses to cyclones and livelihood diversification.     This study empirically assesses the impacts of climatic events on the inland fishers (i.e., migratory and non-migratory) in Bangladesh and explores their responses to those events. Here, the migratory refers to the fishers who change their fishing location seasonally and voluntarily, whereas the non-migratory fishers fish in the same area. It is assumed that there exist differences in both the impacts of an event and the responses to the event between migratory and non-migratory fishers and therefore, a ‘difference triangle’ conceptual framework is developed and tested empirically under this research. Employing mix-method (qualitative and quantitative), a field study was conducted during July–October 2015 from the Padma River depended fishers. Identified climatic events under this study are: storms, changes in rainfall and temperature and riverbank erosion. The migratory and non-migratory fishers were affected quite similarly by storms and changes in rainfall and temperature. However, riverbank erosion affected only non-migratory fishers. Both the migratory and non-migratory fishers adopted different strategies to cope with different climatic events, like, they took shelter in safe places, sold productive assets, reduced food consumption, took credit from informal sources and employed their school-going children. As adaptation strategies, they modernized their fishing boats, intensified fishing, built embankments and diversified livelihoods. Unlike the impacts, considerable differences were found in their coping and adaptation strategies. Comparing to non-migratory fishers, a smaller number of migratory fishers sold their assets, took informal credit and intensified fishing and diversified their livelihoods. The result of this study indicates the significance of differences in the impacts of climatic events for the migratory and non-migratory fishers and therefore, this research has policy implication for the betterment of fishers’ community in general.
