To plan the production and distribution system of combined heat and power (CHP) systems for residential heating, suitable methods for decision support are needed. For a comprehensive feasibility analysis, the integration of the location and capacity planning of the power plants, the choice of customers, and the network planning of the heating network into one optimization model are necessary. Thus, we develop an optimization model for electricity generation and heat supply. This mixed integer linear program (MILP) is based on graph theory for network flow problems. We apply the network location model for the optimization of district heating systems in the City of Osorno in Chile, which exhibits the “checkerboard layout” typically found in many South American cities. The network location model can support the strategic planning of investments in renewable energy projects because it permits the analysis of changing energy prices, calculation of break-even prices for heat and electricity, and estimation of greenhouse gas emission savings.

However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Our results are valid in a European context for nature-based solutions below 250 ha and can be applied across different NBS types and sizes.

AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

A Sustainable Urban Mobility Plan (SUMP) is a strategic (long period) transportation plan aimed to improve welfare of both people and workers living in the city as well as in its surrounding area. Compared to “traditional” urban transportation plans, SUMP moves the focus from traffic (vehicles) to people with significant advancements in the direction of a sustainable mobility jointly with the quality of life. According to the recent European Guidelines, this type of strategic plan has to be built on existing planning practices and take due consideration: the integration, the participation, and evaluation. Starting from these considerations, in absence of a detailed national guideline implementing SUMP, the aim of this paper was to apply an innovative theoretical decision-making approachfor the development of the Naples (Italy) SUMP. This case study appears to be interesting because of the specificity of Naples, that is the third largest Italian city and metropolitan area with the highest population density. In 2016, the city of Naples has efficiently concluded and ratified a first formalization of acts: 'The analysis of mobility system' and ‘The statement of strategic objectives

According to the recent European Guidelines, this type of strategic plan has to be built on existing planning practices and take due consideration: the integration, the participation, and evaluation. Starting from these considerations, in absence of a detailed national guideline implementing SUMP, the aim of this paper was to apply an innovative theoretical decision-making approachfor the development of the Naples (Italy) SUMP. This case study appears to be interesting because of the specificity of Naples, that is the third largest Italian city and metropolitan area with the highest population density. In 2016, the city of Naples has efficiently concluded and ratified a first formalization of acts: 'The analysis of mobility system' and ‘The statement of strategic objectives

Abstract In recent years, Distributed Energy Systems (DESs) have been recognized as a good option for sustainable development of future energy systems. With growing environmental concerns, design optimization of DESs through economic assessments only is not sufficient. To achieve long-run sustainability of energy supply, the key idea of this paper is to investigate exergy assessments in DES design optimization to attain rational use of energy resources while considering energy qualities of supply and demand. By using low-temperature sources for low-quality thermal demand, the waste of high-quality energy can be reduced, and the overall exergy efficiency can be increased. Based on a pre-established superstructure, the aim is to determine numbers and sizes of energy devices in the DES and the corresponding operation strategies. A multi-objective linear problem is formulated to reduce the total annual cost and increase the overall exergy efficiency. The Pareto frontier is found to provide different design options for planners based on economic and sustainability priorities, through minimizing a weighted-sum of the total annual cost and primary exergy input, by using branch-and-cut. Numerical results demonstrate that different optimized DES configurations can be found according to the two objectives. Moreover, results also show that the total annual cost and primary exergy input are reduced by 20% - 30% as compared with conventional energy supply systems.

The unresolved territories are privileged places for the proliferation of degradation phenomena that affect the environment and human well-being. The impacts of their critical conditions go beyond the limits of the damaged urban fragments, involving the built environment, society, economy, culture, and conditioning quality of life. This paper proposes a methodological approach to landscape design supported by an evaluation framework to orient strategic design planning with specific attention to unresolved territories consistent with the circular economy perspective. The circular city principles are applied to landscape spatial planning, by operationalising Ecosystem Services, Landscape Services, and Ecosystem Disservices, as interpretative categories for multi-dimensional regenerative strategies. Starting from a theoretical framework, the objective of the analysis is to implement an approach to the regenerative design of landscapes of waste, defined wastescapes. The industrial area of East Naples is the case study where an incremental evaluative approach has been defined to design scenarios to provide services and values, aimed to drive the conversion in a regenerativescape. A multi-criteria analysis through preference ranking organisation method for enriched evaluation (PROMETHEE)-GAIA method has been implemented to compare the base case scenario with two incremental new scenarios and identify situated sustainable priorities.

This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). This SV provides experiences of local climate change mitigation all over the world and proposes the city-to-city cooperation on climate change mitigation.

The next section briefly reviews colonial genocide studies, discussing disciplinary debates between liberal and post-liberal genocide scholars, the relevance of self-management within colonial systems, the genocide-ecocide nexus and the ‘intent’ of destructive development projects. This leads into reviewing the claims and findings that emerged from fieldwork in the Istmo, which is divided into the north and south to show the different, yet similar dynamics taking place in the region. Finally, the article concludes that wind energy development as a ‘solution’ to climate change not only distracts from its dependence on fossil fuels and mining, but renews and continues a slow industrial genocide, assimilating and targeting (indigenous) people who continue to value their land, sea and cultural relationships.

Marketed as a preeminent solution to mitigating climate change, wind energy is now applying increasing pressure on indigenous groups in the region. The article begins by outlining a definition of colonialism that assists in identifying the temporal continuity of the colonial project to understand its relationship with wind energy development. The EU’s political agenda has included among its priorities the issue of sustainable mobility, with the aim of curbing CO2 emissions and reducing air pollution. This objective implies the introduction into the EU car market of low-polluting cars, such as cars powered by an electric battery (BEV). The current research was guided by the theory of planned behavior (TPB). The intention to buy a BEV has been measured, as well as the major TPB constructs, namely attitudes, subjective norm, and perceived behavioral control. In addition, we were interested to understand the influence of individuals’ uncertainty on the intention to buy a BEV. Data collected through an online survey (N = 335) were analyzed by means of a multiple mediation model, involving the three TPB constructs as parallel mediators. Results show that (1) attitude (β = 0.67), subjective norm (β = 0.23), and perceived behavioral control (β = 0.22) significantly predict the intention to buy BEVs; (2) uncertainty has a significant negative indirect effect (b = −0.03) on intention via perceived behavioral control. Results are discussed in relation to previous research and possible practical implications.

Paver blocks are manufactured from zero-slump plain concrete, which is small element used for outdoor applications and flexible road surfaces. IS:15658 (2006) permits the use of 33- grade ordinary Portland cement (OPC) as the minimum for manufacturing paver blocks, but the usage of this type of cement is restricted in India nowadays. In this context, we have studied OPC 43-grade cement replaced by 30% Class F-grade fly ash and the addition of 0.0% and 0.5% polypropylene fibre (PPF) to evaluate the suitability of paver blocks in terms of the climatic conditions, movement of vehicles and road surfaces in India. The synergistic effect of the mechanical properties of paver blocks revealed that a 30% replacement of OPC with fly ash and 0.3% PPF is more suitable for the manufacturing of paver blocks. The obtained results from the reference mixes indicated that the mechanical properties of paver blocks have increased with respect to the age of the blocks. The present study is important for paver block manufacturers as it fulfils the mix design, strength and durability requirements for Indian roads associated with the utilization of waste materials such as fly ash. Additionally, the study will help the national economy increase by 20% in the future, along with the sustainability of virgin materials.

To plan the production and distribution system of combined heat and power (CHP) systems for residential heating, suitable methods for decision support are needed. For a comprehensive feasibility analysis, the integration of the location and capacity planning of the power plants, the choice of customers, and the network planning of the heating network into one optimization model are necessary. Thus, we develop an optimization model for electricity generation and heat supply. This mixed integer linear program (MILP) is based on graph theory for network flow problems. We apply the network location model for the optimization of district heating systems in the City of Osorno in Chile, which exhibits the “checkerboard layout” typically found in many South American cities. The network location model can support the strategic planning of investments in renewable energy projects because it permits the analysis of changing energy prices, calculation of break-even prices for heat and electricity, and estimation of greenhouse gas emission savings.

However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Our results are valid in a European context for nature-based solutions below 250 ha and can be applied across different NBS types and sizes.

AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

A Sustainable Urban Mobility Plan (SUMP) is a strategic (long period) transportation plan aimed to improve welfare of both people and workers living in the city as well as in its surrounding area. Compared to “traditional” urban transportation plans, SUMP moves the focus from traffic (vehicles) to people with significant advancements in the direction of a sustainable mobility jointly with the quality of life. According to the recent European Guidelines, this type of strategic plan has to be built on existing planning practices and take due consideration: the integration, the participation, and evaluation. Starting from these considerations, in absence of a detailed national guideline implementing SUMP, the aim of this paper was to apply an innovative theoretical decision-making approachfor the development of the Naples (Italy) SUMP. This case study appears to be interesting because of the specificity of Naples, that is the third largest Italian city and metropolitan area with the highest population density. Abstract In recent years, Distributed Energy Systems (DESs) have been recognized as a good option for sustainable development of future energy systems. With growing environmental concerns, design optimization of DESs through economic assessments only is not sufficient. To achieve long-run sustainability of energy supply, the key idea of this paper is to investigate exergy assessments in DES design optimization to attain rational use of energy resources while considering energy qualities of supply and demand. By using low-temperature sources for low-quality thermal demand, the waste of high-quality energy can be reduced, and the overall exergy efficiency can be increased. Based on a pre-established superstructure, the aim is to determine numbers and sizes of energy devices in the DES and the corresponding operation strategies. A multi-objective linear problem is formulated to reduce the total annual cost and increase the overall exergy efficiency. The Pareto frontier is found to provide different design options for planners based on economic and sustainability priorities, through minimizing a weighted-sum of the total annual cost and primary exergy input, by using branch-and-cut. Numerical results demonstrate that different optimized DES configurations can be found according to the two objectives. Moreover, results also show that the total annual cost and primary exergy input are reduced by 20% - 30% as compared with conventional energy supply systems.

With growing environmental concerns, design optimization of DESs through economic assessments only is not sufficient. To achieve long-run sustainability of energy supply, the key idea of this paper is to investigate exergy assessments in DES design optimization to attain rational use of energy resources while considering energy qualities of supply and demand. By using low-temperature sources for low-quality thermal demand, the waste of high-quality energy can be reduced, and the overall exergy efficiency can be increased. Based on a pre-established superstructure, the aim is to determine numbers and sizes of energy devices in the DES and the corresponding operation strategies. A multi-objective linear problem is formulated to reduce the total annual cost and increase the overall exergy efficiency. The Pareto frontier is found to provide different design options for planners based on economic and sustainability priorities, through minimizing a weighted-sum of the total annual cost and primary exergy input, by using branch-and-cut. Numerical results demonstrate that different optimized DES configurations can be found according to the two objectives. Moreover, results also show that the total annual cost and primary exergy input are reduced by 20% - 30% as compared with conventional energy supply systems.

The unresolved territories are privileged places for the proliferation of degradation phenomena that affect the environment and human well-being. The impacts of their critical conditions go beyond the limits of the damaged urban fragments, involving the built environment, society, economy, culture, and conditioning quality of life. This paper proposes a methodological approach to landscape design supported by an evaluation framework to orient strategic design planning with specific attention to unresolved territories consistent with the circular economy perspective. The circular city principles are applied to landscape spatial planning, by operationalising Ecosystem Services, Landscape Services, and Ecosystem Disservices, as interpretative categories for multi-dimensional regenerative strategies. Starting from a theoretical framework, the objective of the analysis is to implement an approach to the regenerative design of landscapes of waste, defined wastescapes. The industrial area of East Naples is the case study where an incremental evaluative approach has been defined to design scenarios to provide services and values, aimed to drive the conversion in a regenerativescape. A multi-criteria analysis through preference ranking organisation method for enriched evaluation (PROMETHEE)-GAIA method has been implemented to compare the base case scenario with two incremental new scenarios and identify situated sustainable priorities.

This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). This SV provides experiences of local climate change mitigation all over the world and proposes the city-to-city cooperation on climate change mitigation.

Marketed as a preeminent solution to mitigating climate change, wind energy is now applying increasing pressure on indigenous groups in the region. The article begins by outlining a definition of colonialism that assists in identifying the temporal continuity of the colonial project to understand its relationship with wind energy development. The next section briefly reviews colonial genocide studies, discussing disciplinary debates between liberal and post-liberal genocide scholars, the relevance of self-management within colonial systems, the genocide-ecocide nexus and the ‘intent’ of destructive development projects. This leads into reviewing the claims and findings that emerged from fieldwork in the Istmo, which is divided into the north and south to show the different, yet similar dynamics taking place in the region. Finally, the article concludes that wind energy development as a ‘solution’ to climate change not only distracts from its dependence on fossil fuels and mining, but renews and continues a slow industrial genocide, assimilating and targeting (indigenous) people who continue to value their land, sea and cultural relationships.

The EU’s political agenda has included among its priorities the issue of sustainable mobility, with the aim of curbing CO2 emissions and reducing air pollution. This objective implies the introduction into the EU car market of low-polluting cars, such as cars powered by an electric battery (BEV). The intention to buy a BEV has been measured, as well as the major TPB constructs, namely attitudes, subjective norm, and perceived behavioral control. In addition, we were interested to understand the influence of individuals’ uncertainty on the intention to buy a BEV. Data collected through an online survey (N = 335) were analyzed by means of a multiple mediation model, involving the three TPB constructs as parallel mediators. Results show that (1) attitude (β = 0.67), subjective norm (β = 0.23), and perceived behavioral control (β = 0.22) significantly predict the intention to buy BEVs; (2) uncertainty has a significant negative indirect effect (b = −0.03) on intention via perceived behavioral control. Results are discussed in relation to previous research and possible practical implications.

The EU’s political agenda has included among its priorities the issue of sustainable mobility, with the aim of curbing CO2 emissions and reducing air pollution. This objective implies the introduction into the EU car market of low-polluting cars, such as cars powered by an electric battery (BEV). The current research was guided by the theory of planned behavior (TPB). Paver blocks are manufactured from zero-slump plain concrete, which is small element used for outdoor applications and flexible road surfaces. IS:15658 (2006) permits the use of 33- grade ordinary Portland cement (OPC) as the minimum for manufacturing paver blocks, but the usage of this type of cement is restricted in India nowadays. In this context, we have studied OPC 43-grade cement replaced by 30% Class F-grade fly ash and the addition of 0.0% and 0.5% polypropylene fibre (PPF) to evaluate the suitability of paver blocks in terms of the climatic conditions, movement of vehicles and road surfaces in India. The synergistic effect of the mechanical properties of paver blocks revealed that a 30% replacement of OPC with fly ash and 0.3% PPF is more suitable for the manufacturing of paver blocks. The obtained results from the reference mixes indicated that the mechanical properties of paver blocks have increased with respect to the age of the blocks. The present study is important for paver block manufacturers as it fulfils the mix design, strength and durability requirements for Indian roads associated with the utilization of waste materials such as fly ash. Additionally, the study will help the national economy increase by 20% in the future, along with the sustainability of virgin materials.
