The circular economy has been heralded as a potential driver for sustainable development by business, academia, and policymakers. In a future circular economy, new business models are needed that slow, close and narrow resource loops to address key resource and climate challenges. After a phase of excitement and inspiration, an operationalization phase needs to start to ensure the best possible implementation and transition towards a circular economy. This operationalization phase will involve the development of products, processes and business models that significantly lower the negative impact on the environment, reduce waste and resource pressures and, rather, create a positive impact on society and environment. This paper focuses on the circular business model lens as a comprehensive way of addressing business innovation. Within this evolving circular economy operationalization phase, several tools, approaches and methods are emerging that could support circular business model innovation. This paper seeks to create a comprehensive tools overview through a literature and practice review. It provides structure to the emerging range of tools, methods and approaches, and, based on this, a guideline for future tool development. Finally, it gives an overview of opportunities and gaps as well as a future agenda for research and practice.

Transport in cities is one of the most important sources of emissions. Electromobility is an essential element in the catalogue of activities of local authorities aimed at combating climate change. Over the years trolleybus transport has been characterised by both phases of development and regression and is still an essential component of zero-emission urban transport in about 300 cities worldwide. The development of electricity storage technology, especially in the form of a battery, has opened up new prospects for this mode of transport. A trolleybus equipped with a battery (in-motion charging technology) gains unique characteristics for operation independent of the catenary. This study presents the approach for assessing the development of in-motion charging for trolleybuses in all Polish cities operating this means of transport. A set of KPIs has therefore, been set and analysed. The analysis covers a comparison between 2014 and 2019, aimed at showing the development of technological innovations in this field. The results clearly show that in-motion charging technology leads to the development of trolleybus transport, although this development has mainly a qualitative dimension. A key factor determining the development of trolleybus transport using in-motion charging technology is progress in the development of traction batteries.

Even as the housing affordability crisis deepens, most cities continue to exhibit robust real estate markets with high property prices. The low-income and poor households are unable to access affordable housing and remain excluded. This paper draws from empirical research conducted in the city of San Francisco and focuses on the application of Land Value Capture (LVC) through increased Inclusionary Housing (IH) requirements after plan changes that increased density potential in San Francisco’s Eastern Neighbourhoods to evaluate its effects on the goals of increasing both affordable housing and social inclusion. Findings reveal that the increased inclusionary requirements used as LVC mechanism enabled 76.2% of all the affordable housing units produced in the Eastern Neighbourhoods to be produced by market-rate developers in 2011–2015 as compared to the rest of San Francisco, where 35.5% of the affordable units were produced from the market through inclusionary policy during the same period. The study demonstrates that upzoning underutilised land coupled with a well-planned LVC mechanism can help harness the strength of the real estate market and increase both affordable housing production and social inclusion.

Waite;AbstractThis paper examines the problem of attribution in the evaluation of energy efficiency program impact. The methodological problem concerns the observability of consumer behavior under the baseline condition of no program intervention. The statistical solution to the problem, which entails randomized exposure of targeted individuals to program influence, is not a viable alternative in most applications. Randomized opt-in and randomized encouragement designs do not conform to this requirement because all targeted individuals are encouraged to participate in the program, resulting in negative exposure bias. Quasi-experimental methods which utilize non-targeted individuals or targeted nonparticipants as baseline surrogates are further subject to selection bias of unknown magnitude and direction. Valid attribution in the general case of unrestricted eligibility depends on prior knowledge of the determinants of measure adoption and program participation. In default of such knowledge, evaluators must rely upon structural assumptions that have no foundation in empirical science. On the other hand, established measurement and verification methods which exploit scientific knowledge of the determinants of end-use energy consumption should be utilized to obtain unbiased estimates of individual measure and gross program energy savings.

This paper contributes to the debate on sustainable water consumption by exploring the relation between consumers’ personality, understanding of risk/trust and social distinction in water drinking practices in Norway. Our main research question, how can we understand preferences for water consumption?, is approached by answering a set of hypotheses inspired by a combination of three theoretical approaches. Latent variables measuring personality and conspicuous attitudes are included in frequency models based on the statistical beta distribution together with other predictors. Statistical tests were performed to find the connection between expected frequency of water consumption, personality, risk/trust and conspicuous attitudes. The conclusion is that the consequence of the connections between consumers’ personality, understanding of risk and conspicuous consumption of water should be considered by Norwegian stakeholders when planning future strategies and methods for more sustainable water consumption.

Scholars in sustainability science as well as research funders increasingly recognize that a shift from disciplinary and interdisciplinary science to transdisciplinary (TD) research is required to address ever more complex sustainability challenges. Evidence shows that addressing real-world societal problems can be best achieved through collaborative research where diverse actors contribute different kinds of knowledge. While the potential benefits of TD research are widely recognized, its implementation remains a challenge. In this article, we develop a framework that supports reflection and co-learning. Our approach fosters monitoring of the collaboration processes, helps to assess the progress made and encourages continuous reflection and improvement of the research processes. The TD co-learning framework has four dimensions and 44 criteria. It is based on a substantial literature review and was tested in a Horizon 2020-funded research project ROBUST, which is applying experimental governance techniques to improve rural-urban relations in eleven European regions. The results demonstrate that the framework covers the key facets of TD collaboration and that all four broad dimensions matter. Each research-practice team reflected on how their collaboration is going and what needs to be improved. Indeed, the coordination team was able to see how well TD collaboration is functioning at a project level. We believe the framework will be valuable for actors involved in the planning and implementation of any type of multi-actor, interactive, innovation, transformation and action-oriented research project.

Responsible research and innovation (RRI) is growing in importance, and alongside this growth is an acknowledgement that for research and innovation projects to be successful, stakeholders must be involved from the outset. When developing guidelines for practice, stakeholders will often be presented with a document to ratify rather than one to develop or revise. This gap in stakeholder engagement has been recognised and addressed by the development of the requirements tool. This tool was originally created to provide a systematic approach to the development of guidelines for the governance of RRI, but it was quickly recognised that the tool can bridge the gap and involve stakeholders from the outset, thereby increasing the likelihood of buy-in. This paper presents the second validated use of the tool that was used to inform the revision of guidelines for the introduction of a universal design for learning (UDL) at a UK University. The resulting revised guidelines for practice and their adoption by those tasked with producing them provide further evidence of the value and flexibility of the tool and its potential for its continued use in the future development or revision of guidelines.

The connected and autonomous vehicles (CAV) is an emerging technology that has the potential to address this issue by improving safety, efficiency, and capacity of the transportation system. In this paper, the problem of optimal trajectory planning of battery-electric CAVs in the context of cooperative crossing of an unsignalized intersection is addressed. An optimization-based centralized intersection controller is proposed to find the optimal velocity trajectory of each vehicle so as to minimize electric energy consumption and traffic throughput. Solving the underlying optimization problem for a group of CAVs is not straightforward because of the nonlinear and nonconvex dynamics, especially when the powertrain model is explicitly modelled. In order to ensure a rapid solution search and a unique global optimum, the optimal control problem (OCP) is reformulated via convex modeling techniques. Several simulation case studies show the effectiveness of the proposed approach and the trade-off between energy consumption and traffic throughput is illustrated.

Knöbl; Katherine M. Flynn;Sustainable agricultural education is a fundamental base for the sustainable development of the agri-food systems. Sustainable education should provide the necessary skills to the practical world. This paper is focused on skills and competences required by the agri-food stakeholders for their current work and for future sustainable development around the world. An online survey was disseminated for data collection, and quantitative and qualitative analyses were employed to understand the impact of the demographic factors on the variety of skills mentioned by the different stakeholders. As a result, according to all of the stakeholders, the skills of navigating in a changing world, networking and strategic development are relevant for their current work, and technical skills were mentioned as relevant for future sustainable development. The age factor, rather than geography and gender, was found to have a stronger impact on defining the aforementioned skills.

As wind farms are moving farther offshore, logistical concepts increasingly include service operation vessels (SOVs) as the prime means of service delivery. However, given the complexity of SOV operations in hostile environments, their safety management is challenging. The objective of this paper is to propose a quantitative, non-probabilistic metric for the preliminary comparison of SOV operational phases. The metric is used as a conditional proxy for the incident likelihood, conditioned upon the presence of similar resources (manpower, time, skills, knowledge, information, etc.) for risk management across compared operational phases. The comparison shows that the three considered phases of SOV operation have rather comparable levels of variability, hence the likelihood for incidents. However, the interface between the SOV and turbine via the gangway system and the manoeuvring between turbines seem to show a higher potential for incidents and performance (work efficiency) shortfalls.

The circular economy has been heralded as a potential driver for sustainable development by business, academia, and policymakers. In a future circular economy, new business models are needed that slow, close and narrow resource loops to address key resource and climate challenges. After a phase of excitement and inspiration, an operationalization phase needs to start to ensure the best possible implementation and transition towards a circular economy. This operationalization phase will involve the development of products, processes and business models that significantly lower the negative impact on the environment, reduce waste and resource pressures and, rather, create a positive impact on society and environment. This paper focuses on the circular business model lens as a comprehensive way of addressing business innovation. Within this evolving circular economy operationalization phase, several tools, approaches and methods are emerging that could support circular business model innovation. This paper seeks to create a comprehensive tools overview through a literature and practice review. It provides structure to the emerging range of tools, methods and approaches, and, based on this, a guideline for future tool development. Finally, it gives an overview of opportunities and gaps as well as a future agenda for research and practice.

Transport in cities is one of the most important sources of emissions. Electromobility is an essential element in the catalogue of activities of local authorities aimed at combating climate change. Over the years trolleybus transport has been characterised by both phases of development and regression and is still an essential component of zero-emission urban transport in about 300 cities worldwide. The development of electricity storage technology, especially in the form of a battery, has opened up new prospects for this mode of transport. A trolleybus equipped with a battery (in-motion charging technology) gains unique characteristics for operation independent of the catenary. This study presents the approach for assessing the development of in-motion charging for trolleybuses in all Polish cities operating this means of transport. A set of KPIs has therefore, been set and analysed. The analysis covers a comparison between 2014 and 2019, aimed at showing the development of technological innovations in this field. The results clearly show that in-motion charging technology leads to the development of trolleybus transport, although this development has mainly a qualitative dimension. A key factor determining the development of trolleybus transport using in-motion charging technology is progress in the development of traction batteries.

Even as the housing affordability crisis deepens, most cities continue to exhibit robust real estate markets with high property prices. The low-income and poor households are unable to access affordable housing and remain excluded. This paper draws from empirical research conducted in the city of San Francisco and focuses on the application of Land Value Capture (LVC) through increased Inclusionary Housing (IH) requirements after plan changes that increased density potential in San Francisco’s Eastern Neighbourhoods to evaluate its effects on the goals of increasing both affordable housing and social inclusion. Findings reveal that the increased inclusionary requirements used as LVC mechanism enabled 76.2% of all the affordable housing units produced in the Eastern Neighbourhoods to be produced by market-rate developers in 2011–2015 as compared to the rest of San Francisco, where 35.5% of the affordable units were produced from the market through inclusionary policy during the same period. The study demonstrates that upzoning underutilised land coupled with a well-planned LVC mechanism can help harness the strength of the real estate market and increase both affordable housing production and social inclusion.

The methodological problem concerns the observability of consumer behavior under the baseline condition of no program intervention. The statistical solution to the problem, which entails randomized exposure of targeted individuals to program influence, is not a viable alternative in most applications. Randomized opt-in and randomized encouragement designs do not conform to this requirement because all targeted individuals are encouraged to participate in the program, resulting in negative exposure bias. Quasi-experimental methods which utilize non-targeted individuals or targeted nonparticipants as baseline surrogates are further subject to selection bias of unknown magnitude and direction. Valid attribution in the general case of unrestricted eligibility depends on prior knowledge of the determinants of measure adoption and program participation. In default of such knowledge, evaluators must rely upon structural assumptions that have no foundation in empirical science. On the other hand, established measurement and verification methods which exploit scientific knowledge of the determinants of end-use energy consumption should be utilized to obtain unbiased estimates of individual measure and gross program energy savings.

This paper contributes to the debate on sustainable water consumption by exploring the relation between consumers’ personality, understanding of risk/trust and social distinction in water drinking practices in Norway. Our main research question, how can we understand preferences for water consumption?, is approached by answering a set of hypotheses inspired by a combination of three theoretical approaches. Latent variables measuring personality and conspicuous attitudes are included in frequency models based on the statistical beta distribution together with other predictors. Statistical tests were performed to find the connection between expected frequency of water consumption, personality, risk/trust and conspicuous attitudes. The conclusion is that the consequence of the connections between consumers’ personality, understanding of risk and conspicuous consumption of water should be considered by Norwegian stakeholders when planning future strategies and methods for more sustainable water consumption.

Scholars in sustainability science as well as research funders increasingly recognize that a shift from disciplinary and interdisciplinary science to transdisciplinary (TD) research is required to address ever more complex sustainability challenges. Evidence shows that addressing real-world societal problems can be best achieved through collaborative research where diverse actors contribute different kinds of knowledge. While the potential benefits of TD research are widely recognized, its implementation remains a challenge. In this article, we develop a framework that supports reflection and co-learning. Our approach fosters monitoring of the collaboration processes, helps to assess the progress made and encourages continuous reflection and improvement of the research processes. The TD co-learning framework has four dimensions and 44 criteria. It is based on a substantial literature review and was tested in a Horizon 2020-funded research project ROBUST, which is applying experimental governance techniques to improve rural-urban relations in eleven European regions. The results demonstrate that the framework covers the key facets of TD collaboration and that all four broad dimensions matter. Each research-practice team reflected on how their collaboration is going and what needs to be improved. Indeed, the coordination team was able to see how well TD collaboration is functioning at a project level. We believe the framework will be valuable for actors involved in the planning and implementation of any type of multi-actor, interactive, innovation, transformation and action-oriented research project.

Responsible research and innovation (RRI) is growing in importance, and alongside this growth is an acknowledgement that for research and innovation projects to be successful, stakeholders must be involved from the outset. When developing guidelines for practice, stakeholders will often be presented with a document to ratify rather than one to develop or revise. This gap in stakeholder engagement has been recognised and addressed by the development of the requirements tool. This tool was originally created to provide a systematic approach to the development of guidelines for the governance of RRI, but it was quickly recognised that the tool can bridge the gap and involve stakeholders from the outset, thereby increasing the likelihood of buy-in. This paper presents the second validated use of the tool that was used to inform the revision of guidelines for the introduction of a universal design for learning (UDL) at a UK University. The resulting revised guidelines for practice and their adoption by those tasked with producing them provide further evidence of the value and flexibility of the tool and its potential for its continued use in the future development or revision of guidelines.

The connected and autonomous vehicles (CAV) is an emerging technology that has the potential to address this issue by improving safety, efficiency, and capacity of the transportation system. In this paper, the problem of optimal trajectory planning of battery-electric CAVs in the context of cooperative crossing of an unsignalized intersection is addressed. An optimization-based centralized intersection controller is proposed to find the optimal velocity trajectory of each vehicle so as to minimize electric energy consumption and traffic throughput. Solving the underlying optimization problem for a group of CAVs is not straightforward because of the nonlinear and nonconvex dynamics, especially when the powertrain model is explicitly modelled. In order to ensure a rapid solution search and a unique global optimum, the optimal control problem (OCP) is reformulated via convex modeling techniques. Several simulation case studies show the effectiveness of the proposed approach and the trade-off between energy consumption and traffic throughput is illustrated.

An online survey was disseminated for data collection, and quantitative and qualitative analyses were employed to understand the impact of the demographic factors on the variety of skills mentioned by the different stakeholders. As a result, according to all of the stakeholders, the skills of navigating in a changing world, networking and strategic development are relevant for their current work, and technical skills were mentioned as relevant for future sustainable development. The age factor, rather than geography and gender, was found to have a stronger impact on defining the aforementioned skills.

As wind farms are moving farther offshore, logistical concepts increasingly include service operation vessels (SOVs) as the prime means of service delivery. However, given the complexity of SOV operations in hostile environments, their safety management is challenging. The objective of this paper is to propose a quantitative, non-probabilistic metric for the preliminary comparison of SOV operational phases. The metric is used as a conditional proxy for the incident likelihood, conditioned upon the presence of similar resources (manpower, time, skills, knowledge, information, etc.) for risk management across compared operational phases. The comparison shows that the three considered phases of SOV operation have rather comparable levels of variability, hence the likelihood for incidents. However, the interface between the SOV and turbine via the gangway system and the manoeuvring between turbines seem to show a higher potential for incidents and performance (work efficiency) shortfalls.
