Regionally fragmented climate policy regimes are prone to carbon leakage between regions, which has given rise to concerns about the environmental effectiveness of this approach. This study investigates carbon leakage through energy markets and the resulting macro-economic effects by exploring the sensitivity of leakage to the size and composition of pioneering regions that adopt ambitious climate action early on. The study uses the multi-regional energy–economy–climate model REMIND 1.5 to analyze the implications of Europe, China and the United States taking unilateral or joint early action. We find that carbon leakage is the combined effect of fossil fuel and capital market re-allocation. Leakage is limited to 15% of the emission reductions in the pioneering regions, and depends on the size and composition of the pioneering coalition and the decarbonization strategy in the energy sector. There is an incentive to delay action to avoid near-term costs, but the immediate GDP losses after acceding to a global climate regime can be higher in the case of delayed action compared to early action. We conclude that carbon leakage is not a strong counter-argument against early action by pioneers to induce other regions to adopt more stringent mitigation.

Integrated assessments of how climate policy interacts with energy-economy systems can be performed by a variety of models with different functional structures. In order to provide insights into why results differ between models, this article proposes a diagnostic scheme that can be applied to a wide range of models. Diagnostics can uncover patterns of model behavior and indicate how results differ between model types. Such insights are informative since model behavior can have a significant impact on projections of climate change mitigation costs and other policy-relevant information. The authors propose diagnostic indicators to characterize model responses to carbon price signals and test these in a diagnostic study of 11 global models. Indicators describe the magnitude of emission abatement and the associated costs relative to a harmonized baseline, the relative changes in carbon intensity and energy intensity, and the extent of transformation in the energy system. This study shows a correlation among indicators suggesting that models can be classified into groups based on common patterns of behavior in response to carbon pricing. Such a classification can help to explain variations among policy-relevant model results.

AbstractNumerous case studies show that citizens engage in various ways in renewable and low carbon energy projects, thereby contributing to the sustainable energy transition. To date, however, a systematic and cross-country database on citizen-led initiatives and projects is lacking. By performing a major compilation and reviewing copious data sources from websites to official registries, we provide a Europe-wide inventory with over 10,000 initiatives and 16,000 production units in 29 countries, focusing on the past 20 years. Our data allow cross-country statistical analysis, supporting the elicitation of empirical insights capable of extending beyond the perspective of single case studies. Our data also align with ongoing efforts to implement two EU Directives that aim at strengthening the active role of citizens in the energy transition. While the focus of our data collection is on Europe, the data and methodology can contribute to the global analysis of citizen-led energy action.

It compounds the problem that the reproduction of knowledge is incomplete, impeding the transparency of science-based targets for the choices made in the energy transition. The FAIR data guiding principles are widely acknowledged as a way forward, but their operationalization is yet to be agreed upon within different research domains. We comprehensively test FAIR data practices in the low carbon energy research domain. 80 databases representative for data needed to support the low carbon energy transition are screened. Automated and manual tests are used to document the state-of-the art and provide insights on bottlenecks from the human and machine perspectives. We propose action items for overcoming the problem with FAIR energy data and suggest how to prioritize activities.

The drive to expand renewable energies is often in direct conflict with sustainable development goals. Thus, it is important that energy policies account for potential trade-offs. We assess the interlinkages between energy, food, water and land, for two case studies, Okinawa and Sogn og Fjordane. We apply a range of assessment methods and study their usefulness as tools to identify trade-offs and to compare the sustainability performance. We calculate cross-sectoral footprints, self-sufficiency ratios and perform a simplified Energy-Water-Food nexus analysis. We use the latter for assessing scenarios to increase energy and food self-sufficiency in Okinawa, while we use ecosystem service (ESS) accounting for Sogn og Fjordane. For Okinawa, we find that constraints on the energy, food and water sectors urgently call for integrated approaches to energy policy; for Sogn og Fjordane, the further expansion of renewables comes at the expense of cultural and supporting ESS, which could outweigh gains from increased energy exports. We recommend a general upgrade to indicators and visualization methods that look beyond averages and a fostering of infrastructure for data on sustainable development based on harmonized international protocols. We warn against rankings of countries or regions based on benchmarks that are neither theory-driven nor location-specific.

AbstractEnergy communities (ECs) are emerging as vital contributors to the United Nations' Sustainable Development Goals, despite being unnoticed. This article is the first to comprehensively discuss and quantify European citizen‐led energy initiatives' contributions to SDGs 7 (ensure access to affordable and clean energy), 9 (fostering industry, innovation, and infrastructure), and 11 (promote sustainable cities and communities). With SDG7 at their core, these initiatives prioritize sustainable energy systems, aligning with environmental impact reduction, resource efficiency, and social resilience goals. They contribute to SDG9 in energy and ICT sectors through job creation and social and technological innovation. Promoting SDG11 via inclusive engagement, they reinforce democratic principles and preserve cultural heritage. They can leverage their expertise with policy support to aid SDG implementation and serve as a global exemplar, extending impact to SDGs 12 and 17. Our analysis underscores a disconnect between European support for ECs and broader sustainability agendas, hampering effective impact.

We have a substantial disagreement with the content of the review, and feel that it is plagued by a number of misconceptions about the nature of the AMPERE study and the integrated assessment modeling approach employed by it. We therefore see this rejoinder as an opportunity to clarify these misconceptions and advance the debate by providing a clearer understanding of the strengths, weaknesses, and ultimately the value of integrated assessment.

Abstract This paper presents a set of energy and resource intensive scenarios based on the concept of Shared Socio-Economic Pathways (SSPs). The scenario family is characterized by rapid and fossil-fueled development with high socio-economic challenges to mitigation and low socio-economic challenges to adaptation (SSP5). A special focus is placed on the SSP5 marker scenario developed by the REMIND-MAgPIE integrated assessment modeling framework. The SSP5 baseline scenarios exhibit very high levels of fossil fuel use, up to a doubling of global food demand, and up to a tripling of energy demand and greenhouse gas emissions over the course of the century, marking the upper end of the scenario literature in several dimensions. These scenarios are currently the only SSP scenarios that result in a radiative forcing pathway as high as the highest Representative Concentration Pathway (RCP8.5). This paper further investigates the direct impact of mitigation policies on the SSP5 energy, land and emissions dynamics confirming high socio-economic challenges to mitigation in SSP5. Nonetheless, mitigation policies reaching climate forcing levels as low as in the lowest Representative Concentration Pathway (RCP2.6) are accessible in SSP5. The SSP5 scenarios presented in this paper aim to provide useful reference points for future climate change, climate impact, adaption and mitigation analysis, and broader questions of sustainable development.

Regionally fragmented climate policy regimes are prone to carbon leakage between regions, which has given rise to concerns about the environmental effectiveness of this approach. This study investigates carbon leakage through energy markets and the resulting macro-economic effects by exploring the sensitivity of leakage to the size and composition of pioneering regions that adopt ambitious climate action early on. The study uses the multi-regional energy–economy–climate model REMIND 1.5 to analyze the implications of Europe, China and the United States taking unilateral or joint early action. We find that carbon leakage is the combined effect of fossil fuel and capital market re-allocation. Leakage is limited to 15% of the emission reductions in the pioneering regions, and depends on the size and composition of the pioneering coalition and the decarbonization strategy in the energy sector. There is an incentive to delay action to avoid near-term costs, but the immediate GDP losses after acceding to a global climate regime can be higher in the case of delayed action compared to early action. We conclude that carbon leakage is not a strong counter-argument against early action by pioneers to induce other regions to adopt more stringent mitigation.

Regionally fragmented climate policy regimes are prone to carbon leakage between regions, which has given rise to concerns about the environmental effectiveness of this approach. This study investigates carbon leakage through energy markets and the resulting macro-economic effects by exploring the sensitivity of leakage to the size and composition of pioneering regions that adopt ambitious climate action early on. The study uses the multi-regional energy–economy–climate model REMIND 1.5 to analyze the implications of Europe, China and the United States taking unilateral or joint early action. We find that carbon leakage is the combined effect of fossil fuel and capital market re-allocation. Leakage is limited to 15% of the emission reductions in the pioneering regions, and depends on the size and composition of the pioneering coalition and the decarbonization strategy in the energy sector. There is an incentive to delay action to avoid near-term costs, but the immediate GDP losses after acceding to a global climate regime can be higher in the case of delayed action compared to early action. We conclude that carbon leakage is not a strong counter-argument against early action by pioneers to induce other regions to adopt more stringent mitigation.

Integrated assessments of how climate policy interacts with energy-economy systems can be performed by a variety of models with different functional structures. In order to provide insights into why results differ between models, this article proposes a diagnostic scheme that can be applied to a wide range of models. Diagnostics can uncover patterns of model behavior and indicate how results differ between model types. Such insights are informative since model behavior can have a significant impact on projections of climate change mitigation costs and other policy-relevant information. The authors propose diagnostic indicators to characterize model responses to carbon price signals and test these in a diagnostic study of 11 global models. Indicators describe the magnitude of emission abatement and the associated costs relative to a harmonized baseline, the relative changes in carbon intensity and energy intensity, and the extent of transformation in the energy system. This study shows a correlation among indicators suggesting that models can be classified into groups based on common patterns of behavior in response to carbon pricing. Such a classification can help to explain variations among policy-relevant model results.

AbstractNumerous case studies show that citizens engage in various ways in renewable and low carbon energy projects, thereby contributing to the sustainable energy transition. To date, however, a systematic and cross-country database on citizen-led initiatives and projects is lacking. By performing a major compilation and reviewing copious data sources from websites to official registries, we provide a Europe-wide inventory with over 10,000 initiatives and 16,000 production units in 29 countries, focusing on the past 20 years. Our data allow cross-country statistical analysis, supporting the elicitation of empirical insights capable of extending beyond the perspective of single case studies. Our data also align with ongoing efforts to implement two EU Directives that aim at strengthening the active role of citizens in the energy transition. While the focus of our data collection is on Europe, the data and methodology can contribute to the global analysis of citizen-led energy action.

It compounds the problem that the reproduction of knowledge is incomplete, impeding the transparency of science-based targets for the choices made in the energy transition. The FAIR data guiding principles are widely acknowledged as a way forward, but their operationalization is yet to be agreed upon within different research domains. We comprehensively test FAIR data practices in the low carbon energy research domain. 80 databases representative for data needed to support the low carbon energy transition are screened. Automated and manual tests are used to document the state-of-the art and provide insights on bottlenecks from the human and machine perspectives. We propose action items for overcoming the problem with FAIR energy data and suggest how to prioritize activities.

It compounds the problem that the reproduction of knowledge is incomplete, impeding the transparency of science-based targets for the choices made in the energy transition. The FAIR data guiding principles are widely acknowledged as a way forward, but their operationalization is yet to be agreed upon within different research domains. We comprehensively test FAIR data practices in the low carbon energy research domain. 80 databases representative for data needed to support the low carbon energy transition are screened. Automated and manual tests are used to document the state-of-the art and provide insights on bottlenecks from the human and machine perspectives. We propose action items for overcoming the problem with FAIR energy data and suggest how to prioritize activities.

The drive to expand renewable energies is often in direct conflict with sustainable development goals. Thus, it is important that energy policies account for potential trade-offs. We assess the interlinkages between energy, food, water and land, for two case studies, Okinawa and Sogn og Fjordane. We apply a range of assessment methods and study their usefulness as tools to identify trade-offs and to compare the sustainability performance. We calculate cross-sectoral footprints, self-sufficiency ratios and perform a simplified Energy-Water-Food nexus analysis. We use the latter for assessing scenarios to increase energy and food self-sufficiency in Okinawa, while we use ecosystem service (ESS) accounting for Sogn og Fjordane. For Okinawa, we find that constraints on the energy, food and water sectors urgently call for integrated approaches to energy policy; for Sogn og Fjordane, the further expansion of renewables comes at the expense of cultural and supporting ESS, which could outweigh gains from increased energy exports. We recommend a general upgrade to indicators and visualization methods that look beyond averages and a fostering of infrastructure for data on sustainable development based on harmonized international protocols. We warn against rankings of countries or regions based on benchmarks that are neither theory-driven nor location-specific.

AbstractEnergy communities (ECs) are emerging as vital contributors to the United Nations' Sustainable Development Goals, despite being unnoticed. This article is the first to comprehensively discuss and quantify European citizen‐led energy initiatives' contributions to SDGs 7 (ensure access to affordable and clean energy), 9 (fostering industry, innovation, and infrastructure), and 11 (promote sustainable cities and communities). With SDG7 at their core, these initiatives prioritize sustainable energy systems, aligning with environmental impact reduction, resource efficiency, and social resilience goals. They contribute to SDG9 in energy and ICT sectors through job creation and social and technological innovation. Promoting SDG11 via inclusive engagement, they reinforce democratic principles and preserve cultural heritage. They can leverage their expertise with policy support to aid SDG implementation and serve as a global exemplar, extending impact to SDGs 12 and 17. Our analysis underscores a disconnect between European support for ECs and broader sustainability agendas, hampering effective impact.

We have a substantial disagreement with the content of the review, and feel that it is plagued by a number of misconceptions about the nature of the AMPERE study and the integrated assessment modeling approach employed by it. We therefore see this rejoinder as an opportunity to clarify these misconceptions and advance the debate by providing a clearer understanding of the strengths, weaknesses, and ultimately the value of integrated assessment.

Abstract This paper presents a set of energy and resource intensive scenarios based on the concept of Shared Socio-Economic Pathways (SSPs). The scenario family is characterized by rapid and fossil-fueled development with high socio-economic challenges to mitigation and low socio-economic challenges to adaptation (SSP5). A special focus is placed on the SSP5 marker scenario developed by the REMIND-MAgPIE integrated assessment modeling framework. The SSP5 baseline scenarios exhibit very high levels of fossil fuel use, up to a doubling of global food demand, and up to a tripling of energy demand and greenhouse gas emissions over the course of the century, marking the upper end of the scenario literature in several dimensions. These scenarios are currently the only SSP scenarios that result in a radiative forcing pathway as high as the highest Representative Concentration Pathway (RCP8.5). This paper further investigates the direct impact of mitigation policies on the SSP5 energy, land and emissions dynamics confirming high socio-economic challenges to mitigation in SSP5. Nonetheless, mitigation policies reaching climate forcing levels as low as in the lowest Representative Concentration Pathway (RCP2.6) are accessible in SSP5. The SSP5 scenarios presented in this paper aim to provide useful reference points for future climate change, climate impact, adaption and mitigation analysis, and broader questions of sustainable development.
