Este artículo profundiza en la generación de datos climáticos futuros y su influencia en el confort higrotérmico, así como en las estrategias de diseño arquitectónico genéricas de adaptación desde el punto de vista pasivo. Con ese fin, se han generado determinados escenarios climáticos para Concepción y Santiago, dos de las conurbaciones urbanas más pobladas de Chile, para los años 2020, 2050 y 2080. Las predicciones se han realizado para el escenario más extendido de emisiones de Gases de Efecto Invernadero GEIA 2 “medium-high”, según el Intergovernmental Panel on Climate Change IPCC. Los niveles de confort se han examinado desde una perspectiva adaptativa, considerando estrategias de diseño genéricas, ambos modelos recogidos en la ASHRAE. Al analizar los pronósticos climáticos con los modelos de confort, se obtienen resultados para una mejor comprensión del grado de adaptación del usuario y la arquitectura al posible clima futuro. Esta investigación genera estrategias genéricas para optimizar el diseño de construcciones en Chile.

Estas cifras reflejan la realidad agravada sobre el tercer sector en el Ecuador, objeto de análisis del presente artículo. Por un lado, la situación pone en evidencia las falencias del Estado para ofrecer respuesta a las necesidades de su población; por otro, da cuenta del llamado “oenegismo”, un fenómeno en el que se extiende el rol de las ONG de manera sobredimensionada. Mediante la descripción y el análisis de los datos, en este texto se aborda la crisis que atraviesa esta esfera de participación ciudadana, limitada a pocos actores profesionalizados que compiten de manera permanente con decenas de organizaciones locales. Se describe el escenario de escasas oportunidades para obtener financiamiento, así como la presencia de las ONG en medios digitales, lo cual favorecería la divulgación de sus labores y su legitimación. Se concluye que las cifras demuestran la necesidad de aplicar estrategias que permitan fortalecer la dinámica del tercer sector, de forma que el Estado, el sector privado y los agentes que componen el mundo de las fundaciones y ONG ofrezcan una respuesta real a las problemáticas sociales. Of the 4,939 non-governmental organizations (NGOs) registered in 2020 in Ecuador, less than one third known to be in operation, one third have ceased to operate and the other third provide no information about their functioning. These figures reflect the dire reality of the third sector in Ecuador, which is the subject of analysis in this article. On the one hand, the situation highlights the shortcomings of the state in responding to the needs of its population; on the other hand, it reveals so-called "NGOism", a situation in which the role of NGOs has become overextended. Through the description and analysis of data, this text addresses the crisis in this sphere of citizen participation, which is limited to a few professionalized actors in permanent competition with dozens of local organizations. It describes a scenario of scarce opportunities to obtain funding, as well as the presence of NGOs in digital media, which engenders the dissemination of their work and their legitimization. It is concluded that these figures reflect the need to implement strategies to strengthen the dynamics of the third sector, so that the state, the private sector and the agents that constitute the world of foundations and NGOs offer a genuine response to social problems. Das 4.939 organizações não governamentais (ONGs) registradas no Equador em 2020, menos de um terço está em operação, um terço deixou de funcionar e outro terço não possui informações sobre seu funcionamento. Essas cifras refletem a realidade agravada com relação ao terceiro setor no Equador, objeto de análise neste artigo. Por um lado, a situação evidencia o fracasso do Estado em dar uma resposta às necessidades de sua população e, por outro, expõe o chamado “oenegismo”, fenômeno em que o papel das ONGs se estende de forma exagerada. Por meio da descrição e análise dos dados este texto aborda a crise que atravessa essa esfera da participação cidadã, limitada a poucos atores profissionalizados que competem permanentemente com dezenas de organizações locais. Descreve-se o cenário de poucas oportunidades de obtenção de financiamento, bem como a presença de ONGs nos meios digitais, o que favoreceria a divulgação de seu trabalho e sua legitimidade. Conclui-se que os números mostram a necessidade de aplicar estratégias que fortaleçam a dinâmica do terceiro setor, para que o Estado, a iniciativa privada e os agentes que compõem o mundo das fundações e ONGs ofereçam uma resposta real aos problemas sociais.

Fondo Editorial El biodiesel de aceite de palma posee excelentes propiedades como combustible para motores, sin embargo, asociado como su composición química altamente saturada, este biocombustible presenta un deficiente desempeño a temperaturas cercanas a las temperaturas ambientes de algunas ciudades del Perú. A 16 ºC el biocombustible de aceite de palma empieza a formar pequeños cristales, los cuales a medida que la temperatura sigue disminuyendo, aceleran su crecimiento y se aglomeran, de tal modo, que a una temperatura entre 12 y 9 ºC puede llegar a impedir completamente el flujo del combustible. En este trabajo se evaluó la técnica de hibernación al aceite de palma aceitera mediante cristalización inducida por enfriamiento para mejorar sus propiedades de flujo a baja temperaturas. Las variables tenidas en cuenta para dicho proceso fueron la temperatura de enfriamiento o hibernación y el tiempo de estabilización. De acuerdo con los puntos nube y rendimiento del biocombustible de aceite de palma. El proceso permitió obtener una fracción liquida a la temperatura de hibernación con mejor punto nube a bajas temperaturas que el biodiesel de palma original. En las condiciones probadas (tp = 08 horas y T = 1 OºC) se obtuvo una fracción liquida con un punto nube 8°C menor que el aceite de palma sin fraccionar, además, se obtuvo un punto nube 8ºC menor que el biodiesel elaborado con el aceite de palma sin hiberniza. Dicho cambio en el punto nube del aceite de palma y el biocombustible elaborado por el aceite mencionado es debido al aumento en el contenido de ácidos grasos insaturados en su estructura. Finalmente se puede concluir que se logró mejorar la calidad del biodiesel elaborado a partir de aceites hibernizados, en cuanto a su punto nube ya que la muestra testigo presentó un valor de 13 ºC de punto nube comparado esto con el tratamiento realizado por 08 horas a 1 OºC donde se redujo esto a SºC. Palm oil biodiesel has excellent properties as fuel for anginas, however associated as their chemical composition highly saturated, this biofuel presents a poor performance at temperatures close to ambient temperatures of sore cities of the Peru. 16 ºC biofuel of palm oil begins to form small crystals, which as the temperature continue to decline, accelerate their growth and will agglomerate, in such a way that at a temperature between 12 and 9 ° C can completely stop the flow of the fuel. In this work was assessed the technique of winterization oil of palm oil through crystallization induced by cooling to improve their properties of flow at low temperatures. The variables taken into account in this process were the temperature of cooling or winterization and the time of stabilization. According to the points cloud and performance of the palm oil biofuel. The process allowed to obtain a fraction liquid temperature of winterization with best point cloud at a lower temperature than the original Palm biodiesel. At tested conditions (tp = 08 hours and T = 1 O ºC) obtained a fraction liquid with a point cloud 8 º C lower than Palm oil without fractionated, also won a point cloud 8 º C lower than biodiesel made from the oil palm without winterize. Such a change in the point cloud of palm oil and biofuel produced by the above-mentioned oil is due to the increase in the content of unsaturated fatty acids in its structure. Finally, we can conclude that it was possible to improve the quality of biodiesel made from oils winterize, in terms of point cloud and the control sample had a value of 13 º C point cloud compared this with the treatment ' by 08 hours at 10 º C where it was reduced to 5 ºC.

[ES] El presente trabajo tiene como objetivo el desarrollo de un plan de dirección del proyecto de una planta solar fotovoltaica de 100 kW de potencia nominal situada en la cubierta de una nave industrial en la localidad de Paterna (Valencia) con el objetivo del autoconsumo de la mayor cantidad de energía posible en el proceso productivo y la compensación de los excedentes generados. Dado que la cubierta actual de la nave industrial es de amianto, se incluye dentro del alcance del proyecto la retirada y sustitución de acuerdo con el Real Decreto 396/2006, por el que se establecen las disposiciones mínimas de seguridad y salud aplicables a los trabajos con riesgo de exposición al amianto. Se hará una presentación inicial del proyecto incluyendo sus características y condicionantes. El proyecto se enfocará desde el punto de vista de la empresa promotora del proyecto, incluyendo en este desde el desarrollo documental inicial hasta la ejecución final. A continuación, se desarrollará el Plan de dirección del proyecto, de acuerdo con la Guía de los Fundamentos para la Dirección de Proyectos (Guía del PMBOK) elaborada por el Project Management Institute (PMI). A parte del Acta de Constitución del Proyecto se desarrollarán los siguientes planes: Plan de Gestión del Alcance, Plan de Gestión de los Interesados, Plan de Gestión de los Requisitos, Plan de Gestión de las Comunicaciones, Plan de Gestión del Cronograma, Plan de Gestión de los Costos, Plan de Gestión de los Riesgos, y finalmente, el Plan de Gestión de la Calidad, los cuales incluirán la información necesaria para una eficaz y eficiente gestión y dirección del Proyecto. [CA] Aquest treball té com a objectiu el desenvolupament d'un pla de direcció del projecte d'una planta solar fotovoltaica de 100 kW de potència nominal situada a la coberta d'una nau industrial a la localitat de Paterna (València) amb l'objectiu de l'autoconsum de la major quantitat denergia possible en el procés productiu i la compensació dels excedents generats. Atès que la coberta actual de la nau industrial és d'amiant, s'inclou dins de l'abast del projecte la retirada i la substitució d'acord amb el Reial decret 396/2006, pel qual s'estableixen les disposicions mínimes de seguretat i salut aplicables als treballs amb risc dexposició a lamiant. Esta evaluación se realizó a través de un estudio de caso en la microcuenca del río Colorado en la Serranía del Turimiquire en el Nor-oriente venezolano. Igualmente se buscó conocer cuales han sido los impactos generados por el proyecto que promueve Petróleos de Venezuela (PDVSA) a través de su filial Palmaven, en cuencas estratégicas a nivel nacional, las cuales han sido identificadas por el Ministerio del Ambiente y de los Recursos Naturales (MARN) como prioritarias de atención y por PDVSA/Palmaven por ser fuentes de abastecimiento de agua, para importantes zonas donde se desarolla la actividad petrolera. La evaluación del enfoque integral y la metodológica de intervención del proyecto de desarrollo sustentable para el manejo integrado de cuencas hidrográficas, permitió validar esta experiencia y constituyó no solo un aporte para mejorar y fortalecer los proyectos que se implementan en 17 microcuencas del país, sino que podrá ser usada como referencia al iniciar nuevos proyectos en cuencas a nivel nacional. The objective of this study was to evaluate the methodology of intervention of a project that it promotes the sustainable development of rural communities for the conservation of the watersheds. This evaluation one carries out through a case study in the microcuenca of the river Colorado in the Serrania of the Turimiquire in the Northeast Venezuelan. Equally you looks for to know which have been the impacts generated by the project that promotes PetroleuMON of Venezuela (PDVSA) through their filial Palmaven, in strategic basins at national level, which have been identified by Ministry of the Atmosphere and of the Natural Resources (MARN) as high-priority of attention and for PDVSA/Palmaven to be sources of supply of water, for important areas where the oil activity is developed. The evaluation of the integral focus and the methodological of intervention in projects of integrated handling of watersheds, allowed to validate this experience and it not constituted alone a contribution to improve and to strengthen the projects that are implemented in 17 watersheds of the country, but rather she/he will be able to be used as reference when beginning new projects in basins at national level. Este artículo profundiza en la generación de datos climáticos futuros y su influencia en el confort higrotérmico, así como en las estrategias de diseño arquitectónico genéricas de adaptación desde el punto de vista pasivo. Con ese fin, se han generado determinados escenarios climáticos para Concepción y Santiago, dos de las conurbaciones urbanas más pobladas de Chile, para los años 2020, 2050 y 2080. Las predicciones se han realizado para el escenario más extendido de emisiones de Gases de Efecto Invernadero GEIA 2 “medium-high”, según el Intergovernmental Panel on Climate Change IPCC. Los niveles de confort se han examinado desde una perspectiva adaptativa, considerando estrategias de diseño genéricas, ambos modelos recogidos en la ASHRAE. Al analizar los pronósticos climáticos con los modelos de confort, se obtienen resultados para una mejor comprensión del grado de adaptación del usuario y la arquitectura al posible clima futuro. Esta investigación genera estrategias genéricas para optimizar el diseño de construcciones en Chile.

Estas cifras reflejan la realidad agravada sobre el tercer sector en el Ecuador, objeto de análisis del presente artículo. Por un lado, la situación pone en evidencia las falencias del Estado para ofrecer respuesta a las necesidades de su población; por otro, da cuenta del llamado “oenegismo”, un fenómeno en el que se extiende el rol de las ONG de manera sobredimensionada. Mediante la descripción y el análisis de los datos, en este texto se aborda la crisis que atraviesa esta esfera de participación ciudadana, limitada a pocos actores profesionalizados que compiten de manera permanente con decenas de organizaciones locales. Se describe el escenario de escasas oportunidades para obtener financiamiento, así como la presencia de las ONG en medios digitales, lo cual favorecería la divulgación de sus labores y su legitimación. Se concluye que las cifras demuestran la necesidad de aplicar estrategias que permitan fortalecer la dinámica del tercer sector, de forma que el Estado, el sector privado y los agentes que componen el mundo de las fundaciones y ONG ofrezcan una respuesta real a las problemáticas sociales. Of the 4,939 non-governmental organizations (NGOs) registered in 2020 in Ecuador, less than one third known to be in operation, one third have ceased to operate and the other third provide no information about their functioning. These figures reflect the dire reality of the third sector in Ecuador, which is the subject of analysis in this article. On the one hand, the situation highlights the shortcomings of the state in responding to the needs of its population; on the other hand, it reveals so-called "NGOism", a situation in which the role of NGOs has become overextended. Through the description and analysis of data, this text addresses the crisis in this sphere of citizen participation, which is limited to a few professionalized actors in permanent competition with dozens of local organizations. It describes a scenario of scarce opportunities to obtain funding, as well as the presence of NGOs in digital media, which engenders the dissemination of their work and their legitimization. It is concluded that these figures reflect the need to implement strategies to strengthen the dynamics of the third sector, so that the state, the private sector and the agents that constitute the world of foundations and NGOs offer a genuine response to social problems. Por um lado, a situação evidencia o fracasso do Estado em dar uma resposta às necessidades de sua população e, por outro, expõe o chamado “oenegismo”, fenômeno em que o papel das ONGs se estende de forma exagerada. Por meio da descrição e análise dos dados este texto aborda a crise que atravessa essa esfera da participação cidadã, limitada a poucos atores profissionalizados que competem permanentemente com dezenas de organizações locais. Descreve-se o cenário de poucas oportunidades de obtenção de financiamento, bem como a presença de ONGs nos meios digitais, o que favoreceria a divulgação de seu trabalho e sua legitimidade. Conclui-se que os números mostram a necessidade de aplicar estratégias que fortaleçam a dinâmica do terceiro setor, para que o Estado, a iniciativa privada e os agentes que compõem o mundo das fundações e ONGs ofereçam uma resposta real aos problemas sociais.

Fondo Editorial El biodiesel de aceite de palma posee excelentes propiedades como combustible para motores, sin embargo, asociado como su composición química altamente saturada, este biocombustible presenta un deficiente desempeño a temperaturas cercanas a las temperaturas ambientes de algunas ciudades del Perú. A 16 ºC el biocombustible de aceite de palma empieza a formar pequeños cristales, los cuales a medida que la temperatura sigue disminuyendo, aceleran su crecimiento y se aglomeran, de tal modo, que a una temperatura entre 12 y 9 ºC puede llegar a impedir completamente el flujo del combustible. En este trabajo se evaluó la técnica de hibernación al aceite de palma aceitera mediante cristalización inducida por enfriamiento para mejorar sus propiedades de flujo a baja temperaturas. Las variables tenidas en cuenta para dicho proceso fueron la temperatura de enfriamiento o hibernación y el tiempo de estabilización. De acuerdo con los puntos nube y rendimiento del biocombustible de aceite de palma. El proceso permitió obtener una fracción liquida a la temperatura de hibernación con mejor punto nube a bajas temperaturas que el biodiesel de palma original. En las condiciones probadas (tp = 08 horas y T = 1 OºC) se obtuvo una fracción liquida con un punto nube 8°C menor que el aceite de palma sin fraccionar, además, se obtuvo un punto nube 8ºC menor que el biodiesel elaborado con el aceite de palma sin hiberniza. Dicho cambio en el punto nube del aceite de palma y el biocombustible elaborado por el aceite mencionado es debido al aumento en el contenido de ácidos grasos insaturados en su estructura. Finalmente se puede concluir que se logró mejorar la calidad del biodiesel elaborado a partir de aceites hibernizados, en cuanto a su punto nube ya que la muestra testigo presentó un valor de 13 ºC de punto nube comparado esto con el tratamiento realizado por 08 horas a 1 OºC donde se redujo esto a SºC. Palm oil biodiesel has excellent properties as fuel for anginas, however associated as their chemical composition highly saturated, this biofuel presents a poor performance at temperatures close to ambient temperatures of sore cities of the Peru. 16 ºC biofuel of palm oil begins to form small crystals, which as the temperature continue to decline, accelerate their growth and will agglomerate, in such a way that at a temperature between 12 and 9 ° C can completely stop the flow of the fuel. In this work was assessed the technique of winterization oil of palm oil through crystallization induced by cooling to improve their properties of flow at low temperatures. The variables taken into account in this process were the temperature of cooling or winterization and the time of stabilization. According to the points cloud and performance of the palm oil biofuel. The process allowed to obtain a fraction liquid temperature of winterization with best point cloud at a lower temperature than the original Palm biodiesel. At tested conditions (tp = 08 hours and T = 1 O ºC) obtained a fraction liquid with a point cloud 8 º C lower than Palm oil without fractionated, also won a point cloud 8 º C lower than biodiesel made from the oil palm without winterize. Such a change in the point cloud of palm oil and biofuel produced by the above-mentioned oil is due to the increase in the content of unsaturated fatty acids in its structure. Finally, we can conclude that it was possible to improve the quality of biodiesel made from oils winterize, in terms of point cloud and the control sample had a value of 13 º C point cloud compared this with the treatment ' by 08 hours at 10 º C where it was reduced to 5 ºC.

[ES] El presente trabajo tiene como objetivo el desarrollo de un plan de dirección del proyecto de una planta solar fotovoltaica de 100 kW de potencia nominal situada en la cubierta de una nave industrial en la localidad de Paterna (Valencia) con el objetivo del autoconsumo de la mayor cantidad de energía posible en el proceso productivo y la compensación de los excedentes generados. Dado que la cubierta actual de la nave industrial es de amianto, se incluye dentro del alcance del proyecto la retirada y sustitución de acuerdo con el Real Decreto 396/2006, por el que se establecen las disposiciones mínimas de seguridad y salud aplicables a los trabajos con riesgo de exposición al amianto. Se hará una presentación inicial del proyecto incluyendo sus características y condicionantes. El proyecto se enfocará desde el punto de vista de la empresa promotora del proyecto, incluyendo en este desde el desarrollo documental inicial hasta la ejecución final. A continuación, se desarrollará el Plan de dirección del proyecto, de acuerdo con la Guía de los Fundamentos para la Dirección de Proyectos (Guía del PMBOK) elaborada por el Project Management Institute (PMI). A parte del Acta de Constitución del Proyecto se desarrollarán los siguientes planes: Plan de Gestión del Alcance, Plan de Gestión de los Interesados, Plan de Gestión de los Requisitos, Plan de Gestión de las Comunicaciones, Plan de Gestión del Cronograma, Plan de Gestión de los Costos, Plan de Gestión de los Riesgos, y finalmente, el Plan de Gestión de la Calidad, los cuales incluirán la información necesaria para una eficaz y eficiente gestión y dirección del Proyecto. [CA] Aquest treball té com a objectiu el desenvolupament d'un pla de direcció del projecte d'una planta solar fotovoltaica de 100 kW de potència nominal situada a la coberta d'una nau industrial a la localitat de Paterna (València) amb l'objectiu de l'autoconsum de la major quantitat denergia possible en el procés productiu i la compensació dels excedents generats. Atès que la coberta actual de la nau industrial és d'amiant, s'inclou dins de l'abast del projecte la retirada i la substitució d'acord amb el Reial decret 396/2006, pel qual s'estableixen les disposicions mínimes de seguretat i salut aplicables als treballs amb risc dexposició a lamiant. Es farà una presentació inicial del projecte incloent-hi les característiques i els condicionants. El projecte s'enfocarà des del punt de vista de l'empresa promotora del projecte, incloent-hi des del desenvolupament documental inicial fins a l'execució final. A continuació, es desenvoluparà el Pla de direcció del projecte, d'acord amb l'estàndard internacional de direcció i gestió de projectes elaborat pel Project Management Institute (PMI), recollit a la Guia dels Fonaments Per a la Direcció de Projectes (Guia del PMBOK ). [EN] This work aims to develop a project management plan for a photovoltaic solar plant of 100 kW nominal power located on the roof of an industrial ship in the town of Paterna (Valencia) with the objective of the self-consumption of the greatest possible amount of energy in the production process and the compensation of generated surpluses. Since the current cover of the industrial ship is asbestos, the withdrawal and replacement of the project's supplies is included in accordance with Royal Decree 396/2006, which establishes the minimum safety provisions. and health applicable to the work at risk of exposure to lamiant. Esta evaluación se realizó a través de un estudio de caso en la microcuenca del río Colorado en la Serranía del Turimiquire en el Nor-oriente venezolano. Igualmente se buscó conocer cuales han sido los impactos generados por el proyecto que promueve Petróleos de Venezuela (PDVSA) a través de su filial Palmaven, en cuencas estratégicas a nivel nacional, las cuales han sido identificadas por el Ministerio del Ambiente y de los Recursos Naturales (MARN) como prioritarias de atención y por PDVSA/Palmaven por ser fuentes de abastecimiento de agua, para importantes zonas donde se desarolla la actividad petrolera. La evaluación del enfoque integral y la metodológica de intervención del proyecto de desarrollo sustentable para el manejo integrado de cuencas hidrográficas, permitió validar esta experiencia y constituyó no solo un aporte para mejorar y fortalecer los proyectos que se implementan en 17 microcuencas del país, sino que podrá ser usada como referencia al iniciar nuevos proyectos en cuencas a nivel nacional. The objective of this study was to evaluate the methodology of intervention of a project that it promotes the sustainable development of rural communities for the conservation of the watersheds. This evaluation one carries out through a case study in the microcuenca of the river Colorado in the Serrania of the Turimiquire in the Northeast Venezuelan. Equally you looks for to know which have been the impacts generated by the project that promotes PetroleuMON of Venezuela (PDVSA) through their filial Palmaven, in strategic basins at national level, which have been identified by Ministry of the Atmosphere and of the Natural Resources (MARN) as high-priority of attention and for PDVSA/Palmaven to be sources of supply of water, for important areas where the oil activity is developed. The evaluation of the integral focus and the methodological of intervention in projects of integrated handling of watersheds, allowed to validate this experience and it not constituted alone a contribution to improve and to strengthen the projects that are implemented in 17 watersheds of the country, but rather she/he will be able to be used as reference when beginning new projects in basins at national level.
