More recently, at the heart of the discussions about collaborative endeavours stands the concept of co-creation, an umbrella term for multiple forms of collaboration between stakeholders, which is seen as an approach for fostering new and innovative solutions for highly complex challenges. Despite this idyllic representation, co-creation does not always lead to positive outcomes. One reason is that co-creation poses major operationalization challenges, which make it a significant subject for research. In this article, we explore the conditions that allow co-creation practices aimed at fostering innovation and creativity in infrastructure projects to take place and flourish. Based on the review of literature on co-creation, on the analysis of project-related documents, and on in-depth, semi-structured interviews with the stakeholders, this article follows the co-creation process of the Overdiepse polder project, part of the innovative Dutch water management programme ‘Room for the River’. The results show that co-creation is an iterative process that depends on conditions related to the context, the characteristics of the stakeholders and their relationships, but also on the design and dynamics of the process. The results of this study can be of help to researchers, academics, and professionals interested in studying or applying co-creative approaches.

Within this context the challenge is to deliver the next generation of infrastructure governance, design, management and operation that enables optimal accessibility, liveability and vitality across the various scales: from the local daily urban system to the wider EU-regions that cluster metropolitan areas. To tackle this challenge, a research programme has been developed for EU's Horizon 2020 - Networking for Urban Vitality (NUVit) - that focuses on the integration of the planning of multi-modal transport infrastructure with land-use planning. This paper discusses best practices amongst Europe of such integrated infrastructure planning - including cases from The Netherlands, Sweden, Estonia, Belgium. On basis of a benchmark we do an analysis addressing such issues as: spatial concepts (multi-modal corridors, nodal development); multi-modal network optimisation at various spatial scales; life-cycle issues; value creation and capturing; and, institutional and governance approaches. The paper ends by exploring the main elements of an integrated infrastructure planning approach that enables us to move forward to innovative, vital infrastructure networks and urban regions of tomorrow.

Spatial integration of RE with other land use functions provides opportunities to use limited amounts of space more efficiently, allowing for a more fluent roll-out of renewable technologies. However, such integration requires the involvement of various policy domains that are each guided by specific institutional frameworks, which are often tailored to specific sectoral needs. Therefore, spatial integration of RE and other land use functions requires institutional harmonization between involved policy domains. However, there is limited guidance in literature on how such harmonization does or could occur. Moreover, while literature on RE recognizes the merits of institutional approaches, it focuses on institutions as the formal rules of the game, often disregarding the agency component (the 'play of the game'). The analytical approach developed in this paper combines the Institutional Analysis and Development framework with insights from Discursive Institutionalism. The approach enables structured assessment of relationships within and between established institutions (the 'rules of the game') and actors' ideas, interpretations and deliberations regarding these institutions (the 'play of the game'), providing insight in processes of institutional harmonization. This analytical approach is applied to the case of spatial integration of photovoltaics with national transport infrastructure networks in the Netherlands. The findings from the case show that (1) insight in interrelations between institutional barriers is crucial for addressing institutional harmonization; (2) institutional harmonization within policy domains is a precondition for harmonization between policy domains; and (3) the agency component (play of the game) is key to successful harmonization. In conclusion, the analytical approach provides insight into the co-evolution between the rules of the game and the play of the game, which is pivotal to institutional harmonization. However, offshore space is governed by sector-specific institutional frameworks representing various and sometimes conflicting interests. Therefore, institutional change towards improved cooperation and coordination between various stakeholders, their interests and alternative institutional frameworks is necessary. Institutional work is used as an analytical lens to explore patterns resulting from the interplay between different forms of institutional work by actors over time. Data was collected through participatory observation of the Dutch North Sea Dialogues (NSD) and focused on balancing interest in the context of multi-use of OFW. Institutional change in this case relied mostly on a highly subtle interplay between forms of creating and maintaining work that result in incremental changes to existing practices. Sustainability transitions could benefit from institutional harmonization as a pathway to institutional change for improved cross-sectoral coordination and cooperation.

Data was collected through participatory observation of the Dutch North Sea Dialogues (NSD) and focused on balancing interest in the context of multi-use of OFW. Institutional change in this case relied mostly on a highly subtle interplay between forms of creating and maintaining work that result in incremental changes to existing practices. Sustainability transitions could benefit from institutional harmonization as a pathway to institutional change for improved cross-sectoral coordination and cooperation.

Aligning organizational practices to this new context can be considered an organizational learning process, which concerns improving current practices as well as reconsidering underlying values. Against the background of public management reforms, we aim to understand the organizational learning process in a case study of the Dutch authority Rijkswaterstaat, which is facing a major waterway renewal challenge. By developing a framing perspective on organizational learning, our analysis theoretically provides more insight into agencies anticipating change and empirically into waterway renewal in practice. Our research demonstrates that waterway renewal is primarily framed from a New Public Management viewpoint in which change is approached rather pragmatically. Accordingly, we observed a refinement of existing practice that protects the agency’s mission. Higher levels of learning were discarded as potentially disruptive to waterway management, leaving more fundamental change untouched. We therefore question to what extent water authorities are capable of fully addressing waterway renewal. Nevertheless, the repositioning process resulted in opportunities for reflecting on dominant frames and introducing new concepts. To better seize such opportunities and thus improve alignment to waterway renewal, water authorities can, in addition to improving existing practices, re-interpret dominant frames and construct a new narrative in which future, long-term uncertainties are acknowledged as inherent conditions for agencies to cope with.

In this article we investigate whether linking stages by integrated contracts can lead to more sustainable road infrastructure development by assessing public and private experiences with inclusiveness of integrated Dutch Design-Build-Finance-Maintain (DBFM) projects throughout the procurement, design, construction and maintenance and operation stages. Through semi-structured interviews and document analysis, we find that public and private parties experience that inclusiveness is increased by DBFM contracts, although differences between investigated actor, scope and time dimensions of inclusiveness exist. We conclude that integrated contracts can lead to more sustainable infrastructure development because of the lifecycle optimization incentives provided by the linked contract stages of design, construction and maintenance. Based on our findings we recommend to pursue three avenues towards more sustainable infrastructure development: green procurement, strategic asset management and relational contracting. Strategic Environmental Assessment (SEA) is becoming a standard tool for Marine Spatial Planning (MSP) processes for enabling planners to develop more sustainable marine spatial plans. To explore how SEA can contribute to a more strategic and environmentally-oriented MSP practice, four SEA processes from four North Sea countries are examined, building on available SEA documents and semi-structured interviews. The results show that SEAs for MSP can take an exploratory or appraisal-oriented approach. Adopting an exploratory approach can open up comparatively more opportunities for SEA to contribute to MSP than an adopting an appraisal-oriented approach, but it requires an early initiation of the SEA within the larger planning process. Still, it does not imply that there is one single best method. Rather, the institutional context establishes the conditions for SEA processes to contribute to MSP practice. Particularly, the political pressures and prior sectoral policymaking for offshore renewable energy restrict what can be included in the scope of an SEA. Also, the limited knowledge on the larger dynamics of the marine environment complicate the assessment of transboundary and cumulative effects. Therefore, as future research continues working towards a robust scientific knowledge base on the marine environment, it is crucial that scholars and policymakers collaborate on a structural basis to bridge the gap between science and policy implementation.

Several international programs for urban flood resilience therefore stress the importance of local institutional capacity building in initiating and delivering flood adaptation solutions. However, research to provide insights and recommendations into whether and how such international resilience programs could enable the building of local institutional capacities remains scarce. To bridge this gap, this paper presents an analytical framework to study institutional capacity building by international resilience programs, focusing on intellectual, social and political capital. The central case is the development and implementation of the Water as Leverage (WaL) program in Semarang, Indonesia. Our main results show that this program was able to stimulate the integration of knowledge, building of local coalitions and creation of adaptation narratives, which contributed to developing six strategic climate resilience proposals. This paper reflects on institutional strengths and weaknesses, and concludes that although the WaL program introduced an innovative approach for collaboration between international experts, urban designers and local stakeholders, sustaining momentum for the reflexive learning process, involving city-based NGOs and establishing formal links with decision makers were key challenges that hindered the development of institutional capacities to implement the developed proposals.

Several international programs for urban flood resilience therefore stress the importance of local institutional capacity building in initiating and delivering flood adaptation solutions. However, research to provide insights and recommendations into whether and how such international resilience programs could enable the building of local institutional capacities remains scarce. To bridge this gap, this paper presents an analytical framework to study institutional capacity building by international resilience programs, focusing on intellectual, social and political capital. The central case is the development and implementation of the Water as Leverage (WaL) program in Semarang, Indonesia. Our main results show that this program was able to stimulate the integration of knowledge, building of local coalitions and creation of adaptation narratives, which contributed to developing six strategic climate resilience proposals. This paper reflects on institutional strengths and weaknesses, and concludes that although the WaL program introduced an innovative approach for collaboration between international experts, urban designers and local stakeholders, sustaining momentum for the reflexive learning process, involving city-based NGOs and establishing formal links with decision makers were key challenges that hindered the development of institutional capacities to implement the developed proposals.

We use a multi-methods case study approach using two exemplars, a metro project in London and Seoul, which established extensive public transport networks to support urban growth. Our study highlighted that urban transport network expansion does not always enhance life opportunities for all due to intermediate and cumulative impacts of spatial changes induced by projects. Immediate benefits such as enhanced accessibility were often undermined by long-term consequences of incremental spatial changes at local scales. This study also indicated that differential patterns of spatial changes around nodes between centre and periphery could be attributed to multiple negative impacts on people living in the most deprived areas. To enhance social outcomes, we suggest an integrated approach to urban transport and spatial development that focuses on scale and temporal dimensions of spatial transformation enacted by projects. In conclusion, achieving sustainable and equitable effects from urban transport infrastructure requires careful examination of broader societal consequences of long-term spatial changes and locational contexts, especially function and socio-economic conditions.

Area-oriented planning - apparent in various gradations from landscaping, context-sensitive design, area-oriented approaches to integrated area-development - is expected to better incorporate the complex array of needs, demands and opportunities of the area surrounding newly planned road infrastructure. The integration of infrastructure and other spatial policy sectors such as housing, business, water, nature and recreation is expected to lead to better, more sustainable road infrastructure development. This paper explores the shift from line-oriented planning towards area-oriented planning. We conducted a historical analysis of policy developments in Dutch road infrastructure planning and have conceptualized area-oriented approaches in road infrastructure planning. Furthermore, the developments observed in the Netherlands are placed in an international perspective, through an overview of developments and practices in several Western countries. More recently, at the heart of the discussions about collaborative endeavours stands the concept of co-creation, an umbrella term for multiple forms of collaboration between stakeholders, which is seen as an approach for fostering new and innovative solutions for highly complex challenges. Despite this idyllic representation, co-creation does not always lead to positive outcomes. One reason is that co-creation poses major operationalization challenges, which make it a significant subject for research. In this article, we explore the conditions that allow co-creation practices aimed at fostering innovation and creativity in infrastructure projects to take place and flourish. Based on the review of literature on co-creation, on the analysis of project-related documents, and on in-depth, semi-structured interviews with the stakeholders, this article follows the co-creation process of the Overdiepse polder project, part of the innovative Dutch water management programme ‘Room for the River’. The results show that co-creation is an iterative process that depends on conditions related to the context, the characteristics of the stakeholders and their relationships, but also on the design and dynamics of the process. The results of this study can be of help to researchers, academics, and professionals interested in studying or applying co-creative approaches.

Within this context the challenge is to deliver the next generation of infrastructure governance, design, management and operation that enables optimal accessibility, liveability and vitality across the various scales: from the local daily urban system to the wider EU-regions that cluster metropolitan areas. To tackle this challenge, a research programme has been developed for EU's Horizon 2020 - Networking for Urban Vitality (NUVit) - that focuses on the integration of the planning of multi-modal transport infrastructure with land-use planning. This paper discusses best practices amongst Europe of such integrated infrastructure planning - including cases from The Netherlands, Sweden, Estonia, Belgium. On basis of a benchmark we do an analysis addressing such issues as: spatial concepts (multi-modal corridors, nodal development); multi-modal network optimisation at various spatial scales; life-cycle issues; value creation and capturing; and, institutional and governance approaches. The paper ends by exploring the main elements of an integrated infrastructure planning approach that enables us to move forward to innovative, vital infrastructure networks and urban regions of tomorrow.

Within this context the challenge is to deliver the next generation of infrastructure governance, design, management and operation that enables optimal accessibility, liveability and vitality across the various scales: from the local daily urban system to the wider EU-regions that cluster metropolitan areas. To tackle this challenge, a research programme has been developed for EU's Horizon 2020 - Networking for Urban Vitality (NUVit) - that focuses on the integration of the planning of multi-modal transport infrastructure with land-use planning. This paper discusses best practices amongst Europe of such integrated infrastructure planning - including cases from The Netherlands, Sweden, Estonia, Belgium. On basis of a benchmark we do an analysis addressing such issues as: spatial concepts (multi-modal corridors, nodal development); multi-modal network optimisation at various spatial scales; life-cycle issues; value creation and capturing; and, institutional and governance approaches. The paper ends by exploring the main elements of an integrated infrastructure planning approach that enables us to move forward to innovative, vital infrastructure networks and urban regions of tomorrow.

However, such integration requires the involvement of various policy domains that are each guided by specific institutional frameworks, which are often tailored to specific sectoral needs. Therefore, spatial integration of RE and other land use functions requires institutional harmonization between involved policy domains. However, there is limited guidance in literature on how such harmonization does or could occur. Moreover, while literature on RE recognizes the merits of institutional approaches, it focuses on institutions as the formal rules of the game, often disregarding the agency component (the 'play of the game'). The analytical approach developed in this paper combines the Institutional Analysis and Development framework with insights from Discursive Institutionalism. The approach enables structured assessment of relationships within and between established institutions (the 'rules of the game') and actors' ideas, interpretations and deliberations regarding these institutions (the 'play of the game'), providing insight in processes of institutional harmonization. This analytical approach is applied to the case of spatial integration of photovoltaics with national transport infrastructure networks in the Netherlands. The findings from the case show that (1) insight in interrelations between institutional barriers is crucial for addressing institutional harmonization; (2) institutional harmonization within policy domains is a precondition for harmonization between policy domains; and (3) the agency component (play of the game) is key to successful harmonization. In conclusion, the analytical approach provides insight into the co-evolution between the rules of the game and the play of the game, which is pivotal to institutional harmonization. However, offshore space is governed by sector-specific institutional frameworks representing various and sometimes conflicting interests. Therefore, institutional change towards improved cooperation and coordination between various stakeholders, their interests and alternative institutional frameworks is necessary. Institutional work is used as an analytical lens to explore patterns resulting from the interplay between different forms of institutional work by actors over time. Data was collected through participatory observation of the Dutch North Sea Dialogues (NSD) and focused on balancing interest in the context of multi-use of OFW. Institutional change in this case relied mostly on a highly subtle interplay between forms of creating and maintaining work that result in incremental changes to existing practices. Sustainability transitions could benefit from institutional harmonization as a pathway to institutional change for improved cross-sectoral coordination and cooperation.

Ageing waterway infrastructures put the reliability of the existing network under pressure. Similarly, they open up the need to anticipate long-term uncertainties to ensure network performance. Aligning organizational practices to this new context can be considered an organizational learning process, which concerns improving current practices as well as reconsidering underlying values. Against the background of public management reforms, we aim to understand the organizational learning process in a case study of the Dutch authority Rijkswaterstaat, which is facing a major waterway renewal challenge. By developing a framing perspective on organizational learning, our analysis theoretically provides more insight into agencies anticipating change and empirically into waterway renewal in practice. Our research demonstrates that waterway renewal is primarily framed from a New Public Management viewpoint in which change is approached rather pragmatically. Accordingly, we observed a refinement of existing practice that protects the agency’s mission. Higher levels of learning were discarded as potentially disruptive to waterway management, leaving more fundamental change untouched. We therefore question to what extent water authorities are capable of fully addressing waterway renewal. Nevertheless, the repositioning process resulted in opportunities for reflecting on dominant frames and introducing new concepts. To better seize such opportunities and thus improve alignment to waterway renewal, water authorities can, in addition to improving existing practices, re-interpret dominant frames and construct a new narrative in which future, long-term uncertainties are acknowledged as inherent conditions for agencies to cope with.

In this article we investigate whether linking stages by integrated contracts can lead to more sustainable road infrastructure development by assessing public and private experiences with inclusiveness of integrated Dutch Design-Build-Finance-Maintain (DBFM) projects throughout the procurement, design, construction and maintenance and operation stages. Through semi-structured interviews and document analysis, we find that public and private parties experience that inclusiveness is increased by DBFM contracts, although differences between investigated actor, scope and time dimensions of inclusiveness exist. We conclude that integrated contracts can lead to more sustainable infrastructure development because of the lifecycle optimization incentives provided by the linked contract stages of design, construction and maintenance. In this article we investigate whether linking stages by integrated contracts can lead to more sustainable road infrastructure development by assessing public and private experiences with inclusiveness of integrated Dutch Design-Build-Finance-Maintain (DBFM) projects throughout the procurement, design, construction and maintenance and operation stages. Through semi-structured interviews and document analysis, we find that public and private parties experience that inclusiveness is increased by DBFM contracts, although differences between investigated actor, scope and time dimensions of inclusiveness exist. We conclude that integrated contracts can lead to more sustainable infrastructure development because of the lifecycle optimization incentives provided by the linked contract stages of design, construction and maintenance. Strategic Environmental Assessment (SEA) is becoming a standard tool for Marine Spatial Planning (MSP) processes for enabling planners to develop more sustainable marine spatial plans. To explore how SEA can contribute to a more strategic and environmentally-oriented MSP practice, four SEA processes from four North Sea countries are examined, building on available SEA documents and semi-structured interviews. The results show that SEAs for MSP can take an exploratory or appraisal-oriented approach. Adopting an exploratory approach can open up comparatively more opportunities for SEA to contribute to MSP than an adopting an appraisal-oriented approach, but it requires an early initiation of the SEA within the larger planning process. Still, it does not imply that there is one single best method. Rather, the institutional context establishes the conditions for SEA processes to contribute to MSP practice. Particularly, the political pressures and prior sectoral policymaking for offshore renewable energy restrict what can be included in the scope of an SEA. Also, the limited knowledge on the larger dynamics of the marine environment complicate the assessment of transboundary and cumulative effects. Therefore, as future research continues working towards a robust scientific knowledge base on the marine environment, it is crucial that scholars and policymakers collaborate on a structural basis to bridge the gap between science and policy implementation.

Several international programs for urban flood resilience therefore stress the importance of local institutional capacity building in initiating and delivering flood adaptation solutions. However, research to provide insights and recommendations into whether and how such international resilience programs could enable the building of local institutional capacities remains scarce. To bridge this gap, this paper presents an analytical framework to study institutional capacity building by international resilience programs, focusing on intellectual, social and political capital. The central case is the development and implementation of the Water as Leverage (WaL) program in Semarang, Indonesia. Our main results show that this program was able to stimulate the integration of knowledge, building of local coalitions and creation of adaptation narratives, which contributed to developing six strategic climate resilience proposals. This paper reflects on institutional strengths and weaknesses, and concludes that although the WaL program introduced an innovative approach for collaboration between international experts, urban designers and local stakeholders, sustaining momentum for the reflexive learning process, involving city-based NGOs and establishing formal links with decision makers were key challenges that hindered the development of institutional capacities to implement the developed proposals.

Our study highlighted that urban transport network expansion does not always enhance life opportunities for all due to intermediate and cumulative impacts of spatial changes induced by projects. Immediate benefits such as enhanced accessibility were often undermined by long-term consequences of incremental spatial changes at local scales. This study also indicated that differential patterns of spatial changes around nodes between centre and periphery could be attributed to multiple negative impacts on people living in the most deprived areas. To enhance social outcomes, we suggest an integrated approach to urban transport and spatial development that focuses on scale and temporal dimensions of spatial transformation enacted by projects. In conclusion, achieving sustainable and equitable effects from urban transport infrastructure requires careful examination of broader societal consequences of long-term spatial changes and locational contexts, especially function and socio-economic conditions.

We conducted a historical analysis of policy developments in Dutch road infrastructure planning and have conceptualized area-oriented approaches in road infrastructure planning. Furthermore, the developments observed in the Netherlands are placed in an international perspective, through an overview of developments and practices in several Western countries. Area-oriented planning - apparent in various gradations from landscaping, context-sensitive design, area-oriented approaches to integrated area-development - is expected to better incorporate the complex array of needs, demands and opportunities of the area surrounding newly planned road infrastructure. The integration of infrastructure and other spatial policy sectors such as housing, business, water, nature and recreation is expected to lead to better, more sustainable road infrastructure development. This paper explores the shift from line-oriented planning towards area-oriented planning. We conducted a historical analysis of policy developments in Dutch road infrastructure planning and have conceptualized area-oriented approaches in road infrastructure planning.
