Numerous economic modeling studies have confirmed the sensitivity of mid- and long-run climate change mitigation cost and benefit projections to assumptions about technology costs. In general, technical progress is considered to be a noneconomic, exogenous variable in global climate change modeling. However, there is overwhelming evidence that technological change is not an exogenous variable but to an important degree endogenous, induced by needs and pressures. Hence, some environmenteconomy models treat technological change as endogenous, responding to socio-economic variables. Three main elements in models of technological innovation are: (i) corporate investment in research and development, (ii) spillovers from R&D, and (iii) technology learning, especially learning-by-doing. The incorporation of induced technological change in different types of environmental-economic models tends to reduce the costs of environmental policy, accelerates abatement and may lead to positive spillover and negative leakage.

The international community expects China, the world's largest energy consumer, to play a leading role in the energy transition, especially since the United States has withdrawn from the Paris Agreement. This special issue on “Energy Demand in Emerging and Developing Economies: Measurement, Policy Interventions and Evaluation” improves international understanding of the patterns of energy demand in China by presenting recent experimental and empirical research following the Beijing Energy Conference in 2018. The main purpose of this introductory article is to present recent research advances by summarizing new findings and insights from this special issue, combined with recent literature. It shows that China's rising energy demand and energy transition practices have led to numerous policy interventions, which provides rich observational data on behavioral change and offers an “experimental window” with large opportunities for scholars. Beyond the traditional topics of residential and industrial energy demand and its drivers, an increasing number of studies focuses on energy policy evaluation or quantify the environmental and climate consequences of energy consumption. This new line of research, supported by policy-oriented model-based quantitative analyses, experimental approaches and econometric analyses using multi-source disaggregated data, offers new insights into various aspects of China's energy demand.

Technological change in both renewable production and efficient use of energy can help us to make these targets come true. Using a panel of German firms linked to the PATSTAT patent data, we study inventions in both types of energy technologies and investigate the role prior inventions as technology-push factors play for both types of technologies. In addition and more importantly, we study whether previous inventions in non-energy technologies also stimulate technical change in energy technologies and whether this effect differs between energy conservation and renewable energy technologies.

Otto;This paper studies energy bias in technical change. For this purpose, we develop a computable general equilibrium model that builds on endogenous growth models. The model explicitly captures links between energy, the rate and direction of technical change, and the economy. We derive the equilibrium determinants of biased technical change and show the importance of feedback in technical change, substitution possibilities between final goods, and general-equilibrium effects for the equilibrium bias. If the feedback effect is strong, or the substitution elasticity large, or both, our model tends to a corner solution in which only technologies are developed that are appropriate for production of non-energy intensive goods

Einerseits analysieren wir den Richtlinienentwurf zur Weiterentwicklung des europaischen Emissionshandels und andererseits das Vorhaben der Kommission, einen europaweiten Handel mit Herkunftsnachweisen einzufuhren, um den Einsatz erneuerbarer Energien zu fordern. Wir kommen zu dem Ergebnis, dass das europaische Emissionshandelssystem mit dem Richtlinienentwurf deutlich verbessert wird. Die Aufteilung des Emissionsbudgets einerseits auf die vom Emissionshandel betroffenen energieintensiven Sektoren der Wirtschaft und andererseits auf die nicht unter den Emissionshandel fallenden Bereiche ist deutlich naher an der effizienten Aufteilung als dies bislang der Fall war. Hinsichtlich der Forderung der erneuerbaren Energien kommen wir zu dem Schluss, dass es erstens fur das Design einer geeigneten Forderpolitik unverzichtbar ist, die eigentlichen Ziele der Politik explizit zu formulieren. Zweitens mussen unterschiedliche Forderinstrumente — wie etwa das deutsche Erneuerbare Energien Gesetz und das in Europa geplante Handelssystem mit Herkunftsnachweisen — sehr fein aufeinander abgestimmt werden, um die Zusatzkosten ineffizienter Regulierung zu minimieren.

Here, we address this gap for interventions aimed at changing individual households’ use of existing equipment, such as monetary incentives or feedback. We have performed a machine learning-assisted systematic review and meta-analysis to comparatively assess the effectiveness of these interventions in reducing energy demand in residential buildings. We extracted 360 individual effect sizes from 122 studies representing trials in 25 countries. Our meta-regression confirms that both monetary and non-monetary interventions reduce the energy consumption of households, but monetary incentives, of the sizes reported in the literature, tend to show on average a more pronounced effect. Deploying the right combinations of interventions increases the overall effectiveness. We have estimated a global carbon emissions reduction potential of 0.35 GtCO2 yr−1, although deploying the most effective packages of interventions could result in greater reduction. While modest, this potential should be viewed in conjunction with the need for de-risking mitigation pathways with energy-demand reductions. Behavioural interventions can reduce energy consumption and hence carbon emissions among households. Khanna et al. compare the effectiveness of different types of monetary and non-monetary household interventions using a machine learning-assisted meta-analysis, and examine the situations where each is most useful.

Yet, there are several persistent barriers that hinder the attainment of EE improvements in this area. Using data from a 2008 national representative survey of Spanish households, this paper is interested in the determinants of EE-related decisions. In particular, a discrete-choice model empirically analyzes whether pro-environmental households are more likely to invest in EE and to adopt daily energy-saving habits. We show that households with eco-friendly behaviors are more likely to investment in well-differentiated EE measures as well as to steer daily habits towards energy savings. However, no effects are found for households with environmental attitudes based on stated willingness to pay to protect the environment. In addition to this, households belonging to higher income groups and education levels are more likely to invest in EE but not to adopt energy-saving habits; while households with older members are less likely to invest in EE and show fewer eco-friendly habits.

The commitments of the Paris Climate Agreement and the Sustainable Development Goals will not be achieved unless energy systems around the world are fundamentally transformed. The energy architecture of the future requires an appropriate framework to cope with different strategies of how this transformation might be approached. The special issue aims to shed light on the role of markets and networks for the energy transition and analyses the appropriate economic, regulatory and policy framework to enable highly integrated, flexible, clean, and efficient energy systems. It is related to the VI International Academic Symposium “Facing the Energy Transition: Markets and Networks” organized in February 2018 by the Chair of Energy Sustainability at the University of Barcelona

Numerous economic modeling studies have confirmed the sensitivity of mid- and long-run climate change mitigation cost and benefit projections to assumptions about technology costs. In general, technical progress is considered to be a noneconomic, exogenous variable in global climate change modeling. However, there is overwhelming evidence that technological change is not an exogenous variable but to an important degree endogenous, induced by needs and pressures. Hence, some environmenteconomy models treat technological change as endogenous, responding to socio-economic variables. Three main elements in models of technological innovation are: (i) corporate investment in research and development, (ii) spillovers from R&D, and (iii) technology learning, especially learning-by-doing. The incorporation of induced technological change in different types of environmental-economic models tends to reduce the costs of environmental policy, accelerates abatement and may lead to positive spillover and negative leakage.

The international community expects China, the world's largest energy consumer, to play a leading role in the energy transition, especially since the United States has withdrawn from the Paris Agreement. This special issue on “Energy Demand in Emerging and Developing Economies: Measurement, Policy Interventions and Evaluation” improves international understanding of the patterns of energy demand in China by presenting recent experimental and empirical research following the Beijing Energy Conference in 2018. The main purpose of this introductory article is to present recent research advances by summarizing new findings and insights from this special issue, combined with recent literature. It shows that China's rising energy demand and energy transition practices have led to numerous policy interventions, which provides rich observational data on behavioral change and offers an “experimental window” with large opportunities for scholars. Beyond the traditional topics of residential and industrial energy demand and its drivers, an increasing number of studies focuses on energy policy evaluation or quantify the environmental and climate consequences of energy consumption. This new line of research, supported by policy-oriented model-based quantitative analyses, experimental approaches and econometric analyses using multi-source disaggregated data, offers new insights into various aspects of China's energy demand.

The model explicitly captures links between energy, the rate and direction of technical change, and the economy. We derive the equilibrium determinants of biased technical change and show the importance of feedback in technical change, substitution possibilities between final goods, and general-equilibrium effects for the equilibrium bias. If the feedback effect is strong, or the substitution elasticity large, or both, our model tends to a corner solution in which only technologies are developed that are appropriate for production of non-energy intensive goods

Einerseits analysieren wir den Richtlinienentwurf zur Weiterentwicklung des europaischen Emissionshandels und andererseits das Vorhaben der Kommission, einen europaweiten Handel mit Herkunftsnachweisen einzufuhren, um den Einsatz erneuerbarer Energien zu fordern. Wir kommen zu dem Ergebnis, dass das europaische Emissionshandelssystem mit dem Richtlinienentwurf deutlich verbessert wird. Die Aufteilung des Emissionsbudgets einerseits auf die vom Emissionshandel betroffenen energieintensiven Sektoren der Wirtschaft und andererseits auf die nicht unter den Emissionshandel fallenden Bereiche ist deutlich naher an der effizienten Aufteilung als dies bislang der Fall war. Hinsichtlich der Forderung der erneuerbaren Energien kommen wir zu dem Schluss, dass es erstens fur das Design einer geeigneten Forderpolitik unverzichtbar ist, die eigentlichen Ziele der Politik explizit zu formulieren. Zweitens mussen unterschiedliche Forderinstrumente — wie etwa das deutsche Erneuerbare Energien Gesetz und das in Europa geplante Handelssystem mit Herkunftsnachweisen — sehr fein aufeinander abgestimmt werden, um die Zusatzkosten ineffizienter Regulierung zu minimieren.

Here, we address this gap for interventions aimed at changing individual households’ use of existing equipment, such as monetary incentives or feedback. We have performed a machine learning-assisted systematic review and meta-analysis to comparatively assess the effectiveness of these interventions in reducing energy demand in residential buildings. We extracted 360 individual effect sizes from 122 studies representing trials in 25 countries. Our meta-regression confirms that both monetary and non-monetary interventions reduce the energy consumption of households, but monetary incentives, of the sizes reported in the literature, tend to show on average a more pronounced effect. Deploying the right combinations of interventions increases the overall effectiveness. We have estimated a global carbon emissions reduction potential of 0.35 GtCO2 yr−1, although deploying the most effective packages of interventions could result in greater reduction. While modest, this potential should be viewed in conjunction with the need for de-risking mitigation pathways with energy-demand reductions. Behavioural interventions can reduce energy consumption and hence carbon emissions among households. Khanna et al. compare the effectiveness of different types of monetary and non-monetary household interventions using a machine learning-assisted meta-analysis, and examine the situations where each is most useful.

Yet, there are several persistent barriers that hinder the attainment of EE improvements in this area. Using data from a 2008 national representative survey of Spanish households, this paper is interested in the determinants of EE-related decisions. In particular, a discrete-choice model empirically analyzes whether pro-environmental households are more likely to invest in EE and to adopt daily energy-saving habits. We show that households with eco-friendly behaviors are more likely to investment in well-differentiated EE measures as well as to steer daily habits towards energy savings. However, no effects are found for households with environmental attitudes based on stated willingness to pay to protect the environment. In addition to this, households belonging to higher income groups and education levels are more likely to invest in EE but not to adopt energy-saving habits; while households with older members are less likely to invest in EE and show fewer eco-friendly habits.

The commitments of the Paris Climate Agreement and the Sustainable Development Goals will not be achieved unless energy systems around the world are fundamentally transformed.
