In recent years, sustainability concerns have gained increasing attention among countries and stakeholders worldwide. Towards the transition to sustainable rural development, the rural web framework (RWF) has become a consistent tool. Indicators from the RWF have been used to explore sustainable rural development for decision-making tasks, which improves the social, economic, and environmental performance of rural regions. However, the application of the RWF in studies is on the decline. Furthermore, there is a lack of literature reviews on the importance of the RWF and its relationship with different facets of sustainable development. We conducted a systematic literature review (SLR) (a) to explore how studies have used the RWF in the context of sustainable development and (b) to identify areas for further research. This study found that the RWF has mostly been used in developed countries, with fewer applications in developing countries. We suggest that there should be increased application of the RWF, particularly in developing countries, to broaden the rural web–sustainable development discourse and its relevance. This paper presents several areas where the indicators of the RWF can be applied to illustrate their relevance for policy decisions towards the achievement of the sustainable development goals (SDGs).

Darfur farming and pastoralist livelihoods are both adaptations to the environmental variability that characterises the region. This article describes this adaptation and the longer‐term transformation of these specialised livelihoods from the perspective of local communities. Over several decades farmers and herders have experienced a continuous stream of climate, conflict and other shocks, which, combined with wider processes of change, have transformed livelihoods and undermined livelihood institutions. Their well‐rehearsed specialist strategies are now combined with new strategies to cope. These responses help people get by in the short term but risk antagonising not only their specialist strategies but also those of others. A combination of factors has undermined the former integration between farming and pastoralism and their livelihood institutions. Efforts to build resilience in similar contexts must take a long‐term view of livelihood adaptation as a specialisation, and consider the implications of new strategies for the continuity and integration of livelihood specialisations.

Abstract In this paper, we discuss a number of ways to define and measure the affordability of energy consumption, and we examine the emergence of energy poverty in Italy in the period from 1998 to 2011. The paper examines the eligibility criteria for claiming the benefits available to support energy consumption for vulnerable families and it identifies the potential beneficiaries. The study assesses the appropriateness of the eligibility criteria by comparing the population targeted by the policy with the population actually facing affordability problems. A simulation exercise, using the hypothetical scenario most likely to result in energy benefits being made available, shows that, regardless of the affordability index adopted, the provision of state energy benefits has little impact on fuel poverty.

Abstract This paper provides the first estimates of China's global developmental finance institutions in general and China's policy bank lending to foreign governments for energy in particular. According to the China Global Energy Finance database, between 2000 and 2017, China Development Bank (CDB) and China Export-Import Bank (CHEXIM) provided $225.75 billion in overseas energy development finance. We find that: China's ‘policy banks’ and funds have doubled the availability of global development finance –and hold more assets than the major Western-backed MDBs operating in developing countries. With the onset of a new family of funds and multilateral development banks co-financed by China, China is poised to be the largest development lender in the world as Western-backed MDBs appear stagnated in their ability to increase their capital bases. China's global energy portfolio is heavily exposed to country, macroeconomic, climate, and social risks, however. To mitigate such risks and meet the broader sustainable development challenge for the 21st Century, China's development finance will need to shift the composition of its global energy lending in a significant manner.

Abstract The ecological footprint is a measure of the resources necessary to produce the goods that an individual or population consumes. It is also used as a measure of sustainability, though evidence suggests that it falls short. The assumptions behind footprint calculations have been extensively criticized; I present here further evidence that it fails to satisfy simple economic principles because the basic assumptions are contradicted by both theory and historical data. Specifically, I argue that the footprint arbitrarily assumes both zero greenhouse gas emissions, which may not be ex ante optimal, and national boundaries, which makes extrapolating from the average ecological footprint problematic. The footprint also cannot take into account intensive production, and so comparisons to biocapacity are erroneous. Using only the assumptions of the footprint then, one could argue that the Earth can sustain greatly increased production, though there are important limitations that the footprint cannot address, such as land degradation. Finally, the lack of correlation between land degradation and the ecological footprint obscures the effects of a larger sustainability problem. Better measures of sustainability would address these issues directly.

The integration of sustainable practices into infrastructure projects under the auspices of public-private partnerships (PPPs) is vital in the attainment of United Nation’s Sustainable Development Goals (SDGs). Since the inception of the SDGs in 2015, the attention of world has been shifting towards more sustainable practices and it is essential that the conventional performance measurement models on PPP projects also adapt to the trend of sustainable practices. Therefore, This study aims at reviewing and operationalising sustainable performance measures for the PPP infrastructure projects. A systematic literature review (SLR) methodology was utilised in this study. The research process began with the search, retrieval and selection of thirty-three (33) journal articles. Thoroughly, the selected articles were contently analysed to form key themes that form the basis of this research’s findings. The outcomes of this review demonstrate twenty-seven (27) most critical sustainable performance criteria of PPP projects such as the lowest project costs, green index, disability-friendly inclusion rate and carbon emission per project among others. Although, the study is limited to few journal articles, it provides theoretical and practical understanding of integration of sustainability in PPPs. Further, it gives a list of relevant research gaps for further studies. This study contributes to the benchmarking and management of sustainable performance assessment of PPP projects.

Agriculture is the largest sector of Pakistan’s economy, contributing almost 22% to the GDP and employing almost 45% of the total labor force. The two largest food crops, wheat and rice, contribute 3.1% and 1.4% to the GDP, respectively. The objective of this research was to calculate the energy return on investment (EROI) of these crops on a national scale from 1999 to 2009 to understand the size of various energy inputs and to discuss their contributions to the energy output. Energy inputs accounted for within the cropping systems included seed, fertilizer, pesticide, human labor, tractor diesel, irrigation pump electricity and diesel, the transport of fertilizer and pesticide, and the embodied energy of tractors and irrigation pumps. The largest per-hectare energy inputs to wheat were nitrogen fertilizer (52.6%), seed (17.9%), and tractor diesel (9.1%). For rice, the largest per-hectare energy inputs were nitrogen fertilizer (32%), tube well diesel (19.8%), and pesticide (17.6%). The EROI of wheat showed a gradual downward trend between 2000 and 2006 of 21.3%. The trend was erratic thereafter. Overall, it ranged from 2.7 to 3.4 with an average of 2.9 over the 11-year study period. The overall trend was fairly consistent compared to that of rice which ranged between 3.1 and 4.9, and averaged 3.9. Rice’s EROI dipped sharply in 2002, was erratic, and remained below four until 2007. It rose sharply after that. As energy inputs increased, wheat outputs increased, but rice outputs decreased slightly. Rice responded to inputs with greater output and an increase in EROI. The same was not true for wheat, which showed little change in EROI in the face of increasing inputs. This suggests that additional investments of energy in rice production are not improving yields but for wheat, these investments are still generating benefits. The analysis shows quantitatively how fossil energy is a key driver of the Pakistani agricultural system as it traces direct and indirect energy inputs to two major food crops.

The title of my talk today is Bringing Home the Right to Housing to Advance Urban Sustainability. You may ask what is the right to housing? Why do we need to bring it home? And what does it have to do with the broader topic of today’s symposium, urban sustainability? The human right to housing, although not a formal American federal or constitutional right, provides an important legal and normative framework that can help American cities and states better balance the needs of owners and non-owners in local housing and development struggles. If American cities and states want to create sustainable urban communities that will flourish for generations, they will need the human right to housing as one legal tool in their sustainability toolkit. If we understand the term urban sustainability to include not just the sustainability of the land, air, water, and spaces that humans occupy, but also the sustainability of the inhabitants and positive social relationships in urban spaces, then the human right to housing must become a part of cities’ urban sustainability arsenal.
