COVID-19 has changed the permeability of borders in transboundary environmental governance regimes. While borders have always been selectively permeable, the pandemic has reconfigured the nature of cross-border flows of people, natural resources, finances and technologies. This has altered the availability of spaces for enacting sustainability initiatives within and between countries. In Southeast Asia, national governments and businesses seeking to expedite economic recovery from the pandemic-induced recession have selectively re-opened borders by accelerating production and revitalizing agro-export growth. Widening regional inequities have also contributed to increased cross-border flows of illicit commodities, such as trafficked wildlife. At the same time, border restrictions under the exigencies of controlling the pandemic have led to a rolling back and scaling down of transboundary environmental agreements, regulations and programs, with important implications for environmental democracy, socio-ecological justice and sustainability. Drawing on evidence from Southeast Asia, the article assesses the policy challenges and opportunities posed by the shifting permeability of borders for organising and operationalising environmental activities at different scales of transboundary governance.

We report above-ground biomass (AGB), basal area, stem density and wood mass density estimates from 260 sample plots (mean size: 1.2 ha) in intact closed-canopy tropical forests across 12 African countries. Mean AGB is 395.7 Mg dry mass ha −1 (95% CI: 14.3), substantially higher than Amazonian values, with the Congo Basin and contiguous forest region attaining AGB values (429 Mg ha −1 ) similar to those of Bornean forests, and significantly greater than East or West African forests. AGB therefore appears generally higher in palaeo- compared with neotropical forests. However, mean stem density is low (426 ± 11 stems ha −1 greater than or equal to 100 mm diameter) compared with both Amazonian and Bornean forests (cf. approx. 600) and is the signature structural feature of African tropical forests. While spatial autocorrelation complicates analyses, AGB shows a positive relationship with rainfall in the driest nine months of the year, and an opposite association with the wettest three months of the year; a negative relationship with temperature; positive relationship with clay-rich soils; and negative relationships with C : N ratio (suggesting a positive soil phosphorus–AGB relationship), and soil fertility computed as the sum of base cations. The results indicate that AGB is mediated by both climate and soils, and suggest that the AGB of African closed-canopy tropical forests may be particularly sensitive to future precipitation and temperature changes.

Yet the transboundary governance dimensions of NbS remain unclear and largely undocumented. In Southeast Asia, NbS have emphasised the conservation and/ or sustainable commodification of carbon sinks found in terrestrial and mangrove forests, seagrass meadows, peatlands and agricultural soils. Mostly project-driven and fixed-term, these “solutions” have often failed to meet their social and ecological objectives. Increasingly, they have added to cross-border problems of: (1) displaced carbon emissions; and (2) economic migration and societal dispossession. This perspective paper delineates a transboundary governance research agenda to mitigate these trade-offs and enhance the co-benefits of NbS in carbon sinks. Building on NbS literature, it identifies cross-sector, multi-scalar and interdisciplinary pathways to improve transboundary cooperation, inclusion and equity in carbon sink governance in varying Southeast Asian contexts.

Thermal sensitivity of tropical trees A key uncertainty in climate change models is the thermal sensitivity of tropical forests and how this value might influence carbon fluxes. Sullivan et al. measured carbon stocks and fluxes in permanent forest plots distributed globally. This synthesis of plot networks across climatic and biogeographic gradients shows that forest thermal sensitivity is dominated by high daytime temperatures. This extreme condition depresses growth rates and shortens the time that carbon resides in the ecosystem by killing trees under hot, dry conditions. The effect of temperature is worse above 32°C, and a greater magnitude of climate change thus risks greater loss of tropical forest carbon stocks. Nevertheless, forest carbon stocks are likely to remain higher under moderate climate change if they are protected from direct impacts such as clearance, logging, or fires. AbstractAimDetermine the extent to which remote, high‐altitude (Afroalpine) aquatic ecosystems in tropical Africa have been impacted by global and regional‐scale environmental change processes.LocationTwo volcanic crater lakes (Bisoke and Muhavura) in the Afroalpine zone, Albertine (Western) Rift, central Africa.MethodsSediment cores were collected from Bisoke and Muhavura lakes and dated using radiometric techniques. A range of sediment‐based proxies was extracted from the cores and quantified. Sedimentary data were subjected to statistical analyses that contributed to the identification of influential environmental variables and their effects on diatom assemblages, the determination of variations in spatial beta diversity and estimates of the rate of compositional turnover over the last c. 1,200 years.ResultsSediments from the two sites provide evidence of the sensitivity of remote, Afroalpine aquatic ecosystems to perturbation. Climate variability has been a major driver of ecological change, particularly at Bisoke Lake, throughout the c. 1,200‐year‐long record, while Muhavura Lake has been directly impacted by and recovered from at least one volcanic eruption during this time. The effects of climatic warming from the mid‐ to late 19th century and especially from the late 20th century, possibly accentuated by atmospheric deposition‐driven nutrient enrichment, appear increasingly in lockstep. Effects include changes in diatom community composition, increased productivity and compositional turnover, and biotic homogenization (reduced spatial beta diversity) between the two sites.Main conclusionsThe two Afroalpine sites record changes in atmospheric conditions and their effects on diatom assemblage composition, particularly over the last c. 150 years. Drivers of these changes have the potential to disrupt ecosystems at lower altitudes in the Albertine Rift, including biodiverse areas of forest, and across tropical Africa more widely.

Extinct and active tufa-forming sites occur along the northwestern margin of the Sierra de Alcaraz. Tufas are often closely associated with the remains of plants and animals, and two extinct systems near the settlements of El Jardin and Alcaraz have yielded a record of environmental history that spans much of the last 6000 years. The record indicates that the present-day sedimentological regime and vegetation are human-induced, and probably extend back to about 2700 yr BP. Before this date, oak-dominated scrub (mattoral) was widespread. Prior to around 5000 yr BP the climate appears to have been relatively humid, and possibly cooler, and the catchments for the two sites were more wooded than today.

AbstractPeatland conversion for agriculture is the leading cause of Indonesia's terrestrial carbon emissions that contribute substantially to global warming. Indonesia's peatlands contain 55–57 billion tonnes of carbon, the equivalent of almost 2 years of global carbon emissions at existing rates. This paper examines initiatives to retain soil‐based carbon in Indonesia's province of Riau, where over half the surface area is composed of agriculturally productive peatlands. We qualitatively evaluate three types of partnership programmes (bilateral, co‐governed and internationally funded local initiatives) in Riau aimed at the sustainable development of peatlands. The article finds that carbon loss is likely to persist in all case studies. Public, private and civil society actors in each partnership have exploited funding and political opportunities to advance agendas not directly related to the environment. The administrative category of the peatland hydrological unit as an ecologically meaningful scale of peatland governance is also under‐utilised by the partnerships studied.

This study investigated internal loading of sediment-derived phosphorus (P) in a small, meso-eutrophic lake (surface area 0.2 km 2 , catchment area 2.7 km 2 , mean depth 6 m, maximum depth 14 m) on the Atlantic seaboard of western Europe. High resolution data collected over 2.5 years (1 Mar 2011 to 30 Sep 2013) revealed inconsistent patterns in (1) the timing and magnitude of lake turnover and (2) the relative importance of the transfer of hypolimnetic sediment-derived P to the epilimnion when compared with external catchment loading. Lake turnover events during spring and summer had the effect of increasing the internal loading of epilimnetic P during the main growing season, thus adding to eutrophication pressure and contributing to algal blooms in the lake. Abrupt pre-fall (autumnal) turnover events and associated increases in eutrophication pressure such as those reported here may become more frequent occurrences in western Europe because of warming-induced increases in Atlantic summer storm frequency and magnitude, and they could counter the apparent effectiveness of measures aimed at reducing eutrophication impacts through limiting external loadings of nutrients from the catchment.

Outbreaks of Rift Valley fever (RVF), a relatively recently emerged zoonosis endemic to large parts of sub-Saharan Africa that has the potential to spread beyond the continent, have profound health and socio-economic impacts, particularly in communities where resilience is already low. Here output from a new, dynamic disease model [the Liverpool RVF (LRVF) model], driven by downscaled, bias-corrected climate change data from an ensemble of global circulation models from the Inter-Sectoral Impact Model Intercomparison Project run according to two radiative forcing scenarios [representative concentration pathway (RCP)4.5 and RCP8.5], is combined with results of a spatial assessment of social vulnerability to the disease in eastern Africa. The combined approach allowed for analyses of spatial and temporal variations in the risk of RVF to the end of the current century. Results for both scenarios highlight the high-risk of future RVF outbreaks, including in parts of eastern Africa to date unaffected by the disease. The results also highlight the risk of spread from/to countries adjacent to the study area, and possibly farther afield, and the value of considering the geography of future projections of disease risk. Based on the results, there is a clear need to remain vigilant and to invest not only in surveillance and early warning systems, but also in addressing the socio-economic factors that underpin social vulnerability in order to mitigate, effectively, future impacts.

COVID-19 has changed the permeability of borders in transboundary environmental governance regimes. While borders have always been selectively permeable, the pandemic has reconfigured the nature of cross-border flows of people, natural resources, finances and technologies. This has altered the availability of spaces for enacting sustainability initiatives within and between countries. In Southeast Asia, national governments and businesses seeking to expedite economic recovery from the pandemic-induced recession have selectively re-opened borders by accelerating production and revitalizing agro-export growth. Widening regional inequities have also contributed to increased cross-border flows of illicit commodities, such as trafficked wildlife. At the same time, border restrictions under the exigencies of controlling the pandemic have led to a rolling back and scaling down of transboundary environmental agreements, regulations and programs, with important implications for environmental democracy, socio-ecological justice and sustainability. Drawing on evidence from Southeast Asia, the article assesses the policy challenges and opportunities posed by the shifting permeability of borders for organising and operationalising environmental activities at different scales of transboundary governance.

We report above-ground biomass (AGB), basal area, stem density and wood mass density estimates from 260 sample plots (mean size: 1.2 ha) in intact closed-canopy tropical forests across 12 African countries. Mean AGB is 395.7 Mg dry mass ha −1 (95% CI: 14.3), substantially higher than Amazonian values, with the Congo Basin and contiguous forest region attaining AGB values (429 Mg ha −1 ) similar to those of Bornean forests, and significantly greater than East or West African forests. AGB therefore appears generally higher in palaeo- compared with neotropical forests. However, mean stem density is low (426 ± 11 stems ha −1 greater than or equal to 100 mm diameter) compared with both Amazonian and Bornean forests (cf. approx. 600) and is the signature structural feature of African tropical forests. While spatial autocorrelation complicates analyses, AGB shows a positive relationship with rainfall in the driest nine months of the year, and an opposite association with the wettest three months of the year; a negative relationship with temperature; positive relationship with clay-rich soils; and negative relationships with C : N ratio (suggesting a positive soil phosphorus–AGB relationship), and soil fertility computed as the sum of base cations. The results indicate that AGB is mediated by both climate and soils, and suggest that the AGB of African closed-canopy tropical forests may be particularly sensitive to future precipitation and temperature changes.

Yet the transboundary governance dimensions of NbS remain unclear and largely undocumented. In Southeast Asia, NbS have emphasised the conservation and/ or sustainable commodification of carbon sinks found in terrestrial and mangrove forests, seagrass meadows, peatlands and agricultural soils. Mostly project-driven and fixed-term, these “solutions” have often failed to meet their social and ecological objectives. Increasingly, they have added to cross-border problems of: (1) displaced carbon emissions; and (2) economic migration and societal dispossession. This perspective paper delineates a transboundary governance research agenda to mitigate these trade-offs and enhance the co-benefits of NbS in carbon sinks. Building on NbS literature, it identifies cross-sector, multi-scalar and interdisciplinary pathways to improve transboundary cooperation, inclusion and equity in carbon sink governance in varying Southeast Asian contexts.

Thermal sensitivity of tropical trees A key uncertainty in climate change models is the thermal sensitivity of tropical forests and how this value might influence carbon fluxes. Sullivan et al. measured carbon stocks and fluxes in permanent forest plots distributed globally. This synthesis of plot networks across climatic and biogeographic gradients shows that forest thermal sensitivity is dominated by high daytime temperatures. This extreme condition depresses growth rates and shortens the time that carbon resides in the ecosystem by killing trees under hot, dry conditions. The effect of temperature is worse above 32°C, and a greater magnitude of climate change thus risks greater loss of tropical forest carbon stocks. Nevertheless, forest carbon stocks are likely to remain higher under moderate climate change if they are protected from direct impacts such as clearance, logging, or fires. AbstractAimDetermine the extent to which remote, high‐altitude (Afroalpine) aquatic ecosystems in tropical Africa have been impacted by global and regional‐scale environmental change processes.LocationTwo volcanic crater lakes (Bisoke and Muhavura) in the Afroalpine zone, Albertine (Western) Rift, central Africa.MethodsSediment cores were collected from Bisoke and Muhavura lakes and dated using radiometric techniques. A range of sediment‐based proxies was extracted from the cores and quantified. Sedimentary data were subjected to statistical analyses that contributed to the identification of influential environmental variables and their effects on diatom assemblages, the determination of variations in spatial beta diversity and estimates of the rate of compositional turnover over the last c. 1,200 years.ResultsSediments from the two sites provide evidence of the sensitivity of remote, Afroalpine aquatic ecosystems to perturbation. Climate variability has been a major driver of ecological change, particularly at Bisoke Lake, throughout the c. 1,200‐year‐long record, while Muhavura Lake has been directly impacted by and recovered from at least one volcanic eruption during this time. The effects of climatic warming from the mid‐ to late 19th century and especially from the late 20th century, possibly accentuated by atmospheric deposition‐driven nutrient enrichment, appear increasingly in lockstep. Effects include changes in diatom community composition, increased productivity and compositional turnover, and biotic homogenization (reduced spatial beta diversity) between the two sites.Main conclusionsThe two Afroalpine sites record changes in atmospheric conditions and their effects on diatom assemblage composition, particularly over the last c. 150 years. Drivers of these changes have the potential to disrupt ecosystems at lower altitudes in the Albertine Rift, including biodiverse areas of forest, and across tropical Africa more widely.

Extinct and active tufa-forming sites occur along the northwestern margin of the Sierra de Alcaraz. Tufas are often closely associated with the remains of plants and animals, and two extinct systems near the settlements of El Jardin and Alcaraz have yielded a record of environmental history that spans much of the last 6000 years. The record indicates that the present-day sedimentological regime and vegetation are human-induced, and probably extend back to about 2700 yr BP. Before this date, oak-dominated scrub (mattoral) was widespread. Prior to around 5000 yr BP the climate appears to have been relatively humid, and possibly cooler, and the catchments for the two sites were more wooded than today.

AbstractPeatland conversion for agriculture is the leading cause of Indonesia's terrestrial carbon emissions that contribute substantially to global warming. Indonesia's peatlands contain 55–57 billion tonnes of carbon, the equivalent of almost 2 years of global carbon emissions at existing rates. This paper examines initiatives to retain soil‐based carbon in Indonesia's province of Riau, where over half the surface area is composed of agriculturally productive peatlands. We qualitatively evaluate three types of partnership programmes (bilateral, co‐governed and internationally funded local initiatives) in Riau aimed at the sustainable development of peatlands. The article finds that carbon loss is likely to persist in all case studies. Public, private and civil society actors in each partnership have exploited funding and political opportunities to advance agendas not directly related to the environment. The administrative category of the peatland hydrological unit as an ecologically meaningful scale of peatland governance is also under‐utilised by the partnerships studied.

This study investigated internal loading of sediment-derived phosphorus (P) in a small, meso-eutrophic lake (surface area 0.2 km 2 , catchment area 2.7 km 2 , mean depth 6 m, maximum depth 14 m) on the Atlantic seaboard of western Europe. High resolution data collected over 2.5 years (1 Mar 2011 to 30 Sep 2013) revealed inconsistent patterns in (1) the timing and magnitude of lake turnover and (2) the relative importance of the transfer of hypolimnetic sediment-derived P to the epilimnion when compared with external catchment loading. Lake turnover events during spring and summer had the effect of increasing the internal loading of epilimnetic P during the main growing season, thus adding to eutrophication pressure and contributing to algal blooms in the lake. Abrupt pre-fall (autumnal) turnover events and associated increases in eutrophication pressure such as those reported here may become more frequent occurrences in western Europe because of warming-induced increases in Atlantic summer storm frequency and magnitude, and they could counter the apparent effectiveness of measures aimed at reducing eutrophication impacts through limiting external loadings of nutrients from the catchment.

Outbreaks of Rift Valley fever (RVF), a relatively recently emerged zoonosis endemic to large parts of sub-Saharan Africa that has the potential to spread beyond the continent, have profound health and socio-economic impacts, particularly in communities where resilience is already low. Here output from a new, dynamic disease model [the Liverpool RVF (LRVF) model], driven by downscaled, bias-corrected climate change data from an ensemble of global circulation models from the Inter-Sectoral Impact Model Intercomparison Project run according to two radiative forcing scenarios [representative concentration pathway (RCP)4.5 and RCP8.5], is combined with results of a spatial assessment of social vulnerability to the disease in eastern Africa. The combined approach allowed for analyses of spatial and temporal variations in the risk of RVF to the end of the current century. Results for both scenarios highlight the high-risk of future RVF outbreaks, including in parts of eastern Africa to date unaffected by the disease. The results also highlight the risk of spread from/to countries adjacent to the study area, and possibly farther afield, and the value of considering the geography of future projections of disease risk. Based on the results, there is a clear need to remain vigilant and to invest not only in surveillance and early warning systems, but also in addressing the socio-economic factors that underpin social vulnerability in order to mitigate, effectively, future impacts.
