Le champ de la gestion durable des ressources humaines s'est développé ses deux dernières décennies. Deux types d'approches peuvent être considérées: une perspective durable (sustainable) qui s'inscrit dans la perspective du développement durable et de la CSR en élargissant le champ d'action de la GRH aux dimensions environnementales, sociales et économiques, spécifiquement (green HRM, socially responsabile HRM) ou simultanément (triple bottom line HRM); et une perspective soutenable (livable) qui se fonde sur une autre anthropologie et soutient un management humaniste (common good HRM, humanistic management, management humain). Les deux perspectives sont exposées et analysées à l'aune de leur capacité de renouvellement des approches et de leur impact sociétal.

Wind power offers relatively high capacities, with generation costs that are becoming competitive with conventional energy sources. However, a major problem to its effective use as a power source is the fact that it is both intermittent and diffuse as wind speed is highly variable and site-specific. This is translated in large voltage and frequency excursions and dynamically unstable situations when fast wind power changes. Very high wind speeds will result in sudden loss of wind generator production. The requirement to ensure that sufficient spinning reserve capacity exists within the system to compensate for sudden loss of generation becomes crucial. From the utilities operators’point of view, the primary objective is the security of the system, followed by the quality of the supplied power.In order to guard the system security and quality of supply and retain acceptable levels, a maximum allowed wind power penetration (wind margin) is normally assumed by the operators. Very conservative methods are used to assess the impact of wind power and the consequences turn to under-exploitation of the wind power potential in a given region. Due to the significant impact of economic and industrial activities on the environment, enterprises play a crucial role in the reduction of negative environmental externalities. However, some of the most fundamental EU instruments regarding the environmental regulation of enterprises (the industrial emissions directive, the Eco Management and Audit Scheme, and the extended producer responsibility) are either non binding, voluntary, or slack. Yet, considering the increasing preoccupation of both clients and shareholders towards environmental protection, companies incorporating “green” fundamentals in their operations, notably during the industrial processes, could benefit from a major competitive advantage. With its European Green Deal, and especially with its Circular Economy Action Plan, the EU is promoting such a “regenerative growth model”, which would allow for the reduction of pressures on natural resources while strengthening the EU’s industrial base, stimulating business creation, and thus creating sustainable growth and jobs.

La Commission européenne a déposé en 2017 un projet de règlement européen introduisant un nouveau produit d’épargne-retraire personnelle poursuivant à la fois des objectifs économico-financiers et liés à la soutenabilité des pensions dans une dynamique de réalisation du marché intérieur. Après une description de ce nouveau produit que le projet de règlement européen vise à introduire, cette contribution traitera deux questions touchant à la pertinence de l’intervention de l’Union et à son impact potentiel sur l’offre actuelle en matière de produits d’épargne-retraite personnelle. Un vote des institutions européennes sur le projet de règlement devrait intervenir avant la fin de l’année 2018. In 2017, the European Commission issued a draft European regulation introducing a new personal pension product that pursues both economic / financial and pension sustainability objectives in a process of realization of the internal market. Following a description of this new product that the draft EU Regulation aims to introduce, this contribution will address two issues related to the relevance of the Union's intervention and its potential impact on the current supply for personal pension products. Déjà un premier pas a été effectué en rejetant la chloration en fin de filiére dans certaines installa¬tions de production et en introduisant des étapes effi¬caces dans l'âbattement de la matière organique dissoute (filtration sur CAG, filtration biologique) ;ceci réduit largement les risques de formation de compo¬sés organochlorés aux propriétés organoleptiques in¬désirables et potentiellement cancérigènes. L'abandon de cette chloration, ou son remplacement par une autre technique de désinfection en fin de fi¬lière (ozonation), reste néanmoins un objectif souhai¬table. La poursuite de la chloration en fin de filière, ainsi que des rechlorations en cours de distribution, se justifient actuellement par la reviviscence bacté¬rienne que l'on observe dans le réseau; cette crois¬sance bactérienne sert de base à une chaîne alimentaire aboutissant au développement d'organis¬mes supérieurs indésirables. La détermination d'une stratégie valable de lutte contre ce phénomène néces¬site une bonne connaissance des facteurs de contrôle du développement bactérien. L'objectif de l'étude pré¬sentée ici est de partir d'observations de terrain me¬nées sur un réseau réel, afin de préciser les mécanismes responsables des phénomènes de revi¬viscence. Le réseau investigué est celui du Syndicat des Eaux d'ile-de-France qui alimente la banlieue de Paris. Wind power offers relatively high capacities, with generation costs that are becoming competitive with conventional energy sources. However, a major problem to its effective use as a power source is the fact that it is both intermittent and diffuse as wind speed is highly variable and site-specific. This is translated in large voltage and frequency excursions and dynamically unstable situations when fast wind power changes. Very high wind speeds will result in sudden loss of wind generator production. The requirement to ensure that sufficient spinning reserve capacity exists within the system to compensate for sudden loss of generation becomes crucial. From the utilities operators’point of view, the primary objective is the security of the system, followed by the quality of the supplied power.In order to guard the system security and quality of supply and retain acceptable levels, a maximum allowed wind power penetration (wind margin) is normally assumed by the operators. Very conservative methods are used to assess the impact of wind power and the consequences turn to under-exploitation of the wind power potential in a given region. Due to the significant impact of economic and industrial activities on the environment, enterprises play a crucial role in the reduction of negative environmental externalities. However, some of the most fundamental EU instruments regarding the environmental regulation of enterprises (the industrial emissions directive, the Eco Management and Audit Scheme, and the extended producer responsibility) are either non binding, voluntary, or slack. Yet, considering the increasing preoccupation of both clients and shareholders towards environmental protection, companies incorporating “green” fundamentals in their operations, notably during the industrial processes, could benefit from a major competitive advantage. With its European Green Deal, and especially with its Circular Economy Action Plan, the EU is promoting such a “regenerative growth model”, which would allow for the reduction of pressures on natural resources while strengthening the EU’s industrial base, stimulating business creation, and thus creating sustainable growth and jobs.

La Commission européenne a déposé en 2017 un projet de règlement européen introduisant un nouveau produit d’épargne-retraire personnelle poursuivant à la fois des objectifs économico-financiers et liés à la soutenabilité des pensions dans une dynamique de réalisation du marché intérieur. Après une description de ce nouveau produit que le projet de règlement européen vise à introduire, cette contribution traitera deux questions touchant à la pertinence de l’intervention de l’Union et à son impact potentiel sur l’offre actuelle en matière de produits d’épargne-retraite personnelle. Un vote des institutions européennes sur le projet de règlement devrait intervenir avant la fin de l’année 2018. In 2017, the European Commission issued a draft European regulation introducing a new personal pension product that pursues both economic / financial and pension sustainability objectives in a process of realization of the internal market. Following a description of this new product that the draft EU Regulation aims to introduce, this contribution will address two issues related to the relevance of the Union's intervention and its potential impact on the current supply for personal pension products. Déjà un premier pas a été effectué en rejetant la chloration en fin de filiére dans certaines installa¬tions de production et en introduisant des étapes effi¬caces dans l'âbattement de la matière organique dissoute (filtration sur CAG, filtration biologique) ;ceci réduit largement les risques de formation de compo¬sés organochlorés aux propriétés organoleptiques in¬désirables et potentiellement cancérigènes. L'abandon de cette chloration, ou son remplacement par une autre technique de désinfection en fin de fi¬lière (ozonation), reste néanmoins un objectif souhai¬table. La poursuite de la chloration en fin de filière, ainsi que des rechlorations en cours de distribution, se justifient actuellement par la reviviscence bacté¬rienne que l'on observe dans le réseau; cette crois¬sance bactérienne sert de base à une chaîne alimentaire aboutissant au développement d'organis¬mes supérieurs indésirables. La détermination d'une stratégie valable de lutte contre ce phénomène néces¬site une bonne connaissance des facteurs de contrôle du développement bactérien. L'objectif de l'étude pré¬sentée ici est de partir d'observations de terrain me¬nées sur un réseau réel, afin de préciser les mécanismes responsables des phénomènes de revi¬viscence. Le réseau investigué est celui du Syndicat des Eaux d'ile-de-France qui alimente la banlieue de Paris.
