    El artículo presenta un trabajo orientado a disminuir el consumo de energía eléctrica entregada por la red eléctrica convencional, a través del aprovechamiento de la energía solar fotovoltaica. Se propone el diseño de un sistema de transferencia electrónica que facilita el uso de la energía eléctrica DC proveniente del panel solar, suprimiendo de esta manera, la utilización del inversor de voltaje, comúnmente usado en este tipo de aplicaciones y que eleva el costo de utilización de la energía solar. Se da a conocer inicialmente una revisión del estado del arte, que permite contextualizar el problema resuelto a partir de una energía renovable como la fotovoltaica, destacándose que actualmente España es el país con mayor desarrollo en este tema. Luego, se muestra el desarrollo secuencial del sistema de alimentación y la transferencia electrónica, haciendo una descripción de las variables identificadas y explicación, con el uso de diagramas de flujo, del sistema embebido implementado. También se da una descripción de los dispositivos usados tal como el sensor de corriente, la regulación y la rectificación. Se muestra el esquemático de la transferencia implementada. Finalmente, se revelan los resultados y las pruebas operacionales realizadas al sistema para demostrar la funcionalidad de la aplicación electrónica en el ahorro de la energía eléctrica utilizando una energía alternativa.

    Mediante el método de función de producción agrícola, se estima económicamente los efectos del cambio climático en la producción y rendimiento de quinua, se concluye que las variables climáticas si afectan la producción y rendimiento de quinua, estos explican más del 60% y 35 % respectivamente. El factor climático que más influye en la producción y rendimiento es la temperatura máxima, a un nivel de significancia del 10%. Las temperaturas optimas son, temperatura máxima 15.2°C, temperatura mínima 5°C y precipitación de 765.5 mm. El comportamiento de los factores climáticos muestra una tendencia creciente, y el efecto hacia la producción y rendimiento son negativas, ya que a medida que se eleva la temperatura sobrepasando el umbral optimo requerido por el cultivo, la producción y rendimiento de quinua se reduce. Según el pronóstico de producción de quinua para los próximos 16 años, los efectos serán perjudiciales no solo para la quinua, sino para todo el sector agrícola, con riesgos desde la disminución de la producción y calidad de los alimentos, ingresos más bajos y alza de precios.     [EN] Climate change represents one of the most significant challenges for rural municipalities in the Valencian Community. This challenge is particularly complex due to the limitations of their local entities in terms of resources and capacities for the design and implementation of local climate policies. These policies not only seek to mitigate and adapt to the adverse effects of climate change but also to strengthen local economies and improve the quality of life of inhabitants. According to the stipulations in Article 18 of Law 6/2022 on climate change and ecological transition in the Valencian Community, municipalities are required to approve climate and sustainable energy action plans (PACES), even indicating that planning can be carried out at a supramunicipal level. The objective of this Master's Thesis is to identify and characterize the areas of action and possible coordination mechanisms for the integration of climate change adaptation into municipal or supramunicipal adaptation policies. Based on this objective, a Guide to Climate Change Adaptation Policies for Rural Municipalities in the Valencian Community has been developed, providing recommendations for the implementation of local climate change adaptation policies. This guide is elaborated based on the synergies found between the Methodological Guide for the definition of PACES of the Valencian Community and a self-assessment questionnaire of the capacities of local climate change adaptation, initially provided by the Ministry of Environment, Water, Infrastructure, and Territory of the Valencian Government and oriented towards large cities. However, this questionnaire is adapted and used as a framework for analysis to identify the needs and barriers of rural municipalities. This Master's Thesis has been carried out within the framework of UPV internships at the Chair of New Green Transition in collaboration with the Ministry of Environment, Water, Infrastructure, and Territory of the Valencian Government. [ES] Los efectos del cambio climático en la región mediterránea hacen necesaria la adopción, en todos los niveles políticos y administrativos, de políticas y medidas de adaptación. Esta necesidad es un reto particularmente en los pequeños municipios rurales de las zonas de interior, tanto por las particularidades de estos territorios, como por las limitaciones de estas entidades locales en términos de recursos y capacidades para su diseño e implementación. La Ley 6/2022 del cambio climático y la transición ecológica de la Comunitat Valenciana introduce, en su artículo 18, la obligación de que los municipios aprueben planes de acción para el clima y la energía sostenible (PACES), dejando la puerta abierta a que esta planificación se pueda realizar también a escala supramunicipal. El objetivo de este Trabajo Fin de Máster es identificar y caracterizar los ámbitos de actuación y los posibles mecanismos de coordinación en el marco de las políticas de adaptación municipales o supramunicipales. A partir de dicho objetivo, este trabajo desarrollará una guía para la incorporación de dichas políticas orientada a los municipios rurales de la Comunitat Valenciana. Para la realización de este trabajo, se partirá de un cuestionario inicial elaborado desde la Conselleria de Medio Ambiente de la Generalitat Valenciana, orientado inicialmente a grandes ciudades. Este cuestionario será adaptado y utilizado como marco de análisis para la identificación de las necesidades de este tipo de municipios rurales. Este TFM se realiza en el marco de unas prácticas UPV en la Cátedra de Nueva Transición Verde en colaboración con la Conselleria de Medio Ambiente de la Generalitat Valenciana.

    En este trabajo se analizan discursos del ámbito empresarial en los que se defienden propuestas ideológicas en el tema económico; en concreto, se analizan varios discursos en los que la Asociación Española de Productores de Energías Renovables (APPA, en adelante) responde a las críticas vertidas desde determinadas multinacionales del sector de la energía por las subvenciones públicas otorgadas a las empresas de energías renovables, en particular a los productores de energía fotovoltaica.Los resultados del análisis (pragmático-discursivo y argumentativo) revelan que el recurso principal que utiliza APPA para la defensa de este tipo de energías es la recontextualización de las críticas recibidas por parte de las multinacionales del sector de la energía, transformando estas críticas en una macroestrategia de deslegitimación de las energías renovables por parte de estas multinacionales. En el conjunto de los discursos analizados y del resto de estrategias argumentativas utilizadas, se puede observar, además, cómo esta deslegitimación es utilizada por APPA como prueba argumentativo-persuasiva para mostrar lo absurdo de tales críticas.Desde la perspectiva teórico-metodológica, este trabajo muestra la importancia en estos discursos de los recursos retóricoselocutivos; es decir, de aquellos capaces de activar marcos cognitivos determinados que evocan emociones, porque tanto transmiten intenciones como mueven a la acción.URN: http://nbn-resolving.de/urn:nbn:de:0114-fqs1203209 In this article I offer an analysis of professional speeches in a business context in which ideological proposals of an economic nature are defended, in particular, several speeches in which the Spanish Association of Renewable Energy Producers (APPA) responds to criticism from multinational companies in the energy sector. Their criticism is largely based on the fact that the companies involved in renewable energy, particularly photovoltaic producers, are receiving subsidies from the government.The results of the pragmatic-discursive and argumentative analysis reveal that the main discursive resource APPA uses to defend this kind of energy is the recontextualization of the criticism they have received by the aforementioned multinational companies, by transforming this criticism using a macro-strategy, i.e., delegitimizing renewable energies. By combining all of the analyzed speeches with the various argumentative strategies present in the speeches, one can observe that APPA uses this delegitimation, both argumentatively and persuasively, to show the absurdity of this criticism.From a theoretical and methodological perspective, in this article I illustrate the importance of elocutive resources in these speeches; that is, those that are able to activate particular cognitive frames that evoke emotion since both convey simultaneously intention and action.URN: http://nbn-resolving.de/urn:nbn:de:0114-fqs1203209 In diesem Beitrag werden professionelle Diskurse in Unternehmen analysiert, in denen ideologisch ökonomische Ansätze verteidigt werden, genauer: Diskurse, in denen die spanische Vereinigung der Erzeuger erneuerbarer Energien (APPA) auf Kritiken multinationaler Unternehmen hinsichtlich der öffentlichen Finanzierung insbesondere von fotoelektrischen Firmen reagiert. Die Ergebnisse der (pragmatisch-diskursiven und argumentativen) Analyse zeigen, dass die wesentlichste diskursive Ressource, die APPA nutzt, um diese Art der Energieproduktion und -finanzierung zu verteidigen, darin besteht, die Kritik vonseiten der multinationalen Unternehmen zu rekontexualisieren und in eine Makrostrategie zu transformieren, die erneuerbare Energien delegitimiert. Werden die diskursiven Strategien mit den argumentativen Strategien in Verbindung gesetzt, dann fällt weiter auf, dass diese Delegitimierung von der APPA als argumentativer Beleg genutzt wird, um die Absurdität der Kritik aufzuzeigen.Aus theoretischer und methodologischer Perspektive versuche ich zu verdeutlichen, welche Bedeutung elokutive Ressourcen in Diskursen haben, d.h. Se han estudiado los procesos creativos de artesanas y creadores de los pueblos indígenas iku y nasa en Colombia y sami en Suecia. Además de una breve reflexión teórica sobre la capacidad comunicativa de los objetos y sus significados implícitos, así como de los conceptos básicos de resistencia, diseño y artesanía, se incluye una sucinta descripción de los iku, nasa y sami. En entrevistas a once personas de los pueblos mencionados, se identificaron aquellas manifestaciones que podrían ser consideradas como resistencia en los procesos artesanales estudiados. This work aims to analyze craft objects that could contain inherent meanings of social, cultural, ecological or political resistance. The creative processes of makers from the Iku and Nasa indigenous peoples of Colombia and the Sami people of Sweden have been studied. The work encompasses a brief reflection on the communicative capacity of objects and their implicit meanings as well as of the basic concepts of resistance, design and craft paired with a succinct description of the Iku, Nasa and Sami indigenous peoples. An analysis of the manifestations that could be considered as resistance in the studied artisanal processes is brought forward through 11 interviews with artisans. The work proposes a final reflection on how craft objects can have the capacity to communicate social, cultural, political and ecological resistance.     Daniel García Delgado presenta los debates en torno a las distintas propuestas para una estrategia nacional de desarrollo con equidad en Argentina. El autor propone un análisis en cuatro dimensiones. En primer lugar, comenta los indicadores macroeconómicos positivos tras de 3 años de recuperación económica desde la crisis de 2001-2002. Sin embargo, advierte sobre algunas «luces amarillas» que han surgido en el camino, y las cuales se relacionan con el aumento de la pobreza, la distribución del ingreso y la evolución del mercado del trabajo. En segundo lugar, plantea la existencia de una brecha resistente, cuyas dimensiones (social, espacial y temporal) se asocian al modelo de concentración de capital y a la excesiva centralización de las tres últimas décadas. En tercer lugar, el autor discute que la modificación de estas tres falencias implica otras medidas, objetivos y valores políticos necesarios para constituir un proyecto de desarrollo enteramente construido, sostenible e inclusivo. Las altas tasas de cambio, el superávit comercial y el impuesto a la exportación de materias primas, constituyen políticas económicas necesarias pero no suficientes. Un proyecto inclusivo del desarrollo, necesariamente debe diferir del reciente pasado neoliberal, e implica algunas dimensiones claves como: i) la definición y la especialización en un perfil productivo; ii) el papel asignado al Estado; iii) el marco regional y global del proyecto y; iv) la coalición social que lo defenderá y sostendrá. Es necesario, por último, promover una asociación entre las orientaciones y los valores políticos. En la víspera del bicentenario de la independencia argentina, las metas nacionales deben establecerse no sólo respecto del crecimiento económico, sino especialmente de la reducción del desempleo, la pobreza y la injusticia. Daniel Garcia Delgado présente les débats sur les différentes propositions pour une stratégie nationale de développement avec équité en Argentine. L’auteur propose une analyse en quatre dimensions. Tout d’abord, il commente les indicateurs macro-économiques positifs après trois ans de récupération économique depuis la crise de 2001-2002. Néanmoins, il se penche sur certaines « lumières jaunes » qui ont surgi entre temps, lesquelles sont liées à l’augmentation de la pauvreté, la distribution du revenu et l’évolution du marché du travail. Dans un second temps, il affirme qu’il existe une brèche résistante, dont les dimensions (sociale, spatiale et temporelle) sont associées au modèle de concentration du capital et à l’excessive centralisation des trois dernières décennies. En troisième lieu, l’auteur discute du fait que la modification de ces faiblesses implique d’autres mesures, objectifs et valeurs politiques nécessaires afin de constituer un projet de développement intégralement construit, durable et inclusif. Les forts taux de change, l’excédent commercial et l’impôt à l’exportation de matières premières, constituent des politiques économiques nécessaires mais insuffisantes. Un projet inclusif de développement, devrait nécessairement se distinguer du récent passé néolibéral, et implique certaines dimensions clefs comme : i) la définition et la spécialisation dans un profil productif, ii) le rôle assigné à l’Etat, iii) le cadre régional et global du projet, iv) la coalition sociale qui le défendra et le soutiendra. Il est nécessaire, enfin, de promouvoir une association entre les orientations et les valeurs politiques. A la veille du bicentenaire de l’indépendance argentine, les objectifs nationaux doivent s’établir non seulement en fonction de la croissance économique, mais aussi et plus particulièrement en fonction de la réduction du chômage, de la pauvreté et de l’injustice. Daniel García Delgado presents the different debates concerning the multiple approaches involved in the construction of a national strategy of development with equity in Argentina. Four dimensions are presented. In first place, the author remarks the positive macroeconomic indicators after 3 years of economic recovery since the 2001-2002 default crisis. Some “yellow lights” are, however, emphasized, most of which concerning the recent evolution of poverty, income distribution and labour market evolution. Secondly, the existence of a treble and resilient gap is highlighted; its dimensions (social, spatial and temporal) are associated to the model of capital concentration and centralization of the last three decades. Thirdly, the author argues that modifying these three gaps implies further political measures, objectives and values in order to constitute a wholly built, sustainable and inclusive development project. High exchange rates, increased primary superavit and taxing commodities exportations, constitute the necessary but not sufficient economic policies. An inclusive development project, necessarily different from the neoliberal recent past, implies some key dimensions such as: i) the definition and specialization on a productive profile; ii) the role assigned to the State; iii) the regional and global framing of this project and; iv) the social coalition that will defend and sustain it. Last, an essential association between policies orientations and political values is defended. On the eve of the 200 anniversary of Argentinean independence, national goals must be established not only concerning economic growth but also, and centrally, the reduction of unemployment, poverty and inequity.

    Se estudia el potencial de generación de energía solar fotovoltaica en techos de toda la ciudad de Buenos Aires, tanto en edificios existentes como nuevos, con el objetivo de cuantificar el aporte que podría realizar esta tecnología en la mitigación de emisiones de gases de efecto invernadero, contextualizado en los compromisos de la ciudad de alcanzar la carbono neutralidad en el año 2.050. Se determina que con la actual tecnología solar fotovoltaica podría aportarse el 72% de los requerimientos de energía eléctrica de la ciudad, mitigándose el 29% del total de emisiones de la misma, aunque esta proporción podría variar con el tiempo, en función de la interacción entre mejores eficiencias, aumento en las emisiones y en la demanda energética local. Se estima la proyección de crecimiento de edificios nuevos y de emisiones hasta 2.050 y se consideran modificaciones normativas para propiciar la incorporación de instalaciones solares en las nuevas construcciones. Potential for rooftop photovoltaic solar energy is studied throughout Buenos Aires city, both in existing buildings and new projected buildings. The objective is quantifyng the contribution that this technology could make against greenhouse gas emissions, contextualized in the city’s commitments to achieve carbón neutrality by the year 2050. With current conditions of PV solar technology, 72% of electrical Energy requirements of the city could be provided, and 29% of total emissions could be mitigated, althouh this ratio could change over time, due the dinamic balance between state of art and the growth of emission and Energy demand. The growth projection of new buildings and emissions up to 2050 is also considered. Regulatory tools are proposed to promote the incorporation of solar facilities in new buildings.     Los jóvenes son uno de los colectivos más débiles de la sociedad debido a que se enfrentan a insólitas dificultades e incluso a riesgos que amenazan su vida. Circunstancias que se han visto agravadas debido a la pandemia y a la guerra de Ucrania. Se ven afectados por los lentos fenómenos que desencadena el cambio climático y por la exclusión de la primera línea de la toma de decisiones del poder. Sufren diversas formas de marginación interrelacionadas y precariedad laboral. Es importante que la sociedad los involucre en la construcción de la paz, el desarrollo y la justicia; proporcionándoles herramientas para que puedan ser partícipes de la implementación de la Agenda 2030. Ayudándoles a crear condiciones para que puedan progresar, y desempeñar un papel activo propiciando así soluciones innovadoras. El presente estudio nace de nuestras propias reflexiones como jóvenes y con los jóvenes, de la motivación por el cambio y por el interés de buscar una respuesta educativa que encuentre generar soluciones innovadoras a problemáticas presentes y futuras usando la Agenda 2030 como itinerario para su consecución. Para ello hemos realizado encuestas para saber la situación de partida y hemos llevado a cabo talleres de formación en diferentes universidades y ONG de jóvenes Los jóvenes son actores de cambio social y político, y es por este motivo, por lo que nuestros objetivos se centran en dar a conocer e implementar los desafíos de la Agenda 2030 y de los Objetivos de Desarrollo Sostenible en relación con los jóvenes. Planteamos dar respuesta al desconocimiento que los jóvenes tienen sobre la Agenda 2030 mediante un proyecto de innovación utilizando la educación transformadora para la ciudadanía global y la innovación social como elementos claves. Determinamos que las instituciones universitarias, en su papel de entidades educativas y colaborativas, deben proporcionar las herramientas necesarias para que el alumnado pueda ayudar a cumplir con los retos de la Agenda 2030 ofreciéndose como guías y dinamizadores que generen nuevas ideas y acciones en los jóvenes a través de la formación y de liderar proyectos de innovación para crear un mundo mejor para todos. Young people are one of the weakest groups in society because they face unusual difficulties and even life-threatening risks. Circumstances that have been aggravated by the pandemic and the war in Ukraine. They are affected by the slow phenomena triggered by climate change and by exclusion from the front line of power decision-making. They suffer from various forms of interrelated marginalisation and job insecurity. It is important for society to engage them in building peace, development and justice; providing them with tools so that they can be part of the implementation of the 2030 Agenda. Helping them to create the conditions for them to make progress, and to play an active role in bringing about innovative solutions. This study stems from our own reflections as young people and with young people, from our motivation for change and our interest in seeking an educational response to generate innovative solutions to present and future problems, using the 2030 Agenda as an itinerary for its achievement. To this end, we have carried out surveys to find out the initial situation and we have conducted training workshops in different universities and youth NGOs. Young people are actors of social and political change, and it is for this reason that our objectives focus on raising awareness and implementing the challenges of the 2030 Agenda and the Sustainable Development Goals in relation to young people. We propose to respond to the lack of knowledge that young people have about the 2030 Agenda through an innovation project using transformative education for global citizenship and social innovation as key elements. We determine that university institutions, in their role as educational and collaborative entities, must provide the necessary tools so that students can help meet the challenges of the 2030 Agenda by offering themselves as guides and dynamisers that generate new ideas and actions in young people through training and leading innovation projects to create a better world for all.

    Se caracterizaron los efectos generados en las películas delgadas de ZnO al ser irradiadas con iones de silicio a energías de 6, 8 y 10 MeV. Las películas de ZnO con espesores entre 100 y 400 nm fueron crecidas por medio de erosión iónica sobre sustratos de silicio y sílice de alta pureza. Posteriormente algunas fueron sometidas a un tratamiento térmico a 500ºC en aire durante una hora antes de ser irradiadas con los iones de Si. La estequiometría 1:1 del compuesto, analizada mediante Rutherford Backscattering Spectroscopy (RBS), se mantuvo constante después de los tratamientos térmicos y todas las irradiaciones realizadas. La difracción de rayos X muestra que el depósito inicial de las películas presenta una dirección preferencial de crecimiento según , la cual es alterada por la irradiación. La absorción óptica de las películas con tratamiento térmico muestra la aparición de un pequeño incremento en los 355 nm; además solamente se observa una reducción en la absorción del 50% en las películas irradiadas con iones de Si de 10 MeV debido a la pérdida de espesor de película durante este tratamiento de irradiación. This work presents the characterization of the effects generated in ZnO thin films by irradiating them with silicon ions at energies of 6, 8 and 10 MeV. The ZnO films with thickness between 100 to 400 nm were produced by RF-magnetron sputtering on silicon and high purity silica substrates. After being grown, some films were heated at 500ºC in air during one hour and every sample was irradiated by Si ions. From the Rutherford Backscattering Spectroscopy (RBS) analysis, the compound 1:1 stoichiometry was maintained for all samples after the thermal treatments and ion irradiations. The Xray diffraction indicates that the as deposited films have a preferential grown and this direction is altered by the irradiations. The optical absorptions for the annealing films show a small increment at 355 nm wavelength, moreover for the films irradiated with Si at 10 MeV present a diminution of 50% due to thin film thickness lost during irradiation treatment.

    El artículo presenta un trabajo orientado a disminuir el consumo de energía eléctrica entregada por la red eléctrica convencional, a través del aprovechamiento de la energía solar fotovoltaica. Se propone el diseño de un sistema de transferencia electrónica que facilita el uso de la energía eléctrica DC proveniente del panel solar, suprimiendo de esta manera, la utilización del inversor de voltaje, comúnmente usado en este tipo de aplicaciones y que eleva el costo de utilización de la energía solar. Se da a conocer inicialmente una revisión del estado del arte, que permite contextualizar el problema resuelto a partir de una energía renovable como la fotovoltaica, destacándose que actualmente España es el país con mayor desarrollo en este tema. Luego, se muestra el desarrollo secuencial del sistema de alimentación y la transferencia electrónica, haciendo una descripción de las variables identificadas y explicación, con el uso de diagramas de flujo, del sistema embebido implementado. También se da una descripción de los dispositivos usados tal como el sensor de corriente, la regulación y la rectificación. Se muestra el esquemático de la transferencia implementada. Finalmente, se revelan los resultados y las pruebas operacionales realizadas al sistema para demostrar la funcionalidad de la aplicación electrónica en el ahorro de la energía eléctrica utilizando una energía alternativa.

    Mediante el método de función de producción agrícola, se estima económicamente los efectos del cambio climático en la producción y rendimiento de quinua, se concluye que las variables climáticas si afectan la producción y rendimiento de quinua, estos explican más del 60% y 35 % respectivamente. El factor climático que más influye en la producción y rendimiento es la temperatura máxima, a un nivel de significancia del 10%. Las temperaturas optimas son, temperatura máxima 15.2°C, temperatura mínima 5°C y precipitación de 765.5 mm. El comportamiento de los factores climáticos muestra una tendencia creciente, y el efecto hacia la producción y rendimiento son negativas, ya que a medida que se eleva la temperatura sobrepasando el umbral optimo requerido por el cultivo, la producción y rendimiento de quinua se reduce. Según el pronóstico de producción de quinua para los próximos 16 años, los efectos serán perjudiciales no solo para la quinua, sino para todo el sector agrícola, con riesgos desde la disminución de la producción y calidad de los alimentos, ingresos más bajos y alza de precios.     [EN] Climate change represents one of the most significant challenges for rural municipalities in the Valencian Community. This challenge is particularly complex due to the limitations of their local entities in terms of resources and capacities for the design and implementation of local climate policies. These policies not only seek to mitigate and adapt to the adverse effects of climate change but also to strengthen local economies and improve the quality of life of inhabitants. According to the stipulations in Article 18 of Law 6/2022 on climate change and ecological transition in the Valencian Community, municipalities are required to approve climate and sustainable energy action plans (PACES), even indicating that planning can be carried out at a supramunicipal level. The objective of this Master's Thesis is to identify and characterize the areas of action and possible coordination mechanisms for the integration of climate change adaptation into municipal or supramunicipal adaptation policies. Based on this objective, a Guide to Climate Change Adaptation Policies for Rural Municipalities in the Valencian Community has been developed, providing recommendations for the implementation of local climate change adaptation policies. This guide is elaborated based on the synergies found between the Methodological Guide for the definition of PACES of the Valencian Community and a self-assessment questionnaire of the capacities of local climate change adaptation, initially provided by the Ministry of Environment, Water, Infrastructure, and Territory of the Valencian Government and oriented towards large cities. However, this questionnaire is adapted and used as a framework for analysis to identify the needs and barriers of rural municipalities. This Master's Thesis has been carried out within the framework of UPV internships at the Chair of New Green Transition in collaboration with the Ministry of Environment, Water, Infrastructure, and Territory of the Valencian Government. [ES] Los efectos del cambio climático en la región mediterránea hacen necesaria la adopción, en todos los niveles políticos y administrativos, de políticas y medidas de adaptación. Esta necesidad es un reto particularmente en los pequeños municipios rurales de las zonas de interior, tanto por las particularidades de estos territorios, como por las limitaciones de estas entidades locales en términos de recursos y capacidades para su diseño e implementación. La Ley 6/2022 del cambio climático y la transición ecológica de la Comunitat Valenciana introduce, en su artículo 18, la obligación de que los municipios aprueben planes de acción para el clima y la energía sostenible (PACES), dejando la puerta abierta a que esta planificación se pueda realizar también a escala supramunicipal. El objetivo de este Trabajo Fin de Máster es identificar y caracterizar los ámbitos de actuación y los posibles mecanismos de coordinación en el marco de las políticas de adaptación municipales o supramunicipales. A partir de dicho objetivo, este trabajo desarrollará una guía para la incorporación de dichas políticas orientada a los municipios rurales de la Comunitat Valenciana. Para la realización de este trabajo, se partirá de un cuestionario inicial elaborado desde la Conselleria de Medio Ambiente de la Generalitat Valenciana, orientado inicialmente a grandes ciudades. Este cuestionario será adaptado y utilizado como marco de análisis para la identificación de las necesidades de este tipo de municipios rurales. Este TFM se realiza en el marco de unas prácticas UPV en la Cátedra de Nueva Transición Verde en colaboración con la Conselleria de Medio Ambiente de la Generalitat Valenciana.

    En este trabajo se analizan discursos del ámbito empresarial en los que se defienden propuestas ideológicas en el tema económico; en concreto, se analizan varios discursos en los que la Asociación Española de Productores de Energías Renovables (APPA, en adelante) responde a las críticas vertidas desde determinadas multinacionales del sector de la energía por las subvenciones públicas otorgadas a las empresas de energías renovables, en particular a los productores de energía fotovoltaica.Los resultados del análisis (pragmático-discursivo y argumentativo) revelan que el recurso principal que utiliza APPA para la defensa de este tipo de energías es la recontextualización de las críticas recibidas por parte de las multinacionales del sector de la energía, transformando estas críticas en una macroestrategia de deslegitimación de las energías renovables por parte de estas multinacionales. Their criticism is largely based on the fact that the companies involved in renewable energy, particularly photovoltaic producers, are receiving subsidies from the government.The results of the pragmatic-discursive and argumentative analysis reveal that the main discursive resource APPA uses to defend this kind of energy is the recontextualization of the criticism they have received by the aforementioned multinational companies, by transforming this criticism using a macro-strategy, i.e., delegitimizing renewable energies. By combining all of the analyzed speeches with the various argumentative strategies present in the speeches, one can observe that APPA uses this delegitimation, both argumentatively and persuasively, to show the absurdity of this criticism.From a theoretical and methodological perspective, in this article I illustrate the importance of elocutive resources in these speeches; that is, those that are able to activate particular cognitive frames that evoke emotion since both convey simultaneously intention and action.URN: http://nbn-resolving.de/urn:nbn:de:0114-fqs1203209 In diesem Beitrag werden professionelle Diskurse in Unternehmen analysiert, in denen ideologisch ökonomische Ansätze verteidigt werden, genauer: Diskurse, in denen die spanische Vereinigung der Erzeuger erneuerbarer Energien (APPA) auf Kritiken multinationaler Unternehmen hinsichtlich der öffentlichen Finanzierung insbesondere von fotoelektrischen Firmen reagiert. Die Ergebnisse der (pragmatisch-diskursiven und argumentativen) Analyse zeigen, dass die wesentlichste diskursive Ressource, die APPA nutzt, um diese Art der Energieproduktion und -finanzierung zu verteidigen, darin besteht, die Kritik vonseiten der multinationalen Unternehmen zu rekontexualisieren und in eine Makrostrategie zu transformieren, die erneuerbare Energien delegitimiert. Se han estudiado los procesos creativos de artesanas y creadores de los pueblos indígenas iku y nasa en Colombia y sami en Suecia. Además de una breve reflexión teórica sobre la capacidad comunicativa de los objetos y sus significados implícitos, así como de los conceptos básicos de resistencia, diseño y artesanía, se incluye una sucinta descripción de los iku, nasa y sami. En entrevistas a once personas de los pueblos mencionados, se identificaron aquellas manifestaciones que podrían ser consideradas como resistencia en los procesos artesanales estudiados. This work aims to analyze craft objects that could contain inherent meanings of social, cultural, ecological or political resistance. The creative processes of makers from the Iku and Nasa indigenous peoples of Colombia and the Sami people of Sweden have been studied. The work encompasses a brief reflection on the communicative capacity of objects and their implicit meanings as well as of the basic concepts of resistance, design and craft paired with a succinct description of the Iku, Nasa and Sami indigenous peoples. An analysis of the manifestations that could be considered as resistance in the studied artisanal processes is brought forward through 11 interviews with artisans. The work proposes a final reflection on how craft objects can have the capacity to communicate social, cultural, political and ecological resistance.     Daniel García Delgado presenta los debates en torno a las distintas propuestas para una estrategia nacional de desarrollo con equidad en Argentina. El autor propone un análisis en cuatro dimensiones. En primer lugar, comenta los indicadores macroeconómicos positivos tras de 3 años de recuperación económica desde la crisis de 2001-2002. Sin embargo, advierte sobre algunas «luces amarillas» que han surgido en el camino, y las cuales se relacionan con el aumento de la pobreza, la distribución del ingreso y la evolución del mercado del trabajo. En segundo lugar, plantea la existencia de una brecha resistente, cuyas dimensiones (social, espacial y temporal) se asocian al modelo de concentración de capital y a la excesiva centralización de las tres últimas décadas. En tercer lugar, el autor discute que la modificación de estas tres falencias implica otras medidas, objetivos y valores políticos necesarios para constituir un proyecto de desarrollo enteramente construido, sostenible e inclusivo. Las altas tasas de cambio, el superávit comercial y el impuesto a la exportación de materias primas, constituyen políticas económicas necesarias pero no suficientes. Un proyecto inclusivo del desarrollo, necesariamente debe diferir del reciente pasado neoliberal, e implica algunas dimensiones claves como: i) la definición y la especialización en un perfil productivo; ii) el papel asignado al Estado; iii) el marco regional y global del proyecto y; iv) la coalición social que lo defenderá y sostendrá. Es necesario, por último, promover una asociación entre las orientaciones y los valores políticos. En la víspera del bicentenario de la independencia argentina, las metas nacionales deben establecerse no sólo respecto del crecimiento económico, sino especialmente de la reducción del desempleo, la pobreza y la injusticia. Daniel Garcia Delgado présente les débats sur les différentes propositions pour une stratégie nationale de développement avec équité en Argentine. L’auteur propose une analyse en quatre dimensions. Tout d’abord, il commente les indicateurs macro-économiques positifs après trois ans de récupération économique depuis la crise de 2001-2002. Néanmoins, il se penche sur certaines « lumières jaunes » qui ont surgi entre temps, lesquelles sont liées à l’augmentation de la pauvreté, la distribution du revenu et l’évolution du marché du travail. Dans un second temps, il affirme qu’il existe une brèche résistante, dont les dimensions (sociale, spatiale et temporelle) sont associées au modèle de concentration du capital et à l’excessive centralisation des trois dernières décennies. En troisième lieu, l’auteur discute du fait que la modification de ces faiblesses implique d’autres mesures, objectifs et valeurs politiques nécessaires afin de constituer un projet de développement intégralement construit, durable et inclusif. Les forts taux de change, l’excédent commercial et l’impôt à l’exportation de matières premières, constituent des politiques économiques nécessaires mais insuffisantes. Un projet inclusif de développement, devrait nécessairement se distinguer du récent passé néolibéral, et implique certaines dimensions clefs comme : i) la définition et la spécialisation dans un profil productif, ii) le rôle assigné à l’Etat, iii) le cadre régional et global du projet, iv) la coalition sociale qui le défendra et le soutiendra. Il est nécessaire, enfin, de promouvoir une association entre les orientations et les valeurs politiques. A la veille du bicentenaire de l’indépendance argentine, les objectifs nationaux doivent s’établir non seulement en fonction de la croissance économique, mais aussi et plus particulièrement en fonction de la réduction du chômage, de la pauvreté et de l’injustice. Daniel García Delgado presents the different debates concerning the multiple approaches involved in the construction of a national strategy of development with equity in Argentina. Four dimensions are presented. In first place, the author remarks the positive macroeconomic indicators after 3 years of economic recovery since the 2001-2002 default crisis. Some “yellow lights” are, however, emphasized, most of which concerning the recent evolution of poverty, income distribution and labour market evolution. Secondly, the existence of a treble and resilient gap is highlighted; its dimensions (social, spatial and temporal) are associated to the model of capital concentration and centralization of the last three decades. Thirdly, the author argues that modifying these three gaps implies further political measures, objectives and values in order to constitute a wholly built, sustainable and inclusive development project. High exchange rates, increased primary superavit and taxing commodities exportations, constitute the necessary but not sufficient economic policies. An inclusive development project, necessarily different from the neoliberal recent past, implies some key dimensions such as: i) the definition and specialization on a productive profile; ii) the role assigned to the State; iii) the regional and global framing of this project and; iv) the social coalition that will defend and sustain it. Last, an essential association between policies orientations and political values is defended. On the eve of the 200 anniversary of Argentinean independence, national goals must be established not only concerning economic growth but also, and centrally, the reduction of unemployment, poverty and inequity.

    Se estudia el potencial de generación de energía solar fotovoltaica en techos de toda la ciudad de Buenos Aires, tanto en edificios existentes como nuevos, con el objetivo de cuantificar el aporte que podría realizar esta tecnología en la mitigación de emisiones de gases de efecto invernadero, contextualizado en los compromisos de la ciudad de alcanzar la carbono neutralidad en el año 2.050. Se determina que con la actual tecnología solar fotovoltaica podría aportarse el 72% de los requerimientos de energía eléctrica de la ciudad, mitigándose el 29% del total de emisiones de la misma, aunque esta proporción podría variar con el tiempo, en función de la interacción entre mejores eficiencias, aumento en las emisiones y en la demanda energética local. Se estima la proyección de crecimiento de edificios nuevos y de emisiones hasta 2.050 y se consideran modificaciones normativas para propiciar la incorporación de instalaciones solares en las nuevas construcciones. Potential for rooftop photovoltaic solar energy is studied throughout Buenos Aires city, both in existing buildings and new projected buildings. The objective is quantifyng the contribution that this technology could make against greenhouse gas emissions, contextualized in the city’s commitments to achieve carbón neutrality by the year 2050. With current conditions of PV solar technology, 72% of electrical Energy requirements of the city could be provided, and 29% of total emissions could be mitigated, althouh this ratio could change over time, due the dinamic balance between state of art and the growth of emission and Energy demand. The growth projection of new buildings and emissions up to 2050 is also considered. Regulatory tools are proposed to promote the incorporation of solar facilities in new buildings.     Los jóvenes son uno de los colectivos más débiles de la sociedad debido a que se enfrentan a insólitas dificultades e incluso a riesgos que amenazan su vida. Circunstancias que se han visto agravadas debido a la pandemia y a la guerra de Ucrania. Se ven afectados por los lentos fenómenos que desencadena el cambio climático y por la exclusión de la primera línea de la toma de decisiones del poder. Sufren diversas formas de marginación interrelacionadas y precariedad laboral. Es importante que la sociedad los involucre en la construcción de la paz, el desarrollo y la justicia; proporcionándoles herramientas para que puedan ser partícipes de la implementación de la Agenda 2030. Ayudándoles a crear condiciones para que puedan progresar, y desempeñar un papel activo propiciando así soluciones innovadoras. El presente estudio nace de nuestras propias reflexiones como jóvenes y con los jóvenes, de la motivación por el cambio y por el interés de buscar una respuesta educativa que encuentre generar soluciones innovadoras a problemáticas presentes y futuras usando la Agenda 2030 como itinerario para su consecución. Para ello hemos realizado encuestas para saber la situación de partida y hemos llevado a cabo talleres de formación en diferentes universidades y ONG de jóvenes Los jóvenes son actores de cambio social y político, y es por este motivo, por lo que nuestros objetivos se centran en dar a conocer e implementar los desafíos de la Agenda 2030 y de los Objetivos de Desarrollo Sostenible en relación con los jóvenes. Planteamos dar respuesta al desconocimiento que los jóvenes tienen sobre la Agenda 2030 mediante un proyecto de innovación utilizando la educación transformadora para la ciudadanía global y la innovación social como elementos claves. Determinamos que las instituciones universitarias, en su papel de entidades educativas y colaborativas, deben proporcionar las herramientas necesarias para que el alumnado pueda ayudar a cumplir con los retos de la Agenda 2030 ofreciéndose como guías y dinamizadores que generen nuevas ideas y acciones en los jóvenes a través de la formación y de liderar proyectos de innovación para crear un mundo mejor para todos. Young people are one of the weakest groups in society because they face unusual difficulties and even life-threatening risks. Circumstances that have been aggravated by the pandemic and the war in Ukraine. They are affected by the slow phenomena triggered by climate change and by exclusion from the front line of power decision-making. They suffer from various forms of interrelated marginalisation and job insecurity. It is important for society to engage them in building peace, development and justice; providing them with tools so that they can be part of the implementation of the 2030 Agenda. Helping them to create the conditions for them to make progress, and to play an active role in bringing about innovative solutions. This study stems from our own reflections as young people and with young people, from our motivation for change and our interest in seeking an educational response to generate innovative solutions to present and future problems, using the 2030 Agenda as an itinerary for its achievement. To this end, we have carried out surveys to find out the initial situation and we have conducted training workshops in different universities and youth NGOs. Young people are actors of social and political change, and it is for this reason that our objectives focus on raising awareness and implementing the challenges of the 2030 Agenda and the Sustainable Development Goals in relation to young people. We propose to respond to the lack of knowledge that young people have about the 2030 Agenda through an innovation project using transformative education for global citizenship and social innovation as key elements. We determine that university institutions, in their role as educational and collaborative entities, must provide the necessary tools so that students can help meet the challenges of the 2030 Agenda by offering themselves as guides and dynamisers that generate new ideas and actions in young people through training and leading innovation projects to create a better world for all.

    Se caracterizaron los efectos generados en las películas delgadas de ZnO al ser irradiadas con iones de silicio a energías de 6, 8 y 10 MeV. Las películas de ZnO con espesores entre 100 y 400 nm fueron crecidas por medio de erosión iónica sobre sustratos de silicio y sílice de alta pureza. Posteriormente algunas fueron sometidas a un tratamiento térmico a 500ºC en aire durante una hora antes de ser irradiadas con los iones de Si. La estequiometría 1:1 del compuesto, analizada mediante Rutherford Backscattering Spectroscopy (RBS), se mantuvo constante después de los tratamientos térmicos y todas las irradiaciones realizadas. La difracción de rayos X muestra que el depósito inicial de las películas presenta una dirección preferencial de crecimiento según , la cual es alterada por la irradiación. La absorción óptica de las películas con tratamiento térmico muestra la aparición de un pequeño incremento en los 355 nm; además solamente se observa una reducción en la absorción del 50% en las películas irradiadas con iones de Si de 10 MeV debido a la pérdida de espesor de película durante este tratamiento de irradiación. This work presents the characterization of the effects generated in ZnO thin films by irradiating them with silicon ions at energies of 6, 8 and 10 MeV. The ZnO films with thickness between 100 to 400 nm were produced by RF-magnetron sputtering on silicon and high purity silica substrates. After being grown, some films were heated at 500ºC in air during one hour and every sample was irradiated by Si ions. From the Rutherford Backscattering Spectroscopy (RBS) analysis, the compound 1:1 stoichiometry was maintained for all samples after the thermal treatments and ion irradiations. The Xray diffraction indicates that the as deposited films have a preferential grown and this direction is altered by the irradiations. The optical absorptions for the annealing films show a small increment at 355 nm wavelength, moreover for the films irradiated with Si at 10 MeV present a diminution of 50% due to thin film thickness lost during irradiation treatment.
