Our analysis reveals that despite the country’s potential in coastal and freshwater fishery, national production remains well below domestic consumption of fish. This obviously leads to a huge demand and massive fish imports into the country where natural resources are relatively abundant for its production. Fisheries and aquaculture play important roles in the country’s economic development in terms of food, income, and employment. However, key obstacles inhibiting the sector's performance relate to the inadequate technical knowledge of the fisheries professionals, unsuitable fishing equipment, overfishing, difficulty in accessing aquaculture inputs and, harmful effects of climate change on aquatic resources. Despite government interventions, policies implemented to increase national fish production have led to mixed results. Compared with the rapid development of the aquatic products industry in Ghana and countries such as Senegal, Mali and Niger, our findings reveal that Togo’s performance in terms of total fisheries production, aquaculture production, net exports and fisheries policy is by and large mixed. This study therefore recommends that relevant fisheries policy invests more in creating favorable conditions for fish farmers and fishermen to effectively increase domestic fish production. Consequently, there is need to support the development of fishery infrastructure hatcheries and subsidizing feed subsidy. Essentially, to avoid overexploitation of fishery resources and meet renewable fishery goals, there is a need for aquaculture development. Finally, establishing aquaculture research institutions associated with training in fisheries and aquaculture at the University of Lome will be highly beneficial to Togo’s fisheries and aquaculture sector. At the same time, cooperation between Togo and Senegal and with the leading countries in fisheries and aquaculture could lead to better performance in Togo’s fisheries production.

Les adaptations sont des stratégies clés pour réduire les impacts négatifs du changement climatique sur la pêche, mais il est peu probable qu'elles soient efficaces sans comprendre la perception des pêcheurs de l'ampleur de ce phénomène. Cet article explore les connaissances et les perceptions des pêcheurs sur le changement climatique et leurs adaptations en réponse aux impacts perçus. Nous avons évalué les opinions des pêcheurs sur la façon dont les variations récentes du climat ont affecté leurs captures. À l'aide de questionnaires semi-structurés, nous avons interrogé au hasard 112 pêcheurs artisanaux de capture marine sélectionnés dans la zone côtière togolaise du 1er juin au 30 juillet 2022. Les personnes interrogées ont signalé des températures moyennes plus élevées, une élévation du niveau de la mer, des vents forts et des précipitations irrégulières. La diversification des activités économiques, les changements dans les zones de pêche, la connaissance des informations météorologiques actualisées et l'ajustement du temps de pêche ont été cités comme principales stratégies d'adaptation. La plupart des répondants ont exprimé le désir d'adopter d'autres comportements plus responsables en recevant plus de formation sur les risques liés au changement climatique et la gestion durable des pêches. Many indigenous people and local communities in coastal Togo depend on fisheries for food and livelihoods. Already threatened by over-exploitation and other challenges, climate change also affects fishery resources. Adaptations are key strategies to reduce the negative impacts of climate change on the fishery but are unlikely to be effective without understanding the fishermen's perception of the extent of this phenomenon. This paper explores fishermen's knowledge and perceptions of climate change and their adaptations in response to the perceived impacts. We assessed fishermen's opinions of how recent variations in climate affected their catches. Using semi-structured questionnaires, we surveyed by interviewing randomly selected 112 marine capture small-scale fishermen in the Togolese coastal area from June 1 to July 30, 2022. The results indicate that most fishermen notice changes in many aspects used as key indicators of climate change that directly affect their fishing activities. Fishermen perceived that the climate had changed in recent years and they were negatively impacted. Interviewees reported average higher temperatures, a rise of the sea level, strong wind, and erratic rainfall. Diversification of the economic activities, Changes in the fishing ground, Knowledge of weather up-to-date information, and Time fishing adjustment were given as their major adaptation strategies. Most respondents expressed a desire to adopt other behaviors that are more responsible by receiving more training on climate change risks and sustainable fisheries management. Factors and motivations that drive individuals’ decisions on seafood consumption vary by population group and geographical locations. These factors may differ from one particular species to the other. The purpose of this study is to understand fish/shrimp consumption frequency and consumers’ willingness to pay (WTP) more for shrimp locally farmed in Togo. We used a Poisson model to investigate the socioeconomic factors determining fish/shrimp consumption frequency, and a Heckman Selection model to analyze the extent to which consumers are willing to pay extra for locally produced shrimp. To this end, data on fish consumption were collected through a cross-sectional study that analyzed a quantitative survey of consumers (N = 308). Our results show that the populations sampled attach great importance to the quality of fish they consume. The econometric results indicate that the quality of the fish is positively related to fish consumption frequency while the monthly income and proximity of the sea show negative relationships with the outcome variable. In addition, the factors that influence the WTP for shrimp were consuming shrimp and the amount for expenditure on fish/shrimp consumption. Moreover, consumers are willing to pay, on average, 1.2 U.S Dollars (USD) as an extra amount relative to the average price per kilogram, and the extent of their WTP is positively related to the quality of the fish. However, the age of the respondents shows a negative relationship with the value they are willing to pay. In order to fulfill consumers’ needs and preferences, these findings jointly suggest that exceptional steps by the government are needed to value fish/shrimp in a way that persuades and encourages consumers to consume seafood at any age. More importantly, promoting the consumption of fish and shrimp requires action to help improve their quality. Government should: (a) be communicating and raising awareness more among the population on the nutritional value and health benefits of fish/shrimp consumption; (b) support fish/shrimp production through cost reduction actions for the fishermen who in turn can supply fish/shrimp at reasonable prices that encourage fish and shrimp consumption; (c) take appropriate measures to develop a logistics system as an effort to support fish, especially shrimp, supply in a timely way that might help to keep their good appearance and freshness for the consumers’ benefit.

En outre, l'absence de transparence dans la distribution du prémélange, le coût élevé de l'équipement, le coût élevé du prémélange et le déversement de déchets en mer par des navires étrangers sont les principaux problèmes auxquels sont confrontés les pêcheurs. Les résultats ont également montré que la taille des bateaux, les réparations et l'entretien des bateaux, la taille du ménage, l'âge du bateau et la position des répondants sur le bateau (capitaine ou autre) sont les facteurs qui peuvent probablement déterminer le volume de capture de poisson chez les pêcheurs. This study examined the socio-economic characteristics, fishing patterns and challenges of fishers in Ghana using James Town as the study location. A semi-structured questionnaire was used to obtain information on demographic and socio-economic characteristics, Fishing patterns and characteristics, dynamics of expenditure and catch, Dynamics of distance to fishing grounds/area, catch and selling strategy/mode and practices, investment and financing of fishing activities as well as challenges of fishing from respondents. Data was analyzed using descriptive statistics as well as endogenous switching regression model (ESRM) using Stata version 17. The results shows that 4.0 ± 1.07 people are engaged in onshore activities for an average of 9.45 ± 2.19 h. Also, fishers averagely spend 3.09 ± 1.49 days at sea. Respondents who have not accessed loan over the last 12 months are 78 whilst 23 have accessed same. Similarly, 86 out of 101 respondents representing 85.14% have not insured their operations. Also, no transparency in distribution of pre-mix, high cost of equipment, high cost of premix and dumping of waste in the sea by foreign vessels are the major problems faced by fishers. The results also showed that boat size, repairs and maintenances of boats, household size, boat age and position of respondents on boat (captain or otherwise) are the factors that can likely determine the volume of fish catch among fishermen. Fish is widely regarded as a significant source of protein. Despite the significance of fisheries, it is faced with several challenges such as constant change in climate. This study was conducted to examine the perception of fisher folks on climate change and the relationship between socio-economic characteristics and adoption of climate smart fisheries using semi-structured questionnaire. Perception towards climate change and adoption of climate-smart fisheries were analyzed using statistical inferential statistics. The predictor of co-management as a mitigative measure for climate change in fisheries was also analyzed with an ordered logistic regression technique. The result showed that 92.5 % of the fishers have formal education. Majority of the fishers (98.3 %) have no access to storage facilities whilst 96.66 % have access to market. In addition, 31.66 % of the fishers have access to information on climatic and weather conditions. On the perception of climate change, 47.5 % of fishers perceived decrease in amount of rainfall as evidence of climate change whilst 66.6 % perceived decrease in sea level as evidence of climate change. A few fishers perceived an increase in humidity, change in temperature and wind-storm or sea breeze as evidence of climate change. Again, 48.33 % of the fishers agree to reduction of fleet's carbon emission whilst 33.33 % fishers disagreed to diversifying sources of household income as an adoption to climate-smart fisheries. Additional cost in the beginning of adoption of climate smart fisheries as a constraint was agreed upon by 50.00 % of fishers. The results of the ordered logistic regression show that age, education, having a second source of income and an increase of fuel subsidy are statistically significant to fishers perception of the extent to which co-management could contribute to address climate change was detected.

With such a development, some major constraints linked to the industry’s sustainable development have emerged. This paper aims to present an overview of China’s shrimp industry over the last two decades, with special attention to farm-raised shrimp both in marine and inland waters. Documentary research on its recent evolution was carried out based on data collected from China Fishery Statistics Yearbooks 2003 to 2022 coupled with data from FAO. Findings indicated that there has been an upward trend in China’s total shrimp production over the last 20 years, with a growth rate of 120%, representing an average annual growth rate of 4.3%. The observed higher shrimp production was driven by expanded shrimp aquaculture production, with major species dominated by the Pacific whiteleg shrimp (litopenaeus vannamei), the black tiger shrimp (Penaeus monodon), the Chinese shrimp (Penaeus chinensis), and the Japanese prawn (Penaeus japonicus). Challenges associated with the intensification of the production and the driven environmental deterioration need to be properly addressed. First, the shrimp farming industry should be practiced while considering both environment and ecosystem protection. Applying such an organic farming principle presupposes some practices for addressing the existing issues threatening the sustainable growth of the industry. To that end, there is a need for innovative techniques that should be strengthened. Second, possible solutions to shrimp disease problems, namely prevention, early diagnosis, and various control techniques, should also be developed and improved, with an emphasis on the former. In addition, encouraging the use of good-quality feed in appropriate quantity and form is also of paramount importance. It is thus worth noting that further policies need to focus on promoting a large range of ecological shrimp aquaculture technologies that should be encouraged among farmers.

Our analysis reveals that despite the country’s potential in coastal and freshwater fishery, national production remains well below domestic consumption of fish. This obviously leads to a huge demand and massive fish imports into the country where natural resources are relatively abundant for its production. Fisheries and aquaculture play important roles in the country’s economic development in terms of food, income, and employment. However, key obstacles inhibiting the sector's performance relate to the inadequate technical knowledge of the fisheries professionals, unsuitable fishing equipment, overfishing, difficulty in accessing aquaculture inputs and, harmful effects of climate change on aquatic resources. Despite government interventions, policies implemented to increase national fish production have led to mixed results. Compared with the rapid development of the aquatic products industry in Ghana and countries such as Senegal, Mali and Niger, our findings reveal that Togo’s performance in terms of total fisheries production, aquaculture production, net exports and fisheries policy is by and large mixed. This study therefore recommends that relevant fisheries policy invests more in creating favorable conditions for fish farmers and fishermen to effectively increase domestic fish production. Consequently, there is need to support the development of fishery infrastructure hatcheries and subsidizing feed subsidy. Essentially, to avoid overexploitation of fishery resources and meet renewable fishery goals, there is a need for aquaculture development. Finally, establishing aquaculture research institutions associated with training in fisheries and aquaculture at the University of Lome will be highly beneficial to Togo’s fisheries and aquaculture sector. At the same time, cooperation between Togo and Senegal and with the leading countries in fisheries and aquaculture could lead to better performance in Togo’s fisheries production.

Déjà menacé par la surexploitation et d'autres défis, le changement climatique affecte également les ressources halieutiques. Les adaptations sont des stratégies clés pour réduire les impacts négatifs du changement climatique sur la pêche, mais il est peu probable qu'elles soient efficaces sans comprendre la perception des pêcheurs de l'ampleur de ce phénomène. Cet article explore les connaissances et les perceptions des pêcheurs sur le changement climatique et leurs adaptations en réponse aux impacts perçus. Nous avons évalué les opinions des pêcheurs sur la façon dont les variations récentes du climat ont affecté leurs captures. À l'aide de questionnaires semi-structurés, nous avons interrogé au hasard 112 pêcheurs artisanaux de capture marine sélectionnés dans la zone côtière togolaise du 1er juin au 30 juillet 2022. Les résultats indiquent que la plupart des pêcheurs remarquent des changements dans de nombreux aspects utilisés comme indicateurs clés du changement climatique qui affectent directement leurs activités de pêche. Les pêcheurs ont perçu que le climat avait changé ces dernières années et ils ont été affectés négativement. Les personnes interrogées ont signalé des températures moyennes plus élevées, une élévation du niveau de la mer, des vents forts et des précipitations irrégulières. La diversification des activités économiques, les changements dans les zones de pêche, la connaissance des informations météorologiques actualisées et l'ajustement du temps de pêche ont été cités comme principales stratégies d'adaptation. La plupart des répondants ont exprimé le désir d'adopter d'autres comportements plus responsables en recevant plus de formation sur les risques liés au changement climatique et la gestion durable des pêches. Many indigenous people and local communities in coastal Togo depend on fisheries for food and livelihoods. Already threatened by over-exploitation and other challenges, climate change also affects fishery resources. Adaptations are key strategies to reduce the negative impacts of climate change on the fishery but are unlikely to be effective without understanding the fishermen's perception of the extent of this phenomenon. This paper explores fishermen's knowledge and perceptions of climate change and their adaptations in response to the perceived impacts. We assessed fishermen's opinions of how recent variations in climate affected their catches. Using semi-structured questionnaires, we surveyed by interviewing randomly selected 112 marine capture small-scale fishermen in the Togolese coastal area from June 1 to July 30, 2022. The results indicate that most fishermen notice changes in many aspects used as key indicators of climate change that directly affect their fishing activities. Fishermen perceived that the climate had changed in recent years and they were negatively impacted. Interviewees reported average higher temperatures, a rise of the sea level, strong wind, and erratic rainfall. Diversification of the economic activities, Changes in the fishing ground, Knowledge of weather up-to-date information, and Time fishing adjustment were given as their major adaptation strategies. Most respondents expressed a desire to adopt other behaviors that are more responsible by receiving more training on climate change risks and sustainable fisheries management. Factors and motivations that drive individuals’ decisions on seafood consumption vary by population group and geographical locations. These factors may differ from one particular species to the other. The purpose of this study is to understand fish/shrimp consumption frequency and consumers’ willingness to pay (WTP) more for shrimp locally farmed in Togo. We used a Poisson model to investigate the socioeconomic factors determining fish/shrimp consumption frequency, and a Heckman Selection model to analyze the extent to which consumers are willing to pay extra for locally produced shrimp. To this end, data on fish consumption were collected through a cross-sectional study that analyzed a quantitative survey of consumers (N = 308). Our results show that the populations sampled attach great importance to the quality of fish they consume. The econometric results indicate that the quality of the fish is positively related to fish consumption frequency while the monthly income and proximity of the sea show negative relationships with the outcome variable. In addition, the factors that influence the WTP for shrimp were consuming shrimp and the amount for expenditure on fish/shrimp consumption. Moreover, consumers are willing to pay, on average, 1.2 U.S Dollars (USD) as an extra amount relative to the average price per kilogram, and the extent of their WTP is positively related to the quality of the fish. However, the age of the respondents shows a negative relationship with the value they are willing to pay. In order to fulfill consumers’ needs and preferences, these findings jointly suggest that exceptional steps by the government are needed to value fish/shrimp in a way that persuades and encourages consumers to consume seafood at any age. More importantly, promoting the consumption of fish and shrimp requires action to help improve their quality. Government should: (a) be communicating and raising awareness more among the population on the nutritional value and health benefits of fish/shrimp consumption; (b) support fish/shrimp production through cost reduction actions for the fishermen who in turn can supply fish/shrimp at reasonable prices that encourage fish and shrimp consumption; (c) take appropriate measures to develop a logistics system as an effort to support fish, especially shrimp, supply in a timely way that might help to keep their good appearance and freshness for the consumers’ benefit.

Un questionnaire semi-structuré a été utilisé pour obtenir des informations sur les caractéristiques démographiques et socio-économiques, les modèles et caractéristiques de la pêche, la dynamique des dépenses et des captures, la dynamique de la distance par rapport aux lieux/zones de pêche, la stratégie/mode et les pratiques de capture et de vente, l'investissement et le financement des activités de pêche ainsi que les défis de la pêche des répondants. Les données ont été analysées à l'aide de statistiques descriptives ainsi que du modèle de régression de commutation endogène (ESRM) à l'aide de Stata version 17. Les résultats montrent que 4,0 ± 1,07 personnes sont engagées dans des activités à terre pour une moyenne de 9,45 ± 2,19 h. De plus, les pêcheurs passent en moyenne 3,09 ± 1,49 jours en mer. Les répondants qui n'ont pas accédé au prêt au cours des 12 derniers mois ont 78 ans alors que 23 y ont accédé. De même, 86 répondants sur 101 représentant 85,14% n'ont pas assuré leurs opérations. En outre, l'absence de transparence dans la distribution du prémélange, le coût élevé de l'équipement, le coût élevé du prémélange et le déversement de déchets en mer par des navires étrangers sont les principaux problèmes auxquels sont confrontés les pêcheurs. Les résultats ont également montré que la taille des bateaux, les réparations et l'entretien des bateaux, la taille du ménage, l'âge du bateau et la position des répondants sur le bateau (capitaine ou autre) sont les facteurs qui peuvent probablement déterminer le volume de capture de poisson chez les pêcheurs. L'étude a donc conclu que les caractéristiques socio-économiques et les modes de pêche des poissons sont très variables. This study examined the socio-economic characteristics, fishing patterns and challenges of fishers in Ghana using James Town as the study location. A semi-structured questionnaire was used to obtain information on demographic and socio-economic characteristics, Fishing patterns and characteristics, dynamics of expenditure and catch, Dynamics of distance to fishing grounds/area, catch and selling strategy/mode and practices, investment and financing of fishing activities as well as challenges of fishing from respondents. Data was analyzed using descriptive statistics as well as endogenous switching regression model (ESRM) using Stata version 17. The results shows that 4.0 ± 1.07 people are engaged in onshore activities for an average of 9.45 ± 2.19 h. Also, fishers averagely spend 3.09 ± 1.49 days at sea. Respondents who have not accessed loan over the last 12 months are 78 whilst 23 have accessed same. Similarly, 86 out of 101 respondents representing 85.14% have not insured their operations. Also, no transparency in distribution of pre-mix, high cost of equipment, high cost of premix and dumping of waste in the sea by foreign vessels are the major problems faced by fishers. The results also showed that boat size, repairs and maintenances of boats, household size, boat age and position of respondents on boat (captain or otherwise) are the factors that can likely determine the volume of fish catch among fishermen. Fish is widely regarded as a significant source of protein. Despite the significance of fisheries, it is faced with several challenges such as constant change in climate. This study was conducted to examine the perception of fisher folks on climate change and the relationship between socio-economic characteristics and adoption of climate smart fisheries using semi-structured questionnaire. Perception towards climate change and adoption of climate-smart fisheries were analyzed using statistical inferential statistics. The predictor of co-management as a mitigative measure for climate change in fisheries was also analyzed with an ordered logistic regression technique. The result showed that 92.5 % of the fishers have formal education. Majority of the fishers (98.3 %) have no access to storage facilities whilst 96.66 % have access to market. In addition, 31.66 % of the fishers have access to information on climatic and weather conditions. On the perception of climate change, 47.5 % of fishers perceived decrease in amount of rainfall as evidence of climate change whilst 66.6 % perceived decrease in sea level as evidence of climate change. A few fishers perceived an increase in humidity, change in temperature and wind-storm or sea breeze as evidence of climate change. Again, 48.33 % of the fishers agree to reduction of fleet's carbon emission whilst 33.33 % fishers disagreed to diversifying sources of household income as an adoption to climate-smart fisheries. Additional cost in the beginning of adoption of climate smart fisheries as a constraint was agreed upon by 50.00 % of fishers. The results of the ordered logistic regression show that age, education, having a second source of income and an increase of fuel subsidy are statistically significant to fishers perception of the extent to which co-management could contribute to address climate change was detected.

With such a development, some major constraints linked to the industry’s sustainable development have emerged. This paper aims to present an overview of China’s shrimp industry over the last two decades, with special attention to farm-raised shrimp both in marine and inland waters. Documentary research on its recent evolution was carried out based on data collected from China Fishery Statistics Yearbooks 2003 to 2022 coupled with data from FAO. Findings indicated that there has been an upward trend in China’s total shrimp production over the last 20 years, with a growth rate of 120%, representing an average annual growth rate of 4.3%. The observed higher shrimp production was driven by expanded shrimp aquaculture production, with major species dominated by the Pacific whiteleg shrimp (litopenaeus vannamei), the black tiger shrimp (Penaeus monodon), the Chinese shrimp (Penaeus chinensis), and the Japanese prawn (Penaeus japonicus). Challenges associated with the intensification of the production and the driven environmental deterioration need to be properly addressed. First, the shrimp farming industry should be practiced while considering both environment and ecosystem protection. Applying such an organic farming principle presupposes some practices for addressing the existing issues threatening the sustainable growth of the industry. To that end, there is a need for innovative techniques that should be strengthened. Second, possible solutions to shrimp disease problems, namely prevention, early diagnosis, and various control techniques, should also be developed and improved, with an emphasis on the former. In addition, encouraging the use of good-quality feed in appropriate quantity and form is also of paramount importance. It is thus worth noting that further policies need to focus on promoting a large range of ecological shrimp aquaculture technologies that should be encouraged among farmers.
