[ES] El aumento de la población de las ciudades y el auge del comercio electrónico están incrementando el transporte de mercancías y personas. Esto puede generar problemas como atascos, aumento de la contaminación y disminución del nivel de vida de los ciudadanos. Para reducir los impactos negativos, se podría realizar un cambio en la movilidad de última milla, sustituyendo los vehículos de combustión por otros eléctricos o, idealmente, por bicis y bicis de carga. Esta tesis examina el caso de las ciudades suecas de Gävle y Uppsala, tratando de explicar cómo afecta la última milla a la vida de sus habitantes, si se están implantando (o no) los vehículos eléctricos y las bicicletas de carga, y por qué; y cómo pueden las autoridades promover su uso. Para ello, tras una revisión bibliográfica, se desarrolla una serie de preguntas y se entrevista a siete funcionarios: cinco de Gävle y dos de Uppsala. El estudio muestra que los gestores de las ciudades son conscientes de los impactos que la última milla, y el transporte en general, tienen sobre sus habitantes, y de la necesidad de un cambio hacia una movilidad más sostenible. A pesar de ser conscientes, los responsables políticos no están haciendo todo lo posible para acelerar la transición. Según los responsables de la ciudad, tanto el sector público como el privado abogan más por un cambio de fuente de energía (de vehículos de combustión a eléctricos) que por un cambio de modelo utilizando bicicletas de carga. Además, el estudio muestra las oportunidades que puede ofrecer el nuevo modelo basado en vehículos no tradicionales y las barreras que impiden su implantación. Por último, se proponen diferentes medidas que podrían hacer más sostenibles las ciudades. [EN] The growing population of cities and the rise of e-commerce are increasing the transportation of both goods and people. This can generate problems such as traffic jams, increased pollution, and lower living standards for citizens. To reduce the negative impacts, a change in last mile mobility could be made, replacing traditional combustion vehicles with electric ones or, ideally, with bikes and cargo bikes. This thesis examines the case of the Swedish cities of Gävle and Uppsala, trying to explain how the last mile affects the lives of their inhabitants, if and why electric vehicles and cargo bikes are implemented (or not), and how authorities can promote their use. For this purpose, after a literature review, some questions were developed, and seven city managers were interviewed: five from Gävle and two from Uppsala. The study shows that city managers are aware of the impacts that the last mile, and mobility in general, has on its inhabitants, and of the need for a shift towards a more sustainable mobility. Despite this awareness, policy makers are not doing everything possible to accelerate the transition. According to city managers, both the public and private sector advocate more for a change of energy source (from combustion to electric vehicles) rather than a model change using bikes. In addition, the study shows the opportunities that the new model based on non-traditional vehicles can offer and the barriers that prevent its implementation. Finally, different measures that could make cities more sustainable are proposed.

Overall, in 2011, automobiles covered a higher mileage than ever before. Despite more efficient engines, this resulted in fuel consumption stagnating in recent years, although the long-term trend is one of decline. With an 85-percent share of total mileage, automobiles dominate our roads. This transport demand pattern is predominantly created by the needs of private households and it is currently in a state of flux when it comes to gender and age balance. Women's growing presence in education and on the labor market has, in turn, resulted in an increase in their car ownership and mileage. At the same time, men and women are maintaining a more mobile lifestyle by retaining their cars into older age. However, more limited car use has been observed, particularly among young people who, more frequently than previously, seem to be opting for the most suitable form of transport rather than traveling exclusively in their own vehicles.

SUSTAIN was coordinated by first the Department of Transport of the Technical University of Denmark (DTU Transport) and later as the result of a reorganisation of the transport research at DTU by the Department of Management Engineering (DTU Management Engineering). The project was carried out in cooperation with several Danish and international partners. In SUSTAIN the following definition of national sustainable transport planning (NSTP) was adopted: deliberate, knowledge-based, and strategic endeavours to integrate sustainability principles, criteria and goals in the development, management, regulation and assessment of nationally significant transport systems and services. This paper presents the research outcome by reviewing some of the major findings and seeing these collectively as a basis for promoting sustainability through the formulated research topic of NSTP. This basis includes defining criteria and indicators for use in NSTP combining evidence-based and performance oriented planning approaches. Furthermore, it contains a flexible evaluation framework that includes a decision support model that when informed by criteria and indicators can structure and assist an NSTP practice. This practice can support a planning process aiming at realising a sustainable transport development. Finally, the basis comprises a review of the complex political and administrative fabric in which NSTP is embedded, and thereby it can condition the ability to promote sustainability in practice.

Urban Freight Distribution (UFD) represents a very important activity in terms of cities economy, but can also be a problem for the daily life of citizens, due to traffic, noise and environmental contamination. Therefore UFD activities must be managed cautiously, to avoid or minimise external negative effects. In this context, this research aims to evaluate existing UFD measures, ranking the m from the best to the worst one, according to experts’ opinions. The proposed evaluation process is flexible in order to allow evaluating future UFD measures that may arise.

Originality of the work: The vehicle fleet in Spain is one of the major sources of greenhouse gas emissions. The current process of transformation in which it is immersed means that the study and forecast of the evolution of this fleet is of great interest from a social, economic and environmental perspective. Different factors that can condition the evolution of the fleet are described; both quantitatively, in terms of the number and age of the vehicles that make up the fleet, and qualitatively, evaluating the evolution of the different types of engines that can be found. It highlights current methods and future trends in the acquisition of data from the seabed and water column via remote sensing and direct, in situ techniques. It discusses combining data to produce maps using modelling approaches and presents recommendations for adopting fit-for-purpose habitat classification schemes. It also provides an overview of what has been mapped and where within the European sea-basins, highlights the need to increase the quality and resolution of marine habitat maps. It identifies critical gaps in habitat types and geographic extent, including the coastal areas, the deep sea, Natura 2000 sites and other Marine Protected Areas across all regional seas. Finally, it describes the need to improve the assessment and communication of uncertainty and confidence in maps, and to make maps more easily accessible to a variety of stakeholders to increase their value for end-users and to the public for Ocean literacy.

[ES] El aumento de la población de las ciudades y el auge del comercio electrónico están incrementando el transporte de mercancías y personas. Esto puede generar problemas como atascos, aumento de la contaminación y disminución del nivel de vida de los ciudadanos. Para reducir los impactos negativos, se podría realizar un cambio en la movilidad de última milla, sustituyendo los vehículos de combustión por otros eléctricos o, idealmente, por bicis y bicis de carga. Esta tesis examina el caso de las ciudades suecas de Gävle y Uppsala, tratando de explicar cómo afecta la última milla a la vida de sus habitantes, si se están implantando (o no) los vehículos eléctricos y las bicicletas de carga, y por qué; y cómo pueden las autoridades promover su uso. Para ello, tras una revisión bibliográfica, se desarrolla una serie de preguntas y se entrevista a siete funcionarios: cinco de Gävle y dos de Uppsala. El estudio muestra que los gestores de las ciudades son conscientes de los impactos que la última milla, y el transporte en general, tienen sobre sus habitantes, y de la necesidad de un cambio hacia una movilidad más sostenible. A pesar de ser conscientes, los responsables políticos no están haciendo todo lo posible para acelerar la transición. Según los responsables de la ciudad, tanto el sector público como el privado abogan más por un cambio de fuente de energía (de vehículos de combustión a eléctricos) que por un cambio de modelo utilizando bicicletas de carga. Además, el estudio muestra las oportunidades que puede ofrecer el nuevo modelo basado en vehículos no tradicionales y las barreras que impiden su implantación. Por último, se proponen diferentes medidas que podrían hacer más sostenibles las ciudades. [EN] The growing population of cities and the rise of e-commerce are increasing the transportation of both goods and people. This can generate problems such as traffic jams, increased pollution, and lower living standards for citizens. To reduce the negative impacts, a change in last mile mobility could be made, replacing traditional combustion vehicles with electric ones or, ideally, with bikes and cargo bikes. This thesis examines the case of the Swedish cities of Gävle and Uppsala, trying to explain how the last mile affects the lives of their inhabitants, if and why electric vehicles and cargo bikes are implemented (or not), and how authorities can promote their use. For this purpose, after a literature review, some questions were developed, and seven city managers were interviewed: five from Gävle and two from Uppsala. The study shows that city managers are aware of the impacts that the last mile, and mobility in general, has on its inhabitants, and of the need for a shift towards a more sustainable mobility. Despite this awareness, policy makers are not doing everything possible to accelerate the transition. According to city managers, both the public and private sector advocate more for a change of energy source (from combustion to electric vehicles) rather than a model change using bikes. In addition, the study shows the opportunities that the new model based on non-traditional vehicles can offer and the barriers that prevent its implementation. Finally, different measures that could make cities more sustainable are proposed.

Overall, in 2011, automobiles covered a higher mileage than ever before. Despite more efficient engines, this resulted in fuel consumption stagnating in recent years, although the long-term trend is one of decline. With an 85-percent share of total mileage, automobiles dominate our roads. This transport demand pattern is predominantly created by the needs of private households and it is currently in a state of flux when it comes to gender and age balance. Women's growing presence in education and on the labor market has, in turn, resulted in an increase in their car ownership and mileage. At the same time, men and women are maintaining a more mobile lifestyle by retaining their cars into older age. However, more limited car use has been observed, particularly among young people who, more frequently than previously, seem to be opting for the most suitable form of transport rather than traveling exclusively in their own vehicles.

SUSTAIN was coordinated by first the Department of Transport of the Technical University of Denmark (DTU Transport) and later as the result of a reorganisation of the transport research at DTU by the Department of Management Engineering (DTU Management Engineering). The project was carried out in cooperation with several Danish and international partners. In SUSTAIN the following definition of national sustainable transport planning (NSTP) was adopted: deliberate, knowledge-based, and strategic endeavours to integrate sustainability principles, criteria and goals in the development, management, regulation and assessment of nationally significant transport systems and services. This paper presents the research outcome by reviewing some of the major findings and seeing these collectively as a basis for promoting sustainability through the formulated research topic of NSTP. This basis includes defining criteria and indicators for use in NSTP combining evidence-based and performance oriented planning approaches. Furthermore, it contains a flexible evaluation framework that includes a decision support model that when informed by criteria and indicators can structure and assist an NSTP practice. This practice can support a planning process aiming at realising a sustainable transport development. Finally, the basis comprises a review of the complex political and administrative fabric in which NSTP is embedded, and thereby it can condition the ability to promote sustainability in practice.

Urban Freight Distribution (UFD) represents a very important activity in terms of cities economy, but can also be a problem for the daily life of citizens, due to traffic, noise and environmental contamination. Therefore UFD activities must be managed cautiously, to avoid or minimise external negative effects. In this context, this research aims to evaluate existing UFD measures, ranking the m from the best to the worst one, according to experts’ opinions. The proposed evaluation process is flexible in order to allow evaluating future UFD measures that may arise.

Originality of the work: The vehicle fleet in Spain is one of the major sources of greenhouse gas emissions. The current process of transformation in which it is immersed means that the study and forecast of the evolution of this fleet is of great interest from a social, economic and environmental perspective. Different factors that can condition the evolution of the fleet are described; both quantitatively, in terms of the number and age of the vehicles that make up the fleet, and qualitatively, evaluating the evolution of the different types of engines that can be found. Achieved objectives: The main factors that currently affect and condition the evolution of the vehicle fleet in Spain have been identified individually. The study of these variables allows us to establish the necessary bases for modelling the quantitative transformation (progression of the number and age of the fleet) and qualitative transformation (in the different types of engines that make up the fleet). It highlights current methods and future trends in the acquisition of data from the seabed and water column via remote sensing and direct, in situ techniques. It discusses combining data to produce maps using modelling approaches and presents recommendations for adopting fit-for-purpose habitat classification schemes. It also provides an overview of what has been mapped and where within the European sea-basins, highlights the need to increase the quality and resolution of marine habitat maps. It identifies critical gaps in habitat types and geographic extent, including the coastal areas, the deep sea, Natura 2000 sites and other Marine Protected Areas across all regional seas. Finally, it describes the need to improve the assessment and communication of uncertainty and confidence in maps, and to make maps more easily accessible to a variety of stakeholders to increase their value for end-users and to the public for Ocean literacy.
