It is determined that in comparison with Ukraine the European countries implement the basic principles of circular economy successfully. The shares of such problem waste recycling as plastic, organic waste, electric and electronic equipment waste grow annually. The European Union legislation on circular economy and bioeconomy responds the global challenges and the needs of industrial enterprises, and may become a guideline for filling and improvement of Ukrainian legislation. The characteristics of successful European business-models were presented. The role of financial component in circular economy projects realization. Based on the European Union countries experience the benefits and challenges of circular economy that Ukraine may face are determined.

GUMENYUK, B.E.;Nowadays, the issue of resource saving is increasingly brought up for discussion. This is due to serious concerns about the problem of Ecology, depletion of land resources and economic efficiency of production. Resource saving is a set of measures associated with the economical and efficient use of different production factors. The Government plays a significant part in the formation and development of resource saving in the country. Such important instruments of regulation of spheres of economic activity as investment, monetary, tax, price, legislative, program–target, informational, administrative–organizational and managerial and stimulating, on the one hand, allow to support organizations, on the other hand, limit and control them, setting the direction of development of their activities to conserve natural resources. As the title implies the article describes the main factors of influence and directions of state regulation of the resource–saving development management system of the enterprise in different countries. Factors of external and internal influence on the management of the development of resource conservation of the enterprise were clustered and considered. The article gives a detailed analysis the crucial of public policy for development resource conservation of enterprises, because a major reforms, modernization and re–equipment process of enterprises are impossible without strong state support. Much attention is given to determinate some directions of state policy in the management system of resource saving on the example of different countries of the world. A system of principles of resource conservation in developed countries is proposed and justified. Moreover, the main motivational incentives for the use of renewable energy sources by the CIS and European Union countries are considered. The article touches upon the main issues of state regulation and management of the development of resource conservation of enterprise. The article also reveals the main problems from the point of view of resource management and resource conservation development for Ukrainian enterprises.

Objective of the article is to highlight the core and do research into the common factors and newest trends concerning institutional support of international economic cooperation in the sphere of renewable energy. Method. When in use for article preparation the following general scientific research methods were used: historical and logical methods are applied while investigating into international experience and analysis of international economic cooperation evolution in energy area; abstract and specific methods as well as methods of analysis and synthesis are used for justification of priorities, rules and goals of institutional support of international economic cooperation in the sphere of renewable energy and definition of international organizations role while their implementing. Causal (cause-and-effect) method of scientific research is employed to determine priorities and challenges regarding institutional support of international economic cooperation in the sphere of renewable energy development as an essential part of the sustainable development transition processes. Results. The development of renewable energy in XXI century has become a strategic priority of world energy market modernization, promotes the solution to the problem of global warming, reduces the risks of CO2 emissions as well as related risks of increase in climate refugees, world countries’ coastal areas flooding, so reduces a risk of famine and incidence of poverty among the Earth population. Institutional support of renewable energy development is provided by such international organizations as UN, UNDP, UNEP, URS, BASE, UNIDO, IRENA etc. UN Framework Convention on Climate Change (UNFCCC), Kyoto Protocol (expired), Paris Agreement on Climate Change were adopted. According to UNDP forecasts, scenarios for the share of renewables in world supplies by 2050 in balance of fuels and electric power ranges widely from just 27 percent to 54 percent and will rank the leading positions among other sources of energy resources on the Earth. Among the priorities of international economic cooperation in the sphere of renewable energy there are the following: providing institutional support of renewable energy production growth, development and introduction of ‘green tariffs’, benefits and economic stimuli as well as principles of energy efficiency and energy-saving. Institutional support of energy infrastructure development, transportation and transit, conservation and rational use of renewable energy resources is of great importance. Range of results application. International economic affairs and world economy. Conclusions. Among the main priorities of institutional support of international economic cooperation in the sphere of renewable energy development the following ones should be mentioned: organization of international consultations on framework development in the sphere of renewable energy promoting and use; drawing-up the rules and principles of safety and rational energy consumption; promoting technology and knowledge transfer development in the sphere of renewable energy; establishment of regional R&D centers as well as centers of experience exchange in the sphere of renewable energy development; distribution of successful world experience in the sphere of renewable energy use; planning of financial provision of the program on renewable sources of energy use; compilation of statistical data in the sphere of renewable energy development; monitoring and adjustment of strategies on renewable energy development. Transition to global renewable energy use is an essential part of a process of sustainable development in the XXI century.

The analysis of the development of intelligent networks in the world and the main practical achievements of digitalization are carried out in the work. The strategic ways of development of rural electric networks and stages of complex modernization of electric network infrastructure with application of the modern electrotechnical equipment and digital technologies are analyzed. The directions of development of electric networks on the way of their modernization and the program of gradual introduction of digital substations with use of the modernized electrotechnical equipment, development of power systems with introduction of alternative power and system of local power networks are offered. The paper considers the ways of development of modern smart energy systems with the introduction of alternative energy and the development of the system of local energy networks (LEN). It is proposed to develop the Smart Grid system in stages, one of which should be implemented by combining such electric local and centralized networks as agro-industrial enterprises, industrial enterprises and individual consumers working on a single base of intelligent technologies, district and city networks. To accelerate the digital transformation in rural electrical networks, it is proposed to carry out intensive implementation of intelligent sensors, sensor devices and robotics in energy, the use of mobile applications and the full range of cloud computing capabilities; to ensure the creation of a modern infrastructure for processing, storage and transmission, to provide the necessary guidelines through forward forecasting, the desire to think and act for the benefit of future generations. To create an international scientific center "intelligent network" in real time to discuss analytical data and standards of digital solutions, forecasts and scenarios of future technologies, exchange of information and experience; to provide stimulation of innovations, creation of attractive conditions which with high probability will involve intellectual resources.

The purpose of the study is to develop on the basis of modern concepts of methodology for the formation of enterprise management strategy, to determine its content and parametric characteristics. Research methods. In order to comply with the conceptual integrity of scientific development, the dialectical method of scientific cognition, as well as empirical–theoretical and formal–logical principles were used. Results of work. According to the results of the study proposed model of formation of strategy of management of energy saving of construction enterprises in the market of commercial real estate. Field of application of results. The presented developments should be implemented in the work of enterprises of the energy and construction sectors of the market, namely in the implementation of innovative projects in the process of implementing energy saving measures, conducting energy audits and energy certification of buildings. Conclusions. In accordance with the functional conceptual–environmental space, a synergetic model of energy saving management system based on «Green lease» and «Surveying» is formed, which contains elements not only of evolutionary development (creation, formation), but also of synergetic process. The process of syncretization of these concepts in the formation of enterprise management strategy is studied, which provided an opportunity to develop a model of its implementation.

The purpose of the study is to develop on the basis of an integrated approach methodology for managing the financing of innovative projects of enterprises, to determine its content and parametric characteristics. Research methods. In order to comply with the conceptual integrity of scientific development, the dialectical method of scientific cognition, as well as empirical–theoretical and formal–logical principles were used. Results of work. According to the results of the study, a scientific and methodological mechanism of risk management of financing innovative energy saving projects on the basis of compensatory technology and the issuance of municipal bonds is proposed. Field of application of results. The presented developments should be implemented in the construction industry, namely in the implementation of innovative projects in the process of implementing energy saving measures, energy audits and energy certification of buildings. Conclusions. The study outlines the main provisions of the methodology for managing the financing of innovative projects of enterprises on the basis of an integration approach, developed its content and parametric characteristics. Based on a comparative analysis of scientific approaches to providing financial resources for innovative projects, a scientific and methodological mechanism of risk management of financing energy saving projects is proposed, which, unlike existing ones, involves attracting investment resources through compensatory technology «Tax Increment Financing» or municipal bond issue.

World’s energy consumption grows constant growth and according to the forecast it will continue grow in future. The use of coal, natural gas, biofuels and waste in the world will increase, as well as energy from wind, solar and other energy sources, including in agriculture and forestry. The use of fuel and electricity on farms is as critical for sustainable development and energy saving as the use of soil and water. Energy efficiency is an integral part of sustainable agriculture. Progress in energy efficiency, which is already lagging behind, faces further setbacks due to Covid-19 pandemic. Energy consumption in agriculture is only a small share of total final energy consumption in Europe. Moreover, energy consumption in agriculture has declined rapidly over the last 20 years. However, there is a significant difference among EU member states. There is no single solution to increase energy efficiency in agriculture. In Ukraine, the consumption of renewable energy sources and biofuels in agriculture and forestry shows increase. Ukraine is reducing agricultural production slowly and unevenly while switching to biofuels and almost not switching to alternative energy sources and replacing it with anthracite or biofuels due to the rising cost of natural gas. Significant potential for reducing the energy intensity of Ukraine's GDP lies in improving the energy efficiency of agricultural industry, but the realization of this potential is complicated by industry-specific shortcomings: high energy consumption of prosecution, which reduces competitiveness of products in the market; low energy efficiency of labor, which does not correspond to the current level of development of agricultural technologies and equipment.

The essence of the term "sustainable development" and related economic terms are analyzed, the main components (social, ecological, economic) and the guidelines of this concept are singled out. The emphasis is placed on the relationship between the concept of sustainable development and the theory of capital conservation, which involves the allocation of two types of sustainability – strong and weak. This feature is the basis of the national economy structural transformation, which involves the allocation of "ecologically destructive" type of economy structure, but with varying degrees of application of appropriate economic and environmental instruments

The purpose of the study is to develop on the basis of a systematic approach to the model of economic and analytical support for energy management at the enterprise, taking into account the strategic priorities of development. Research methods. In order to comply with the conceptual integrity of scientific development used a dialectical method of scientific knowledge, empirical–theoretical and formal–logical principles, as well as the provisions of a systematic approach that defines three levels of management in the enterprise structure (operational, tactical and strategic), energy saving system of the enterprise at these three levels of decision–making, the main tasks of energy efficiency measures are highlighted. Results of work. Based on the results of the study, a model of economic and analytical support for energy saving management at the enterprise was developed, taking into account strategic development priorities. An assessment of the integrated indicator of the effectiveness of economic and analytical support for energy management at 10 enterprises over the past 5 years, which provided an opportunity to identify the main shortcomings in the system of energy efficiency policy and provide some recommendations to avoid them. Field of application of results. It is expedient to implement the presented developments in the work of enterprises of the construction sector of the market taking into account their strategic priorities of development, namely at informatization of processes of introduction of measures of energy saving. Conclusions. The study substantiates the specialized–functional architecture of economic–analytical support of energy saving management processes at the enterprise taking into account strategic development priorities by typology of information barriers, as scientific development, verification and further application of the hypothesis of functional relationship of organizational, information drivers and barriers in the practice of energy saving management will provide an opportunity to optimize the process of information analysis and, as a consequence, the quality of decisions and the effectiveness of their implementation in the formation of enterprise development strategy.

The dissertation summarizes theoretical, methodological, empirical and practical results of scientific research of the applicant, her conclusions and proposals as to future socio-ecological-economic development of the Carpathians mountain areas. In the thesis, the definition of "forest-dependent community" is proposed and characterised with regards to the Carpathians conditions. The conceptual matrix model for determining the level of forest dependence has also been developed, taking into account the level of analysis (country, region, oblast, district, city / village, community, household, individual) and the type of forest dependence (from wood / wood products, non-wood forest products, tourism / recreation, from forest as a source of income / employment, forest ecosystem services for environment stabilization, cultural ecosystem services). Considering as the priority maintaining of forest ecosystem services, as key components for the socio-ecological and economic development of the Carpathian mountain region, and taking into account the current ecological-economic and socioeconomic challenges and opportunities in the studied region, we propose a system of indicators to assess its development. On this basis, and through our evaluation of the contribution of forest ecosystem services to the wellbeing of forest-dependent communities (using a mixedmethod approach), we arrive into the following indicators of the development of the Carpathians mountain region: – indicators, that imply opportunities/threats to sustainable flows of ecosystem services; – indicators that characterize the impact of (inefficient) forest management; – indicators that characterize fostering sustainability in the provision ecosystem services, in the context of decentralization; – indicators that characterize an increase of community responsibility in the field of forest governance; – indicators, characterizing authorities' ability in supporting effective management; – indicators that characterize cooperation and interaction between stakeholders (i.e. social innovations) for achieving sustainability; – indicators, demonstrating the availability/lack and simplicity/complexity of procedures for accessing / using of forest products; – indicators, characterizing accessibility to forest products by local 24 population; – indicators, characterizing the essential steps by communities in the Carpathian region to improve the forest management efficiency and forest resilience. The methodical approach for the analysis of socio-ecological-economic development of the Carpathian region is therefore advanced on the basis of the conceptualized system of indicators for the development evaluation. In the thesis, the concept of mountain forest's socio-ecological system is defined as a complex and integrated system, including the socio-economic (human) and ecological (biophysical – mountain forest ecosystems) sub-systems, which are in close connection and interaction with each other. The scientific and methodical approaches for enhancing decision support processes on the development of the Carpathian region are developed. They adapt and elaborate further an integration of the DPSIR method with the concept of ecosystem services. We propose credible ways towards increasing the role of communities in the decision-making process in the field of sustainable development of the region. A smart development of forest-dependent mountain territories and communities requires new and innovative strategies based on green growth and socio-ecological innovations. These would need to integrate scientific and local/traditional knowledge around the array of forest ecosystem goods and services, their management and use. Such strategies should enable an increasing of human well-being without destroying the sustainability of fragile mountain forest ecosystems. The practical significance of the results is in that the theoretical provisions of the thesis have been brought to the level of methodological developments and practical recommendations, which can be used by state and local authorities to improve the strategic planning and the development of settlements and communities in the Carpathian mountain region. Other stakeholders, including local communities, can also make use of the suggestions put forward in the thesis.

It is determined that in comparison with Ukraine the European countries implement the basic principles of circular economy successfully. The shares of such problem waste recycling as plastic, organic waste, electric and electronic equipment waste grow annually. The European Union legislation on circular economy and bioeconomy responds the global challenges and the needs of industrial enterprises, and may become a guideline for filling and improvement of Ukrainian legislation. GUMENYUK, B.E.;Nowadays, the issue of resource saving is increasingly brought up for discussion. This is due to serious concerns about the problem of Ecology, depletion of land resources and economic efficiency of production. Resource saving is a set of measures associated with the economical and efficient use of different production factors. The Government plays a significant part in the formation and development of resource saving in the country. Such important instruments of regulation of spheres of economic activity as investment, monetary, tax, price, legislative, program–target, informational, administrative–organizational and managerial and stimulating, on the one hand, allow to support organizations, on the other hand, limit and control them, setting the direction of development of their activities to conserve natural resources. As the title implies the article describes the main factors of influence and directions of state regulation of the resource–saving development management system of the enterprise in different countries. Factors of external and internal influence on the management of the development of resource conservation of the enterprise were clustered and considered. The article gives a detailed analysis the crucial of public policy for development resource conservation of enterprises, because a major reforms, modernization and re–equipment process of enterprises are impossible without strong state support. Much attention is given to determinate some directions of state policy in the management system of resource saving on the example of different countries of the world. A system of principles of resource conservation in developed countries is proposed and justified. Moreover, the main motivational incentives for the use of renewable energy sources by the CIS and European Union countries are considered. The article touches upon the main issues of state regulation and management of the development of resource conservation of enterprise. The article also reveals the main problems from the point of view of resource management and resource conservation development for Ukrainian enterprises.

Objective of the article is to highlight the core and do research into the common factors and newest trends concerning institutional support of international economic cooperation in the sphere of renewable energy. Method. When in use for article preparation the following general scientific research methods were used: historical and logical methods are applied while investigating into international experience and analysis of international economic cooperation evolution in energy area; abstract and specific methods as well as methods of analysis and synthesis are used for justification of priorities, rules and goals of institutional support of international economic cooperation in the sphere of renewable energy and definition of international organizations role while their implementing. Causal (cause-and-effect) method of scientific research is employed to determine priorities and challenges regarding institutional support of international economic cooperation in the sphere of renewable energy development as an essential part of the sustainable development transition processes. Results. The development of renewable energy in XXI century has become a strategic priority of world energy market modernization, promotes the solution to the problem of global warming, reduces the risks of CO2 emissions as well as related risks of increase in climate refugees, world countries’ coastal areas flooding, so reduces a risk of famine and incidence of poverty among the Earth population. Institutional support of renewable energy development is provided by such international organizations as UN, UNDP, UNEP, URS, BASE, UNIDO, IRENA etc. UN Framework Convention on Climate Change (UNFCCC), Kyoto Protocol (expired), Paris Agreement on Climate Change were adopted. According to UNDP forecasts, scenarios for the share of renewables in world supplies by 2050 in balance of fuels and electric power ranges widely from just 27 percent to 54 percent and will rank the leading positions among other sources of energy resources on the Earth. Among the priorities of international economic cooperation in the sphere of renewable energy there are the following: providing institutional support of renewable energy production growth, development and introduction of ‘green tariffs’, benefits and economic stimuli as well as principles of energy efficiency and energy-saving. Institutional support of energy infrastructure development, transportation and transit, conservation and rational use of renewable energy resources is of great importance. Range of results application. International economic affairs and world economy. Conclusions. Among the main priorities of institutional support of international economic cooperation in the sphere of renewable energy development the following ones should be mentioned: organization of international consultations on framework development in the sphere of renewable energy promoting and use; drawing-up the rules and principles of safety and rational energy consumption; promoting technology and knowledge transfer development in the sphere of renewable energy; establishment of regional R&D centers as well as centers of experience exchange in the sphere of renewable energy development; distribution of successful world experience in the sphere of renewable energy use; planning of financial provision of the program on renewable sources of energy use; compilation of statistical data in the sphere of renewable energy development; monitoring and adjustment of strategies on renewable energy development. Transition to global renewable energy use is an essential part of a process of sustainable development in the XXI century.

The analysis of the development of intelligent networks in the world and the main practical achievements of digitalization are carried out in the work. The strategic ways of development of rural electric networks and stages of complex modernization of electric network infrastructure with application of the modern electrotechnical equipment and digital technologies are analyzed. The directions of development of electric networks on the way of their modernization and the program of gradual introduction of digital substations with use of the modernized electrotechnical equipment, development of power systems with introduction of alternative power and system of local power networks are offered. The paper considers the ways of development of modern smart energy systems with the introduction of alternative energy and the development of the system of local energy networks (LEN). It is proposed to develop the Smart Grid system in stages, one of which should be implemented by combining such electric local and centralized networks as agro-industrial enterprises, industrial enterprises and individual consumers working on a single base of intelligent technologies, district and city networks. To accelerate the digital transformation in rural electrical networks, it is proposed to carry out intensive implementation of intelligent sensors, sensor devices and robotics in energy, the use of mobile applications and the full range of cloud computing capabilities; to ensure the creation of a modern infrastructure for processing, storage and transmission, to provide the necessary guidelines through forward forecasting, the desire to think and act for the benefit of future generations. To create an international scientific center "intelligent network" in real time to discuss analytical data and standards of digital solutions, forecasts and scenarios of future technologies, exchange of information and experience; to provide stimulation of innovations, creation of attractive conditions which with high probability will involve intellectual resources.

Results of work. According to the results of the study proposed model of formation of strategy of management of energy saving of construction enterprises in the market of commercial real estate. Field of application of results. The presented developments should be implemented in the work of enterprises of the energy and construction sectors of the market, namely in the implementation of innovative projects in the process of implementing energy saving measures, conducting energy audits and energy certification of buildings. Conclusions. In accordance with the functional conceptual–environmental space, a synergetic model of energy saving management system based on «Green lease» and «Surveying» is formed, which contains elements not only of evolutionary development (creation, formation), but also of synergetic process. The process of syncretization of these concepts in the formation of enterprise management strategy is studied, which provided an opportunity to develop a model of its implementation.

Results of work. According to the results of the study, a scientific and methodological mechanism of risk management of financing innovative energy saving projects on the basis of compensatory technology and the issuance of municipal bonds is proposed. Field of application of results. The presented developments should be implemented in the construction industry, namely in the implementation of innovative projects in the process of implementing energy saving measures, energy audits and energy certification of buildings. Conclusions. The study outlines the main provisions of the methodology for managing the financing of innovative projects of enterprises on the basis of an integration approach, developed its content and parametric characteristics. Based on a comparative analysis of scientific approaches to providing financial resources for innovative projects, a scientific and methodological mechanism of risk management of financing energy saving projects is proposed, which, unlike existing ones, involves attracting investment resources through compensatory technology «Tax Increment Financing» or municipal bond issue.

World’s energy consumption grows constant growth and according to the forecast it will continue grow in future. The use of coal, natural gas, biofuels and waste in the world will increase, as well as energy from wind, solar and other energy sources, including in agriculture and forestry. The use of fuel and electricity on farms is as critical for sustainable development and energy saving as the use of soil and water. Energy efficiency is an integral part of sustainable agriculture. Progress in energy efficiency, which is already lagging behind, faces further setbacks due to Covid-19 pandemic. Energy consumption in agriculture is only a small share of total final energy consumption in Europe. Moreover, energy consumption in agriculture has declined rapidly over the last 20 years. However, there is a significant difference among EU member states. There is no single solution to increase energy efficiency in agriculture. In Ukraine, the consumption of renewable energy sources and biofuels in agriculture and forestry shows increase. Ukraine is reducing agricultural production slowly and unevenly while switching to biofuels and almost not switching to alternative energy sources and replacing it with anthracite or biofuels due to the rising cost of natural gas. Significant potential for reducing the energy intensity of Ukraine's GDP lies in improving the energy efficiency of agricultural industry, but the realization of this potential is complicated by industry-specific shortcomings: high energy consumption of prosecution, which reduces competitiveness of products in the market; low energy efficiency of labor, which does not correspond to the current level of development of agricultural technologies and equipment.

The purpose of the study is to develop on the basis of a systematic approach to the model of economic and analytical support for energy management at the enterprise, taking into account the strategic priorities of development. Research methods. In order to comply with the conceptual integrity of scientific development used a dialectical method of scientific knowledge, empirical–theoretical and formal–logical principles, as well as the provisions of a systematic approach that defines three levels of management in the enterprise structure (operational, tactical and strategic), energy saving system of the enterprise at these three levels of decision–making, the main tasks of energy efficiency measures are highlighted. Results of work. Based on the results of the study, a model of economic and analytical support for energy saving management at the enterprise was developed, taking into account strategic development priorities. An assessment of the integrated indicator of the effectiveness of economic and analytical support for energy management at 10 enterprises over the past 5 years, which provided an opportunity to identify the main shortcomings in the system of energy efficiency policy and provide some recommendations to avoid them. Field of application of results. It is expedient to implement the presented developments in the work of enterprises of the construction sector of the market taking into account their strategic priorities of development, namely at informatization of processes of introduction of measures of energy saving. Conclusions. The study substantiates the specialized–functional architecture of economic–analytical support of energy saving management processes at the enterprise taking into account strategic development priorities by typology of information barriers, as scientific development, verification and further application of the hypothesis of functional relationship of organizational, information drivers and barriers in the practice of energy saving management will provide an opportunity to optimize the process of information analysis and, as a consequence, the quality of decisions and the effectiveness of their implementation in the formation of enterprise development strategy.

The dissertation summarizes theoretical, methodological, empirical and practical results of scientific research of the applicant, her conclusions and proposals as to future socio-ecological-economic development of the Carpathians mountain areas. In the thesis, the definition of "forest-dependent community" is proposed and characterised with regards to the Carpathians conditions. The conceptual matrix model for determining the level of forest dependence has also been developed, taking into account the level of analysis (country, region, oblast, district, city / village, community, household, individual) and the type of forest dependence (from wood / wood products, non-wood forest products, tourism / recreation, from forest as a source of income / employment, forest ecosystem services for environment stabilization, cultural ecosystem services). Considering as the priority maintaining of forest ecosystem services, as key components for the socio-ecological and economic development of the Carpathian mountain region, and taking into account the current ecological-economic and socioeconomic challenges and opportunities in the studied region, we propose a system of indicators to assess its development. On this basis, and through our evaluation of the contribution of forest ecosystem services to the wellbeing of forest-dependent communities (using a mixedmethod approach), we arrive into the following indicators of the development of the Carpathians mountain region: – indicators, that imply opportunities/threats to sustainable flows of ecosystem services; – indicators that characterize the impact of (inefficient) forest management; – indicators that characterize fostering sustainability in the provision ecosystem services, in the context of decentralization; – indicators that characterize an increase of community responsibility in the field of forest governance; – indicators, characterizing authorities' ability in supporting effective management; – indicators that characterize cooperation and interaction between stakeholders (i.e. social innovations) for achieving sustainability; – indicators, demonstrating the availability/lack and simplicity/complexity of procedures for accessing / using of forest products; – indicators, characterizing accessibility to forest products by local 24 population; – indicators, characterizing the essential steps by communities in the Carpathian region to improve the forest management efficiency and forest resilience. The methodical approach for the analysis of socio-ecological-economic development of the Carpathian region is therefore advanced on the basis of the conceptualized system of indicators for the development evaluation. In the thesis, the concept of mountain forest's socio-ecological system is defined as a complex and integrated system, including the socio-economic (human) and ecological (biophysical – mountain forest ecosystems) sub-systems, which are in close connection and interaction with each other. The scientific and methodical approaches for enhancing decision support processes on the development of the Carpathian region are developed. They adapt and elaborate further an integration of the DPSIR method with the concept of ecosystem services. We propose credible ways towards increasing the role of communities in the decision-making process in the field of sustainable development of the region. A smart development of forest-dependent mountain territories and communities requires new and innovative strategies based on green growth and socio-ecological innovations. These would need to integrate scientific and local/traditional knowledge around the array of forest ecosystem goods and services, their management and use. Such strategies should enable an increasing of human well-being without destroying the sustainability of fragile mountain forest ecosystems. The practical significance of the results is in that the theoretical provisions of the thesis have been brought to the level of methodological developments and practical recommendations, which can be used by state and local authorities to improve the strategic planning and the development of settlements and communities in the Carpathian mountain region. Other stakeholders, including local communities, can also make use of the suggestions put forward in the thesis.
