    Tariffs for energy and energy resources are the main factors determining the sustainable development of the economy. The aim of the paper is to determine and compare the dynamics evolution of the tariffs for thermal energy and the evolution of the gross domestic product (GDP).The data on the heat consumption and tariff change in the city of Chisinau were examined in monetary terms and in relative units compared to the base year 2009. The higher the tariffs, the more part of the GDP, characterized in the economy by the volume of "Output", is spent on "Intermediate consumption (PP)". The difference between "Output" and "Intermediate consumption" volumes is the "gross added value (VAB)", which is the main component of GDP. The analysis of the changes in the real GDP volume of the Republic of Moldova and the increase of the tariffs for the years 2009-2017 (taking into account the GDP forecast for 2018) show that the increase in the tariffs for thermal energy significantly exceeded the real GDP growth. Considering that the planned GDP growth is 4,7% and taking into account the change in the consumer price index (inflation rate), the calculated reduction of the thermal energy tariff in Chisinau is estimated at 28% compared to the existing value, so to 803 lei / Gcal compared to the currently regulated value of 1122 lei / Gcal. The conclusion was reached on the opportunity of applying the proposed methodology to justify current tariffs and in the near future not only extends to thermal energy tariffs, but also for other types of energy, material resources and services in the field of production and social sphere.

  • The purpose of this work is to analyze the current projects of the World Energy Agency (IEA) aimed at exploring the potential for reducing the cost of producing new types of biofuels, in terms of methodology, status and first results. As a result, it was revealed that, as a methodological basis, IEA projects use a top-down approach to the analysis of primary data (top-down), the theory of learning curves for forecasting and classical project analysis. Expert surveys, meta-analysis of primary data, and sensitivity analysis of projects are used as the main research methods. The main results of the IEA projects indicate that despite the significant potential for cost reduction in the production of many types of biofuels, it is not possible to achieve price parity with traditional fuels based on hydrocarbons in the medium term. Целью настоящей работы является анализ текущих проектов Мирового Энергетического Агентства (МЭА), направленных на изучение потенциала для снижения затрат на производство новых видов биотоплива, с точки зрения методологии, статуса и первых результатов. В результате было выявлено, что как методологическую основу проекты МЭА используют нисходящий подход к анализу первичных данных (top-down), теорию кривых обучения для прогнозирования и классический проектный анализ. В качестве основных методов исследования используют экспертные опросы, мета-анализ первичных данных, анализ чувствительности проектов. Основные результаты проектов МЭА свидетельствуют о том, что несмотря на существенный потенциал снижения затрат при производстве многих видов биотоплив, достичь ценового паритета с традиционными видами топлива, основанными на углеводородах, в среднесрочной перспективе не удается.     The electric power system (EPS) is a large, multi-parameter, non-linear and dynamic system. The problem of calculation of relay protection (RP) settings has become more urgent nowadays. The situation is exacerbated by the active implementation of renewable energy sources, FACTS, etc., which significantly change the “traditional” EPS and their operating modes. The problem can be solved by deep analysis of functioning of main elements of RP devices in the specific operating conditions and revision of coefficients used in settings calculation. That can be done using RPs detailed mathematical models and modern EPS simulators. The results of the analysis will make it possible to formulate a new methodology for setting up RP. That is a final goal. In the framework of solving this problem, the novel approach for developing RPs’ detailed mathematical models is formulated and theoretically proved. On the basis of this approach, mathematical models of the system “instrumental transformer - auxiliary transformer - analog filter” (measuring part of digital transformer differential protection) for different types of auxiliary current transformers (active and passive) and filters (Butterworth, Chebyshev, Bessel) are developed. A comparative numerical analysis of their frequency and phase responses is carried out, including taking into account the magnetization of instrumental current transformers. Summarizing, the theoretical and practical studies presented in the article allows formulating requirements for RPs’ detailed mathematical models, which will be used in the further research.

  • Ð’ данной работе представлено проектирование двухэтажного коттеджа, рассчитанного на 1 семью, с выполнением всех условий по энергоэффективности с учетом климатических особенностей района строительства. Результатами проектирования являются: 1. BIM модель проектируемого здания; 2. Теплотехнический расчет ограждающих конструкций и подбор изоляционного материала; 3. Расчет тепловой характеристики здания с учетом трансмиссионных теплопотерь; 4. Выбор рекуператора, теплового насоса и расчет зондов; 5. Расчет системы водоснабжения с учетом сбора дождевой воды; 6. Расчет и подбор солнечных батарей в качестве дополнительного источника электропитания. Настоящая работа выполнена в соответствии с нормативными документами. При написании работы активно использовались современные информационные технологии, в том числе программное обеспечение Autodesk Revit 2022, AutoCAD 2022, Microsoft Word 2016, Excel 2016. This paper presents the design of a two-storey cottage designed for 1 family, with the fulfillment of all conditions for energy efficiency, taking into account the climatic features of the construction area. The design results are: 1. BIM model of the projected building; 2. Thermal engineering calculation of enclosing structures and selection of insulating material; 3. Calculation of the thermal characteristics of the building taking into account transmission heat losses; 4. Selection of recuperator, heat pump and calculation of probes; 5. Calculation of the water supply system taking into account the collection of rainwater; 6. Calculation and selection of solar panels as an additional power source. This work was carried out in accordance with regulatory documents. While writing the work, modern information technologies were actively used, including Autodesk Revit 2022, Autocad 2022, Microsoft Word 2016, Excel 2016 software.

  • Ключевые технологии, позволяющие реализовать надёжный котёл суперсверхкритического давления (ССКД), описаны на основе исследований и разработок начиная с 1980-х годов, с акцентом на пять аспектов, таких как применение ферритных сталей с повышенным пределом ползучести (ФСПП), подавление высокотемпературной коррозии, контроль качества воды, разработка экранов водяного испарителя и использования экологически благоприятного оборудования. В частности, необходим осознанный подход к применению стали ФСПП. The key technologies which enable the realization of reliable USC boiler are described, based on the research and development activities since 1980s, focusing on five issues, such as to manage creep strength enhanced ferritic steel (CSEF), to suppress high temperature corrosion, to control water quality, to design water wall evaporator and to adopt environmentally friendly equipment.   • Несмотря на поддержку технологий микрогенерации энергии со стороны правительства России, потребительский интерес к микрогенерации остается низким. В этой статье анализируется текущее понимание мотивов и барьеров, влияющих на внедрение микрогенерации, а также изучаются возможности устранения или минимизации барьеров. Результаты проведенного исследования предложений на рынке оборудования и услуг в сфере микрогенерации свидетельствуют о том, что принятие нового закона, позволяющего продавать излишки в сеть, не увеличили существенно спрос среди домохозяйств и предприятий малого бизнеса, так как данные меры государственной политики не учитывают в достаточной мере наиболее серьезное препятствие – высокие капитальные затраты и большой срок окупаемости. Экологическая польза пока что не является настолько значимой мотивацией, чтобы потребители были готовы платить за это дополнительно. Despite support from the Russian government to stimulate the introduction of microgeneration technologies, consumer interest remains low. This article analyzes the current understanding of the motivations and barriers affecting the adoption of microgeneration in order to identify opportunities for improved adoption. The findings show that the adoption of a new law allowing the sale of surplus to the network did not significantly increase demand among households and small businesses. Public policy measures do not adequately take into account the most serious obstacle as capital costs and long payback periods.   • В статье исследован мировой опыт проектирования зданий с применением технологий «зеленого» строительства. Сегодня имеет место рост негативных антропогенных воздействий на природу, что ставить перед мировой общественностью вопрос о том, каким образом необходимо решать проблемы, возникающие при взаимодействии природы и человека, в том числе, в условиях развития цифровизации и обеспечения цифровой безопасности. Среди таких проблем особое место отводится программе энергосбережения. Указанная проблема является новой, её поднимали специалисты ещё в конце XX века. В качестве актуальной также следует назвать проблему экологического кризиса. Значительно ухудшает экологическое состояние, наряду с другими факторами, и архитектура. К процессам возведения и эксплуатации зданий становится источником выбросов в окружающую среду значительного количества вредных веществ. The article explores the world experience in the design of buildings using green building technologies. Today there is an increase in negative anthropogenic impacts on nature, which poses to the world community the question of how to solve problems arising from the interaction of nature and man, including in the context of the development of digitalization and digital security. Among such problems, a special place is given to the energy conservation program. This problem is new, it was raised by experts at the end of the 20th century. The problem of the environmental crisis should also be called relevant. Significantly worsens the ecological state, along with other factors, and architecture. By the processes of construction and operation of buildings, it becomes a source of significant amounts of harmful substances into the environment.

    In the contemporary world, the anthropogenic effect is increasing. At the same time, the quality of life of the population is strongly associated with the environmental quality, as there is growing understanding that rising economic income does not ensure the humanity’s well-being. In this regard, issues connected with analysing the influence of the anthropogenic factor on changes in the quality of the life of the population become relevant. We believe that existing approaches to assessing the quality of life poorly reflect the current situation related to the speed of the environmental changes due to an increase in the scale and intensity of its pollution. Therefore, for assessing the quality of life, we suggest taking into account the environmental and energy components of the anthropogenic factor. To this end, the classification of anthropogenic factors is supplemented by the “industrial production” group, distinguished by the “source of impact” indicator, which allows analysing the group’s influence on changing parameters of the quality of life of the population. The methodological basis of the study is a comprehensive approach to assessing the quality of life. Based on it, we structured the stages of the evolution of approaches to measuring and assessing the quality of life of the population. Moreover, we described key features of these approaches, and identified the fourth stage that substantiates the priority of environmental and energy criteria in assessing the quality of life. We propose to improve the methodology for assessing the quality of life of the population by introducing additional environmental and energy characteristics. The article presents the results of using this improved methodology. We tested it on the examples of the Sverdlovsk and Chelyabinsk regions. The obtained values of the integral indicators of the quality of life of the population show that the Sverdlovsk region has lower index values. That happened due to a more developed industrial sector and, as a result, the more deteriorated environmental situation. The proposed methodology for assessing the quality of life of the population can be used by regional leaders for making decisions related to the regional development aimed at improving the quality of life of the population. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences.     Tariffs for energy and energy resources are the main factors determining the sustainable development of the economy. The aim of the paper is to determine and compare the dynamics evolution of the tariffs for thermal energy and the evolution of the gross domestic product (GDP).The data on the heat consumption and tariff change in the city of Chisinau were examined in monetary terms and in relative units compared to the base year 2009. The higher the tariffs, the more part of the GDP, characterized in the economy by the volume of "Output", is spent on "Intermediate consumption (PP)". The difference between "Output" and "Intermediate consumption" volumes is the "gross added value (VAB)", which is the main component of GDP. The analysis of the changes in the real GDP volume of the Republic of Moldova and the increase of the tariffs for the years 2009-2017 (taking into account the GDP forecast for 2018) show that the increase in the tariffs for thermal energy significantly exceeded the real GDP growth. Considering that the planned GDP growth is 4,7% and taking into account the change in the consumer price index (inflation rate), the calculated reduction of the thermal energy tariff in Chisinau is estimated at 28% compared to the existing value, so to 803 lei / Gcal compared to the currently regulated value of 1122 lei / Gcal. The conclusion was reached on the opportunity of applying the proposed methodology to justify current tariffs and in the near future not only extends to thermal energy tariffs, but also for other types of energy, material resources and services in the field of production and social sphere.

  • The purpose of this work is to analyze the current projects of the World Energy Agency (IEA) aimed at exploring the potential for reducing the cost of producing new types of biofuels, in terms of methodology, status and first results. As a result, it was revealed that, as a methodological basis, IEA projects use a top-down approach to the analysis of primary data (top-down), the theory of learning curves for forecasting and classical project analysis. Expert surveys, meta-analysis of primary data, and sensitivity analysis of projects are used as the main research methods. The main results of the IEA projects indicate that despite the significant potential for cost reduction in the production of many types of biofuels, it is not possible to achieve price parity with traditional fuels based on hydrocarbons in the medium term. Целью настоящей работы является анализ текущих проектов Мирового Энергетического Агентства (МЭА), направленных на изучение потенциала для снижения затрат на производство новых видов биотоплива, с точки зрения методологии, статуса и первых результатов. В результате было выявлено, что как методологическую основу проекты МЭА используют нисходящий подход к анализу первичных данных (top-down), теорию кривых обучения для прогнозирования и классический проектный анализ. В качестве основных методов исследования используют экспертные опросы, мета-анализ первичных данных, анализ чувствительности проектов. Основные результаты проектов МЭА свидетельствуют о том, что несмотря на существенный потенциал снижения затрат при производстве многих видов биотоплив, достичь ценового паритета с традиционными видами топлива, основанными на углеводородах, в среднесрочной перспективе не удается.     The electric power system (EPS) is a large, multi-parameter, non-linear and dynamic system. The problem of calculation of relay protection (RP) settings has become more urgent nowadays. The situation is exacerbated by the active implementation of renewable energy sources, FACTS, etc., which significantly change the “traditional” EPS and their operating modes. The problem can be solved by deep analysis of functioning of main elements of RP devices in the specific operating conditions and revision of coefficients used in settings calculation. That can be done using RPs detailed mathematical models and modern EPS simulators. The results of the analysis will make it possible to formulate a new methodology for setting up RP. That is a final goal. In the framework of solving this problem, the novel approach for developing RPs’ detailed mathematical models is formulated and theoretically proved. On the basis of this approach, mathematical models of the system “instrumental transformer - auxiliary transformer - analog filter” (measuring part of digital transformer differential protection) for different types of auxiliary current transformers (active and passive) and filters (Butterworth, Chebyshev, Bessel) are developed. A comparative numerical analysis of their frequency and phase responses is carried out, including taking into account the magnetization of instrumental current transformers. Summarizing, the theoretical and practical studies presented in the article allows formulating requirements for RPs’ detailed mathematical models, which will be used in the further research.

  • Ð’ данной работе представлено проектирование двухэтажного коттеджа, рассчитанного на 1 семью, с выполнением всех условий по энергоэффективности с учетом климатических особенностей района строительства. Результатами проектирования являются: 1. BIM модель проектируемого здания; 2. Теплотехнический расчет ограждающих конструкций и подбор изоляционного материала; 3. Расчет тепловой характеристики здания с учетом трансмиссионных теплопотерь; 4. Выбор рекуператора, теплового насоса и расчет зондов; 5. Расчет системы водоснабжения с учетом сбора дождевой воды; 6. Расчет и подбор солнечных батарей в качестве дополнительного источника электропитания. Настоящая работа выполнена в соответствии с нормативными документами. При написании работы активно использовались современные информационные технологии, в том числе программное обеспечение Autodesk Revit 2022, AutoCAD 2022, Microsoft Word 2016, Excel 2016. This paper presents the design of a two-storey cottage designed for 1 family, with the fulfillment of all conditions for energy efficiency, taking into account the climatic features of the construction area. The design results are: 1. BIM model of the projected building; 2. Thermal engineering calculation of enclosing structures and selection of insulating material; 3. Calculation of the thermal characteristics of the building taking into account transmission heat losses; 4. Selection of recuperator, heat pump and calculation of probes; 5. Calculation of the water supply system taking into account the collection of rainwater; 6. Calculation and selection of solar panels as an additional power source. This work was carried out in accordance with regulatory documents. While writing the work, modern information technologies were actively used, including Autodesk Revit 2022, Autocad 2022, Microsoft Word 2016, Excel 2016 software.

The key technologies which enable the realization of reliable USC boiler are described, based on the research and development activities since 1980s, focusing on five issues, such as to manage creep strength enhanced ferritic steel (CSEF), to suppress high temperature corrosion, to control water quality, to design water wall evaporator and to adopt environmentally friendly equipment. В этой статье анализируется текущее понимание мотивов и барьеров, влияющих на внедрение микрогенерации, а также изучаются возможности устранения или минимизации барьеров. Результаты проведенного исследования предложений на рынке оборудования и услуг в сфере микрогенерации свидетельствуют о том, что принятие нового закона, позволяющего продавать излишки в сеть, не увеличили существенно спрос среди домохозяйств и предприятий малого бизнеса, так как данные меры государственной политики не учитывают в достаточной мере наиболее серьезное препятствие – высокие капитальные затраты и большой срок окупаемости. Экологическая польза пока что не является настолько значимой мотивацией, чтобы потребители были готовы платить за это дополнительно. Despite support from the Russian government to stimulate the introduction of microgeneration technologies, consumer interest remains low. This article analyzes the current understanding of the motivations and barriers affecting the adoption of microgeneration in order to identify opportunities for improved adoption. The findings show that the adoption of a new law allowing the sale of surplus to the network did not significantly increase demand among households and small businesses. Public policy measures do not adequately take into account the most serious obstacle as capital costs and long payback periods. The environmental benefit may seem like a strong motivation for installation, but consumers are not willing to pay extra for it. Экономический вестник ИПУ РАН, Выпуск 1 (7) 2022, Pages 89-101

  • В статье исследован мировой опыт проектирования зданий с применением технологий «зеленого» строительства. Сегодня имеет место рост негативных антропогенных воздействий на природу, что ставить перед мировой общественностью вопрос о том, каким образом необходимо решать проблемы, возникающие при взаимодействии природы и человека, в том числе, в условиях развития цифровизации и обеспечения цифровой безопасности. Среди таких проблем особое место отводится программе энергосбережения. Указанная проблема является новой, её поднимали специалисты ещё в конце XX века. В качестве актуальной также следует назвать проблему экологического кризиса. Значительно ухудшает экологическое состояние, наряду с другими факторами, и архитектура. К процессам возведения и эксплуатации зданий становится источником выбросов в окружающую среду значительного количества вредных веществ. The article explores the world experience in the design of buildings using green building technologies. Today there is an increase in negative anthropogenic impacts on nature, which poses to the world community the question of how to solve problems arising from the interaction of nature and man, including in the context of the development of digitalization and digital security. Among such problems, a special place is given to the energy conservation program. This problem is new, it was raised by experts at the end of the 20th century. The problem of the environmental crisis should also be called relevant. Significantly worsens the ecological state, along with other factors, and architecture. By the processes of construction and operation of buildings, it becomes a source of significant amounts of harmful substances into the environment.

    In the contemporary world, the anthropogenic effect is increasing. At the same time, the quality of life of the population is strongly associated with the environmental quality, as there is growing understanding that rising economic income does not ensure the humanity’s well-being. In this regard, issues connected with analysing the influence of the anthropogenic factor on changes in the quality of the life of the population become relevant. We believe that existing approaches to assessing the quality of life poorly reflect the current situation related to the speed of the environmental changes due to an increase in the scale and intensity of its pollution. Therefore, for assessing the quality of life, we suggest taking into account the environmental and energy components of the anthropogenic factor. To this end, the classification of anthropogenic factors is supplemented by the “industrial production” group, distinguished by the “source of impact” indicator, which allows analysing the group’s influence on changing parameters of the quality of life of the population. The methodological basis of the study is a comprehensive approach to assessing the quality of life. Based on it, we structured the stages of the evolution of approaches to measuring and assessing the quality of life of the population. Moreover, we described key features of these approaches, and identified the fourth stage that substantiates the priority of environmental and energy criteria in assessing the quality of life. We propose to improve the methodology for assessing the quality of life of the population by introducing additional environmental and energy characteristics. The article presents the results of using this improved methodology. We tested it on the examples of the Sverdlovsk and Chelyabinsk regions. The obtained values of the integral indicators of the quality of life of the population show that the Sverdlovsk region has lower index values. That happened due to a more developed industrial sector and, as a result, the more deteriorated environmental situation. The proposed methodology for assessing the quality of life of the population can be used by regional leaders for making decisions related to the regional development aimed at improving the quality of life of the population. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences.
