AbstractThe potential links between climate and conflict are well studied, yet disagreement about the specific mechanisms and their significance for societies persists. Here, we build on assessment of the relationship between climate and organized armed conflict to define crosscutting priorities for future directions of research. They include (1) deepening insight into climate‐conflict linkages and conditions under which they manifest, (2) ambitiously integrating research designs, (3) systematically exploring future risks and response options, responsive to ongoing decision‐making, and (4) evaluating the effectiveness of interventions to manage climate‐conflict links. The implications of this expanding scientific domain unfold in real time.

Shewly; Stefanie Kley;Climate change adaptation (CCA) evolved in the global policy framework in the early 1990s. However, it began to flourish about a decade later through a subsequent development of institutions, policies and supporting financial mechanisms. Various adaptation approaches and development practices have been evolving over the last couple of decades through a process of scrutiny, debates, and critiques. One such recent approach is called conflict-sensitive adaptation, which encompasses concepts to understand potential conflict-inflicting elements and peacebuilding aspects of adaptation interventions. This paper examines 35 peer-reviewed research articles that have analysed field data with the notion of conceptualising conflict-sensitive CCA initiatives. Emerging key results were presented and discussed in different academic forums to stimulate peer reflections and debates. We found that the understanding of conflict-sensitive adaptation has its universality in engaging with diverse stakeholders. However, practicalities were different in the cases of the global north and the global south. In the global south, there is a concentration of research in areas of pre-existing conflict in Africa and Asia, where climate change links are often assumed from IPCC reports in order to compensate for the unavailability of field data. However, from the perspective of adaptation politics and governance, there is a concerted urge for the emancipatory participation of local and marginalised populations. We argue for a need to pretest adaptation projects through a conflict lens. Decolonising the adaptation and understanding of local geography is critical in such planning.

Although the relationship between climate variability and armed conflict has been studied by the research community for decades with quantitative and qualitative methods at different spatial and temporal scales, causal linkages at a global scale remain poorly understood. Here we adopt a quantitative modelling framework based on machine learning to infer potential causal linkages from high-frequency time-series data and simulate the risk of armed conflict worldwide from 2000–2015. Our results reveal that the risk of armed conflict is primarily influenced by stable background contexts with complex patterns, followed by climate deviations related covariates. The inferred patterns show that positive temperature deviations or precipitation extremes are associated with increased risk of armed conflict worldwide. Our findings indicate that a better understanding of climate-conflict linkages at the global scale enhances the spatiotemporal modelling capacity for the risk of armed conflict.

For almost two decades, the Lake Chad Basin (LCB) in general and northeast Nigeria in particular have been subject to the insurgency of the Islamist terrorist group Boko Haram. This region is also known for its poor environmental conditions that mostly manifest in land desertification and water scarcity. We analyze the impact of the insecurity and conflict on migration from the most affected rural areas of northeast Nigeria to Maiduguri. We also explore the role that water scarcity and land desertification play in the decision of local people to migrate. Data were collected by interviewing 204 internally displaced persons (IDPs) at the Bakassi IDP camp in Maiduguri between March and May 2019. Experts were also interviewed at various governmental, non-governmental, and international institutions in Abuja. Respondents at the Bakassi IDP camp came from Guzamala, Gwoza, Marte, Monguno, and Nganzai. Though insecurity created by the conflict between Boko Haram insurgents and government forces was mentioned by all respondents as the main factor that triggered migration, this study shows that the decision to migrate was also a function of other factors that differ between communities. These factors include the geographical location of the community, land ownership, the socioeconomic status of the migrants, access to water and land, and wealth. This study reveals that in some communities, it was possible for people to live with conflict if they were still able to practice farming or if they had additional sources of income such as small businesses. The decision to migrate was only taken when the practice of such activities was no longer possible and they had nothing to hold on to.

Future electricity planning necessitates a thorough multi-faceted analysis of the available technologies in order to secure the energy supply for coming generations. To cope with worldwide concerns over sustainable development and meet the growing demands of electricity we assess the future potential technologies in Egypt through covering their technical, economic, environmental and social aspects. In this study we fill the gap of a lacking sustainability assessment of energy systems in Egypt where most of the studies focus mainly on the economic and technical aspects of planning future installation of power plants in Egypt. Furthermore, we include the stakeholder preferences of the indicators in the energy sector into our assessment. Moreover, we perform a sensitivity analysis through single dimension assessment scenarios of the technologies as well as a sustainable scenario with equal preferences of all dimensions of the sustainability. We employ two multi-criteria decision analysis (MCDA) methodologies: the analytical hierarchy process for weighing the assessment criteria, and the weighted sum method for generating a general integrated sustainability index for each technology. The study investigates seven technologies: coal, natural gas, wind, concentrated solar power, photovoltaics, biomass and nuclear. The results reveal a perfect matching between the ranking of the technologies by the stakeholders and the sustainable scenario showing the highest ranking for natural gas and the lowest for nuclear and coal. There is a strong potential for renewable energy technologies to invade the electricity market in Egypt where they achieve the second ranking after natural gas. The Monte-Carlo approach gives photovoltaics a higher ranking over concentrated solar power as compared to the sample data ranking. The study concludes the importance of a multi-dimensional evaluation of the technologies while considering the preferences of the stakeholders in order to achieve a reliable and sustainable future energy supply.

Across the world, policies and measures are being developed and implemented to reduce the risks of climate change and adapt to its current and projected adverse effects. The Paris Agreement established the global stocktake to evaluate the collective progress made on adaptation. Nevertheless, various challenges still exist when evaluating adaptation progress, among which is the lack of standard definitions to support evaluation efforts. Therefore, we investigated the views of experts regarding the definitions of adaptation given by the Intergovernmental Panel on Climate Change (IPCC) and the definition of successful adaptation by Doria et al., with a focus on Latin America. Using the Delphi method, we obtained relevant knowledge and perspectives. As a result, we identified a high level of consensus (85%) among the experts regarding the IPCC’s definition of climate adaptation. However, there was no consensus on the definition of successful adaptation. For both definitions, we present the elements on which the experts agreed and disagreed, as well as the proposed elements that could improve the definitions to support adaptation evaluation efforts. Additionally, we introduce a list of criteria and indicators that could improve the evaluation of adaptation at different management levels and facilitate the aggregation of information on adaptation progress.

Adaawen; Jürgen Scheffran;The impacts of environmental change and degradation on human populations, including the possibility of sharp increases in the number of people considered “environmental migrants” have gained considerable attention. Migrating communities may try to distribute their members along particular lines of kinship, gender, marriage and/or services linked to land exploitation and agriculture. This paper explores archives and narratives of African migrants in northwestern Benin and northeastern Ghana. These regions have been marked by severe ecological change and resource deterioration over the years, as well as changes in marital patterns, family relations and customary practices. In the case of Benin, the paper looks at different ethnic groups that migrated from neighboring countries to the study region. It then focuses on the Biali, who undertake marriage journeys after practicing rituals, which are often related to agricultural activities. The Frafra (Ghana), who, in their bid to out-migrate as a livelihood/coping strategy in the advent of environmental deterioration and rainfall variability, are confronted with high bride prices, changing family relations and customary practices. The paper concludes by highlighting socio-cultural changes that ensue in the face of outmigration among different ethnic groups, especially the Biali and Frafra, and the relationship between non-environmental and environmental factors, and mobility strategies.

A rational assessment of electricity generation technologies constitutes a cornerstone to attain a sustainable and secure electricity plan. The Egyptian government is struggling with the accelerated growth of the national electricity demand through setting up and examining different future electricity scenarios and through the implementation of energy models to secure the provision of affordable and clean energy as part of the United Nations 2030 agenda of achieving the 17 sustainable development goals (SDGs). However, conventional techno-economic models still represent for many countries an attractive tool for energy planning. We investigate in this article the added values of applying a dynamic multi-criteria spatial-agent model that covers several sustainability dimensions versus an optimization techno-economic model for future energy planning in Egypt. Moreover, we report on the historical development of electricity supply since 2009 in Egypt. The study reveals predominant advantages of applying the agent-based modeling approach, which simulates the evolution of an energy transition landscape through the interactive and adaptive dynamic decision behavior of different societal groups (agents) in response to changes in the whole system. The study advocates the implementation of a dynamic agent-based bottom-up approach for the planning of a future sustainable electricity mix in Egypt.

As hydro-meteorological hazards are predicted to become more frequent and intense in the future, scholars and policymakers are increasingly concerned about their security implications, especially in the context of ongoing climate change. Our study contributes to this debate by analysing the pathways to water-related conflict onset under drought conditions in the Middle East and North Africa (MENA) region between 1996 and 2009. It is also the first such analysis that focuses on small-scale conflicts involving little or no physical violence, such as protests or demonstrations. These nonviolent conflicts are politically relevant, yet understudied in the literature on climate change and conflict, environmental security, and political instability. We employ the method of qualitative comparative analysis (QCA) to integrate quantitative and qualitative data at various scales (national, regional, local) for a sample of 34 cases (17 of which experienced conflict onset). Our findings show that pre-existing cleavages and either autocratic political systems or cuts of the public water supply are relevant predictors of nonviolent, water-related conflict onset during droughts. Grievances deeply embedded into socio-economic structures in combination with a triggering event like a drought or water cuts are hence driving such water-related conflicts, especially in the absence of proper political institutions. We thus argue that drought–conflict links are highly context-dependent even for nonviolent, local conflicts, hence challenging determinist narratives that claim direct interlinkages between climate change, hydro-meteorological disasters and conflict.

Thus we will be able to satisfy the needs of both current and future generations achieving a real sustainable development. Previous studies have nominated the used indicators in their sustainability assessment with a focus on renewable energy projects that are already installed in their case studies without clarifying the exact methodology used in their selection process. Additionally, Egypt as our case study has been previously investigated under the scope of technical and economic aspects only. In order to fill this gap, this paper aims to implement a systematic approach to identify and select major indicators for the sustainability assessment of different electricity supply technologies including conventional ones that suit our case study. Our conceptual approach analyzes the frequency of indicators in a sample of 30 studies and screens them against selection criteria and their applicability in Egypt. The results reveal that 13 indicators with strong relevance for the assessment of sustainable development can be used by decision makers for the investment in and installation of new power plants.

AbstractThe potential links between climate and conflict are well studied, yet disagreement about the specific mechanisms and their significance for societies persists. Here, we build on assessment of the relationship between climate and organized armed conflict to define crosscutting priorities for future directions of research. They include (1) deepening insight into climate‐conflict linkages and conditions under which they manifest, (2) ambitiously integrating research designs, (3) systematically exploring future risks and response options, responsive to ongoing decision‐making, and (4) evaluating the effectiveness of interventions to manage climate‐conflict links. The implications of this expanding scientific domain unfold in real time.

Shewly; Stefanie Kley;Climate change adaptation (CCA) evolved in the global policy framework in the early 1990s. However, it began to flourish about a decade later through a subsequent development of institutions, policies and supporting financial mechanisms. Various adaptation approaches and development practices have been evolving over the last couple of decades through a process of scrutiny, debates, and critiques. One such recent approach is called conflict-sensitive adaptation, which encompasses concepts to understand potential conflict-inflicting elements and peacebuilding aspects of adaptation interventions. This paper examines 35 peer-reviewed research articles that have analysed field data with the notion of conceptualising conflict-sensitive CCA initiatives. Emerging key results were presented and discussed in different academic forums to stimulate peer reflections and debates. We found that the understanding of conflict-sensitive adaptation has its universality in engaging with diverse stakeholders. However, practicalities were different in the cases of the global north and the global south. In the global south, there is a concentration of research in areas of pre-existing conflict in Africa and Asia, where climate change links are often assumed from IPCC reports in order to compensate for the unavailability of field data. However, from the perspective of adaptation politics and governance, there is a concerted urge for the emancipatory participation of local and marginalised populations. We argue for a need to pretest adaptation projects through a conflict lens. Decolonising the adaptation and understanding of local geography is critical in such planning.

Although the relationship between climate variability and armed conflict has been studied by the research community for decades with quantitative and qualitative methods at different spatial and temporal scales, causal linkages at a global scale remain poorly understood. Here we adopt a quantitative modelling framework based on machine learning to infer potential causal linkages from high-frequency time-series data and simulate the risk of armed conflict worldwide from 2000–2015. Our results reveal that the risk of armed conflict is primarily influenced by stable background contexts with complex patterns, followed by climate deviations related covariates. The inferred patterns show that positive temperature deviations or precipitation extremes are associated with increased risk of armed conflict worldwide. Our findings indicate that a better understanding of climate-conflict linkages at the global scale enhances the spatiotemporal modelling capacity for the risk of armed conflict.

For almost two decades, the Lake Chad Basin (LCB) in general and northeast Nigeria in particular have been subject to the insurgency of the Islamist terrorist group Boko Haram. This region is also known for its poor environmental conditions that mostly manifest in land desertification and water scarcity. We analyze the impact of the insecurity and conflict on migration from the most affected rural areas of northeast Nigeria to Maiduguri. We also explore the role that water scarcity and land desertification play in the decision of local people to migrate. Data were collected by interviewing 204 internally displaced persons (IDPs) at the Bakassi IDP camp in Maiduguri between March and May 2019. Experts were also interviewed at various governmental, non-governmental, and international institutions in Abuja. Respondents at the Bakassi IDP camp came from Guzamala, Gwoza, Marte, Monguno, and Nganzai. Though insecurity created by the conflict between Boko Haram insurgents and government forces was mentioned by all respondents as the main factor that triggered migration, this study shows that the decision to migrate was also a function of other factors that differ between communities. These factors include the geographical location of the community, land ownership, the socioeconomic status of the migrants, access to water and land, and wealth. This study reveals that in some communities, it was possible for people to live with conflict if they were still able to practice farming or if they had additional sources of income such as small businesses. The decision to migrate was only taken when the practice of such activities was no longer possible and they had nothing to hold on to.

Future electricity planning necessitates a thorough multi-faceted analysis of the available technologies in order to secure the energy supply for coming generations. To cope with worldwide concerns over sustainable development and meet the growing demands of electricity we assess the future potential technologies in Egypt through covering their technical, economic, environmental and social aspects. In this study we fill the gap of a lacking sustainability assessment of energy systems in Egypt where most of the studies focus mainly on the economic and technical aspects of planning future installation of power plants in Egypt. Furthermore, we include the stakeholder preferences of the indicators in the energy sector into our assessment. Moreover, we perform a sensitivity analysis through single dimension assessment scenarios of the technologies as well as a sustainable scenario with equal preferences of all dimensions of the sustainability. We employ two multi-criteria decision analysis (MCDA) methodologies: the analytical hierarchy process for weighing the assessment criteria, and the weighted sum method for generating a general integrated sustainability index for each technology. The study investigates seven technologies: coal, natural gas, wind, concentrated solar power, photovoltaics, biomass and nuclear. The results reveal a perfect matching between the ranking of the technologies by the stakeholders and the sustainable scenario showing the highest ranking for natural gas and the lowest for nuclear and coal. There is a strong potential for renewable energy technologies to invade the electricity market in Egypt where they achieve the second ranking after natural gas. The Monte-Carlo approach gives photovoltaics a higher ranking over concentrated solar power as compared to the sample data ranking. The study concludes the importance of a multi-dimensional evaluation of the technologies while considering the preferences of the stakeholders in order to achieve a reliable and sustainable future energy supply.

Across the world, policies and measures are being developed and implemented to reduce the risks of climate change and adapt to its current and projected adverse effects. The Paris Agreement established the global stocktake to evaluate the collective progress made on adaptation. Nevertheless, various challenges still exist when evaluating adaptation progress, among which is the lack of standard definitions to support evaluation efforts. Therefore, we investigated the views of experts regarding the definitions of adaptation given by the Intergovernmental Panel on Climate Change (IPCC) and the definition of successful adaptation by Doria et al., with a focus on Latin America. Using the Delphi method, we obtained relevant knowledge and perspectives. As a result, we identified a high level of consensus (85%) among the experts regarding the IPCC’s definition of climate adaptation. However, there was no consensus on the definition of successful adaptation. For both definitions, we present the elements on which the experts agreed and disagreed, as well as the proposed elements that could improve the definitions to support adaptation evaluation efforts. Additionally, we introduce a list of criteria and indicators that could improve the evaluation of adaptation at different management levels and facilitate the aggregation of information on adaptation progress.

Adaawen; Jürgen Scheffran;The impacts of environmental change and degradation on human populations, including the possibility of sharp increases in the number of people considered “environmental migrants” have gained considerable attention. Migrating communities may try to distribute their members along particular lines of kinship, gender, marriage and/or services linked to land exploitation and agriculture. This paper explores archives and narratives of African migrants in northwestern Benin and northeastern Ghana. These regions have been marked by severe ecological change and resource deterioration over the years, as well as changes in marital patterns, family relations and customary practices. In the case of Benin, the paper looks at different ethnic groups that migrated from neighboring countries to the study region. It then focuses on the Biali, who undertake marriage journeys after practicing rituals, which are often related to agricultural activities. The Frafra (Ghana), who, in their bid to out-migrate as a livelihood/coping strategy in the advent of environmental deterioration and rainfall variability, are confronted with high bride prices, changing family relations and customary practices. The paper concludes by highlighting socio-cultural changes that ensue in the face of outmigration among different ethnic groups, especially the Biali and Frafra, and the relationship between non-environmental and environmental factors, and mobility strategies.

A rational assessment of electricity generation technologies constitutes a cornerstone to attain a sustainable and secure electricity plan. The Egyptian government is struggling with the accelerated growth of the national electricity demand through setting up and examining different future electricity scenarios and through the implementation of energy models to secure the provision of affordable and clean energy as part of the United Nations 2030 agenda of achieving the 17 sustainable development goals (SDGs). However, conventional techno-economic models still represent for many countries an attractive tool for energy planning. We investigate in this article the added values of applying a dynamic multi-criteria spatial-agent model that covers several sustainability dimensions versus an optimization techno-economic model for future energy planning in Egypt. Moreover, we report on the historical development of electricity supply since 2009 in Egypt. The study reveals predominant advantages of applying the agent-based modeling approach, which simulates the evolution of an energy transition landscape through the interactive and adaptive dynamic decision behavior of different societal groups (agents) in response to changes in the whole system. The study advocates the implementation of a dynamic agent-based bottom-up approach for the planning of a future sustainable electricity mix in Egypt.

As hydro-meteorological hazards are predicted to become more frequent and intense in the future, scholars and policymakers are increasingly concerned about their security implications, especially in the context of ongoing climate change. Our study contributes to this debate by analysing the pathways to water-related conflict onset under drought conditions in the Middle East and North Africa (MENA) region between 1996 and 2009. It is also the first such analysis that focuses on small-scale conflicts involving little or no physical violence, such as protests or demonstrations. These nonviolent conflicts are politically relevant, yet understudied in the literature on climate change and conflict, environmental security, and political instability. We employ the method of qualitative comparative analysis (QCA) to integrate quantitative and qualitative data at various scales (national, regional, local) for a sample of 34 cases (17 of which experienced conflict onset). Our findings show that pre-existing cleavages and either autocratic political systems or cuts of the public water supply are relevant predictors of nonviolent, water-related conflict onset during droughts. Grievances deeply embedded into socio-economic structures in combination with a triggering event like a drought or water cuts are hence driving such water-related conflicts, especially in the absence of proper political institutions. We thus argue that drought–conflict links are highly context-dependent even for nonviolent, local conflicts, hence challenging determinist narratives that claim direct interlinkages between climate change, hydro-meteorological disasters and conflict.

Thus we will be able to satisfy the needs of both current and future generations achieving a real sustainable development. Previous studies have nominated the used indicators in their sustainability assessment with a focus on renewable energy projects that are already installed in their case studies without clarifying the exact methodology used in their selection process. Additionally, Egypt as our case study has been previously investigated under the scope of technical and economic aspects only. In order to fill this gap, this paper aims to implement a systematic approach to identify and select major indicators for the sustainability assessment of different electricity supply technologies including conventional ones that suit our case study. Our conceptual approach analyzes the frequency of indicators in a sample of 30 studies and screens them against selection criteria and their applicability in Egypt. The results reveal that 13 indicators with strong relevance for the assessment of sustainable development can be used by decision makers for the investment in and installation of new power plants.
