    Sustaining agricultural demands is a typical problem, particularly in locations afflicted by the scarcity of fresh water, poor farming soil, and hot weather. The main goal of this study is to perform a thermodynamic analysis of an integrated multigeneration system containing a direct contact membrane distillation crystallization system that recovers beneficial hydroponic farming nutrients from seawater using renewable energy resources. A parametric study is carried out to determine the impacts of various factors on the system, such as changing the rate of mass flow rate, recovery ratio, and salinity. This study proposes a novel sustainable multigeneration system for seawater desalination and ions recovery using the direct contact membrane distillation crystallization system to provide the hydroponic solution and greenhouse ventilation using the dual evaporator vapor compression refrigeration system. With overall exergy efficiency and energy efficiency of 41.40%, and 39.80%, respectively, the system requires about 1182.69 kW and 5314.6 kW of electrical and thermal power in total, respectively, to desalinate 5 kg/s of seawater and recover 170 mg/s of Sulfate (SO4), 81.28 mg/s of Magnesium (Mg), 25.48 mg/s of Calcium (Ca), and 24.16 mg/s of Potassium (K), yielding about 4.4 kg/s of a hydroponic solution, and ventilating 25 greenhouses with a volume of 600 m3 of single greenhouse.

    In the early 21st century, societies and their governments around the world have been meeting unprecedented challenges, many of which surpass the capacities, capabilities, and reaches of their traditional institutions and their classical processes of governing. Among these challenges are the need for an accelerated transition of the global economy from its current fossil fuel basis to renewable energies, the so-called post-carbon era also known as the third industrial revolution, the containment and reduction of government spending and debt financing, the increasing rapidity of market changes, and the expanding lag of timely interventions via traditional lawmaking and government action. While upholding the proven principles of Western democracy, democratic self-governance in 21st century market economies apparently needs to develop new institutional formats and novel mechanisms for staying abreast with the systemic dynamics of a tightly interconnected global society. We claim that actionable and omnipresent information along with its underlying technologies are substantial prerequisites and backbones for developing models of smart (democratic) governance, which foster smart, open, and agile governmental institutions as well as stakeholder participation and collaboration on all levels and in all branches of the governing process. We present and discuss an agenda for research and practice, which advances the concept of smart, open, and participatory government of the 21st century.

    Abstract In order to further promote the development of the new energy vehicle industry, Parallel Management regulation for corporate average fuel consumption and new energy vehicle credits for passenger vehicles (dual-credit scheme) have been proposed by Ministry of Industry and Information Technology in September 2017. This study attempted to investigate the impact of dual-credit scheme on the penetration of new energy vehicles and the short-term strategies of the automotive industry. For this purpose, a market analysis model is proposed based on game theory and the credit market equilibrium to quantify the effects of the credit trading mechanism. Four categories of automakers are considered. The obtained results show that: (i) The dual-credit scheme is indeed an effective policy solution that enables the expansion of the volume of NEV market. (ii) The dual-credit scheme can accelerate the elimination of outdated technologies with lower driving mileage, and it can also promote the adoption of technologies with longer driving mileage. (iii) The dual-credit scheme allows all automakers to achieve their targets in a market efficient manner.

    Abstractwhatever the adoptod treatment system, the wastewater treatment is accompanied by production of large amounts of sludge which must be disposed. Several pathways exist lor the disposal of sewage sludge, but the choice must depend on the cost of installation, the result as an added value of the product and the possible impact of the chain retained on the environment To justify the choice of sludge recycling in agriculture, we will have to estimate the fertilizer value of sludge through the analysis of physico-chemica1 and microbiological parameters complying with regulations. Considering these parameters will detennine the worth of sludge,the environmental impact and precautions for use. For this purpose, we have to compare the sludge characteristics from three wastewater treatment plants (WIV) in the wilaya of Mascara, (west of Algeria), Mascara, Tizi and Ghriss. The results show that our overall sludge is rich in nutrients (N, P, K) but contains a hight concentrations in Nickel (Ni) of lIbout 8.6mg I kg prohably due to industrial waste. To enhance ille fertilizing power of the sludge in an agricultural field we recommend an additional treatment

    We are living in a new human-dominated geological epoch, the Anthropocene. Human activity is the dominant cause of most contemporary environment change. At the same time, digital transformation is changing our societies. The intersection of both processes compels us to harness the potential of new technological systems to transform how humanity manages its environmental footprint. However, our interaction with the environment is not the only interaction we have to change. New technologies can automatically monitor animal welfare. These management processes will increase stakeholder confidence and therefore the reputation of food companies. Since corporate governance is key for corporate sustainability, new monitoring processes should begin to be included in the animal welfare questionnaires. This research highlights the disruptive potential of Fourth Industrial Revolution technologies applied on farms. Like the sustainability questionnaires, the Business Benchmark on Farm Animal Welfare (BBFAW) have shortcomings. However, animal welfare indices are very useful tools to measure the performance of companies and can be easily improved by following the recommendations of this research. The importance of a formalised system of responsibilities and the advances offered by audio-visual and smart technologies, that provide real-time data, will be a key dimension for the farm of the future and therefore should be part of the BBFAW questionnaires

    Pakistan is an energy deficient country with depleting energy reserves and increasing energy demand. Due to excessive population growth, the domestic and commercial energy sectors are experiencing rising demand. To meet the requisite demand, renewables are favored rather than conventional counterparts. In this study, we model hybrid power systems using solar, wind and biomass resources for electrifying remote areas. The four locations are chosen for the study around a developing country, Pakistan, where each site is designed according to an isolated microgrid with maximum indigenous resources potential as per the requisite demands. A survey is conducted for the load demand and biomass availability. Optimization is conducted across objectives of minimum levelized cost of the generated energy, least the net present cost and lesser payback period. The optimal results were achieved in-terms of required objectives across southern sites as compared to northern counterparts. The cost of generated energy is comparable to grid electricity and ensures 24 h power supply without cut off and load shedding to the un-electrified rural area. The hybrid power system has a low carbon footprint across emissions due to the use of renewable resources. All the estimated load of rural communities is met with the available resources and mid-career impact has also been conducted across 10 years of the project life to fulfill the increasing load demand of the communities after installation. The results are validated via comparative analysis and show the effectiveness of the proposed study.

    We start addressing the performance of environmentally related taxes in Argentina, Bolivia and Uruguay and find differences in level and structure with OECD countries but with the common feature that energy taxes are prime contributors. We then model an energy tax reform process out a status quo and towards environmentally related excises, distinguishing between uniform and non-uniform tax components, positive and normative tax structures, and between non-Ramsey and Ramsey specifications. We implement the model after some effort to estimate local and global environmental costs related to energy consumption. We find a rebalancing of fuel taxes (where gasoline and diesel are main drivers) that is robust to the range of price-demand elasticity and environmental cost parameters. Environmental (almost local) gains of the reform are significant, while fiscal impacts are positive and large but do not allow to claim double dividend effects because of price increases of widespread energy inputs triggered by the reform exercise. In the case of Argentina and Bolivia pre-existing distortions in energy prices imply large increases in end-user prices to accommodate not only tax increases but also corrections of producer prices. The assessment of the distributional impact of tax reforms depends on its type (Non Ramsey vs. Ramsey) and on considering environmental benefits to compensate for negative price effects. A Non-Ramsey tax reform has a positive distributive impact in Uruguay, while large pre-existing price distortions tend to produce negative impacts in Argentina and Bolivia. Overall we recommend non-Ramsey taxes as they are more transparent and easy to implement, avoid inverse-elasticity effects on tax wedges that have nothing to do with environmental costs and have better distributional properties. Moving to multiple instruments is also recommended to integrate other externalities, deal with informality and cope with distributive impacts.

    The focus of the present paper is the development of a resilience framework suitable to be applied in assessing the safety of ship LNG (Liquefied Natural Gas) bunkering process. Ship propulsion considering LNG as a possible fuel (with dual fuel marine engines installed on board) has favored important discussions about the LNG supply chain and delivery on board to the ship power plant. Within this context, a resilience methodological approach is outlined, including a case study application, to demonstrate its actual effectiveness. With specific reference to the operative steps for LNG bunkering operations in the maritime field, a dynamic model based on Bayesian inference and MCMC simulations can be built, involving the probability of operational perturbations, together with their updates based on the hard (failures) and soft (process variables deviations) evidence emerging during LNG bunkering operations. The approach developed in this work, based on advanced Markov Models and variational fitting algorithms, has proven to be a useful and flexible tool to study, analyze and verify how much the perturbations of systems and subsystems can be absorbed without leading to failure.

    Conventional models to support policymaking for the energy sector have been largely based on deterministic or static settings that focus on planning welfare- maximising investment pathways. But, in a liberalised market, since investments are made by competitive, profit-maximising companies, the increased intervention of government policy in the trading arrangements creates uncertain responses to incentives. Industry may perceive policy risks to be high, and major companies may choose to act more cautiously than governments expect. This presents a modelling challenge, and we propose an extension to the use of real options in this context. We model several features of the low-carbon investment context, viz., irreversibility, delay, and competition, which impinge upon the radical policy imperatives for structural change in electricity markets to meet ambitious sustainability targets.

    Abstract The EU Electricity Directive has encouraged a movement towards closer integration of power markets in Northern Europe. At the same time, the industry is undergoing significant restructuring, with vertical separation and horizontal concentration being two key features. The effectiveness of competition in the region will crucially depend on the extent and conditions of cross-border trade between the countries concerned. Most importantly, the conditions and cost of access to transmission networks will determine the nature of market integration and its impact on competitive conditions. There is a risk that high transaction costs, tariff distortions and weak unbundling will act as barriers to trade, thereby limiting the extent of competition. While the EU is currently pursuing voluntary solutions among system operators, it is likely that regulations governing international transmission infrastructure will be required.

    Sustaining agricultural demands is a typical problem, particularly in locations afflicted by the scarcity of fresh water, poor farming soil, and hot weather. The main goal of this study is to perform a thermodynamic analysis of an integrated multigeneration system containing a direct contact membrane distillation crystallization system that recovers beneficial hydroponic farming nutrients from seawater using renewable energy resources. A parametric study is carried out to determine the impacts of various factors on the system, such as changing the rate of mass flow rate, recovery ratio, and salinity. This study proposes a novel sustainable multigeneration system for seawater desalination and ions recovery using the direct contact membrane distillation crystallization system to provide the hydroponic solution and greenhouse ventilation using the dual evaporator vapor compression refrigeration system. With overall exergy efficiency and energy efficiency of 41.40%, and 39.80%, respectively, the system requires about 1182.69 kW and 5314.6 kW of electrical and thermal power in total, respectively, to desalinate 5 kg/s of seawater and recover 170 mg/s of Sulfate (SO4), 81.28 mg/s of Magnesium (Mg), 25.48 mg/s of Calcium (Ca), and 24.16 mg/s of Potassium (K), yielding about 4.4 kg/s of a hydroponic solution, and ventilating 25 greenhouses with a volume of 600 m3 of single greenhouse.

    In the early 21st century, societies and their governments around the world have been meeting unprecedented challenges, many of which surpass the capacities, capabilities, and reaches of their traditional institutions and their classical processes of governing. Among these challenges are the need for an accelerated transition of the global economy from its current fossil fuel basis to renewable energies, the so-called post-carbon era also known as the third industrial revolution, the containment and reduction of government spending and debt financing, the increasing rapidity of market changes, and the expanding lag of timely interventions via traditional lawmaking and government action. While upholding the proven principles of Western democracy, democratic self-governance in 21st century market economies apparently needs to develop new institutional formats and novel mechanisms for staying abreast with the systemic dynamics of a tightly interconnected global society. We claim that actionable and omnipresent information along with its underlying technologies are substantial prerequisites and backbones for developing models of smart (democratic) governance, which foster smart, open, and agile governmental institutions as well as stakeholder participation and collaboration on all levels and in all branches of the governing process. We present and discuss an agenda for research and practice, which advances the concept of smart, open, and participatory government of the 21st century.

    Abstract In order to further promote the development of the new energy vehicle industry, Parallel Management regulation for corporate average fuel consumption and new energy vehicle credits for passenger vehicles (dual-credit scheme) have been proposed by Ministry of Industry and Information Technology in September 2017. This study attempted to investigate the impact of dual-credit scheme on the penetration of new energy vehicles and the short-term strategies of the automotive industry. For this purpose, a market analysis model is proposed based on game theory and the credit market equilibrium to quantify the effects of the credit trading mechanism. Four categories of automakers are considered. The obtained results show that: (i) The dual-credit scheme is indeed an effective policy solution that enables the expansion of the volume of NEV market. (ii) The dual-credit scheme can accelerate the elimination of outdated technologies with lower driving mileage, and it can also promote the adoption of technologies with longer driving mileage. (iii) The dual-credit scheme allows all automakers to achieve their targets in a market efficient manner.

    Abstractwhatever the adoptod treatment system, the wastewater treatment is accompanied by production of large amounts of sludge which must be disposed. Several pathways exist lor the disposal of sewage sludge, but the choice must depend on the cost of installation, the result as an added value of the product and the possible impact of the chain retained on the environment To justify the choice of sludge recycling in agriculture, we will have to estimate the fertilizer value of sludge through the analysis of physico-chemica1 and microbiological parameters complying with regulations. Considering these parameters will detennine the worth of sludge,the environmental impact and precautions for use. For this purpose, we have to compare the sludge characteristics from three wastewater treatment plants (WIV) in the wilaya of Mascara, (west of Algeria), Mascara, Tizi and Ghriss. The results show that our overall sludge is rich in nutrients (N, P, K) but contains a hight concentrations in Nickel (Ni) of lIbout 8.6mg I kg prohably due to industrial waste.     We are living in a new human-dominated geological epoch, the Anthropocene. Human activity is the dominant cause of most contemporary environment change. At the same time, digital transformation is changing our societies. The intersection of both processes compels us to harness the potential of new technological systems to transform how humanity manages its environmental footprint. However, our interaction with the environment is not the only interaction we have to change. New technologies can automatically monitor animal welfare. These management processes will increase stakeholder confidence and therefore the reputation of food companies. Since corporate governance is key for corporate sustainability, new monitoring processes should begin to be included in the animal welfare questionnaires. This research highlights the disruptive potential of Fourth Industrial Revolution technologies applied on farms. Like the sustainability questionnaires, the Business Benchmark on Farm Animal Welfare (BBFAW) have shortcomings. However, animal welfare indices are very useful tools to measure the performance of companies and can be easily improved by following the recommendations of this research. The importance of a formalised system of responsibilities and the advances offered by audio-visual and smart technologies, that provide real-time data, will be a key dimension for the farm of the future and therefore should be part of the BBFAW questionnaires

    Pakistan is an energy deficient country with depleting energy reserves and increasing energy demand. Due to excessive population growth, the domestic and commercial energy sectors are experiencing rising demand. To meet the requisite demand, renewables are favored rather than conventional counterparts. In this study, we model hybrid power systems using solar, wind and biomass resources for electrifying remote areas. The four locations are chosen for the study around a developing country, Pakistan, where each site is designed according to an isolated microgrid with maximum indigenous resources potential as per the requisite demands. A survey is conducted for the load demand and biomass availability. Optimization is conducted across objectives of minimum levelized cost of the generated energy, least the net present cost and lesser payback period. The optimal results were achieved in-terms of required objectives across southern sites as compared to northern counterparts. The cost of generated energy is comparable to grid electricity and ensures 24 h power supply without cut off and load shedding to the un-electrified rural area. The hybrid power system has a low carbon footprint across emissions due to the use of renewable resources. All the estimated load of rural communities is met with the available resources and mid-career impact has also been conducted across 10 years of the project life to fulfill the increasing load demand of the communities after installation. The results are validated via comparative analysis and show the effectiveness of the proposed study.

    We start addressing the performance of environmentally related taxes in Argentina, Bolivia and Uruguay and find differences in level and structure with OECD countries but with the common feature that energy taxes are prime contributors. We then model an energy tax reform process out a status quo and towards environmentally related excises, distinguishing between uniform and non-uniform tax components, positive and normative tax structures, and between non-Ramsey and Ramsey specifications. We implement the model after some effort to estimate local and global environmental costs related to energy consumption. We find a rebalancing of fuel taxes (where gasoline and diesel are main drivers) that is robust to the range of price-demand elasticity and environmental cost parameters. Environmental (almost local) gains of the reform are significant, while fiscal impacts are positive and large but do not allow to claim double dividend effects because of price increases of widespread energy inputs triggered by the reform exercise. In the case of Argentina and Bolivia pre-existing distortions in energy prices imply large increases in end-user prices to accommodate not only tax increases but also corrections of producer prices. The assessment of the distributional impact of tax reforms depends on its type (Non Ramsey vs. Ramsey) and on considering environmental benefits to compensate for negative price effects. A Non-Ramsey tax reform has a positive distributive impact in Uruguay, while large pre-existing price distortions tend to produce negative impacts in Argentina and Bolivia. Overall we recommend non-Ramsey taxes as they are more transparent and easy to implement, avoid inverse-elasticity effects on tax wedges that have nothing to do with environmental costs and have better distributional properties. Moving to multiple instruments is also recommended to integrate other externalities, deal with informality and cope with distributive impacts.

    The focus of the present paper is the development of a resilience framework suitable to be applied in assessing the safety of ship LNG (Liquefied Natural Gas) bunkering process. Ship propulsion considering LNG as a possible fuel (with dual fuel marine engines installed on board) has favored important discussions about the LNG supply chain and delivery on board to the ship power plant. Within this context, a resilience methodological approach is outlined, including a case study application, to demonstrate its actual effectiveness. With specific reference to the operative steps for LNG bunkering operations in the maritime field, a dynamic model based on Bayesian inference and MCMC simulations can be built, involving the probability of operational perturbations, together with their updates based on the hard (failures) and soft (process variables deviations) evidence emerging during LNG bunkering operations. The approach developed in this work, based on advanced Markov Models and variational fitting algorithms, has proven to be a useful and flexible tool to study, analyze and verify how much the perturbations of systems and subsystems can be absorbed without leading to failure.

    Conventional models to support policymaking for the energy sector have been largely based on deterministic or static settings that focus on planning welfare- maximising investment pathways. But, in a liberalised market, since investments are made by competitive, profit-maximising companies, the increased intervention of government policy in the trading arrangements creates uncertain responses to incentives. Industry may perceive policy risks to be high, and major companies may choose to act more cautiously than governments expect. This presents a modelling challenge, and we propose an extension to the use of real options in this context. We model several features of the low-carbon investment context, viz., irreversibility, delay, and competition, which impinge upon the radical policy imperatives for structural change in electricity markets to meet ambitious sustainability targets.

    Abstract The EU Electricity Directive has encouraged a movement towards closer integration of power markets in Northern Europe. At the same time, the industry is undergoing significant restructuring, with vertical separation and horizontal concentration being two key features. The effectiveness of competition in the region will crucially depend on the extent and conditions of cross-border trade between the countries concerned. Most importantly, the conditions and cost of access to transmission networks will determine the nature of market integration and its impact on competitive conditions. There is a risk that high transaction costs, tariff distortions and weak unbundling will act as barriers to trade, thereby limiting the extent of competition. While the EU is currently pursuing voluntary solutions among system operators, it is likely that regulations governing international transmission infrastructure will be required.
