Artículos en revistas There has been total unanimity about the vital importance of reliability of supply since the beginning of the electricity sector deregulation process. This paper describes the procedure proposed by Pérez-Arriaga et al. [2005. White paper for the reform of the regulatory scheme of the power generation in Spain. For the Ministry of Industry, Tourism and Trade of Spain (in Spanish)] to improve upon the current scheme to guarantee a reasonable reserve margin, the capacity payment mechanism. This alternative design introduces improvements aimed at guaranteeing at least a minimum capacity reserve margin, as well as at providing a strong incentive for generating units to be available when needed, namely, in situations when supply is likely to be insufficient to meet the total demand. info:eu-repo/semantics/publishedVersion

Unfortunately, the huge investments are not used for implementing a technical and institutional restructuring, which is needed in order to achieve energy efficiency. The energy system will, among others, maintain its inefficient structure with separate production of heat and power. The ongoing changes are limited to improvements of power plant efficiency in combination with a change from a system based on brown coal for both heat and power into a system in which the electricity production is still based on brown coal and heating is produced on oil and natural gas. This rebuilding will bring the CO 2 -emission down from 20 t/inhabitant in 1989 to 13 t/inhabitant in year 2010, which is still much higher than the EU average on 8 t/inhabitant. This article describes how a restructuring could bring the figure below 7 t/inhabitant. The lack of ability to implement this restructuring of the energy system is, among others, due to an ownership structure, where networks of companies own the entire production and distribution chain from oil and coal to electricity. In this ownership structure, energy restructuring strategies which decrease the consumption of oil and coal will reduce the profits. At the same time the potential regulator, the parliamentary system, is politically and economically interlinked with and dependent upon the established energy companies. Consequently, it is difficult to establish the regulation reforms which are necessary for restructuring of the energy sector. There is still a lot to be gained from a restructuring of the east German energy sector. This restructuring requires institutional reforms, where the public regulation processes become independent of the industry which should be regulated.

In order to facilitate this transition with targeted policies and implementation strategies, it is of vital importance to understand the economic benefits, uncertainties and risks of this transition. This article presents a quantification of the economic impacts on value added, employment shares and the trade balance as well as required biomass and avoided primary energy and greenhouse gases related to large scale biomass deployment on a country level (the Netherlands) for different future scenarios to 2030. This is done by using the macro-economic computable general equilibrium (CGE) model LEITAP, capable of quantifying direct and indirect effects of a bio-based economy combined with a spread sheet tool to address underlying technological details. Although the combined approach has limitations, the results of the projections show that substitution of fossil energy carriers by biomass, could have positive economic effects, as well as reducing GHG emissions and fossil energy requirement. Key factors to achieve these targets are enhanced technological development and the import of sustainable biomass resources to the Netherlands. (C) 2013 Elsevier Ltd. All rights reserved.

In general, a seller-beware liability works well in a strong enforcement environment. In the Kyoto Protocol, however, it may not always work. By contrast, a buyer-beware liability could be an effective deterrent to non-compliance, but the costs of imposing it are expected to be very high. To strike a middle ground, we suggest a combination of preventive measures with strong but feasible end-of-period punishments to ensure compliance with the Kyoto emissions commitments. Such measures aim to maximize efficiency gains from emissions trading and at the same time, to minimize over-selling risks. (C) 2001 Elsevier Science Ltd. All rights reserved.

Policy drivers and objectives that are assumed to affect coexistence, such as the fulfillment of conservation objectives and the prioritization of other competing marine uses, were scored by experts and predictions were crosschecked with state practice. While in most areas MRE-MPA coexistence is not prohibited by law, practice indicates resistance towards it. Furthermore expert judgment demonstrated that a number of additional factors, such as the lack of suitable space for MRE projects and the uncertainty about the extent of damage by MRE to the MPA, might influence the intentions of the two major parties involved (i.e. the MRE developer and the MPA authority) to pursue or avoid coexistence. Based on these findings, the interactions of these two players are further interpreted, their policy implications are discussed, while the need towards efficient, fair and acceptable MRE-MPA coexistence is highlighted.

Natural gas transmission is operated through a network of interconnected grids, and is capacity constrained. Each of the grids is locally regulated in terms of price limits on transportation services. Local tariff differences may induce unnatural gas routing within a network, creating congestion in some part of it. This phenomena is referred to as the Jepma effect. Following Jepma [2001. Gaslevering onder druk. Stichting JIN. Available at: www.jiqweb.org (52pp) (in Dutch)] this may lead to misguided investment decisions. In this paper a multi-stage linear program is used to simulate the repartition of the natural gas flow in an interconnected grid system on a succession of contracting periods. By this simulation, the risk linked to infrastructure investment is assessed, The risk measured can be seen as the probability of a negative present net value for the investment. The model is applied on an example of two grids that are on alternative routes serving same destinations. When applied to a specific situation of North-West Europe (Germany and The Netherlands), the model clearly demonstrates that the risks turn out to be too high to invest: there are hardly any scenarios under which an acceptable ROI will be realized. Given the current tariff policy and current publicly available forecasts of demand and supply, it is unlikely that market forces will attract additional investments in transportation capacity. This reluctance to invest can be prohibitive for further growth of supply if the demand would increase significantly. (C) 2008 Published by Elsevier Ltd.

Typically for the federal political system in Switzerland, the elements of the energy policy field are shaped by the principle of subsidiarity. The aim is that cantons promote innovative problem solutions and regionally adapted implementation. For this reason, policy differences between cantons are large and create a need for coordination. More concretely, I will analyze the impact of inter-cantonal institutions on different innovations in the field of energy policy. The research question is approached with an event history analysis on three different innovative measures in the Swiss cantons from 1990 to 2007. A more comprehensive picture of diffusion in one policy field is drawn with this approach. The main contribution of this paper is the finding that intergovernmental institutions promote diffusion in one policy field only for measures with certain characteristics. The internal determinants are therefore not a sufficient explanation.

In this article computer simulation results for two much discussed strateties for the Dutch electric power system are presented and evaluated. A set of four criteria for comparison of these strategies is discussed. It is found that above a critical value further expansion of the nuclear and coal-fired base load capacity is no longer compatible with enhancement of the industrial cogeneration capacity. It is shown that in terms of kWhe-costs both strategies offer rather effective protection against steep oil price increases, though in different ways and with varying implications for Dutch natural gas policy.

Since the very beginning of the restructuring process, back in 1982 in Chile, the ability of an electricity market to provide the system with the required level of security of supply has been put into question. The mistrust on the ability of the market, left to its own devices, to provide sufficient generation availability when needed, is more and more leading to the implementation of additional regulatory mechanisms. This matter is undoubtedly gaining importance and it has taken a key role in the energy regulators agendas. In this paper, we develop a renewed discussion of the nature of the so-called market failure in the context of real electricity markets after thirty years of electricity market experience. This paper describes the procedure proposed by Pérez-Arriaga et al. [2005. White paper for the reform of the regulatory scheme of the power generation in Spain. For the Ministry of Industry, Tourism and Trade of Spain (in Spanish)] to improve upon the current scheme to guarantee a reasonable reserve margin, the capacity payment mechanism. Unfortunately, the huge investments are not used for implementing a technical and institutional restructuring, which is needed in order to achieve energy efficiency. The energy system will, among others, maintain its inefficient structure with separate production of heat and power. The ongoing changes are limited to improvements of power plant efficiency in combination with a change from a system based on brown coal for both heat and power into a system in which the electricity production is still based on brown coal and heating is produced on oil and natural gas. This rebuilding will bring the CO 2 -emission down from 20 t/inhabitant in 1989 to 13 t/inhabitant in year 2010, which is still much higher than the EU average on 8 t/inhabitant. This article describes how a restructuring could bring the figure below 7 t/inhabitant. The lack of ability to implement this restructuring of the energy system is, among others, due to an ownership structure, where networks of companies own the entire production and distribution chain from oil and coal to electricity. In this ownership structure, energy restructuring strategies which decrease the consumption of oil and coal will reduce the profits. At the same time the potential regulator, the parliamentary system, is politically and economically interlinked with and dependent upon the established energy companies. Consequently, it is difficult to establish the regulation reforms which are necessary for restructuring of the energy sector. There is still a lot to be gained from a restructuring of the east German energy sector. This restructuring requires institutional reforms, where the public regulation processes become independent of the industry which should be regulated.

In order to facilitate this transition with targeted policies and implementation strategies, it is of vital importance to understand the economic benefits, uncertainties and risks of this transition. This article presents a quantification of the economic impacts on value added, employment shares and the trade balance as well as required biomass and avoided primary energy and greenhouse gases related to large scale biomass deployment on a country level (the Netherlands) for different future scenarios to 2030. This is done by using the macro-economic computable general equilibrium (CGE) model LEITAP, capable of quantifying direct and indirect effects of a bio-based economy combined with a spread sheet tool to address underlying technological details. Although the combined approach has limitations, the results of the projections show that substitution of fossil energy carriers by biomass, could have positive economic effects, as well as reducing GHG emissions and fossil energy requirement. Key factors to achieve these targets are enhanced technological development and the import of sustainable biomass resources to the Netherlands. (C) 2013 Elsevier Ltd. All rights reserved.

In general, a seller-beware liability works well in a strong enforcement environment. In the Kyoto Protocol, however, it may not always work. By contrast, a buyer-beware liability could be an effective deterrent to non-compliance, but the costs of imposing it are expected to be very high. To strike a middle ground, we suggest a combination of preventive measures with strong but feasible end-of-period punishments to ensure compliance with the Kyoto emissions commitments. Such measures aim to maximize efficiency gains from emissions trading and at the same time, to minimize over-selling risks. (C) 2001 Elsevier Science Ltd. All rights reserved.

Policy drivers and objectives that are assumed to affect coexistence, such as the fulfillment of conservation objectives and the prioritization of other competing marine uses, were scored by experts and predictions were crosschecked with state practice. While in most areas MRE-MPA coexistence is not prohibited by law, practice indicates resistance towards it. Furthermore expert judgment demonstrated that a number of additional factors, such as the lack of suitable space for MRE projects and the uncertainty about the extent of damage by MRE to the MPA, might influence the intentions of the two major parties involved (i.e. the MRE developer and the MPA authority) to pursue or avoid coexistence. Based on these findings, the interactions of these two players are further interpreted, their policy implications are discussed, while the need towards efficient, fair and acceptable MRE-MPA coexistence is highlighted.

Natural gas transmission is operated through a network of interconnected grids, and is capacity constrained. Each of the grids is locally regulated in terms of price limits on transportation services. Local tariff differences may induce unnatural gas routing within a network, creating congestion in some part of it. This phenomena is referred to as the Jepma effect. Following Jepma [2001. Gaslevering onder druk. Stichting JIN. Available at: www.jiqweb.org (52pp) (in Dutch)] this may lead to misguided investment decisions. In this paper a multi-stage linear program is used to simulate the repartition of the natural gas flow in an interconnected grid system on a succession of contracting periods. By this simulation, the risk linked to infrastructure investment is assessed, The risk measured can be seen as the probability of a negative present net value for the investment. The model is applied on an example of two grids that are on alternative routes serving same destinations. When applied to a specific situation of North-West Europe (Germany and The Netherlands), the model clearly demonstrates that the risks turn out to be too high to invest: there are hardly any scenarios under which an acceptable ROI will be realized. Given the current tariff policy and current publicly available forecasts of demand and supply, it is unlikely that market forces will attract additional investments in transportation capacity. This reluctance to invest can be prohibitive for further growth of supply if the demand would increase significantly. (C) 2008 Published by Elsevier Ltd.

Typically for the federal political system in Switzerland, the elements of the energy policy field are shaped by the principle of subsidiarity. The aim is that cantons promote innovative problem solutions and regionally adapted implementation. For this reason, policy differences between cantons are large and create a need for coordination. More concretely, I will analyze the impact of inter-cantonal institutions on different innovations in the field of energy policy. The research question is approached with an event history analysis on three different innovative measures in the Swiss cantons from 1990 to 2007. A more comprehensive picture of diffusion in one policy field is drawn with this approach. The main contribution of this paper is the finding that intergovernmental institutions promote diffusion in one policy field only for measures with certain characteristics. The internal determinants are therefore not a sufficient explanation.

In this article computer simulation results for two much discussed strateties for the Dutch electric power system are presented and evaluated. A set of four criteria for comparison of these strategies is discussed. It is found that above a critical value further expansion of the nuclear and coal-fired base load capacity is no longer compatible with enhancement of the industrial cogeneration capacity. It is shown that in terms of kWhe-costs both strategies offer rather effective protection against steep oil price increases, though in different ways and with varying implications for Dutch natural gas policy.

Since the very beginning of the restructuring process, back in 1982 in Chile, the ability of an electricity market to provide the system with the required level of security of supply has been put into question. The mistrust on the ability of the market, left to its own devices, to provide sufficient generation availability when needed, is more and more leading to the implementation of additional regulatory mechanisms. This matter is undoubtedly gaining importance and it has taken a key role in the energy regulators agendas. In this paper, we develop a renewed discussion of the nature of the so-called market failure in the context of real electricity markets after thirty years of electricity market experience. Markets and Institutions exemplifies an economically and politically integrated, multilateral world with effective institutions and markets, Regions and Empires involves a world broken up in rival political and economic blocks, competing for resources and markets via political, economic and military power. It is shown that these storylines have a significant impact on the development or the energy market, on the way in which energy Supply may be secured and on the effect and applicability of the several types of instruments available. The current EU is geared towards enlargement and a deepening of economic integration, based on the tenets of the post-1945 Multilateral world system. The present world tends towards Regions and Empires and Suggests that the EU may have to reorient its energy security policy. Energy Policy Must become an integral part of EU external trade and foreign relations and security policy. The EU should develop its own strategy, actively investing in dialogues with producer countries in the Persian Gulf and Africa and with Russia.
