Este trabalho analisa a evolução de cinco distribuidoras de energia elétrica, localizadas no Nordeste do Brasil, por meio de indicadores técnicos e financeiros. Três empresas privatizadas e duas públicas foram analisadas entre 1997 e 2008. Os indicadores financeiros mostram a lucratividade e capacidade de as firmas gerarem valor para os acionistas, enquanto os técnicos a qualidade do serviço prestado aos consumidores. Duas proposições foram estabelecidas sugerindo que as empresas privatizadas tiveram seus indicadores financeiros e técnicos melhorados, comparativamente às empresas públicas, depois da privatização. Observou-se que os indicadores financeiros das distribuidoras privatizadas melhoraram em relação aos das públicas, gerando mais valor para seus acionistas. No entanto, não há evidência de que a privatização impactou na melhoria dos indicadores técnicos e qualidade do serviço.

PurposeThis paper aims to explore three operations and supply chain management (OSCM) approaches for meeting the 2 °C targets to counteract climate change: adaptation (adjusting to climatic impacts); mitigation (innovating towards low-carbon practices); and carbon-removing negative emissions technologies (NETs). We suggest that adaptation nor mitigation may be enough to meet the current climate targets, thus calling for NETs, resulting in the following question: How can operations and supply chains be reconceptualized for NETs?Design/methodology/approachWe draw on the sustainable supply chain and transitions discourses along with interview data involving 125 experts gathered from a broad research project focused on geoengineering and NETs. We analyze three case studies of emerging NETs (biochar, direct air carbon capture and storage and ocean alkalinity enhancement), leading to propositions on the link between OSCM and NETs.FindingsAlthough some NETs are promising, there remains considerable variance and uncertainty over supply chain configurations, efficacy, social acceptability and potential risks of unintended detrimental consequences. We introduce the concept of transformative OSCM, which encompasses policy interventions to foster the emergence of new technologies in industry sectors driven by social mandates but lack clear commercial incentives.Originality/valueTo the best of the authors’ knowledge, this paper is among the first that studies NETs from an OSCM perspective. It suggests a pathway toward new industry structures and policy support to effectively tackle climate change through carbon removal.

Increasing interest in biofuels trade between developed and developing countries has spurred worldwide discussions on issues such as subsidies and the ‘food for fuel’ crisis. One issue missing in recent discourse is the pressure exerted on developing countries to adopt large-scale mechanized farming practices to increase economic efficiencies. Such approaches often exclude small-scale farmers from participating in the emerging biofuels market, thus exacerbating poverty and social exclusion. Drawing on both qualitative and technical data, we discuss such pressures using Brazilian ethanol and biodiesel production. Pressure from international markets to become more economically efficient may contribute towards the erosion of recent schemes to encourage social benefits for small farmers in biodiesel production. We conclude with trade and policy implications.

While innovation is expected to play a major role in decarbonization, the development and diffusion of low-carbon technologies are too slow in most sectors and countries to stabilize the climate. In this introductory paper to a Special Issue on “Innovation and climate change”, we review selected innovation studies literature, reflect on historical trends and insights, and cast light on future research on innovation and climate change. To set the stage for this Special Issue we present an analysis of key research topics, most influential papers and innovation journals, highlighting contributions across four interrelated themes: fostering climate action, shaping policy, promoting experimentation and learning, and examining effectiveness. While past studies and this special issue made significant contributions, we suggest that research on innovation have not sufficiently engaged with three important topics: i) blending behavioural change with technological innovation; ii) the socio-technical drivers of accelerated low-carbon transitions, and iii) the role of digital technologies as new venues of solutions to managerial challenges in addressing climate change. The nexus of climate change and innovation calls for different disciplines and coevolutionary views, as opposed to a traditional disciplinary focused approach. It also may require the need for broader, more inclusive and interdisciplinary research teams.

This paper analyzes the evolution of five electricity distribution companies in the Northeast of Brazil using technical and financial indicators. Three privatized and two public firms were analyzed between 1997 and 2008. The financial indicators are used as proxies for the capacity of the business to generate value for shareholders, while the technical indicators are used as proxies for service quality provided to consumers. We observed that the privatized firms had their financial indicators improved after privatization, increasing the value of the firm for the shareholders. However, there is no evidence that privatization affected the quality of service provided to consumers.

We propose reforming the Brazilian regulatory safety framework (BRSF) for offshore oil and gas production and drilling operations. Brazil has emerged as a leading offshore producer with extensive proven reserves yet to be exploited. However, the BRSF has not been updated since 2007, and there are now major concerns about the industry׳s safety, particularly after the BP Deepwater Horizon accident, along with the technical challenges due to extreme conditions under which Brazil׳s resources are located. Drawing on experiences from three leading offshore oil and gas producers (Norway, the UK, and the US), we recommend the adoption of three best practices: the UK׳s ‘safety case’ approach (where operators are expected to provide convincing and valid arguments that a system is sufficiently safe for a given application in a specific environment), Norway׳s ‘barrier management’ (evidence that there are at least two tested and independent barriers to avoid accidents) and greater investment in safety research and development, as suggested by the US׳s National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. We discuss implications for policy reform and how best practices can be applied within the Brazilian context.

Abstract Upgrading biogas offers interchangeability with natural gas, plus the benefits of converting waste into energy to help address climate change. However, only 5% of the biogas produced worldwide is purified to biomethane and injected into the gas grid or used as a transport fuel. Using a Technology Roadmapping approach, this study aims to identify technology trends, key players, and critical factors to broader the production and application of biomethane. Data included 53 companies’ websites, 194 granted patents, 177 patents applied for, and 225 articles, correlating them to different timeframes. We classify the gathered information into taxonomies, which outlines the sector's global trends and gaps over time. Our findings have direct implications for guiding R&D management and strategic planning. Overall, we found that hybrid processes, mainly membranes combined with pressure swing adsorption and absorption with membrane contactor, and cryogenic separation are tendencies for short and medium-term development focus. Carbon Capture, Utilisation and Storage, and biological upgrading processes, especially microalgae-based, have had a great academic interest and are long-term trends, present in 32% and 20% of the articles, respectively. Biogas upgrading technologies are at a high maturity level with more prominent activity in optimisation and hybrid technologies. There is room for materials improvement and breakthroughs in second-generation technologies, such as biological methanation and Power-to-Gas, by converting carbon dioxide instead of its separation. Finally, to ensure biomethane sustainability and competitiveness, energy & environmental efficiencies and cost reduction are critical factors for R&D, which has prioritised gas purity, yield, and recovery.
