    Reconstruire les variations passées de notre climat permet de mieux appréhender le fonctionnement de notre système climatique.Les carottes de glace issues des calottes polaires et des glaciers montagneux de haute altitude sont de très bonnes archivesclimatiques. Les glaciers présents sur les sommets des Andes sud-américaines sont ainsi exploités depuis les années 80. Une dizainede carottages ont été réalisés depuis l’équateur jusqu’en Patagonie. Ils recouvrent des périodes très différentes allant du derniersiècle, jusqu’à la dernière transition glaciaire-interglaciaire qui débute il y a 21 000 ans. La datation de ces carottes combine unensemble de méthodes : comptage des cycles saisonniers des éléments chimiques et de la composition isotopique de la glace, analysede la concentration des éléments radioactifs issus des tests atmosphériques nucléaires au XXe siècle et modélisation de l’écoulementdu glacier pour la partie la plus profonde. Le présent article illustre deux résultats intéressants apportés par l’étude de la compositionisotopique de ces glaces. Le premier concerne la période du Petit Âge Glaciaire au XVIIe-XVIIIe siècle. L’analyse isotopique de la glacede deux carottes prélevées en Bolivie (Illimani) et au Pérou (Quelccaya), couplée à l’étude de l’extension des glaciers au mêmemoment, montre des conditions climatiques légèrement plus humides et plus froides de 1650 à 1780. Le second résultat est déduitde l’analyse isotopique d’une carotte prélevée en Patagonie du Nord (San Valentin) qui recouvre les 120 dernières années. L’enregistrementisotopique suggère que la température dans cette région a progressivement diminué au cours de cette période d’environ0,2 °C par décennie, venant prolonger une tendance mesurée par les stations météorologiques chiliennes depuis les années 70 malgréun contexte de réchauffement global. The reconstruction of past climate variability offers important information about our climate system. Ice cores extractedfrom polar ice sheets or from mountainous glaciers are among the most popular climate archives. Ice cores from Andean glaciersin South America have been studied since the 1980’s. Almost ten ice cores have been extracted from the equator to Patagonia. Theycover different time periods from the last century to the last glacial-interglacial termination that started 21,000 years ago. Those icecores are usually dated by using a combination of methods: annual layers counting in both isotopic and chemical ice composition,radionuclides concentration analysis to detect atmospheric nuclear tests during the 20th century and ice flow modeling for the deepestpart of those cores. This paper presents two interesting results arising from the isotopic composition of the ice. The first one dealswith the isotopic records of Bolivian (Illimani) and Peruvian (Quelccaya) ice cores in regards to the reconstruction of glacier extentduring the little ice age in the 17th-18th century. Both approaches suggest a slightly moister and cooler period from 1650 to 1780. Thesecond result arises from the 120-year long isotopic record of an ice core drilled in Patagonia (San Valentin). It suggests that at theregional scale, temperature has regularly decreased of about 0.2 °C per decade, extending the temperature decrease shown by Chileanmeteorological data since the 1970’s despite a global warming.

    Le présent rapport, élaboré sous l’égide de la Banque mondiale, est le fruit d’une étude exhaustive sur le Bénin. Il met en relief la situation géographique et économique du pays et se concentre particulièrement sur l’état de l’environnement et les défis auxquels le Bénin doit faire face. La gestion financière globale et le financement des activités prioritaires y sont décrits, ainsi que les allocations aux programmes destinés à l’amélioration de l’environnement et des conditions de vie de la population. Cette étude a été menée en partenariat avec le Bénin et en étroite collaboration avec le Ministère de l’environnement et la protection de la nature, ainsi qu’avec un Comité de pilotage établi par le Directeur général de l’environnement. Cette approche participative a permis plusieurs consultations avec les représentants des différents services et directions liés à l’environnement et avec divers acteurs. Les discussions ont abouti à un accord sur un plan d’action fondé sur les résultats du rapport. L’objectif de l’analyse environnementale du Bénin est d’aider le gouvernement à intégrer l’environnement dans l’élaboration des politiques en procédant à l’analyse des aspects transversaux et des défis que représente une gestion environnementale forte, et de créer une plateforme pour renforcer les capacités du pays afin de permettre la gestion durable des ressources naturelles et de l’environnement. À cette fin, un certain nombre d’actions ont été recommandées, notamment l’établissement de politiques et institutions performantes basées sur une gouvernance forte et un renforcement de l’efficacité, et la mobilisation du financement pour la protection de l’environnement et la gestion des ressources. This report is the product of a comprehensive study on Benin. It highlights the country s geographical and economic situation and concentrates in particular on environmental conditions and the challenges facing Benin. This report covers the financing of priority environmental activities, as well as allocations to programs designed to improve the environment and living conditions of the population. The environmental analysis of Benin seeks to help the Government integrate the environment into policy formulation by analyzing cross-cutting aspects and the challenges of implementing sound environmental management, and creating a platform for strengthening the country s capacities in order to facilitate sustainable natural resource and environmental management. To this end, a number of measures have been recommended, among them the establishment of effective policies and institutions based on sound governance and improved effectiveness, and the mobilization of financing for environmental protection and natural resource management. The study includes the analysis of a case study on three cities: Porto-Novo, Cotonou, and Parakou, and examines the impact of environmental problems and environmental management challenges on these cities.

    L’objet de ce travail est d’analyser les déterminants de la demande résidentielle d’énergie électrique au Bénin. L’étude a été réalisée sur 1089 ménages en utilisant les données de l’Enquête sur la Consommation d’Electricité au Bénin (ECEB) conduite en 2014 par l’Institut National de la Statistique et de l’Analyse Economique. Après avoir procédé à une analyse descriptive univariée et bivariée, une modélisation économétrique en données de panel a été mise en œuvre. Le modèle d’analyse de la demande conditionnelle de Dalen et Larsen (2012) utilisé à cet effet a révélé que le sexe du chef de ménage, la taille et le revenu du ménage ainsi que la possession d’appareils électroménagers tels que le ventilateur, le brasseur, le réfrigérateur et la radio influencent la demande résidentielle globale d’énergie électrique des départements contrairement au milieu de résidence (urbain ou rural) et au prix du kilowattheure d’électricité.     Les filières fruits, légumes et pomme de terre (FLP) se caractérisent par une diversité structurelle importante liée aux nombreuses espèces et variétés cultivées et à des structures de production et de commercialisation très variées. La très forte concurrence imposée par les circuits longs de la grande distribution et de l’import-export a progressivement entrainé pour des raisons de rationalité économique une spécialisation des bassins de production et d’une partie des exploitations avec une standardisation des moyens de production et des produits, mais aussi la disparition de nombreuses petites exploitations. Globalement, ces évolutions se sont traduites par une érosion des surfaces et une diminution des volumes produits pour la majorité des filières à l’exception de la pomme de terre et de certains fruits à coque. Néanmoins, le dynamisme de certaines filières « produit » a entrainé un regain de compétitivité et/ou une meilleure valorisation de l’offre grâce à des démarches portant sur le développement de systèmes à haute technicité, la réduction d’utilisation des produits de synthèse, la segmentation et la différenciation commerciale, et la création de signes de qualité. Par ailleurs, le renouveau des circuits courts et de proximité permet depuis peu de développer dans toutes les régions un tissu d’exploitations très diversifiées. L’émergence d’une forte attente pour les produits de l’agriculture biologique et pour des systèmes agro-alimentaires sains et durables offre aujourd’hui de nouvelles opportunités. Pour en bénéficier, les filières FLP devront élaborer des stratégies cohérentes afin de renforcer les complémentarités et les synergies entre différents systèmes de production, de transformation et de commercialisation. Ces stratégies de valorisation de la diversité contribueront à accroitre la robustesse économique et environnementale des filières FLP. The fruit, vegetable and potato (FLP) sectors are characterised by a high structural diversity linked to the many species and varieties cultivated and to very varied production and marketing structures. The very strong competition imposed by the long distribution and import-export channels has gradually led, for reasons of economic rationality, to a specialisation of the production basins and part of the farms with standardisation of production means and products, but also the disappearance of many small farms. Overall, these changes have resulted in an erosion of surfaces and a decrease in the volumes produced for the majority of sectors with the exception of potatoes and certain nuts. Nevertheless, the dynamism of certain "product" sectors has led to a revival of competitiveness and/or a better Plénet D. et al. 80 Innovations Agronomiques 68 (2018), 79-105 development of the offer thanks to approaches relating to the development of high-tech systems, the reduction in the use of synthetic products, segmentation and commercial differentiation, and the creation of quality signs. In addition, the renewal of short and local circuits has recently made it possible to develop a very diversified network of farms in all regions. The emergence of high expectations for organic farming products and for healthy and sustainable agro-food systems offers new opportunities today. To benefit from them, the FLP sectors will have to develop coherent strategies to strengthen complementarities and synergies between different production, processing and marketing systems. These diversity enhancement strategies will contribute to increasing the economic and environmentalrobustness of the FLP sectors.

    Little research has been done to date on French households’ preferences for energy retrofits in the dwelling. However, the economic role of these choices is crucial for implementing an effective and realistic energy policy in the residential sector, both in terms of proposed aid and targets. Are households interested in retrofits with high energy-savings potential? How much are they willing to pay and is it sufficient to cover the up-front costs? How many households have no choice of heating system, and what is their profile?This work sets out to answer these questions empirically using discrete choice models. It starts by analyzing the technical, socio-demographic and spatial constraints that face households and create barriers to domestic energy choices. A method to detect household constraint is devised and applied to the choice of space heating system in 2006 and 2013. The second stage analyzes household preferences for heating equipment and retrofits. This second part is based on a discrete choice experiment specially carried out for this research among 2,000 households. This work sheds light on households’ preferences and heterogeneity, as well as their willingness to pay, the implicit discount rate and other economic impacts. Les préférences des ménages français pour les travaux de rénovation énergétique dans le logement ont été peu étudiées jusqu’à présent. Or, elles sont la clé d’une politique énergétique efficace et réaliste pour le secteur résidentiel, tant au niveau des aides proposées, qu’au niveau des objectifs à réaliser. Les ménages sont-ils intéressés par des travaux à fort potentiel d’économie d’énergie ? Combien sont-ils prêt à payer et est-ce que c’est suffisant pour couvrir les coûts réels ? Combien de ménages n’ont pas le choix de leur mode de chauffage et quel est leur profil ?La thèse s'attache à répondre à ces questions de façon empirique à l’aide de modèles de choix discrets. Il s’agit, dans un premier temps, d’analyser les contraintes techniques, sociodémographiques et spatiales que rencontrent les ménages et qui entravent les choix énergétiques dans le logement. Une méthodologie de détection des ménages contraints a été proposée, puis appliquée au choix du chauffage en 2006 et 2013. Dans un deuxième temps, les préférences des ménages pour les équipements de chauffage et les travaux de rénovation ont été analysées. Cette deuxième partie utilise une enquête expérimentale qui a été réalisée spécialement pour ce travail de recherche auprès de 2000 ménages. Ce travail a permis de comprendre les préférences des ménages, leur hétérogénéité, et d’en déduire les consentements à payer, les taux d’actualisation implicites et les différents effets économiques.

    Le Tchad est confronté à d’énormes défis : pauvreté, insécurité associée à la fragilité, aux conflits et à la violence (FCV) et faible accès aux services de base tels que l’éducation, la santé et l’eau potable. En outre, c’est le pays le plus vulnérable au changement climatique, selon l’Initiative mondiale d’adaptation de Notre Dame, 2021. Dans ce contexte difficile, la crise de la COVID-19 a aggravé les difficultés économiques, creusé les inégalités et plongé des centaines de milliers de Tchadiens dans l’extrême pauvreté. Les principaux défis environnementaux sont les suivants : i) dégradation des sols ; (ii) la gestion des déchets et (iii) le changement climatique. Chad faces enormous challenges: poverty, insecurity associated with fragility, conflict, and violence (FCV), and low access to basic services such as education, health, and drinking water. In addition, it is the world’s most vulnerable country to climate change, according to the Notre Dame Global Adaptation Initiative, 2021. In this challenging context, the COVID-19 crisis worsened economic difficulties, increased inequality, and plunged hundreds of thousands of Chadians in extreme poverty. Key environmental challenges include: (i) Land degradation; (ii) Waste management and (iii) Climate change.

    Reconstruire les variations passées de notre climat permet de mieux appréhender le fonctionnement de notre système climatique.Les carottes de glace issues des calottes polaires et des glaciers montagneux de haute altitude sont de très bonnes archivesclimatiques. Les glaciers présents sur les sommets des Andes sud-américaines sont ainsi exploités depuis les années 80. Une dizainede carottages ont été réalisés depuis l’équateur jusqu’en Patagonie. Ils recouvrent des périodes très différentes allant du derniersiècle, jusqu’à la dernière transition glaciaire-interglaciaire qui débute il y a 21 000 ans. La datation de ces carottes combine unensemble de méthodes : comptage des cycles saisonniers des éléments chimiques et de la composition isotopique de la glace, analysede la concentration des éléments radioactifs issus des tests atmosphériques nucléaires au XXe siècle et modélisation de l’écoulementdu glacier pour la partie la plus profonde. Le présent article illustre deux résultats intéressants apportés par l’étude de la compositionisotopique de ces glaces. Le premier concerne la période du Petit Âge Glaciaire au XVIIe-XVIIIe siècle. L’analyse isotopique de la glacede deux carottes prélevées en Bolivie (Illimani) et au Pérou (Quelccaya), couplée à l’étude de l’extension des glaciers au mêmemoment, montre des conditions climatiques légèrement plus humides et plus froides de 1650 à 1780. Le second résultat est déduitde l’analyse isotopique d’une carotte prélevée en Patagonie du Nord (San Valentin) qui recouvre les 120 dernières années. L’enregistrementisotopique suggère que la température dans cette région a progressivement diminué au cours de cette période d’environ0,2 °C par décennie, venant prolonger une tendance mesurée par les stations météorologiques chiliennes depuis les années 70 malgréun contexte de réchauffement global. The reconstruction of past climate variability offers important information about our climate system. Ice cores extractedfrom polar ice sheets or from mountainous glaciers are among the most popular climate archives. Ice cores from Andean glaciersin South America have been studied since the 1980’s. Almost ten ice cores have been extracted from the equator to Patagonia. Theycover different time periods from the last century to the last glacial-interglacial termination that started 21,000 years ago. Those icecores are usually dated by using a combination of methods: annual layers counting in both isotopic and chemical ice composition,radionuclides concentration analysis to detect atmospheric nuclear tests during the 20th century and ice flow modeling for the deepestpart of those cores. This paper presents two interesting results arising from the isotopic composition of the ice. The first one dealswith the isotopic records of Bolivian (Illimani) and Peruvian (Quelccaya) ice cores in regards to the reconstruction of glacier extentduring the little ice age in the 17th-18th century. Both approaches suggest a slightly moister and cooler period from 1650 to 1780. Thesecond result arises from the 120-year long isotopic record of an ice core drilled in Patagonia (San Valentin). It suggests that at theregional scale, temperature has regularly decreased of about 0.2 °C per decade, extending the temperature decrease shown by Chileanmeteorological data since the 1970’s despite a global warming.

    Le présent rapport, élaboré sous l’égide de la Banque mondiale, est le fruit d’une étude exhaustive sur le Bénin. Il met en relief la situation géographique et économique du pays et se concentre particulièrement sur l’état de l’environnement et les défis auxquels le Bénin doit faire face. La gestion financière globale et le financement des activités prioritaires y sont décrits, ainsi que les allocations aux programmes destinés à l’amélioration de l’environnement et des conditions de vie de la population. Cette étude a été menée en partenariat avec le Bénin et en étroite collaboration avec le Ministère de l’environnement et la protection de la nature, ainsi qu’avec un Comité de pilotage établi par le Directeur général de l’environnement. Cette approche participative a permis plusieurs consultations avec les représentants des différents services et directions liés à l’environnement et avec divers acteurs. Les discussions ont abouti à un accord sur un plan d’action fondé sur les résultats du rapport. L’objectif de l’analyse environnementale du Bénin est d’aider le gouvernement à intégrer l’environnement dans l’élaboration des politiques en procédant à l’analyse des aspects transversaux et des défis que représente une gestion environnementale forte, et de créer une plateforme pour renforcer les capacités du pays afin de permettre la gestion durable des ressources naturelles et de l’environnement. À cette fin, un certain nombre d’actions ont été recommandées, notamment l’établissement de politiques et institutions performantes basées sur une gouvernance forte et un renforcement de l’efficacité, et la mobilisation du financement pour la protection de l’environnement et la gestion des ressources. This report is the product of a comprehensive study on Benin. It highlights the country s geographical and economic situation and concentrates in particular on environmental conditions and the challenges facing Benin. This report covers the financing of priority environmental activities, as well as allocations to programs designed to improve the environment and living conditions of the population. The environmental analysis of Benin seeks to help the Government integrate the environment into policy formulation by analyzing cross-cutting aspects and the challenges of implementing sound environmental management, and creating a platform for strengthening the country s capacities in order to facilitate sustainable natural resource and environmental management. To this end, a number of measures have been recommended, among them the establishment of effective policies and institutions based on sound governance and improved effectiveness, and the mobilization of financing for environmental protection and natural resource management. The study includes the analysis of a case study on three cities: Porto-Novo, Cotonou, and Parakou, and examines the impact of environmental problems and environmental management challenges on these cities.

    L’objet de ce travail est d’analyser les déterminants de la demande résidentielle d’énergie électrique au Bénin. L’étude a été réalisée sur 1089 ménages en utilisant les données de l’Enquête sur la Consommation d’Electricité au Bénin (ECEB) conduite en 2014 par l’Institut National de la Statistique et de l’Analyse Economique. Après avoir procédé à une analyse descriptive univariée et bivariée, une modélisation économétrique en données de panel a été mise en œuvre. Le modèle d’analyse de la demande conditionnelle de Dalen et Larsen (2012) utilisé à cet effet a révélé que le sexe du chef de ménage, la taille et le revenu du ménage ainsi que la possession d’appareils électroménagers tels que le ventilateur, le brasseur, le réfrigérateur et la radio influencent la demande résidentielle globale d’énergie électrique des départements contrairement au milieu de résidence (urbain ou rural) et au prix du kilowattheure d’électricité.     Les filières fruits, légumes et pomme de terre (FLP) se caractérisent par une diversité structurelle importante liée aux nombreuses espèces et variétés cultivées et à des structures de production et de commercialisation très variées. La très forte concurrence imposée par les circuits longs de la grande distribution et de l’import-export a progressivement entrainé pour des raisons de rationalité économique une spécialisation des bassins de production et d’une partie des exploitations avec une standardisation des moyens de production et des produits, mais aussi la disparition de nombreuses petites exploitations. Globalement, ces évolutions se sont traduites par une érosion des surfaces et une diminution des volumes produits pour la majorité des filières à l’exception de la pomme de terre et de certains fruits à coque. Néanmoins, le dynamisme de certaines filières « produit » a entrainé un regain de compétitivité et/ou une meilleure valorisation de l’offre grâce à des démarches portant sur le développement de systèmes à haute technicité, la réduction d’utilisation des produits de synthèse, la segmentation et la différenciation commerciale, et la création de signes de qualité. Par ailleurs, le renouveau des circuits courts et de proximité permet depuis peu de développer dans toutes les régions un tissu d’exploitations très diversifiées. L’émergence d’une forte attente pour les produits de l’agriculture biologique et pour des systèmes agro-alimentaires sains et durables offre aujourd’hui de nouvelles opportunités. Pour en bénéficier, les filières FLP devront élaborer des stratégies cohérentes afin de renforcer les complémentarités et les synergies entre différents systèmes de production, de transformation et de commercialisation. Ces stratégies de valorisation de la diversité contribueront à accroitre la robustesse économique et environnementale des filières FLP. The fruit, vegetable and potato (FLP) sectors are characterised by a high structural diversity linked to the many species and varieties cultivated and to very varied production and marketing structures. The very strong competition imposed by the long distribution and import-export channels has gradually led, for reasons of economic rationality, to a specialisation of the production basins and part of the farms with standardisation of production means and products, but also the disappearance of many small farms. Overall, these changes have resulted in an erosion of surfaces and a decrease in the volumes produced for the majority of sectors with the exception of potatoes and certain nuts. Nevertheless, the dynamism of certain "product" sectors has led to a revival of competitiveness and/or a better Plénet D. et al. 80 Innovations Agronomiques 68 (2018), 79-105 development of the offer thanks to approaches relating to the development of high-tech systems, the reduction in the use of synthetic products, segmentation and commercial differentiation, and the creation of quality signs. In addition, the renewal of short and local circuits has recently made it possible to develop a very diversified network of farms in all regions. The emergence of high expectations for organic farming products and for healthy and sustainable agro-food systems offers new opportunities today. To benefit from them, the FLP sectors will have to develop coherent strategies to strengthen complementarities and synergies between different production, processing and marketing systems. These diversity enhancement strategies will contribute to increasing the economic and environmentalrobustness of the FLP sectors.

    Little research has been done to date on French households’ preferences for energy retrofits in the dwelling. However, the economic role of these choices is crucial for implementing an effective and realistic energy policy in the residential sector, both in terms of proposed aid and targets. Are households interested in retrofits with high energy-savings potential? How much are they willing to pay and is it sufficient to cover the up-front costs? How many households have no choice of heating system, and what is their profile?This work sets out to answer these questions empirically using discrete choice models. It starts by analyzing the technical, socio-demographic and spatial constraints that face households and create barriers to domestic energy choices. A method to detect household constraint is devised and applied to the choice of space heating system in 2006 and 2013. The second stage analyzes household preferences for heating equipment and retrofits. This second part is based on a discrete choice experiment specially carried out for this research among 2,000 households. This work sheds light on households’ preferences and heterogeneity, as well as their willingness to pay, the implicit discount rate and other economic impacts. Les préférences des ménages français pour les travaux de rénovation énergétique dans le logement ont été peu étudiées jusqu’à présent. Or, elles sont la clé d’une politique énergétique efficace et réaliste pour le secteur résidentiel, tant au niveau des aides proposées, qu’au niveau des objectifs à réaliser. Les ménages sont-ils intéressés par des travaux à fort potentiel d’économie d’énergie ? Combien sont-ils prêt à payer et est-ce que c’est suffisant pour couvrir les coûts réels ? Combien de ménages n’ont pas le choix de leur mode de chauffage et quel est leur profil ?La thèse s'attache à répondre à ces questions de façon empirique à l’aide de modèles de choix discrets. Il s’agit, dans un premier temps, d’analyser les contraintes techniques, sociodémographiques et spatiales que rencontrent les ménages et qui entravent les choix énergétiques dans le logement. Une méthodologie de détection des ménages contraints a été proposée, puis appliquée au choix du chauffage en 2006 et 2013. Dans un deuxième temps, les préférences des ménages pour les équipements de chauffage et les travaux de rénovation ont été analysées. Cette deuxième partie utilise une enquête expérimentale qui a été réalisée spécialement pour ce travail de recherche auprès de 2000 ménages. Ce travail a permis de comprendre les préférences des ménages, leur hétérogénéité, et d’en déduire les consentements à payer, les taux d’actualisation implicites et les différents effets économiques.

    Le Tchad est confronté à d’énormes défis : pauvreté, insécurité associée à la fragilité, aux conflits et à la violence (FCV) et faible accès aux services de base tels que l’éducation, la santé et l’eau potable. En outre, c’est le pays le plus vulnérable au changement climatique, selon l’Initiative mondiale d’adaptation de Notre Dame, 2021. Dans ce contexte difficile, la crise de la COVID-19 a aggravé les difficultés économiques, creusé les inégalités et plongé des centaines de milliers de Tchadiens dans l’extrême pauvreté. Les principaux défis environnementaux sont les suivants : i) dégradation des sols ; (ii) la gestion des déchets et (iii) le changement climatique. Chad faces enormous challenges: poverty, insecurity associated with fragility, conflict, and violence (FCV), and low access to basic services such as education, health, and drinking water. In addition, it is the world’s most vulnerable country to climate change, according to the Notre Dame Global Adaptation Initiative, 2021. In this challenging context, the COVID-19 crisis worsened economic difficulties, increased inequality, and plunged hundreds of thousands of Chadians in extreme poverty. Key environmental challenges include: (i) Land degradation; (ii) Waste management and (iii) Climate change.
