However, even though the boundary between renewability and sustainability may be considered minimal, renewable does not mean sustainable. This paper adopts a geography of resource perspective to investigate the sustainability of renewable energies as the result of a contextualized construction process at the scale of local energy projects. The first part of the paper examines how sustainability is addressed in the literature and postulates that a relational focus on resource construction processes offers new analytical perspectives for understanding the importance of context in the construction of renewable energy sustainability. Sustainability is specifically described as a political quality distributed among human and non-human actors within a milieu. Drawing from this theoretical construction, an analysis of two case studies of local photovoltaic projects in the French Rhone-Alpes region (southeast France) highlights how an energy resource might be endowed with very different modes of existence (Simondon), among which some appear to be sustainable and others do not. The final part of the paper discusses how a relational framework offers new perspectives to define and move toward more sustainable renewable energy systems.

La production de chaleur et de froid représente actuellement 50 % de la demande énergétique en Europe et se trouve à l’origine d’importantes émissions de gaz à effet de serre. Le verdissement de cette production s’appuie sur le développement des énergies renouvelables thermiques (biomasse, solaire, géothermie) et, dans une moindre mesure, sur les énergies de récupération. L’article montre comment la chaleur de récupération, source d’énergie singulière, est construite comme une ressource territoriale par le biais d’un processus de cadrage à de multiples niveaux (européen, national, régional, métropolitain). L’étude des cas de Dunkerque, Lille et Lyon, qui chacune à leur manière mobilisent de la chaleur de récupération issue de l’industrie et des services urbains, illustre l’intérêt porté par des collectivités urbaines à cette ressource locale ainsi que la diversité des trajectoires territoriales de transition initiées autour de cette source d’énergie.

Cet article porte sur le développement de projets photovoltaïques citoyens coopératifs en Rhône-Alpes au début des années 2010, dans le contexte d’une politique nationale alors davantage favorable au développement de projets individuels et privés. La première partie de l’article souligne que ces projets émergent de dynamiques et de problématiques à la fois nationales, régionales et locales qui ouvrent simultanément une fenêtre d’opportunité. Dans la seconde partie, l’article analyse les épreuves traversées par l’un de ces collectifs lorsqu’il tente d’ouvrir la politique incitative nationale pour le photovoltaïque à des enjeux territoriaux qu’elle ne prend pas en compte (redistribution et réinvestissement des revenus solaires, innovation paysagère et architecturale). L’analyse donne à voir un collectif innovant qui traverse des épreuves multiples en tentant d’initier une trajectoire territoriale de transition énergétique qu’il juge plus équitable que celle alors à l’œuvre.

La thèse défendue est que la ressource énergétique émerge d’un ensemble de relations construites entre une source d’énergie et une perspective de valeur qui lui est progressivement associée. Ainsi, les qualités de la ressource énergétique ne sont pas données par les caractéristiques physiques de la source d’énergie (e.g. le rayonnement solaire abondant et diffus) mais par les relations (matérielles, sociales et spatiales) qui se tissent autour de cette source pour l’associer à des matérialités (e.g. le réseau électrique, la toiture, le paysage) dans une perspective de valorisation. En cela, la soutenabilité des énergies renouvelables est présentée comme une qualité relationnelle qui émerge en même temps que se structure le « milieu associé » (Simondon) de projets photovoltaïques.La thèse s’organise autour d’une enquête sur l’émergence de projets photovoltaïques coopératifs (i.e. les centrales villageoises), en région Rhône Alpes, qui proposent de construire la ressource solaire de manière collective et multidimensionnelle (e.g. paysage, partage de valeur), dans le contexte du début des années 2010. L’enquête montre que ces projets se nourrissent des héritages (e.g. des réseaux d’acteurs, de compétences, de visions politiques) d’un ensemble de projets énergétiques pionniers développés en Rhône-Alpes des années 1970 aux années 1990, héritages grâce auxquels ces collectifs apprennent à composer avec une politique nationale du photovoltaïque qui leur est peu favorable. Leur contribution à la construction de ressources solaires soutenables repose sur la capacité de ces collectifs à constamment s’adapter pour dépasser les épreuves qu’ils rencontrent. This research deals with the construction of renewable energy resources, and along the way, the construction of the energy transition sustainability in the wake of the new geography of resources (Bridge, Castree). It is argued that an energy resource emerges from a set of relations woven between an energy source and a value perspective progressively associated to it. Thus, resource qualities are not given by the physical characteristics of the energy source (e.g. the diffuse and abundant solar radiation) but by the relations (material, social, spatial) woven around this source to associate it to several materialities (e.g. the electric grid, the roofs, the landscape) in order to construct its value. Within this framework, the energy resources sustainability is presented as a relational quality that emerges while the “associated milieu” (Simondon) of photovoltaic projects is structured.The thesis is organized around an inquiry about the emergence within the Rhône-Alpes region of photovoltaic cooperative projects (i.e. the “centrales villageoises”) that try to construct the solar energy resource in a collective and multidimensional manner (e.g. landscape, value redistribution) in the context of the early 2010s. The inquiry underlines that these projects relies on heritages (e.g. networks of actors, skills and political visions) from a series of pioneering energy projects developed in Rhône-Alpes between the 1970s and the 1990s. Through these heritages, the collectives learn to deal with a national photovoltaic policy that does not seem favourable for them. Their contribution to the construction of sustainable energy resources rests on the ability of these collectives to constantly adapt themselves to overcome the many trials they face.

Yet urban authorities have limited power over the construction of energy policies and the management of networks, and they remain dependent on remote and mainly carbon-intensive imported sources of energy. The recovery of waste heat from waste incineration or industrial emissions and its use in heating networks represents a solution for cities to control part of their energy supply, to develop their own capacities for action and to implement local transition strategies, in addition to the development of renewable energies. Based on the analysis of four case studies in France between 2019 and 2022, in the context preceding the current energy crisis, this article examines how cities are trying to develop waste heat recovery and the role this energy resource plays in the decarbonisation of urban energy systems. The analysis highlights that the emergence of these projects is more broadly part of the renegotiation dynamics of energy, ecological and economic relationships between cities and industries, and that their implementation results in the construction of new urban energy nexuses. The use of waste heat makes it possible to improve the energy efficiency of industrial and urban energy systems, sometimes significantly, but it must be seen as a transitional solution because it can temporarily increase cities’ dependency on high-carbon and energy-inefficient industrial activities.

The increase in river temperature is at the heart of this nexus, with anthropogenic thermal pollution adding to the effect of global warming. River Water Heat Pumps can play a major role by decarbonising district heating network (DHN) while actively cooling the aquatic resource. Hence, the objective of this short communication is to identify the scientific challenges to be met and the progress to be achieved considering the current state of the art. To illustrate the point, a rapid evaluation of the potential is performed for the city of Lyon in France resulting in an achievable cooling of ∼1.5 K which is above the minimum threshold to see an effect on aquatic ecosystem while the CO2 savings are significant for the DHN (∼ divided by a factor of 10). Because of its holistic nature, the impact assessment of such a system implies considering a wide diversity of indicators: energy, environmental, economics and sociological that need to be appropriately defined and quantified. In each field, progress beyond the state of the art to be performed has been identified, e.g. 4E analysis, cold water plume dispersion, integration of biodiversity in LCA.

By concentrating specifically on the question of usage, this article sheds light on an original timeline of the development of nuclear power in France in the 1970s. It highlights the existence of an intense debate on the means of using the energy that would be produced by this industry and on the models of technical, political, economic and spatial organisation of the energy system that would result. Based on an analytical work of several historical archival funds, this paper brings into light how three sociotechnical regimes were in competition to organize the French energy system during the development of the national nuclear programme. From an historical geography perspective, this paper provides insights for a critical rethinking of the development of nuclear programmes as well as for the politics surrounding the phase-out of nuclear power.

However, even though the boundary between renewability and sustainability may be considered minimal, renewable does not mean sustainable. This paper adopts a geography of resource perspective to investigate the sustainability of renewable energies as the result of a contextualized construction process at the scale of local energy projects. The first part of the paper examines how sustainability is addressed in the literature and postulates that a relational focus on resource construction processes offers new analytical perspectives for understanding the importance of context in the construction of renewable energy sustainability. Sustainability is specifically described as a political quality distributed among human and non-human actors within a milieu. Drawing from this theoretical construction, an analysis of two case studies of local photovoltaic projects in the French Rhone-Alpes region (southeast France) highlights how an energy resource might be endowed with very different modes of existence (Simondon), among which some appear to be sustainable and others do not. The final part of the paper discusses how a relational framework offers new perspectives to define and move toward more sustainable renewable energy systems.

La production de chaleur et de froid représente actuellement 50 % de la demande énergétique en Europe et se trouve à l’origine d’importantes émissions de gaz à effet de serre. Le verdissement de cette production s’appuie sur le développement des énergies renouvelables thermiques (biomasse, solaire, géothermie) et, dans une moindre mesure, sur les énergies de récupération. L’article montre comment la chaleur de récupération, source d’énergie singulière, est construite comme une ressource territoriale par le biais d’un processus de cadrage à de multiples niveaux (européen, national, régional, métropolitain). L’étude des cas de Dunkerque, Lille et Lyon, qui chacune à leur manière mobilisent de la chaleur de récupération issue de l’industrie et des services urbains, illustre l’intérêt porté par des collectivités urbaines à cette ressource locale ainsi que la diversité des trajectoires territoriales de transition initiées autour de cette source d’énergie.

Cet article porte sur le développement de projets photovoltaïques citoyens coopératifs en Rhône-Alpes au début des années 2010, dans le contexte d’une politique nationale alors davantage favorable au développement de projets individuels et privés. La première partie de l’article souligne que ces projets émergent de dynamiques et de problématiques à la fois nationales, régionales et locales qui ouvrent simultanément une fenêtre d’opportunité. Dans la seconde partie, l’article analyse les épreuves traversées par l’un de ces collectifs lorsqu’il tente d’ouvrir la politique incitative nationale pour le photovoltaïque à des enjeux territoriaux qu’elle ne prend pas en compte (redistribution et réinvestissement des revenus solaires, innovation paysagère et architecturale). L’analyse donne à voir un collectif innovant qui traverse des épreuves multiples en tentant d’initier une trajectoire territoriale de transition énergétique qu’il juge plus équitable que celle alors à l’œuvre.

La thèse défendue est que la ressource énergétique émerge d’un ensemble de relations construites entre une source d’énergie et une perspective de valeur qui lui est progressivement associée. Ainsi, les qualités de la ressource énergétique ne sont pas données par les caractéristiques physiques de la source d’énergie (e.g. le rayonnement solaire abondant et diffus) mais par les relations (matérielles, sociales et spatiales) qui se tissent autour de cette source pour l’associer à des matérialités (e.g. le réseau électrique, la toiture, le paysage) dans une perspective de valorisation. En cela, la soutenabilité des énergies renouvelables est présentée comme une qualité relationnelle qui émerge en même temps que se structure le « milieu associé » (Simondon) de projets photovoltaïques.La thèse s’organise autour d’une enquête sur l’émergence de projets photovoltaïques coopératifs (i.e. les centrales villageoises), en région Rhône Alpes, qui proposent de construire la ressource solaire de manière collective et multidimensionnelle (e.g. paysage, partage de valeur), dans le contexte du début des années 2010. L’enquête montre que ces projets se nourrissent des héritages (e.g. des réseaux d’acteurs, de compétences, de visions politiques) d’un ensemble de projets énergétiques pionniers développés en Rhône-Alpes des années 1970 aux années 1990, héritages grâce auxquels ces collectifs apprennent à composer avec une politique nationale du photovoltaïque qui leur est peu favorable. Leur contribution à la construction de ressources solaires soutenables repose sur la capacité de ces collectifs à constamment s’adapter pour dépasser les épreuves qu’ils rencontrent. This research deals with the construction of renewable energy resources, and along the way, the construction of the energy transition sustainability in the wake of the new geography of resources (Bridge, Castree). It is argued that an energy resource emerges from a set of relations woven between an energy source and a value perspective progressively associated to it. Thus, resource qualities are not given by the physical characteristics of the energy source (e.g. the diffuse and abundant solar radiation) but by the relations (material, social, spatial) woven around this source to associate it to several materialities (e.g. the electric grid, the roofs, the landscape) in order to construct its value. Within this framework, the energy resources sustainability is presented as a relational quality that emerges while the “associated milieu” (Simondon) of photovoltaic projects is structured.The thesis is organized around an inquiry about the emergence within the Rhône-Alpes region of photovoltaic cooperative projects (i.e. the “centrales villageoises”) that try to construct the solar energy resource in a collective and multidimensional manner (e.g. landscape, value redistribution) in the context of the early 2010s. The inquiry underlines that these projects relies on heritages (e.g. networks of actors, skills and political visions) from a series of pioneering energy projects developed in Rhône-Alpes between the 1970s and the 1990s. Through these heritages, the collectives learn to deal with a national photovoltaic policy that does not seem favourable for them. Their contribution to the construction of sustainable energy resources rests on the ability of these collectives to constantly adapt themselves to overcome the many trials they face.

Yet urban authorities have limited power over the construction of energy policies and the management of networks, and they remain dependent on remote and mainly carbon-intensive imported sources of energy. The recovery of waste heat from waste incineration or industrial emissions and its use in heating networks represents a solution for cities to control part of their energy supply, to develop their own capacities for action and to implement local transition strategies, in addition to the development of renewable energies. Based on the analysis of four case studies in France between 2019 and 2022, in the context preceding the current energy crisis, this article examines how cities are trying to develop waste heat recovery and the role this energy resource plays in the decarbonisation of urban energy systems. The analysis highlights that the emergence of these projects is more broadly part of the renegotiation dynamics of energy, ecological and economic relationships between cities and industries, and that their implementation results in the construction of new urban energy nexuses. The use of waste heat makes it possible to improve the energy efficiency of industrial and urban energy systems, sometimes significantly, but it must be seen as a transitional solution because it can temporarily increase cities’ dependency on high-carbon and energy-inefficient industrial activities.

The increase in river temperature is at the heart of this nexus, with anthropogenic thermal pollution adding to the effect of global warming. River Water Heat Pumps can play a major role by decarbonising district heating network (DHN) while actively cooling the aquatic resource. Hence, the objective of this short communication is to identify the scientific challenges to be met and the progress to be achieved considering the current state of the art. To illustrate the point, a rapid evaluation of the potential is performed for the city of Lyon in France resulting in an achievable cooling of ∼1.5 K which is above the minimum threshold to see an effect on aquatic ecosystem while the CO2 savings are significant for the DHN (∼ divided by a factor of 10). Because of its holistic nature, the impact assessment of such a system implies considering a wide diversity of indicators: energy, environmental, economics and sociological that need to be appropriately defined and quantified. In each field, progress beyond the state of the art to be performed has been identified, e.g. 4E analysis, cold water plume dispersion, integration of biodiversity in LCA.

By concentrating specifically on the question of usage, this article sheds light on an original timeline of the development of nuclear power in France in the 1970s. It highlights the existence of an intense debate on the means of using the energy that would be produced by this industry and on the models of technical, political, economic and spatial organisation of the energy system that would result. Based on an analytical work of several historical archival funds, this paper brings into light how three sociotechnical regimes were in competition to organize the French energy system during the development of the national nuclear programme. From an historical geography perspective, this paper provides insights for a critical rethinking of the development of nuclear programmes as well as for the politics surrounding the phase-out of nuclear power.
