Настоящая статья посвящена анализу состояния нефтегазовой отрасли России в условиях нестабильности фондовых рынков, пандемии коронавирусной инфекции и оценке перспектив ее развития во времена перехода к зеленой энергетике. Кроме того, в работе дан сценарный прогноз относительно возможных цен на котировки акций ключевых нефтегазовых компаний. Согласно полученным в ходе исследования результатам, в нефтегазовом секторе неизбежна коррекция цен на акции, однако нефтегазовые компании будут пользоваться спросом у долгосрочных инвесторов. The oil and gas industry is a strategically important sector of the Russian economy, which makes a significant contribution to the replenishment of the Russian budget and is the basis for the stability and progressive development of the country’s economy as a whole. This article is devoted to the analysis of the state of the Russian oil and gas industry in conditions of the instability of stock markets and the coronavirus and the assessment of the prospects for its development during the transition to the green energy. In addition, the article provides a scenario forecast regarding possible prices for stock quotes of the key oil and gas companies. According to the results obtained during the study, a correction in stock prices is inevitable in the oil and gas sector, but oil and gas companies will be in demand from long-term investors.

В этом исследовании мы проанализировали климатические реакции основных полимеров клеточной стенки березы извилистой (Betula Tortuosa Ledeb.) Нами были исследованы 35 годичных колец (1980–2015 гг.) деревьев березы извилистой, произрастающих в альпийской лесотундре Кузнецкого Алатау, с помощью пиролической газовой хромато-масс спектрометрии (Пи-ГХ/МС). Анализ корреляционной связи между показателями, полученными методом Пи-ГХ/МС, и средними значениями температуры воздуха и осадков показал, что, главным образом, погодные условия июня-августа определяют компонентный состав древесины березы. Основным фактором, лимитирующим формирование «уникальной» полимерной композиции клеточной стенки березы извилистой, произрастающей в экотоне горной лесотундры, является дефицит тепла. Осадки в конце сезона вегетации оказывают преимущественно отрицательное влияние на формирование основных полимерных компонентов клеточной стенки березы. Кроме того, выявлено, что ароматическая компонента годичных колец оказалась более чувствительной к изменяющимся климатическим факторам, чем углеводная. По нашему мнению, с использованием метода Пи-ГХ/МС открывается перспектива количественного прогнозирования последствий современного климатического тренда в развитии лесных экосистем Сибири. Woody vegetation growth conditions have marked effects on hemicellulose, cellulose and lignin formation. In this study, we analyzed the climatic responses of these major cell wall polymers in Betula tortuosa. We studied 35 annual rings (1980–2015) of Betula Tortuosa Ledeb. trees growing in the alpine forest-tundra of Kuznetsk Ala Tau using and pyrolysis gas chromatography mass spectrometry (Py-GC/MS). Our analysis of the correlation of the resulting spectra and Py-GC/MS values with mean air temperature and precipitation showed that the polymeric composition of Betula Tortuosa Ledeb. was mainly determined by June-August climate. The major factor limiting the development of the “unique” cell wall polymer composition of Betula Tortuosa Ledeb. found in alpine forest-tundra of Kuznetsk Ala Tau was a deficit of heat. At the end of the growing season, precipitation had largely a negative impact on polymer formation in Betula Tortuosa Ledeb. cell walls. We believe that Py-GC/MS is an effective approach to quantifying the consequences of current climate trends for Siberian forest ecosystems.

Therefore, the issue of energy conservation and energy consumption culture is important and necessary today. If every inhabitant of our country, regardless of age, uses electricity sparingly, we will preserve the possibility of life on our planet. Therefore, this is a very important and relevant issue for everyone. Кыргызстандагы энергиянын негизги булагы гидроэлектростанция болуп саналат, анын иши Токтогул суу сактагычындагы суунун көлөмүнө жараша болот. Бул өз кезегинде айлана чөйрөгө, айрыкча кургакчыл жылдарга жана катаал кыштарга байланыштуу. Бул көйгөйдү биз жөнгө сала албайбыз. Ошондуктан энергияны үнөмдөө маселеси жана энергияны керектөө маданияты бүгүнкү күндө маанилүү жана зарыл болуп саналат. Поэтому вопрос энергосбережения и культура потребления энергии являются на сегодня важным и необходимым. Topic of the graduate qualification work: "Development of technological approach to reducing the negative environmental impact of coal-fired generating facilities". This work is devoted to the study of measures to increase the environmental efficiency of coal-fired generating facilities on the example of Novocherkasskaya SDPP. The tasks that were solved in the course of the study are: 1. Identification of key legal and regulatory requirements for environmental performance of generating facilities at the present stage. 2. Assessment of technical and economic indicators of Novocherkasskaya SDPP and indicators of economic and environmental efficiency in terms of performance indicators. 3. Study of approaches to improving the environmental efficiency of coal-fired power plants. 4. Analysis of Novocherkasskaya SDPP competitive selection prospects in DPM-2 program with the purpose of fixed assets renewal. 5. Development of comprehensive approach to improve environmental efficiency of NovocherkasskayaGRES. The study was carried out on the basis of assessing the dynamics of technical, economic and environmental indicators. As a result, a financial model was created to assess the economic efficiency of the modernization project, which confirmed a good payback period of the project. Also, the analysis of the environmental situation was carried out and the approach to the reduction of the negative environmental impact with the assessment of capital costs was developed.

P.; Privalov, N. G.;The function of the state - the management of strategic resources - becomes relevant on the threshold of the post-market economy and global depletion of mineral resources. The economic and political situation in the world is aggravated by the crisis of state system as the institution of management. In the article, the approach to the definition of the strategic resources of the state is presented. The examples of measures taken by the modern states to overcome this crisis are given. The thesis that the possession of strategic resources at the crisis moments of history becomes the essential tool in the political, economic and military confrontation of powers is proved. The question of the politicization of the market of mineral resources is brought up, and the current examples of such phenomenon are given. In the article, the arguments that the management of strategic resources in the near future will become the monopoly of the state are adduced. This implies a sharp weakening of the private part in this domain/ sphere as it is in the interest of survival of the state and populace. The problem of the global depletion of mineral resources which influences the management of strategic resources is considered. The statistical analysis of mineral wealth in Russia and in the world is provided. Institutional (cultural) arguments for the sharp weakening of market tools in the management of strategic resources are analysed. The genesis of the study of the mentality of Slavs, Muslims and Hindus is given, according to which the only private possession of natural resources would be impossible and inadmissible. In the article, the various options of the growth of the state influence on the strategic resources in the new economic policy developed in Russia are offered. Представлен подход к определению стратегических ресурсов государства. Отмечено, что управление стратегическими ресурсами станет окончательной монополией государства. Рассмотрена проблема глобального истощения минерально-сырьевых ресурсов, которая влияет на управление стратегическими ресурсами. Приведен статистический анализ природных богатств в России и в мире. Предложены варианты усиления государственного влияния на стратегические ресурсы в ходе формирующейся в стране новой экономической политики.

Authors: L D Petrenko;The current article presents an analysis of the state and trends in the development of the hydrogen economy, which reveals a number of features that allow for assessing the prerequisites and prospects for its growth. The study demonstrates the changes reflected in the course of decarbonization and low-carbon development while also pointing out that the increased interest of the business community in increasing investment spending on the development of hydrogen production technologies. Challenges and opportunities for the development of the "hydrogen" economy are also identified. The results of the analysis can be used in the process of developing and implementing policies in the field of sustainable economic development. В статье представлен анализ состояния и тенденций развития «водородной» экономики, в ходе которого выявлен ряд особенностей, позволяющих оценить предпосылки и перспективы ее роста. Отражены изменения в части протекания процессов декарбонизации и низкоуглеродного развития. Отмечено усиление заинтересованности бизнес сообщества в наращивании инвестиционных расходов на развитие технологий производства водорода. They affect directly or indirectly on human society and the environment. The human activity is associated with permanent use of natural energy resources for supplying people with vital functions: heat and light in houses, food, transportation, clothes, etc. At present, in many parts of Siberia there is still no centralized energy service. An important feature of mountainous countries is considerable dispersion of consumers requiring electric and thermal energy, uneven workload during the year and the lack of centralized sources of energy. The main energy sources in mountainous areas are diesel power plants. The cost of the energy produced is very high, particularly in remote areas. Due to the concept of mountain regions development with using renewable energy sources it is possible to solve the energy problem. The aim of the research is to evaluate the possible contribution of wind energy to resource conservation and ecology in mountains regions of the Altai Republic in the frames of intensive development of tourism and recreational activities. The objects of the research are the wind regime in lower troposphere over the southern part of Siberia; orographic conditions and their influence on the wind regime; wind-power potential of mountain areas of the Altai Republic. The methods of the research are the upper-air atmosphere sounding; the construction of a mathematical model of the wind velocity field in different altitude levels; assessment and analysis of influence of different topography on wind speed. Results. It is shown that the wind velocity is not enough for wind-power engineering in conditions of intermountain basins and wide valleys. The analysis of air-climatological indicators of wind velocity and the data of high-mountain meteorological stations on the tops and watersheds have shown that in terms of openness of the horizon the wind-power potential is sufficient for effective operation of wind power plants of different capacity. For the watershed areas higher than 1500 m, the power density fluctuates from 150 to 850 W/m that makes it possible to use wind energy plants of low and medium power. The regions with wind power density of more than 500 W/m2 can be considered as the areas of high energy. Such zones can be marked in the central part of the Altai Mountains, rising from 2200 m.

The analysis, carried out on the basis of national ecological projects and the energy strategy of the Russian Federation, reveals that the two planning areas are practically disjoint. This indicates that integrated approach towards solving the issue of global warming through modification of energy supply and demand patterns, which is dominant in many Western countries, has little political support in Russia. The article concludes that the goal to combat climate change, pronounced by the Russian government, has not been followed through in the factual government plans.

Кроме того, в работе дан сценарный прогноз относительно возможных цен на котировки акций ключевых нефтегазовых компаний. Согласно полученным в ходе исследования результатам, в нефтегазовом секторе неизбежна коррекция цен на акции, однако нефтегазовые компании будут пользоваться спросом у долгосрочных инвесторов. The oil and gas industry is a strategically important sector of the Russian economy, which makes a significant contribution to the replenishment of the Russian budget and is the basis for the stability and progressive development of the country’s economy as a whole. This article is devoted to the analysis of the state of the Russian oil and gas industry in conditions of the instability of stock markets and the coronavirus and the assessment of the prospects for its development during the transition to the green energy. In addition, the article provides a scenario forecast regarding possible prices for stock quotes of the key oil and gas companies. According to the results obtained during the study, a correction in stock prices is inevitable in the oil and gas sector, but oil and gas companies will be in demand from long-term investors.

В этом исследовании мы проанализировали климатические реакции основных полимеров клеточной стенки березы извилистой (Betula Tortuosa Ledeb.) Нами были исследованы 35 годичных колец (1980–2015 гг.) деревьев березы извилистой, произрастающих в альпийской лесотундре Кузнецкого Алатау, с помощью пиролической газовой хромато-масс спектрометрии (Пи-ГХ/МС). Анализ корреляционной связи между показателями, полученными методом Пи-ГХ/МС, и средними значениями температуры воздуха и осадков показал, что, главным образом, погодные условия июня-августа определяют компонентный состав древесины березы. Основным фактором, лимитирующим формирование «уникальной» полимерной композиции клеточной стенки березы извилистой, произрастающей в экотоне горной лесотундры, является дефицит тепла. Осадки в конце сезона вегетации оказывают преимущественно отрицательное влияние на формирование основных полимерных компонентов клеточной стенки березы. Кроме того, выявлено, что ароматическая компонента годичных колец оказалась более чувствительной к изменяющимся климатическим факторам, чем углеводная. По нашему мнению, с использованием метода Пи-ГХ/МС открывается перспектива количественного прогнозирования последствий современного климатического тренда в развитии лесных экосистем Сибири. Woody vegetation growth conditions have marked effects on hemicellulose, cellulose and lignin formation. In this study, we analyzed the climatic responses of these major cell wall polymers in Betula tortuosa. We studied 35 annual rings (1980–2015) of Betula Tortuosa Ledeb. trees growing in the alpine forest-tundra of Kuznetsk Ala Tau using and pyrolysis gas chromatography mass spectrometry (Py-GC/MS). Our analysis of the correlation of the resulting spectra and Py-GC/MS values with mean air temperature and precipitation showed that the polymeric composition of Betula Tortuosa Ledeb. was mainly determined by June-August climate. The major factor limiting the development of the “unique” cell wall polymer composition of Betula Tortuosa Ledeb. found in alpine forest-tundra of Kuznetsk Ala Tau was a deficit of heat. At the end of the growing season, precipitation had largely a negative impact on polymer formation in Betula Tortuosa Ledeb. cell walls. We believe that Py-GC/MS is an effective approach to quantifying the consequences of current climate trends for Siberian forest ecosystems.

This work is devoted to the study of measures to increase the environmental efficiency of coal-fired generating facilities on the example of Novocherkasskaya SDPP. The tasks that were solved in the course of the study are: 1. Identification of key legal and regulatory requirements for environmental performance of generating facilities at the present stage. 2. Assessment of technical and economic indicators of Novocherkasskaya SDPP and indicators of economic and environmental efficiency in terms of performance indicators. 3. Study of approaches to improving the environmental efficiency of coal-fired power plants. 4. Analysis of Novocherkasskaya SDPP competitive selection prospects in DPM-2 program with the purpose of fixed assets renewal. 5. Development of comprehensive approach to improve environmental efficiency of NovocherkasskayaGRES. The study was carried out on the basis of assessing the dynamics of technical, economic and environmental indicators. As a result, a financial model was created to assess the economic efficiency of the modernization project, which confirmed a good payback period of the project. Also, the analysis of the environmental situation was carried out and the approach to the reduction of the negative environmental impact with the assessment of capital costs was developed.

P.; Privalov, N. G.;The function of the state - the management of strategic resources - becomes relevant on the threshold of the post-market economy and global depletion of mineral resources. The economic and political situation in the world is aggravated by the crisis of state system as the institution of management. In the article, the approach to the definition of the strategic resources of the state is presented. The examples of measures taken by the modern states to overcome this crisis are given. The thesis that the possession of strategic resources at the crisis moments of history becomes the essential tool in the political, economic and military confrontation of powers is proved. The question of the politicization of the market of mineral resources is brought up, and the current examples of such phenomenon are given. In the article, the arguments that the management of strategic resources in the near future will become the monopoly of the state are adduced. This implies a sharp weakening of the private part in this domain/ sphere as it is in the interest of survival of the state and populace. The problem of the global depletion of mineral resources which influences the management of strategic resources is considered. The statistical analysis of mineral wealth in Russia and in the world is provided. Institutional (cultural) arguments for the sharp weakening of market tools in the management of strategic resources are analysed. The genesis of the study of the mentality of Slavs, Muslims and Hindus is given, according to which the only private possession of natural resources would be impossible and inadmissible. In the article, the various options of the growth of the state influence on the strategic resources in the new economic policy developed in Russia are offered. Представлен подход к определению стратегических ресурсов государства. Отмечено, что управление стратегическими ресурсами станет окончательной монополией государства. Рассмотрена проблема глобального истощения минерально-сырьевых ресурсов, которая влияет на управление стратегическими ресурсами. Приведен статистический анализ природных богатств в России и в мире. Предложены варианты усиления государственного влияния на стратегические ресурсы в ходе формирующейся в стране новой экономической политики.

The study demonstrates the changes reflected in the course of decarbonization and low-carbon development while also pointing out that the increased interest of the business community in increasing investment spending on the development of hydrogen production technologies. Challenges and opportunities for the development of the "hydrogen" economy are also identified. Sevastyanov; Ekaterina S. Sapian;The relevance. Among the most urgent problems attracting human interest are the problems of energy. They affect directly or indirectly on human society and the environment. The human activity is associated with permanent use of natural energy resources for supplying people with vital functions: heat and light in houses, food, transportation, clothes, etc. At present, in many parts of Siberia there is still no centralized energy service. An important feature of mountainous countries is considerable dispersion of consumers requiring electric and thermal energy, uneven workload during the year and the lack of centralized sources of energy. The main energy sources in mountainous areas are diesel power plants. The cost of the energy produced is very high, particularly in remote areas. Due to the concept of mountain regions development with using renewable energy sources it is possible to solve the energy problem. The aim of the research is to evaluate the possible contribution of wind energy to resource conservation and ecology in mountains regions of the Altai Republic in the frames of intensive development of tourism and recreational activities. The objects of the research are the wind regime in lower troposphere over the southern part of Siberia; orographic conditions and their influence on the wind regime; wind-power potential of mountain areas of the Altai Republic. The methods of the research are the upper-air atmosphere sounding; the construction of a mathematical model of the wind velocity field in different altitude levels; assessment and analysis of influence of different topography on wind speed. Results. It is shown that the wind velocity is not enough for wind-power engineering in conditions of intermountain basins and wide valleys. The analysis of air-climatological indicators of wind velocity and the data of high-mountain meteorological stations on the tops and watersheds have shown that in terms of openness of the horizon the wind-power potential is sufficient for effective operation of wind power plants of different capacity. For the watershed areas higher than 1500 m, the power density fluctuates from 150 to 850 W/m that makes it possible to use wind energy plants of low and medium power. The regions with wind power density of more than 500 W/m2 can be considered as the areas of high energy. Such zones can be marked in the central part of the Altai Mountains, rising from 2200 m.

The analysis, carried out on the basis of national ecological projects and the energy strategy of the Russian Federation, reveals that the two planning areas are practically disjoint. This indicates that integrated approach towards solving the issue of global warming through modification of energy supply and demand patterns, which is dominant in many Western countries, has little political support in Russia. The article concludes that the goal to combat climate change, pronounced by the Russian government, has not been followed through in the factual government plans.
