To this end, the concept of implicit CO2 prices is introduced, based on which prices for different fossil fuel uses are derived. Implicit CO2 prices are defined as the difference between actual prices paid by consumers and efficient domestic fuel prices. Efficient domestic fuel prices, in turn, consist of private production costs, a uniform value added tax and only local external costs, not including external costs due to CO2 emissions and global climate change. The resulting prices differ substantially, which suggests that there is considerable cost-saving potential in reducing CO2 emissions in Switzerland. For passenger cars and air traffic, the implicit prices are negative. For these uses, higher fuel charges would therefore be beneficial from a purely domestic perspective, i.e., without considering the negative repercussions of global warming.

While numerous studies model such programs, we found few that evaluate SPRs' historical performance. Thus, we evaluate the U.S. SPR's performance by comparing actual real costs with estimated real benefits. From 1976 to 2014, the real U.S. SPR cost was about $219 billion real (2014$) dollars, whereas the real benefit was only $122 billion. Sensitivity testing suggests such negative net benefits are qualitatively robust. However, if world oil demand is extremely inelastic to oil price or GDP is elastic enough to oil price shocks, the estimated U.S. SPR net benefit is positive. Sensitivity testing around total real costs and benefits range from $380 billion to $80 billion. Limited testing of IEA coordinated drawdowns suggests that total U.S. benefits jump from $122 billion to more than $400 billion putting the SPR strongly in the black. Limited testing of private sector inventory changes was more disappointing and tentatively suggests private activities may at times have offset some of the government drawdowns. With 20-20 hindsight, initial experimentation found that better management could have significantly enhanced the value of the U.S. SPR, especially for the 1990-91 disruption.

Bikram Acharya in OpenAIREAbstract This paper analyzes the energy consumption behavior of urban households in Nepal during the energy crisis induced by the unofficial Indian economic blockade in 2015. Our findings suggest that urban households have a smaller marginal utility attached to the consumption of one more unit of electricity relative to other dirty energy sources like firewood. The 2015 economic blockade had some deteriorating impacts on a household fuel choice as they were forced to degrade to firewood for cooking. However, to some extent, the blockade also seems to have acted as a push factor for some households towards cleaner sources like electricity largely due to the distrust in the supply of petroleum fuels. There is a variation in energy consumption behavior of households, which is explained by different demographic and socioeconomic attributes of the household. Households with a better educated head and those headed by a female are generally more amenable to cleaner fuels such as electricity. On the other hand, larger households and those residing outside the Kathmandu valley are less likely to make the jump to cleaner fuels. House ownership and number of rooms used were found to have no significant association with the energy consumption behavior of households residing in urban Nepal.

Due to the existence of the rebound effect, it is of great significance to optimize the technical power saving policy by examining the rebound effect caused by different technological progress paths.Based on the panel data of electricity industry in 30 provinces of China from 1997 to 2013, this paper systematically examines the rebound effects of electricity consumption under the two sources of technological progress, namely independent innovation and technology import. Then, it discusses the impact of coal-electricity linkage policy. The empirical results are as follows: (1) without considering rebound effect, independent innovation significantly promotes electricity conservation, while the effects of technology import is not obvious; (2) when considering the rebound effect, electricity price declining driven by independent innovation is not conducive to electricity saving, while electricity price declining driven by technology import has an electricity-saving effect; (3)The coal-electricity linkage policy that began in 2004 not only reduced the rebound effect by increasing the flexibility of electricity prices to a certain extent and improved the electricity-saving effect of independent innovation, but also reduced the electricity-saving effect of technology import.

To concretely reflect the cross-scale effect between China and the rest of the world, embodied energy intensity of foreign imports is provided on the basis of our recent work on the world economy, in contrast to the conventional assumption of the same intensity for both the foreign and domestic trade. In 2012, the energy embodied in gross fixed capital formation is found to constitute nearly half of the total energy use in China, three-quarters larger than the total household consumption. Approximately 40% of energy resources embodied in final use turn out to be imported from foreign regions, twice the share of the direct energy imports in total energy consumption recorded by traditional direct accounting. The trade imbalance in energy use is illustrated with the support of the law of comparative advantage. In addition to economic benefits, hidden social impacts, including indirect external dependence and health costs associated with non-energy trade, should also be considered by the government in industrial structure adjustment. The present embodiment study is expected to be remarkably supportive for sustainable energy policy making in China.

Robert Beach in OpenAIREAbstract The benefit-cost analysis of standards to reduce vehicle greenhouse gas emissions and improve fuel economy by the U.S. Environmental Protection Agency (EPA) and the Department of Transportation (DOT) displays large net benefits from fuel savings for new vehicle buyers. This finding points to an energy efficiency gap: the energy-saving technology provided in private markets appears not to include all the technologies that produce net private benefits. The gap exists if the costs of energy-saving technologies are lower than the present value of fuel reductions, and “hidden costs” – undesirable aspects of the new technologies – do not exceed the net financial benefits. This study examines the existence of hidden costs in energy-saving technologies through a content analysis of auto reviews of model-year 2014 vehicles. Results suggest that it is possible to use fuel-saving technologies on vehicles without imposing hidden costs. For each technology examined, reviews with positive evaluations outnumbered those with negative evaluations. Evidence is scant of a robust relationship between vehicles’ use of energy-saving technologies and negatively rated operational characteristics, such as handling or acceleration. Results do not provide evidence for hidden costs as the explanation of the efficiency gap for vehicle fuel-saving technologies.

Abre-Rehmat Qurat-ul-Ann in OpenAIREAbstract Energy poverty has evolved as an important issue of research from academic and policy perspectives during the last two decades. The energy poverty estimates exhibit widespread variations across regions, methodologies and datasets, making the task of energy and development policies challenging. The variations in energy poverty estimates necessitate a systematic and rigorous analysis of these empirical studies to obtain a true measure of energy poverty. The present study conducts a meta-analysis of 30 studies and 103 estimates of energy poverty. On average, 71.1 percent of the population in the overall sample studies has been identified as energy poor. High I-square statistic values suggest heterogeneity bias in the sample studies; therefore, analysis at the subgroup level has been conducted. Meta-regression analysis of overall sample and subgroups has identified type of methodology, citations, impact factor of the journal, regional dummies, average key crude oil price and gross domestic product as significant factors that explain heterogeneity in the energy poverty effect sizes. We recommend inclusion of local and regional factors in assessment of energy poverty for developing a uniform methodology to assess energy poverty across developing economies.
