This technical report is a deliverable of the CONNECT project (Coping with Fragmentation: Assessing and Reforming the current Architecture of Global Environmental Governance), funded by the Netherlands Organization for Scientific Research (NOW). CONNECT (1) takes stock of the existing level of fragmentation across a number of issue-areas in global environmental politics; (2) explains the causes of fragmentation of global governance architectures; (3) analyses the implications of fragmentation across different scales of governance; and finally, (4) suggests policy responses to increased fragmentation. This technical report presents a novel mapping of the global energy governance architecture. It presents a data-set and initial descriptive statistics that can be used for further analysis of fragmentation and institutional complexity of global energy governance.

This technical report is a deliverable for the CLIMENGO project. This project is funded by the Swedish Energy Agency and is a collaboration between the Institute for Environmental Studies (IVM), Lund University, Stockholm University and the Swedish Environment Institute (SEI) in Oxford. The project aims to (1) map the institutional complexity of global energy and climate governance, (2) to evaluate its effectiveness and legitimacy, (3) and to develop a knowledge-base for decision-makers. This first technical report is written to explain the methodology for data-gathering and analysis, in relation to the first objective of CLIMENGO: mapping the institutional complexity of global energy and climate governance. An examination of whether accountability mechanisms in global environmental governance that focus on monitoring and enforcement necessarily lead to better governance and better environmental outcomes.

Transnational rule-making organizations have proliferated in the area of sustainability politics. In this article, we explore why these organizations share a set of core features that appear overly costly at first sight. We argue that norms that evolved out of the social interaction among transnational rule-making organizations account for this phenomenon. Thus, in the early 1990s, an organizational field of transnational rule-making has gradually developed in the field of environmental politics. Responding to a broader social discourse about global governance that stressed a need for innovative forms of cooperation among different societal sectors, this organizational field gained in legitimacy and strength. A set of commonly accepted core norms, the increasing density of interaction among the field’s members, and the success and legitimacy ascribed to the field’s key players by the outside world helped to solidify the organizational field until it eventually developed a ‘life of its own’.

With this paper we present an analysis of sixty transnational governance initiatives and assess the implications for our understanding of the roles of public and private actors, the legitimacy of governance ‘beyond’ the state, and the North–South dimensions of governing climate change. In the first part of the paper we examine the notion of transnational governance and its applicability in the climate change arena, reflecting on the history and emergence of transnational governance initiatives in this issue area and key areas of debate. In the second part of the paper we present the findings from the database and its analysis. Focusing on three core issues, the roles of public and private actors in governing transnationally, the functions that such initiatives perform, and the ways in which accountability for governing global environmental issues might be achieved, we suggest that significant distinctions are emerging in the universe of transnational climate governance which may have considerable implications for the governing of global environmental issues. In conclusion, we reflect on these findings and the subsequent consequences for the governance of climate change.

Renewable energy will be a crucial ingredient in the transition to a more sustainable future. The renewable energy sector requires a variety of financial support mechanisms in order to further consolidate and expand. Currently, the most prominent renewable energy support mechanisms are feed-in tariffs and renewable energy auctions. Although these mechanisms have been used and analyzed extensively in Western countries and, more recently, economies in transition, they have rarely been examined in the Arab Gulf region. Yet, particularly the Gulf Cooperation Council (GCC) states have undertaken important steps towards renewable energy adoption, which could be greatly facilitated with the use of financial support mechanisms. This paper analyzes the feasibility of feed-in tariffs and renewable energy auctions adoption in GCC. Based on an extensive meta-analysis of the literature on these two mechanisms in both developed and developing countries, the paper identifies a set of conditions necessary for success and evaluates the presence of favorable these conditions in the GCC context. Our findings reveal that while conditions that would ensure political feasibility are largely absent for both types of mechanisms, auctions could be a more successful strategy at the moment.

This perspective discusses nine conditions for enhancing the performance of multistakeholder partnerships for sustainable development. Such partnerships have become mainstream implementation mechanisms for attaining international sustainable development goals and are also frequently used in other adjacent policy domains such as climate change, health and biodiversity. While multistakeholder arrangements are widely perceived as a positive contribution to addressing global change, few studies have systematically evaluated the existing evidence for their positive performance. This poses an urgent and important challenge for researchers and practitioners to understand and improve the effectiveness of partnerships, in particular since their popularity increases despite their past track record. The recommendations presented are based on own research, a literature survey and discussions with a large number or international Civil Society Organizations at two occasions during 2014. This article proceeds as follows: first, we define multistakeholder partnerships, outline their rational and summarize available assessments on partnership success; second, we provide a set of concrete recommendations based on lessons-learned from over 10 years of scholarship; and third, we conclude with some reflections on the future of multistakeholder governance for sustainability.
