Faced with sea level rise and the intensification of extreme events, human populations living on the coasts are developing responses to address local situations. A synthesis of the literature on responses to coastal adaptation allows us to highlight different adaptation strategies. Here, we analyze these strategies according to the complexity of their implementation, both institutionally and technically. First, we distinguish two opposing paradigms – fighting against rising sea levels or adapting to new climatic conditions; and second, we observe the level of integrated management of the strategies. This typology allows a distinction between four archetypes with the most commonly associated governance modalities for each. We then underline the need for hybrid approaches and adaptation trajectories over time to take into account local socio-cultural, geographical, and climatic conditions as well as to integrate stakeholders in the design and implementation of responses. We show that dynamic and participatory policies can foster collective learning processes and enable the evolution of social values and behaviors. Finally, adaptation policies rely on knowledge and participatory engagement, multi-scalar governance, policy monitoring, and territorial solidarity. These conditions are especially relevant for densely populated areas that will be confronted with sea level rise, thus for coastal cities in particular.

In France, the strong storms of the last decades and their impacts on coasts has led to emphasize the relationships which may exist between climate change and coastal erosion and flooding. It seems however necessary to consider the contemporaneous geomorphological dynamics of the coasts in the context of their evolution depending upon numerous factors such as the Flandrian transgression, the marine and climate weather, the sedimentary budget and human impacts. Some examples of coastal evolution in Brittany remind us that the shoreline mobility results from processes acting at various scales of time and space. In that context, the predictable impacts of climate change could act as an aggravating factor in an already very unfavorable situation reinforced by the stakes growth.

La vulnérabilité des zones côtière aux impacts des changements climatiques et aux aléas météo-marins (tempêtes, inondations, etc.) résulte conjointement de dynamiques liées au milieu naturel et à l’élément humain et social qui façonnent le système socio-écologique. Pour tenir compte de cette dualité, des approches théoriques ont été développées, telles que le couple exposition/sensibilité dans le développement d’indices de vulnérabilité climatique ou le couple aléa/enjeux dans le domaine de la gestion du risque. Souvent, ces approches ne s’appliquent que de manière instantanée et n’intègrent pas, entre autres, l’historique du territoire et l’évolution temporelle de la vulnérabilité. Nous nous intéressons ici à la dimension historique de la vulnérabilité, c’est à dire comment l’aménagement et l’utilisation du territoire ont contribué à créer une vulnérabilité. Nous décrirons comment la vulnérabilité aux changements climatiques de certains territoires côtiers en France, au Sénégal et dans l’Est du Canada est déterminée par l’évolution de l’aménagement du territoire, lui-même fonction de facteurs démographiques, économiques, environnementaux, sociaux et culturels qui se sont mis en place sur différentes échelles de temps, séculaires pour certains, récentes pour d’autres. Nous constatons que différentes trajectoires historiques, p. ex. le développement du tourisme côtier, l’ouverture du territoire à travers des nouveaux modes de transport, l’évolution d’activités économiques côtières comme la pêche, ou encore les changements démographiques résultant de conditions climatiques difficiles dans l’hinterland peuvent rendre un territoire sensible aux impacts des changements climatiques et des aléas météo-marins. La synergie entre ces différentes transformations du territoire côtier et les changements climatiques actuels et attendus, donne le portrait d’une vulnérabilité en constante transformation.

La vulnérabilité des zones côtière aux impacts des changements climatiques et aux aléas météo-marins (tempêtes, inondations, etc.) résulte conjointement de dynamiques liées au milieu naturel et à l’élément humain et social qui façonnent le système socio-écologique. Pour tenir compte de cette dualité, des approches théoriques ont été développées, telles que le couple exposition/sensibilité dans le développement d’indices de vulnérabilité climatique ou le couple aléa/enjeux dans le domaine de la gestion du risque. Souvent, ces approches ne s’appliquent que de manière instantanée et n’intègrent pas, entre autres, l’historique du territoire et l’évolution temporelle de la vulnérabilité. Nous nous intéressons ici à la dimension historique de la vulnérabilité, c’est à dire comment l’aménagement et l’utilisation du territoire ont contribué à créer une vulnérabilité. Nous décrirons comment la vulnérabilité aux changements climatiques de certains territoires côtiers en France, au Sénégal et dans l’Est du Canada est déterminée par l’évolution de l’aménagement du territoire, lui-même fonction de facteurs démographiques, économiques, environnementaux, sociaux et culturels qui se sont mis en place sur différentes échelles de temps, séculaires pour certains, récentes pour d’autres. Nous constatons que différentes trajectoires historiques, p. ex. le développement du tourisme côtier, l’ouverture du territoire à travers des nouveaux modes de transport, l’évolution d’activités économiques côtières comme la pêche, ou encore les changements démographiques résultant de conditions climatiques difficiles dans l’hinterland peuvent rendre un territoire sensible aux impacts des changements climatiques et des aléas météo-marins. La synergie entre ces différentes transformations du territoire côtier et les changements climatiques actuels et attendus, donne le portrait d’une vulnérabilité en constante transformation.
