How can urban policies and planning approaches help in achieving a safer mobility and carbon reduction in the transport sector? The attention of planners and policy makers towards the promotion of sustainability and reduction of environmental impacts has grown in recent years. This paper investigates the role that Urban Planning plays in the long term towards a safer and climate friendlier mobility, highlighting the need for integrated approaches gathering spatial planning and mobility management. After a review of several urban policies and planning strategies, initiatives, and approaches, mainly based on the urban scale, the paper presents an urban regeneration case study leading to an increase of pedestrian accessibility at the neighborhood level. This can be seen as a support tool to foster sustainable, safe, and climate friendly mobility in cities. The results of the performed analysis show a dependency of accessibility from two different factors: the distribution of services and the capillarity of the soft mobility network, which can contribute to creating a more walkable space.

Road managers should be able to make decisions on the global conditions to define the most suitable strategies and maintenance interventions for every type of pavement. There are no standard monitoring methods or criteria for evaluating stone pavement performance. These pavements have more uneven surfaces than traditional pavements, but this characteristic could be accepted if type of vehicles and relative travel conditions are considered. Therefore, it is useful to define criteria for assessing roughness considering the comfort experienced by users in different vehicles. In this research, both traditional and innovative methodologies for assessing irregularities have been investigated using true stone surface profiles. In this regard, traditional performance indicators such as the International Roughness Index (IRI) defined by the ASTM E1926, the ISO 8608 classification, and the frequency-weighted vertical acceleration (awz) provided by ISO 2631-1 for comfort assessment have been considered. In the case of comfort assessment, three dynamic vehicle models (bike, automobile, and bus) have been adopted. Finally, this two-part paper also proposes an innovative straightedge analysis for stone pavements (SASP) to evaluate the effect on traffic of both pavement profile roughness and localized irregularities. In this way, the authors aim to provide an effective tool to monitor stone pavements.

In the context of global suburbanization and population aging, a low-speed, automated vehicle (LSAV) system provides essential mobility services in suburban residential areas. Although extensive studies on shared autonomous vehicle (SAV) services have been conducted, quantitative investigations on the operation of suburban LSAV systems are limited. Based on a demonstration pilot project of an autonomous vehicle called “Slocal Automated Driving”, we investigated the performance of an SAV system considering several scenarios in Kozoji Newtown, a suburban commuter town in Japan. The agent-based simulation results revealed that 40 LSAVs can satisfy the demands of 2263 daily trips with an average wait time of 15 min. However, in the case of a high-speed scenario, the same fleet size improved the level of service (LOS) by reducing the average wait time to two and a half minutes and halving the in-vehicle time. By contrast, the wait time in terms of the average and 95th percentile of the no-sharing ride scenario drastically deteriorated to an unacceptable level. Based on the fluctuations of hourly share rates, wait times, and the number of vacant vehicles, we determined that preparing for the potential fleet insufficiency periods from 7:00–13:00 and 15:00–18:00 can improve the LOS.

Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to examine the new developments in which intermodality, technology (e-commerce), and logistics are changing and will have the impact of heightening competitive advantage and reducing constraint points in production value chains and global production networks. Finally the intent is to show how research on this theme might be advanced in a trans-Atlantic framework.

Measuring the traffic quality and congestion level is fundamental in highway engineering, and several decades of studies and research have pursued this specific objective, especially for freeways. Nowadays, smart technologies on personal devices and information shared by users have made available various online information platforms that provide dynamic representations of the use of the road network. If, on the one hand, these tools provide a simple and direct representation of the quality of circulation, on the other hand, their aggregated information is only partial for those dealing with traffic and highway engineering. This branch of engineering relies on multidimensional knowledge of traffic flow phenomena, and only through their in-depth knowledge, we can assess traffic quality and congestion risk. After identifying the different approaches for analyzing in quantitative terms the traffic quality on the freeway, the paper deepens the reliability approach. From this point of view, the paper aims to unite the two perspectives in the literature, namely, the probabilistic analysis of traffic instability with the characterization of speed random processes and the analysis of breakdowns with the survival analysis. For this purpose, the work outlines a procedure based on the estimation and simulation of ARIMA models for speed random processes in a freeway section, particularly on the leftmost lane, to assess the traffic reliability function. Applying the Product Limit Method to the Monte Carlo simulation results makes it possible to obtain probabilistic assessments of congestion, considering the Level of Service density limits defined in the Highway Capacity Manual. Its application to a case study makes it possible to illustrate the application of the method, which can be easily applied to historical and near-real-time data using a continuous flow of information.

Bus rapid transit (BRT) has emerged as an efficient and cost-effective transport system for urban mobility that offers safe and high-quality transport services for city dwellers. Recent research has widely discussed BRT systems’ performance evaluation, but such assessments have remained limited in the South Asian context, where users’ needs might be distinct. The present study addresses this research gap and evaluates the performance of the BRT system in Multan, Pakistan, based on the passengers’ perceptions and the BRT standard scorecard. The data were collected at 21 BRT stations, and a face-to-face questionnaire survey was carried out with 420 users. The BRT standard scorecard method was also applied by conducting an observation survey and semi-structured interviews based on the aspects as specified by the Institute of Transportation and Development Policy (ITDP). The Statistical Package for the Social Sciences (SPSS) software package was mainly utilised for data analysis. This research concluded that around 54% of passengers are highly satisfied and opted for BRT due to comfort. Cronbach’s Alpha reliability analysis concluded that most of the BRT stations possess the acceptable value (0.8 > α ≥ 0.7), with only six out of 21 stations categorised as unacceptable (α < 0.5). Multan BRT achieved overall 79 scores and classified as Silver-Standard BRT. The study suggests critical insights to improve the citizens’ mobility with the existing BRT system, serving as a benchmark for policymakers and transport planners.

Nevertheless, an ever-growing number of people (more than 75% of the European population) is living in cities and towns, so that identifying sustainable urban development solutions is a dramatically urgent need. Already in the 70s, some researches proposed parameters to evaluate urbanization costs in Italy, but they mainly focused on the economic and financial sustainability of real estate development. The land value capturing approaches proved to be inadequate when municipal budgets are facing growing social unbalances and critical environmental threats. The question being not just “where the money for urban infrastructures could come from”, but also “what could be a more sustainable development model”. In any case, now we are forced to rethink the whole organization of our urban life to defend ourselves from largely unknown threats, pandemics, COVID-19 being probably one among others that we could face in the near future. It is not yet clear if a link exists between the spread of the virus, the health consequences and the environmental conditions, but what probably will need to be assessed is the effect of population density on the spread of contamination. Even the traditional provision of services and public spaces will need to be defined again in order to protect and serve urban population. E-scooters as a new form of mobility are gaining more and more popularity. This popularity results from the flexibility of this mode of transport, but above all from the positive impact on the natural environment through the much higher energy efficiency of an e-scooter compared to a motor vehicle (according to the literature the rate is 2 km per kWh equivalent for a motor vehicle and the range is 90–100 km per kWh in the case of an e-scooter). This paper introduces a discussion on the future development of an energy-efficient electric scooter sharing system based on stakeholder analysis methods. The implementation of the e-scooter sharing system involves linking several areas of human activity, including social activity. This, in turn, relates to the interactions and building of relationships with entities, particularly those influencing the provision of services and their effects. The large number of entities and the complexity of the relations between them make it a challenge both to identify stakeholders in the development of the public e-scooter system and to indicate their roles in shaping the sustainable development strategy for urban mobility. The following study was based on the methodological foundations of stakeholder theory and social network analyses. The main research objective of the article is to identify and assign to different groups the stakeholders influencing the sustainable development of energy-efficient e-scooter sharing systems based on Polish cities. An evaluation was carried out using expert methods with a stakeholder analysis, based on matrix and mapping methods, and with the MACTOR application. Relationships and cooperation suggestions were established for each of the stakeholder groups, which could become an important part of the strategic approach to supporting public transport service providers and organizers, as well as allowing for further reductions in energy consumption in the city by introducing such services on a large scale. The cooperation of the entities participating in the implementation of bike-sharing services can contribute to their greater sustainable development and assurance using the new mobility modes, which consume less energy and at the same time make the city energy-efficient.

Most European cities are beset with these issues; hence, the European Commission financially supports projects aimed at reducing the negative effects of vehicles on the environment by increasing accessibility, optimizing economic resources in transport management, and improving citizens’ quality of life. Presented are the main findings of one of these projects, Multi-Initiatives for Rationalised Accessibility and Clean Liveable Environments (Miracles), which focused on the measures implemented by the Rome municipality during the project, including incentives to attract passengers to transit and disincentives to the use of private cars. In particular, the most relevant aspects, such as restriction of vehicle access to the city center, road pricing, goods delivery reorganization, and the development of collective taxis, are analyzed because of their innovative features and their potential to achieve improvements. Also discussed is the suitable methodology, applied in the Rome case study, for controlling and validating all the implementation steps. Particular attention was paid to the simulation of scenarios that can be used to assess the feasibility of pricing-related measures and how they can affect the built environment. In conclusion, the paper outlines users’ reactions to the restriction policy changes.

How can urban policies and planning approaches help in achieving a safer mobility and carbon reduction in the transport sector? The attention of planners and policy makers towards the promotion of sustainability and reduction of environmental impacts has grown in recent years. This paper investigates the role that Urban Planning plays in the long term towards a safer and climate friendlier mobility, highlighting the need for integrated approaches gathering spatial planning and mobility management. After a review of several urban policies and planning strategies, initiatives, and approaches, mainly based on the urban scale, the paper presents an urban regeneration case study leading to an increase of pedestrian accessibility at the neighborhood level. This can be seen as a support tool to foster sustainable, safe, and climate friendly mobility in cities. The results of the performed analysis show a dependency of accessibility from two different factors: the distribution of services and the capillarity of the soft mobility network, which can contribute to creating a more walkable space.

Road managers should be able to make decisions on the global conditions to define the most suitable strategies and maintenance interventions for every type of pavement. There are no standard monitoring methods or criteria for evaluating stone pavement performance. These pavements have more uneven surfaces than traditional pavements, but this characteristic could be accepted if type of vehicles and relative travel conditions are considered. Therefore, it is useful to define criteria for assessing roughness considering the comfort experienced by users in different vehicles. In this research, both traditional and innovative methodologies for assessing irregularities have been investigated using true stone surface profiles. In this regard, traditional performance indicators such as the International Roughness Index (IRI) defined by the ASTM E1926, the ISO 8608 classification, and the frequency-weighted vertical acceleration (awz) provided by ISO 2631-1 for comfort assessment have been considered. In the case of comfort assessment, three dynamic vehicle models (bike, automobile, and bus) have been adopted. Finally, this two-part paper also proposes an innovative straightedge analysis for stone pavements (SASP) to evaluate the effect on traffic of both pavement profile roughness and localized irregularities. In this way, the authors aim to provide an effective tool to monitor stone pavements.

In the context of global suburbanization and population aging, a low-speed, automated vehicle (LSAV) system provides essential mobility services in suburban residential areas. Although extensive studies on shared autonomous vehicle (SAV) services have been conducted, quantitative investigations on the operation of suburban LSAV systems are limited. Based on a demonstration pilot project of an autonomous vehicle called “Slocal Automated Driving”, we investigated the performance of an SAV system considering several scenarios in Kozoji Newtown, a suburban commuter town in Japan. The agent-based simulation results revealed that 40 LSAVs can satisfy the demands of 2263 daily trips with an average wait time of 15 min. However, in the case of a high-speed scenario, the same fleet size improved the level of service (LOS) by reducing the average wait time to two and a half minutes and halving the in-vehicle time. By contrast, the wait time in terms of the average and 95th percentile of the no-sharing ride scenario drastically deteriorated to an unacceptable level. Based on the fluctuations of hourly share rates, wait times, and the number of vacant vehicles, we determined that preparing for the potential fleet insufficiency periods from 7:00–13:00 and 15:00–18:00 can improve the LOS.

Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to examine the new developments in which intermodality, technology (e-commerce), and logistics are changing and will have the impact of heightening competitive advantage and reducing constraint points in production value chains and global production networks. Finally the intent is to show how research on this theme might be advanced in a trans-Atlantic framework.

Measuring the traffic quality and congestion level is fundamental in highway engineering, and several decades of studies and research have pursued this specific objective, especially for freeways. Nowadays, smart technologies on personal devices and information shared by users have made available various online information platforms that provide dynamic representations of the use of the road network. If, on the one hand, these tools provide a simple and direct representation of the quality of circulation, on the other hand, their aggregated information is only partial for those dealing with traffic and highway engineering. This branch of engineering relies on multidimensional knowledge of traffic flow phenomena, and only through their in-depth knowledge, we can assess traffic quality and congestion risk. After identifying the different approaches for analyzing in quantitative terms the traffic quality on the freeway, the paper deepens the reliability approach. From this point of view, the paper aims to unite the two perspectives in the literature, namely, the probabilistic analysis of traffic instability with the characterization of speed random processes and the analysis of breakdowns with the survival analysis. For this purpose, the work outlines a procedure based on the estimation and simulation of ARIMA models for speed random processes in a freeway section, particularly on the leftmost lane, to assess the traffic reliability function. Applying the Product Limit Method to the Monte Carlo simulation results makes it possible to obtain probabilistic assessments of congestion, considering the Level of Service density limits defined in the Highway Capacity Manual. Its application to a case study makes it possible to illustrate the application of the method, which can be easily applied to historical and near-real-time data using a continuous flow of information.

Bus rapid transit (BRT) has emerged as an efficient and cost-effective transport system for urban mobility that offers safe and high-quality transport services for city dwellers. Recent research has widely discussed BRT systems’ performance evaluation, but such assessments have remained limited in the South Asian context, where users’ needs might be distinct. The present study addresses this research gap and evaluates the performance of the BRT system in Multan, Pakistan, based on the passengers’ perceptions and the BRT standard scorecard. The data were collected at 21 BRT stations, and a face-to-face questionnaire survey was carried out with 420 users. The BRT standard scorecard method was also applied by conducting an observation survey and semi-structured interviews based on the aspects as specified by the Institute of Transportation and Development Policy (ITDP). The Statistical Package for the Social Sciences (SPSS) software package was mainly utilised for data analysis. This research concluded that around 54% of passengers are highly satisfied and opted for BRT due to comfort. Cronbach’s Alpha reliability analysis concluded that most of the BRT stations possess the acceptable value (0.8 > α ≥ 0.7), with only six out of 21 stations categorised as unacceptable (α < 0.5). Multan BRT achieved overall 79 scores and classified as Silver-Standard BRT. The study suggests critical insights to improve the citizens’ mobility with the existing BRT system, serving as a benchmark for policymakers and transport planners.

Nevertheless, an ever-growing number of people (more than 75% of the European population) is living in cities and towns, so that identifying sustainable urban development solutions is a dramatically urgent need. Already in the 70s, some researches proposed parameters to evaluate urbanization costs in Italy, but they mainly focused on the economic and financial sustainability of real estate development. The land value capturing approaches proved to be inadequate when municipal budgets are facing growing social unbalances and critical environmental threats. The question being not just “where the money for urban infrastructures could come from”, but also “what could be a more sustainable development model”. In any case, now we are forced to rethink the whole organization of our urban life to defend ourselves from largely unknown threats, pandemics, COVID-19 being probably one among others that we could face in the near future. It is not yet clear if a link exists between the spread of the virus, the health consequences and the environmental conditions, but what probably will need to be assessed is the effect of population density on the spread of contamination. Even the traditional provision of services and public spaces will need to be defined again in order to protect and serve urban population. E-scooters as a new form of mobility are gaining more and more popularity. This popularity results from the flexibility of this mode of transport, but above all from the positive impact on the natural environment through the much higher energy efficiency of an e-scooter compared to a motor vehicle (according to the literature the rate is 2 km per kWh equivalent for a motor vehicle and the range is 90–100 km per kWh in the case of an e-scooter). This paper introduces a discussion on the future development of an energy-efficient electric scooter sharing system based on stakeholder analysis methods. The implementation of the e-scooter sharing system involves linking several areas of human activity, including social activity. This, in turn, relates to the interactions and building of relationships with entities, particularly those influencing the provision of services and their effects. The large number of entities and the complexity of the relations between them make it a challenge both to identify stakeholders in the development of the public e-scooter system and to indicate their roles in shaping the sustainable development strategy for urban mobility. The following study was based on the methodological foundations of stakeholder theory and social network analyses. The main research objective of the article is to identify and assign to different groups the stakeholders influencing the sustainable development of energy-efficient e-scooter sharing systems based on Polish cities. An evaluation was carried out using expert methods with a stakeholder analysis, based on matrix and mapping methods, and with the MACTOR application. Relationships and cooperation suggestions were established for each of the stakeholder groups, which could become an important part of the strategic approach to supporting public transport service providers and organizers, as well as allowing for further reductions in energy consumption in the city by introducing such services on a large scale. The cooperation of the entities participating in the implementation of bike-sharing services can contribute to their greater sustainable development and assurance using the new mobility modes, which consume less energy and at the same time make the city energy-efficient.

Most European cities are beset with these issues; hence, the European Commission financially supports projects aimed at reducing the negative effects of vehicles on the environment by increasing accessibility, optimizing economic resources in transport management, and improving citizens’ quality of life. Presented are the main findings of one of these projects, Multi-Initiatives for Rationalised Accessibility and Clean Liveable Environments (Miracles), which focused on the measures implemented by the Rome municipality during the project, including incentives to attract passengers to transit and disincentives to the use of private cars. In particular, the most relevant aspects, such as restriction of vehicle access to the city center, road pricing, goods delivery reorganization, and the development of collective taxis, are analyzed because of their innovative features and their potential to achieve improvements. Also discussed is the suitable methodology, applied in the Rome case study, for controlling and validating all the implementation steps. Particular attention was paid to the simulation of scenarios that can be used to assess the feasibility of pricing-related measures and how they can affect the built environment. In conclusion, the paper outlines users’ reactions to the restriction policy changes.
