The problems and restrictions, affecting its sustainable development, are identified; their interaction and interrelations are traced. The authors argue that the majority of the revealed restrictions are of internal character and mainly is the feature of the state contract scheme. According to the authors, the scheme of public-and-private partnership is an effective mechanism, which can be suggested for the existing problems solution.

The analysis of the existing criteria of the energy efficiency of buildings is carried out. The introduction of so-called "road map" of the development of energy saving in housing-and-communal services is expedient. According to the author, that will allow to provide owners of buildings and the servicing companies with the information for acceptance of organizational and technical project, construction and operational decisions, reasonable decisions on maintenance, reconstruction or dismantling of the buildings, directed to lowering of energetic expenses and also to the proper organization of life cycle of buildings in general.

The research purpose was to give the theoretical justification as well as to develop some methodical recommendations on formation and implementation of the programmes of complex development of housing- and-communal services in the municipal units. The authors systematized the typical properties and specifics of housing-and-communal utilities, the role of the sector in preserving the environment, revealed the factors complicating their development significantly, carried out the analysis of the housing-and-communal sector condition and the sector’s needs for investments. According to the analysis results, the authors prove that modernization and improvement of housing-and-communal sector demands drawing up target programmes of complex development. In article Principles and stages of the development of the programmes of the improvement of the housing-and-communal utilities were offered, the directions, considered to be the most relevant, were pointed out. The authors recognize such consequence of the housing-and-communal utilities modernization as the increase of the utility tariffs and the need of assessment of the availability of housing-and-communal services for consumers. The authors offer the new indicator, namely, the share of the provided subsidies in the total amount of payments for premises and utilities, for the improvement of such assessment. The results of the research can be used by the practicians, forming target municipal development programmes of housing-and-public utilities development within the general strategies of the cities and regions development, aimed at the improvement of the population life quality and at the decrease in the environmental risks.

Creation of transport hubs is expected to make a contribution to the improvement of transport infrastructure. Some practical examples of implementing of hubs in Moscow were considered. The article proves that the creation of the transport hubs, is capable to contribute to the sustainable urban development: to provide high social-and-economic living standards for inhabitants, to make changes of different types of transport fast and convenient, to eliminate “poor points” in the transport infrastructure, to reduce stoppers in the city, to provide inhabitants with the necessary number of parking spaces and also to become an additional source of income both for the city, and for commercial structures. It also will be able to increase the investment attractiveness and investment activity of the area in general. However, the author criticizes the current approach to the organization of investments into the hub projects. The public-and-private-partnership in its broad sense would allow dividing expenses, risks and profit within the project, and at the same time keeps the municipal property for the facility. Meanwhile the use of concession does not allow providing the maximum transport project efficiency.

The concept of the infrastructure development index is defined, its components are considered. The level of the transport infrastructure development in the largest megalopolises of Russia – Moscow and St. Petersburg is analysed, their place among the megalopolises of the world, according to the standard criteria, is presented. The research is based on statistical and analytical data from 2010 till 2018. The main directions of strategic development of transport infrastructure in the Russian megalopolises and expected indicators till 2030 are also considered. The authors point out the problems of road-and-transport infrastructure in megalopolises, but on the other hand they reveal the advantages of megalopolises, which contribute to the development of their transport complexes.

Experience of creation of the eco-cities in the countries of the world is analyzed during the research. Classification of the eco-cities is offered. The basic principles of eco-cities functioning are considered; Special attention is paid to the formation of the closed production cycle with the maximum return to technological processes and the use of energy saving technologies. According to the author, creation and development of such settlements will make a great contribution to the solution of environmental problems of modern Europe. Improvement of the environment, quality of living conditions of humans, improvement of the population health and providing a healthy lifestyle are possible within the eco-cities. The author believes, that creation of eco-cities is possible in Russia (some examples of the first projects are given). But the author emphasizes, that in our country this tendency is just being started and besides it has no legislative regulation and state support.

The authors revealed the main problems, peculiar to intercity systems of water supply and having negative impact on the environment. The negative environmental impacts of water supply problems were systematized. The priority directions of the solution of the matter of ecologization of water supply in the cities were defined. The main of these directions, i.e. the choice of innovative materials for the water supply systems, their advantages and advantages of modern pipes in various specified operating conditions was considered as a debatable question. The results of the conducted research can promote the ecologization of water supply in the cities of the Russian Federation. Some offers on water supply improvement, as well as the reasons expressed as the discussion can be useful during planning repair and replacement of water supply systems, choosing materials and technologies, during justification of ecological-and-economic efficiency of improvements.

The author recognizes, that sustainable urban development requires effective funding with the leading role of municipal finances. At the same time, financing of housing-and-communal sector through the municipal budget only would be too burdensome, while the use of the public-and-private partnership scheme has proved to be the good solution of this problem. However, there is no definite answer: whether the housing-and-communal sector is the most developed zone of public-and-private partnership or, on the contrary, it is an obscure and ineffective zone. The author analyzes the Russian experience of use of the public-and-private partnership scheme in the field of housing-and-communal services and reveals the main problems, which prevent the attraction of the private capital to this sphere. Such rather new trends as so called "box decisions" and "pool" securitization of infrastructure projects are considered in the article. According to the author, the use of these options could contribute to the development of housing-and-communal sector and the city infrastructure as well as the urban development as whole.

Bakrunov; A. V. Oleynik;The principles of ESG in management as the basis of sustainable development of the company, industry and economy in general are considered in the article. The authors deal with the issue, whether the rupture of economic links and financial schemes, as well as the exception of the Russian companies from the international ESG-ratings can lead to refusal of the ESG-principles in management. The features, peculiar to each of the ESG aspects in the conditions of the anti-Russian sanctions in 2022 are considered. The problems and strengths of the Russian companies, the degree of prevalence of the ESG principles among the Russian entrepreneurs are revealed. According to the data of analyst companies, research and polls, the authors conclude, that the enterprises applying the ESG-principles have more chances to recover from the current crisis successfully.

The authors prove that transport possesses the important role in increase in investment activity in the territory of the region. The authors prove, that the development of transport infrastructure will allow to solve a number of economic problems and promote the investment activity in the region.

The authors argue that the majority of the revealed restrictions are of internal character and mainly is the feature of the state contract scheme. According to the authors, the scheme of public-and-private partnership is an effective mechanism, which can be suggested for the existing problems solution.

The introduction of so-called "road map" of the development of energy saving in housing-and-communal services is expedient. According to the author, that will allow to provide owners of buildings and the servicing companies with the information for acceptance of organizational and technical project, construction and operational decisions, reasonable decisions on maintenance, reconstruction or dismantling of the buildings, directed to lowering of energetic expenses and also to the proper organization of life cycle of buildings in general.

The research purpose was to give the theoretical justification as well as to develop some methodical recommendations on formation and implementation of the programmes of complex development of housing- and-communal services in the municipal units. The authors systematized the typical properties and specifics of housing-and-communal utilities, the role of the sector in preserving the environment, revealed the factors complicating their development significantly, carried out the analysis of the housing-and-communal sector condition and the sector’s needs for investments. According to the analysis results, the authors prove that modernization and improvement of housing-and-communal sector demands drawing up target programmes of complex development. In article Principles and stages of the development of the programmes of the improvement of the housing-and-communal utilities were offered, the directions, considered to be the most relevant, were pointed out. The authors recognize such consequence of the housing-and-communal utilities modernization as the increase of the utility tariffs and the need of assessment of the availability of housing-and-communal services for consumers. The authors offer the new indicator, namely, the share of the provided subsidies in the total amount of payments for premises and utilities, for the improvement of such assessment. The results of the research can be used by the practicians, forming target municipal development programmes of housing-and-public utilities development within the general strategies of the cities and regions development, aimed at the improvement of the population life quality and at the decrease in the environmental risks.

Creation of transport hubs is expected to make a contribution to the improvement of transport infrastructure. Some practical examples of implementing of hubs in Moscow were considered. The article proves that the creation of the transport hubs, is capable to contribute to the sustainable urban development: to provide high social-and-economic living standards for inhabitants, to make changes of different types of transport fast and convenient, to eliminate “poor points” in the transport infrastructure, to reduce stoppers in the city, to provide inhabitants with the necessary number of parking spaces and also to become an additional source of income both for the city, and for commercial structures. It also will be able to increase the investment attractiveness and investment activity of the area in general. However, the author criticizes the current approach to the organization of investments into the hub projects. The public-and-private-partnership in its broad sense would allow dividing expenses, risks and profit within the project, and at the same time keeps the municipal property for the facility. Meanwhile the use of concession does not allow providing the maximum transport project efficiency.

The concept of the infrastructure development index is defined, its components are considered. The level of the transport infrastructure development in the largest megalopolises of Russia – Moscow and St. Petersburg is analysed, their place among the megalopolises of the world, according to the standard criteria, is presented. The research is based on statistical and analytical data from 2010 till 2018. The main directions of strategic development of transport infrastructure in the Russian megalopolises and expected indicators till 2030 are also considered. The authors point out the problems of road-and-transport infrastructure in megalopolises, but on the other hand they reveal the advantages of megalopolises, which contribute to the development of their transport complexes.

Experience of creation of the eco-cities in the countries of the world is analyzed during the research. Classification of the eco-cities is offered. The basic principles of eco-cities functioning are considered; Special attention is paid to the formation of the closed production cycle with the maximum return to technological processes and the use of energy saving technologies. According to the author, creation and development of such settlements will make a great contribution to the solution of environmental problems of modern Europe. Improvement of the environment, quality of living conditions of humans, improvement of the population health and providing a healthy lifestyle are possible within the eco-cities. The author believes, that creation of eco-cities is possible in Russia (some examples of the first projects are given). But the author emphasizes, that in our country this tendency is just being started and besides it has no legislative regulation and state support.

The authors revealed the main problems, peculiar to intercity systems of water supply and having negative impact on the environment. The negative environmental impacts of water supply problems were systematized. The priority directions of the solution of the matter of ecologization of water supply in the cities were defined. The main of these directions, i.e. the choice of innovative materials for the water supply systems, their advantages and advantages of modern pipes in various specified operating conditions was considered as a debatable question. The results of the conducted research can promote the ecologization of water supply in the cities of the Russian Federation. Some offers on water supply improvement, as well as the reasons expressed as the discussion can be useful during planning repair and replacement of water supply systems, choosing materials and technologies, during justification of ecological-and-economic efficiency of improvements.

The author recognizes, that sustainable urban development requires effective funding with the leading role of municipal finances. At the same time, financing of housing-and-communal sector through the municipal budget only would be too burdensome, while the use of the public-and-private partnership scheme has proved to be the good solution of this problem. However, there is no definite answer: whether the housing-and-communal sector is the most developed zone of public-and-private partnership or, on the contrary, it is an obscure and ineffective zone. The author analyzes the Russian experience of use of the public-and-private partnership scheme in the field of housing-and-communal services and reveals the main problems, which prevent the attraction of the private capital to this sphere. Such rather new trends as so called "box decisions" and "pool" securitization of infrastructure projects are considered in the article. According to the author, the use of these options could contribute to the development of housing-and-communal sector and the city infrastructure as well as the urban development as whole.

The authors deal with the issue, whether the rupture of economic links and financial schemes, as well as the exception of the Russian companies from the international ESG-ratings can lead to refusal of the ESG-principles in management. The features, peculiar to each of the ESG aspects in the conditions of the anti-Russian sanctions in 2022 are considered. The problems and strengths of the Russian companies, the degree of prevalence of the ESG principles among the Russian entrepreneurs are revealed. According to the data of analyst companies, research and polls, the authors conclude, that the enterprises applying the ESG-principles have more chances to recover from the current crisis successfully.
