This study explored the scope of ecotourism in forest conservation practices in the developing context by taking the Sitakunda Botanical Garden and Ecopark (SBGE), Bangladesh’s first ecopark established in 2000, as a case study. Using GIS and remote sensing technology, NDVI analysis revealed that, unlike the anticipated outcomes of the SBGE project, after a brief increase in vegetation coverage of 84.6% from 1995 to 2000, the vegetation coverage fell drastically from 2000 to 2015, wherein 33.4% of vegetation had been completely removed, and much of the dense and medium vegetation had been converted to sparse vegetation or other land uses. Anthropogenic activities, namely, unplanned urbanization, are suggested as the major contributors to this decline. From the period of 2015 to 2020, however, vegetation was seen to regenerate, potentially due to the decelerating urbanization or the possible manifestation of the ‘U’ shape relationship between the changes in vegetation and rates of urbanization. Sustainable land-use policies may help attain the targets of the project and lead the SBGE to emerge as a success story of the Bangladeshi ecotourism industry.

This is to prevent formulating energy related policies on incomplete information resulting from masking the impacts of long-run impacts of different phases of energy price. Hence, this paper explores the asymmetric price responses of industrial energy demand for a panel of 54 sectors across 34 countries over the period 2000–2014 using a dynamic hierarchical model. The empirical results from both the regional and sectoral analysis indicate a considerable heterogeneity in the estimated long-run elasticities and preference for using hierarchical model. Further, the estimated elasticities in general indicate that producers are more responsive to price increases than price decreases. In addition, empirical findings reveal that industrial energy demand is characterised by endogenous factors embedded in the asymmetric price effects. From a policy perspective, these findings provide an evidence of marked long-run impacts of energy demand (that are not observable from a traditional symmetric energy consumption pattern) required in formulating dependable energy policies.

Under labels such as green new deal, green growth and the great transition, attempts at offering coherent responses to the crises have been made. These responses have in common that they all present a large number of policy proposals for ways in which to solve the current crises and achieve a sustainable economy. This article provides a mapping of a selection of such responses and an analysis of their content. The analysis combines discourse theory and narrative analysis and investigates discourses by studying the narratives they produce. The study thus contributes to the long line of analyses on discourses on sustainable economy: empirically, by investigating and analysing a number of macroeconomic proposals for solving the system crisis, and theoretically, by elaborating on the concept of narrative dynamics in relation to persuasive strength in political decision-making.

Rapidly increasing energy demand is a major concern for Asian countries because the increase in demand is being met through the increased use of fossil fuel supply, largely domestic coal and imported fuel. Renewable energy supply presents a lower emission pathway that could be a viable option for steering off the higher emissions path. However, several market, economic, institutional, technical, and socio-cultural barriers hinder countries in moving from high to low emission pathway. Following a discussion on the rising demand for energy in Asia and the prospects of partly satisfying it with renewable energy, we outline the reasons for government support to tackle the barriers for widespread diffusion of grid-based renewable energy. Additionally, we also discuss workable models for strategic government intervention to support diffusion of grid-based renewable energy in Asia.

Abstract Background In Sub-Saharan Africa (SSA), the production and use of woodfuel remains an important socio-economic activity with more than 70% of the population relying on woodfuel as their primary household energy source. Despite their socio-economic significance, woodfuel value chains are often viewed negatively due to their association with detrimental health and environmental impacts. However, the lack of sound evidence and limited understanding of the role of contextual factors in influencing the various impacts of woodfuel value chains have prevented the formulation of properly guided policy interventions. Thus the objective of this systematic map is to provide a comprehensive review of the environmental, socio-economic, and health impacts of woodfuel value chains across SSA. Methods The search strategy for this review map was defined in a peer-reviewed protocol and refined by iterative testing. Search strings were composed of population, intervention, and location terms and combined using Boolean operators. The bibliographic databases Web of Science, Scopus, and CAB Abstracts were used as the main sources of literature for this review, and a total of 4728 results were initially retrieved. Following title and abstract screening, 659 entered full text screening. Critical appraisal of 219 articles led to the exclusion of studies that did not set meet quality criteria for this map, resulting in a final total of 131 articles for inclusion in data extraction and analysis. Results From the 131 included articles, 152 individual studies were identified during data extraction. Studies came from 26 of the 49 Sub Saharan African countries, with a particular preponderance of articles published in the last 10 years. Critical appraisal found significant weaknesses in the experimental design of woodfuel value chain studies with the exception of health impact studies, which frequently utilized controls or other relevant comparators. Findings suggest that woodfuel value chains have environmental, socioeconomic and health consequences with the frequent presence of trade-offs. The reporting of contextual factors in the studies challenge the widespread perception of deforestation as being directly caused by bush fires, overgrazing and woodcutting. Instead, agricultural expansion (which often includes forest clearing) and pre-existing biophysical factors were the most frequently cited factors in shaping environmental outcomes. Conclusions This systematic map suggests that there are environmental, socioeconomic and health consequences associated with woodfuel value chains in Sub-Saharan Africa. However, the literature also shows a weak and geographically limited evidence base to justify the above claims. We argue that policy formulation processes targeting woodfuels in SSA require more solid, coherent and broad body of knowledge, especially for such a vital sector in rural economies. Thus, there is an urgent need to design and undertake research using robust methodologies, at appropriate scales that further takes into account the interrelationships between environmental and socio-economic outcomes in order to generate substantial and reliable evidence for informed policy formulation.

Abstract This study combines state-of-the-art reanalyses such as the fifth-generation European Re-Analysis (ERA5) and the Ocean Reanalysis System 5 (ORAS5) with novel observational products to present an updated estimate of the coupled atmosphere–ocean–sea ice Arctic energy budget, including flux and storage terms covering 2001–17. Observational products provide independent estimates of crucial budget terms, including oceanic heat transport from unique mooring-derived data, radiative fluxes from satellites, and sea ice volume from merged satellite data. Results show that the time averages of independent estimates of radiative, atmospheric, and oceanic energy fluxes into the Arctic Ocean domain are remarkably consistent in the sense that their sum closely matches the observed rate of regional long-term oceanic heat accumulation of ~1 W m−2. Atmospheric and oceanic heat transports are found to be stronger compared to earlier assessments (~100 and ~16 W m−2, respectively). Data inconsistencies are larger when considering the mean annual cycle of the coupled energy budget, with RMS values of the monthly budget residual between 7 and 15 W m−2, depending on the employed datasets. This nevertheless represents an average reduction of ~72% of the residual compared to earlier work and demonstrates the progress made in data quality and diagnostic techniques. Finally, the budget residual is eliminated using a variational approach to provide a best estimate of the mean annual cycle. The largest remaining sources of uncertainty are ocean heat content and latent heat associated with sea ice melt and freeze, which both suffer from the lack of observational constraints. More ocean in situ observations and reliable sea ice thickness observations and their routinely assimilation into reanalyses are needed to further reduce uncertainty.

This motivated a critical comparative review of evidence in peer-reviewed and gray literature on the range of instruments that support innovation in agri-food systems in the Global South, toward achieving sustainable agriculture intensification. The main aim is to provide recommendations to innovation managers on the choice of different instruments for supporting innovation. The key guiding questions for the comparative analysis were whether the instrument fosters uptake of innovation and whether it promotes inclusive development. A review of the literature was supplemented with a scan of websites for sources of peer-reviewed and gray literature documenting the application of the 12 selected instruments. The study revealed three categories of instruments: (Type A) those that support entrepreneurship; (Type B) those that primarily finance innovation; and (Type C) those that support innovation in real-life contexts. Our analysis indicates that innovation managers and funders need to select instruments that are likely to fit the specific context as well as to address the mandates of their organizations, and in so doing, they must consider how to ensure the sustainability of their investments and meet the needs of their beneficiaries. This review represents one of a handful that have compared the use of multiple instruments across multiple continents in the Global South, and can serve as an important decision-making tool for investors and funders looking to invest in agri-food innovation systems.

AbstractThis paper uses data for 134 countries for the period 1960–2010 to document an energy ladder that nations ascend as their economies develop. On average, economic development results in an overall substitution from the use of biomass to energy sourced from fossil fuels, and then increasingly towards nuclear power and certain low-carbon modern renewables such as wind power. The process results in the carbon intensity of energy evolving in an inverse-U manner as per capita incomes increase. Fossil fuel-poor countries climb more quickly to the low-carbon upper rungs of the national-level energy ladder and so typically experience larger reductions in the carbon intensity of energy as they develop. Leapfrogging to low-carbon energy sources on the upper rungs of the national-level energy ladder is one route via which developing countries can reduce the magnitudes of their expected upswings in carbon dioxide emissions.

Kim;This paper examines the use of asymmetric tariffs as a regulatory instrument. A monopoly setup is adopted in which the firm sells in two markets but price controls are introduced in just one. The regulator’s objective is to increase consumer welfare through this price discriminatory practice, with the firm operating under a profit constraint. We consider cases where consumer welfare in the two markets is weighted both equally and unequally and also cases where the cost of supplying the two retail markets is determined in a monopsonistic input market. The results suggest that in certain situations controlling prices in only one market could be a desirable option from a welfare perspective.

As the world's largest CO2 emitter, we reported China's recent progresses and pitfalls in climate actions to achieve climate mitigation targets (i.e., limit warming to 1.5–2°C above the pre-industrial level). We first summarized China's integrated actions (2015 onwards) that benefit both climate change mitigation and Sustainable Development Goals (SDGs). These projects include re-structuring organizations, establishing working goals and actions, amending laws and regulations at national level, as well as increasing social awareness at community level. We then pointed out the shortcomings in different regions and sectors. Based on these analyses, we proposed five recommendations to help China improving its climate policy strategies, which include: 1) restructuring the economy to balance short-term and long-term conflicts; 2) developing circular economy with recycling mechanism and infrastructure; 3) building up unified national standards and more accurate indicators; 4) completing market mechanism for green economy and encouraging green consumption; and 5) enhancing technology innovations and local incentives via bottom-up actions.

This study explored the scope of ecotourism in forest conservation practices in the developing context by taking the Sitakunda Botanical Garden and Ecopark (SBGE), Bangladesh’s first ecopark established in 2000, as a case study. Using GIS and remote sensing technology, NDVI analysis revealed that, unlike the anticipated outcomes of the SBGE project, after a brief increase in vegetation coverage of 84.6% from 1995 to 2000, the vegetation coverage fell drastically from 2000 to 2015, wherein 33.4% of vegetation had been completely removed, and much of the dense and medium vegetation had been converted to sparse vegetation or other land uses. Anthropogenic activities, namely, unplanned urbanization, are suggested as the major contributors to this decline. From the period of 2015 to 2020, however, vegetation was seen to regenerate, potentially due to the decelerating urbanization or the possible manifestation of the ‘U’ shape relationship between the changes in vegetation and rates of urbanization. Sustainable land-use policies may help attain the targets of the project and lead the SBGE to emerge as a success story of the Bangladeshi ecotourism industry.

This is to prevent formulating energy related policies on incomplete information resulting from masking the impacts of long-run impacts of different phases of energy price. Hence, this paper explores the asymmetric price responses of industrial energy demand for a panel of 54 sectors across 34 countries over the period 2000–2014 using a dynamic hierarchical model. The empirical results from both the regional and sectoral analysis indicate a considerable heterogeneity in the estimated long-run elasticities and preference for using hierarchical model. Further, the estimated elasticities in general indicate that producers are more responsive to price increases than price decreases. In addition, empirical findings reveal that industrial energy demand is characterised by endogenous factors embedded in the asymmetric price effects. From a policy perspective, these findings provide an evidence of marked long-run impacts of energy demand (that are not observable from a traditional symmetric energy consumption pattern) required in formulating dependable energy policies.

Under labels such as green new deal, green growth and the great transition, attempts at offering coherent responses to the crises have been made. These responses have in common that they all present a large number of policy proposals for ways in which to solve the current crises and achieve a sustainable economy. This article provides a mapping of a selection of such responses and an analysis of their content. The analysis combines discourse theory and narrative analysis and investigates discourses by studying the narratives they produce. The study thus contributes to the long line of analyses on discourses on sustainable economy: empirically, by investigating and analysing a number of macroeconomic proposals for solving the system crisis, and theoretically, by elaborating on the concept of narrative dynamics in relation to persuasive strength in political decision-making.

Rapidly increasing energy demand is a major concern for Asian countries because the increase in demand is being met through the increased use of fossil fuel supply, largely domestic coal and imported fuel. Renewable energy supply presents a lower emission pathway that could be a viable option for steering off the higher emissions path. However, several market, economic, institutional, technical, and socio-cultural barriers hinder countries in moving from high to low emission pathway. Following a discussion on the rising demand for energy in Asia and the prospects of partly satisfying it with renewable energy, we outline the reasons for government support to tackle the barriers for widespread diffusion of grid-based renewable energy. Additionally, we also discuss workable models for strategic government intervention to support diffusion of grid-based renewable energy in Asia.

Abstract Background In Sub-Saharan Africa (SSA), the production and use of woodfuel remains an important socio-economic activity with more than 70% of the population relying on woodfuel as their primary household energy source. Despite their socio-economic significance, woodfuel value chains are often viewed negatively due to their association with detrimental health and environmental impacts. However, the lack of sound evidence and limited understanding of the role of contextual factors in influencing the various impacts of woodfuel value chains have prevented the formulation of properly guided policy interventions. Thus the objective of this systematic map is to provide a comprehensive review of the environmental, socio-economic, and health impacts of woodfuel value chains across SSA. Methods The search strategy for this review map was defined in a peer-reviewed protocol and refined by iterative testing. Search strings were composed of population, intervention, and location terms and combined using Boolean operators. The bibliographic databases Web of Science, Scopus, and CAB Abstracts were used as the main sources of literature for this review, and a total of 4728 results were initially retrieved. Following title and abstract screening, 659 entered full text screening. Critical appraisal of 219 articles led to the exclusion of studies that did not set meet quality criteria for this map, resulting in a final total of 131 articles for inclusion in data extraction and analysis. Results From the 131 included articles, 152 individual studies were identified during data extraction. Studies came from 26 of the 49 Sub Saharan African countries, with a particular preponderance of articles published in the last 10 years. Critical appraisal found significant weaknesses in the experimental design of woodfuel value chain studies with the exception of health impact studies, which frequently utilized controls or other relevant comparators. Findings suggest that woodfuel value chains have environmental, socioeconomic and health consequences with the frequent presence of trade-offs. The reporting of contextual factors in the studies challenge the widespread perception of deforestation as being directly caused by bush fires, overgrazing and woodcutting. Instead, agricultural expansion (which often includes forest clearing) and pre-existing biophysical factors were the most frequently cited factors in shaping environmental outcomes. Conclusions This systematic map suggests that there are environmental, socioeconomic and health consequences associated with woodfuel value chains in Sub-Saharan Africa. However, the literature also shows a weak and geographically limited evidence base to justify the above claims. We argue that policy formulation processes targeting woodfuels in SSA require more solid, coherent and broad body of knowledge, especially for such a vital sector in rural economies. Thus, there is an urgent need to design and undertake research using robust methodologies, at appropriate scales that further takes into account the interrelationships between environmental and socio-economic outcomes in order to generate substantial and reliable evidence for informed policy formulation.

Abstract This study combines state-of-the-art reanalyses such as the fifth-generation European Re-Analysis (ERA5) and the Ocean Reanalysis System 5 (ORAS5) with novel observational products to present an updated estimate of the coupled atmosphere–ocean–sea ice Arctic energy budget, including flux and storage terms covering 2001–17. Observational products provide independent estimates of crucial budget terms, including oceanic heat transport from unique mooring-derived data, radiative fluxes from satellites, and sea ice volume from merged satellite data. Results show that the time averages of independent estimates of radiative, atmospheric, and oceanic energy fluxes into the Arctic Ocean domain are remarkably consistent in the sense that their sum closely matches the observed rate of regional long-term oceanic heat accumulation of ~1 W m−2. Atmospheric and oceanic heat transports are found to be stronger compared to earlier assessments (~100 and ~16 W m−2, respectively). Data inconsistencies are larger when considering the mean annual cycle of the coupled energy budget, with RMS values of the monthly budget residual between 7 and 15 W m−2, depending on the employed datasets. This nevertheless represents an average reduction of ~72% of the residual compared to earlier work and demonstrates the progress made in data quality and diagnostic techniques. Finally, the budget residual is eliminated using a variational approach to provide a best estimate of the mean annual cycle. The largest remaining sources of uncertainty are ocean heat content and latent heat associated with sea ice melt and freeze, which both suffer from the lack of observational constraints. More ocean in situ observations and reliable sea ice thickness observations and their routinely assimilation into reanalyses are needed to further reduce uncertainty.

Hart; Simone Murugan; Theolin Naidoo; Sharad Rai; Djibril Thiam; Joshua Zake; Sershen; Irene Annor-Frempong;Financial support is a critical enabling factor for healthy agri-food innovation systems, particularly within resource-limited settings, though additional forms of support are also necessary. This motivated a critical comparative review of evidence in peer-reviewed and gray literature on the range of instruments that support innovation in agri-food systems in the Global South, toward achieving sustainable agriculture intensification. The main aim is to provide recommendations to innovation managers on the choice of different instruments for supporting innovation. The key guiding questions for the comparative analysis were whether the instrument fosters uptake of innovation and whether it promotes inclusive development. A review of the literature was supplemented with a scan of websites for sources of peer-reviewed and gray literature documenting the application of the 12 selected instruments. The study revealed three categories of instruments: (Type A) those that support entrepreneurship; (Type B) those that primarily finance innovation; and (Type C) those that support innovation in real-life contexts. Our analysis indicates that innovation managers and funders need to select instruments that are likely to fit the specific context as well as to address the mandates of their organizations, and in so doing, they must consider how to ensure the sustainability of their investments and meet the needs of their beneficiaries. This review represents one of a handful that have compared the use of multiple instruments across multiple continents in the Global South, and can serve as an important decision-making tool for investors and funders looking to invest in agri-food innovation systems.

AbstractThis paper uses data for 134 countries for the period 1960–2010 to document an energy ladder that nations ascend as their economies develop. On average, economic development results in an overall substitution from the use of biomass to energy sourced from fossil fuels, and then increasingly towards nuclear power and certain low-carbon modern renewables such as wind power. The process results in the carbon intensity of energy evolving in an inverse-U manner as per capita incomes increase. Fossil fuel-poor countries climb more quickly to the low-carbon upper rungs of the national-level energy ladder and so typically experience larger reductions in the carbon intensity of energy as they develop. Leapfrogging to low-carbon energy sources on the upper rungs of the national-level energy ladder is one route via which developing countries can reduce the magnitudes of their expected upswings in carbon dioxide emissions.

Kim;This paper examines the use of asymmetric tariffs as a regulatory instrument. A monopoly setup is adopted in which the firm sells in two markets but price controls are introduced in just one. The regulator’s objective is to increase consumer welfare through this price discriminatory practice, with the firm operating under a profit constraint. We consider cases where consumer welfare in the two markets is weighted both equally and unequally and also cases where the cost of supplying the two retail markets is determined in a monopsonistic input market. The results suggest that in certain situations controlling prices in only one market could be a desirable option from a welfare perspective.

As the world's largest CO2 emitter, we reported China's recent progresses and pitfalls in climate actions to achieve climate mitigation targets (i.e., limit warming to 1.5–2°C above the pre-industrial level). We first summarized China's integrated actions (2015 onwards) that benefit both climate change mitigation and Sustainable Development Goals (SDGs). These projects include re-structuring organizations, establishing working goals and actions, amending laws and regulations at national level, as well as increasing social awareness at community level. We then pointed out the shortcomings in different regions and sectors. Based on these analyses, we proposed five recommendations to help China improving its climate policy strategies, which include: 1) restructuring the economy to balance short-term and long-term conflicts; 2) developing circular economy with recycling mechanism and infrastructure; 3) building up unified national standards and more accurate indicators; 4) completing market mechanism for green economy and encouraging green consumption; and 5) enhancing technology innovations and local incentives via bottom-up actions.
