As the fifth assessment report of the Intergovernmental Panel on Climate Change (IPCC) 2013 said, it is clear that climate change is caused by human activity - and more importantly by burning fossil fuels (such as coal, oil, and gas), which emit dangerous greenhouse gases (GHGs). The European Union has sought to be a leader in the international arena in the fight against climate change. For this, the EU has developed a common integrated strategy on energy and climate that aims a low carbon economy as well as a competitive and secure energy. This research is conducting a study of this strategy, specifically the most current energy and climate change Framework for Climate & Energy 2030 policies. First, the aim of the research is to identify whether the political climate model of European integration can become a path to global environmental governance. Second, the historical development of this strategy, its origins and the progressive convergence to its consolidation in the form of an integrated European strategy is discussed. Based on the background analysis of the Single European Act to 2020 Europe Strategy internally, and from the Kyoto Protocol to the Paris Agreement from an external point of view, the dissertation will outline the initiative of EU leadership in this area. For this purpose, it is necessary to make a prospective analysis (SWOT and PESTLE) in which all possible recommendations to be considered for this scenario 2030 will be made according to the Framework for Climate & Energy 2030 policies. From this analysis the main recommendation that emerges is that the EU should support especially small- and medium-sized businesses that are unable to invest great monetary resources in the establishment of an increasing greenhouse-gas-reduced production. As a result, this model could be adopted to other regions as well, for example in South America in MERCOSUR.

O turismo tem desempenhado um importante papel no desenvolvimento de territórios, com importante relevo na realidade rural. Quando este se alia à cultura experienciada de uma forma criativa, o seu potencial é imenso com um poder de alcance bastante superior. Esta dissertação pretende explicitar o papel desta atividade no desenvolvimento e estrutura de zonas rurais e na forma sustentável que a mesma é desenvolvida, usando para o estudo o caso de Ponte de Lima. Neste sentido, numa primeira parte, é realizada uma revisão de literatura de forma a clarificar conceitos e introduzir a realidade em estudo, analisada numa segunda parte. Nesta é apresentado o território em análise, Ponte de Lima. Para tal, é exposta a sua realidade atual e a de há dez anos, cujo objetivo trata de entender a sua evolução e a maneira como a criatividade é percecionada como base da produção turística, percebendo se a mesma se assume sustentável a longo prazo. Para um melhor entendimento destas questões foram realizadas entrevistas semi-estruturadas a seis agentes institucionais ativos no turismo limiano. Com o levantamento da informação e as conclusões obtidas, pretende-se estabelecer uma análise dos esforços realizados, da sustentabilidade de toda a atividade e a influência da mesma sobre a gente e o território limiano, assim como dar destaque a uma análise S.W.O.T. Enquanto as forças e as oportunidades podem potenciar ainda mais a atividade turística, as fraquezas e as ameaças são olhados como pontos a precaver ou melhorar. O turismo em espaço rural, no caso particular de Ponte de Lima, revela-se bastante dependente da cultura, no entanto, quando a mesma é tratada com criatividade os produtos desenvolvidos identificados são em menor número. A vila demonstra ter uma série de oportunidades e características potenciadoras do turismo aliadas a esforços para que seja trabalhado de uma forma sustentável. Tourism has played an important role in the development of territories, with important relevance to the rural reality. When combined with an experienced culture in a creative way, its potential is immense and with an even greater reach. This dissertation aims to explain the role of this activity in the development and structure of rural areas and the sustainable way in which it is developed, as is the case of Ponte de Lima. In this sense, in a first stage, a revision of literature is undertaken to clarify concepts and introduce the reality that is being studied, analyzed on a second stage. At this stage the territory analyzed, Ponte de Lima, is presented. For that, present past ten years reality is exposed with the purpose of understanding its evolution and the way creativity is perceived based on “tourist production”, to understand if it assumes to be sustainable on the long term. For a better understanding of these questions semi structured interviews were undertaken to six institutional active Ponte de Lima tourist agents. With the gathering of information and conclusions obtained, we have the intention of establishing an analysis of the work executed, the sustainability of the all the activity and its influence on people and the territory of Ponte de Lima, as well as giving emphasis to a S.W.O.T analysis. While the forces of opportunity may enhance tourist activity even more, weaknesses and threats are regarded as issues to be prevented and improved. Tourism in rural areas, Ponte de Lima, depends largely on culture, nonetheless when it is worked with creativity the products developed identified are in smaller number. The village proves to have a series of opportunities and conditions to enhance tourism supported on efforts to be developed in a sustainable way. Dissertação de mestrado em Economia Social

A sustentabilidade tem-se tornado numa preocupação crescente, sendo necessário aplicar esforços para a sua consideração. No entanto, as metodologias de gestão de projetos existentes são, ainda, pouco desenvolvidas relativamente a este assunto. Este estudo teve como objetivo analisar a presença da sustentabilidade em guias tradicionais de gestão de projetos e em publicações científicas sobre gestão de projetos. Outro objetivo deste estudo consistiu em estudar duas metodologias de gestão de projetos relativamente recentes, PM² e PRiSM, comparando as suas vantagens e desvantagens presentes na literatura. Para atingir os objetivos, recorreu-se à revisão de literatura e a entrevistas qualitativas. A metodologia PM² pretende atender as necessidades das instituições e projetos da União Europeia. Porém, a presença da sustentabilidade no seu guia é praticamente inexistente, talvez por pretender ser genérica. A metodologia PRiSM pretende tornar o processo de gestão de projetos mais sustentável e baseia-se na norma P5, uma norma que pretende alinhar portfólios, programas e projetos com a estratégia da organização para a sustentabilidade. A grande diferença entre as duas metodologias reside nos objetivos principais que cada uma das metodologias apresenta. Na metodologia PRiSM, a Avaliação de Impacto P5 e o Plano de Gestão de Sustentabilidade são os principais entregáveis diferenciadores em relação a outras abordagens, incluindo a PM². Ambas as metodologias possuem o Caso de Negócio e o Documento de Requisitos. A maioria dos restantes entregáveis parecem semelhantes em termos de âmbito. As Fases de Encerramento são semelhantes nas duas metodologias e os critérios de sucesso encontram-se mais desenvolvidos na metodologia PRiSM. A característica mais mencionada pelos autores sobre a PM² foi incluir as melhores práticas de outros corpos de conhecimento, e na PRiSM e norma P5, foi ser uma extensão do Triple Bottom Line, uma vez que engloba também o produto e o processo. Segundo o entrevistado, a PM² pretende ser uma metodologia genérica utilizável em qualquer projeto, assim, um foco na sustentabilidade retiraria "elasticidade" à metodologia. Todavia, os utilizadores que queiram utilizar a metodologia PM² e considerar a sustentabilidade podem incluí-la nos objetivos adicionais, e utilizar, por exemplo, a Avaliação de Impacto P5 e o Plano de Gestão de Sustentabilidade. Sustainability has become a growing concern, and it is necessary to apply efforts for its consideration. However, existing project management methodologies are still underdeveloped regarding this issue. This study aimed to analyse the presence of sustainability in traditional project management guides and in scientific publications on project management. Another objective of this study was to compare two relatively recent project management methodologies, PM² and PRiSM, comparing their advantages and disadvantages present in the literature. To achieve the objectives, literature review and qualitative interviews were used. PM² methodology aims to answer the needs of the European Union institutions and projects. However, the presence of sustainability in its guide is practically non-existent, perhaps because it intends to be generic. The PRiSM methodology seeks to make the project management process more sustainable and is based on the P5 standard, a standard that intends to align portfolios, programs and projects with the organization's strategy for sustainability. The major difference between the two methodologies is related to the main objectives presented by each one. In the PRiSM methodology, the P5 Impact Analysis and the Sustainability Management Plan are the main deliverables that are different compared to other approaches, including PM². Both methodologies have the Business Case and the Requirements Document. Most of the remaining deliverables seem similar in scope. The Closure Phases are similar in both methodologies and the success criteria are more developed in the PRiSM methodology. The most mentioned feature by the authors about PM² was to include best practices from other bodies of knowledge, and in PRiSM and P5 standard, it was to be an extension of the Triple Bottom Line, because it also includes the product and the process. According to the interviewee, PM² aims to be a generic methodology that can be used in any project, so a focus on sustainability would remove the methodology "elasticity". However, users who want to apply the PM² methodology and consider sustainability can include it in the additional objectives, and use, for example, the P5 Impact Analysis and the Sustainability Management Plan. Resumo: A utilização racional do uso da energia (considerando sua interface ambiental e social) associada ao aprimoramento do desenvolvimento econômico representa um dos grandes desafios do planejamento energético. No entanto, embora o Mecanismo de Desenvolvimento Limpo- MDL tenha almejado relativo sucesso no sentido de reduzir as emissões de Gases de Efeito Estufa-GEE em alguns escopos setoriais, o setor de eficiência energética não tem sido alvo de relevante investimento desse tipo de projeto. Nesse sentido, o presente trabalho baseia-se na premissa de que a inserção de mecanismos programáticos e mais abrangentes de regulação representaria um potencial para reestruturar o cenário de implementação do MDL em escopos setoriais com menor índice de participação, como transportes e eficiência energética. Ainda, a nova abordagem subsidiada pelas Ações de Mitigação Apropriadas Nacionalmente (NAMA's), ou Nationally Apropriate Mitigation Actions, representa uma opção promissora para financiamento internacional que poderia atuar concomitantemente a alguns mecanismos (especificamente os projetos e programas MDL) para reaplicar projetos em eficiência do uso da energia. O objetivo principal da dissertação é analisar em que medida a evolução dos instrumentos regulatórios do clima criados pela Convenção Quadro das Nações Unidas para a Mudança do Clima (CQNUMC) está contribuindo para aprimorar a eficiência energética de uso final nos países em desenvolvimento. Partindo de uma pesquisa teórica e qualitativa, metodologicamente foi realizado estudo do Marcelo regulatório de proteção ao clima no âmbito dos países em desenvolvimento. Observou-se que a governança climática está sendo gradualmente inserida em uma perspectiva além da visão mercadológica, aportando mecanismos mais abrangentes e programáticos que imputam maior interferência do setor público em relação ao mercado (setor privado), que tem se apresentado com muitas limitações Abstract: The rational use of energy, associated with economic development improvement, represents one of the most challenges in the energy planning context. Although the Clean Development Mechanism - CDM has got a relative success by reducing Greenhouse Gases Emissions- GGE, energy efficiency has not been considered yet as a strategic measure for significant investments. This work assumes that an inclusion of programmatic mechanisms and a more comprehensive regulation tools could represent a potential to maximize the CDM in areas with low participation, such as transport and energy efficiency. Also, the new approach by the Nationally Appropriate Mitigation Actions (NAMA's) emerges as a promising option for international funding that could be combined with other mechanisms. In this way, the aim of this thesis is to analyze how the evolution of climate change regulation proposed by the United Nations Framework Convention on Climate Change (UNFCCC) is contributing to enhance energy efficiency actions in developing countries. Methodologically, it was made a bibliographic review from an analytical perspective of the carbon market framework in developing countries. Resumo: A eletricidade é bem de consumo e também insumo posicionado dentre aqueles considerados essenciais para a sociedade moderna. Neste contexto, o planejamento e a construção de uma matriz de energia elétrica é questão de importância capital não somente para o setor elétrico, como também para o desenvolvimento do Brasil. A constituição desta matriz deve ser pautada, sobretudo, pelo aspecto sustentabilidade. Neste sentido, sua concepção deve, imprescindivelmente, contemplar todas as perspectivas que permeiam o processo estratégico que a origina, a saber: técnica, econômica e sócio-ambiental. Somente balizado por estas óticas é possível proporcionar a expansão da oferta de energia elétrica de forma sustentável e com segurança no que concerne ao atendimento pleno da demanda, um requisito indispensável para que este serviço possa ser um sólido sustentáculo de um processo maior: o desenvolvimento socioeconômico da sociedade brasileira. A participação das fontes renováveis na matriz de energia elétrica é fator desejável e colabora, de forma meritória no que diz respeito aos impactos ambientais decorrentes da produção de eletricidade. Todavia, há algumas questões de ordem econômica e principalmente técnica as quais devem ser tratadas e lapidadas de forma a eliminar as lacunas existentes, permitindo que se possa estabelecer planos de expansão da oferta de eletricidade sustentáveis sob todos os pontos de vista. O objetivo principal deste trabalho é proporcionar e aprofundar o debate sobre estas questões e apresentar uma solução que propicie a integração das fontes renováveis na matriz de energia elétrica brasileira mantendo a confiabilidade no atendimento da carga. Outrossim, não somente os aspectos técnico e econômico foram contemplados na análise, mas, também o socioambiental, possibilitando assim oferecer subsídios para a evolução da oferta com orientação para a sustentabilidade. Para elaboração da proposta foi realizado um estudo abrangente sobre as principais fontes primárias a partir das quais é possível produzir eletricidade, além de uma revisão de todo o extenso e complexo caminho pelo qual passou o setor de planejamento da expansão desde seus primórdios até o modelo atual. São também apresentados vários pontos de vista sobre as dificuldades encontradas pelo planejador, desde os empecilhos de ordem regulatória, passando por aqueles oriundos de uma falta de coordenação dentre os setores do governo envolvidos no problema, até as questões de ordem ambiental. Por fim, no decorrer do trabalho e particularmente ao concluí-lo, propõe-se um conjunto de medidas estratégicas por intermédio das quais se pode construir uma matriz de energia elétrica segura e sustentável e lograr êxito, sob as perspectivas técnica, econômica e socioambiental, ao se realizar o planejamento da expansão da oferta, seja no horizonte de curto, médio ou longo prazos Abstract: Electricity is not just a consumer good but also an input which commands a place amongst those goods considered essential to modern society. In this context, the planning and construction of an electricity matrix is a question of paramount importance, not just for the electricity sector but also for Brazil's development as a whole. The establishment of this matrix should, above all, be regulated with an emphasis on sustainability. In this regard, its conception must necessarily embrace all the perspectives that imbue the strategic process that gives rise to it: technical, economic and socio-environmental. Delimited by these viewpoints alone, it is possible to provide the sustainable expansion of an electric power supply that is also secure in terms of being able to fully meet demand. This is a fundamental prerequisite to this service becoming a solid base for a larger process, namely the socio-economic development of Brazilian society. The participation of renewable energy sources in the electric energy matrix is a desirable factor and contributes laudably to the mitigation of environmental impacts resulting from the electricity generation. Nevertheless, there are several issues of an economic and mainly technical nature which have to be dealt with and refined in order to close the existing gaps and enable plans to be established, that are sustainable from all points of view, for the expansion of an electric power supply. The main aim of this study is to prompt, and study in greater depth, the debate over these issues and present a solution that delivers the integration of renewable sources into Brazil's electricity matrix while maintaining reliability of load fulfillment. Similarly, not only were the technical and economic aspects covered in the analysis but also the socio-environmental aspects, thereby making it possible to provide support for the evolution of a sustainability-oriented supply. For the purposes of drafting this proposal, a wide-ranging study was conducted of the principal primary sources from which it is possible to generate electricity, as well as a review of the long and complex path which the expansion planning sector has taken, from its outset through to the current model. Various points of view are also put forward about the difficulties encountered by the planner, ranging from the regulatory obstacles to those arising from a lack of coordination between the government sectors involved in the problem and to issues of an environmental nature. Resumo: Na tentativa de atender à preocupação crescente com os impactos provocados pelas atividades das organizações, diversas empresas começaram a publicar relatórios de sustentabilidade corporativos. O setor elétrico brasileiro, seguindo uma tendência mundial, tem a grande maioria de suas companhias utilizando a estrutura da Global Reporting Initiative (GRI) como um modelo para elaboração do relatório de sustentabilidade. Neste contexto, buscou-se avaliar como as empresas brasileiras de energia elétrica têm utilizado as diretrizes da GRI. Verificou-se se os princípios estabelecidos pela GRI foram obedecidos na elaboração do relatório, se as empresas utilizaram as diretrizes de maneira homogênea e se as exigências da agência reguladora - ANEEL - influenciaram no conteúdo do relatório GRI. Foram, ainda, entrevistados profissionais da área de Responsabilidade Social Corporativa de algumas das empresas avaliadas, na tentativa de entender a importância estratégica dos relatórios de sustentabilidade, bem como os motivadores para o uso do modelo GRI. Os resultados apontam para uma heterogeneidade entre os conceitos de sustentabilidade adotados, a escolha de indicadores e a qualidade da informação entre os relatórios de diferentes companhias. É também observada grande influência da ANEEL no conteúdo dos relatórios GRI. As entrevistas com os profissionais demonstram grande preocupação das empresas com a imagem que transmitem às partes interessadas e destacam o papel fundamental do relatório de sustentabilidade na criação de um canal de comunicação entre a empresa e o público Abstract: In an effort to attend to the growing concern about the social and environmental impact of organizational activities, several companies have begun to publish corporate sustainability reports. Brazilian power sector, following a worldwide trend, has the great majority of its companies using the Global Reporting Initiative (GRI) framework as a model for sustainability reporting. In this context, we assessed how Brazilian electricity utilities are using GRI guidelines. We verified if the principles established by GRI were obeyed in preparing the report, if the companies used the guidelines in a homogeneous way and if the requirements of the regulatory agency - ANEEL - influenced the content of the GRI report. We also interviewed Corporate Social Responsibility professionals of some of the companies studied in an attempt to understand the strategic importance of sustainability disclosure, as well as the motivators for the use of GRI by these companies. The results showed that the adopted sustainability concept, the choice of indicators and the quality of the information reported is very variable among the companies. It was also observed the great influence of the regulator agency in the content of the GRI reports. Resumo: Este trabalho parte da premissa que as tecnologias para smart grid se apresentam como oportunidade para criar um novo negócio de energia. Todos os stake-holders devem ser envolvidos, e organizados para construir ou modernizar a rede de energia em seus aspectos de qualidade, disponibilidade, infraestrutura, padronização, interoperabilidade, confiabilidade e sustentabilidade. Deve-se também buscar a consciência de uso/demanda, de renda e de entendimento dos clientes de forma adequada. Pondera-se que as estratégias governamentais, no âmbito da legislação e da regulamentação, devem ser objetivas para garantir o novo negócio e proteger o interesse público. Os consumidores (como clientes) devem ser ouvidos, tornando-se partícipes ativos no mercado de energia. Com o desenvolvimento de um relacionamento dinâmico a indústria de energia necessitará de novas condições e requisitos operacionais que devem ser criados para garantir a transformação dentro e fora do ambiente de negócios regional. Foram estudadas novas tecnologias, novas possibilidades de serviços e preços. Incentivos, bem como a evolução das normas regulatórias apareceram como fundamentais para manter e expandir o fornecimento da energia e gerenciar a demanda, com implicações na melhora do relacionamento e nos investimentos/receitas para o capital investido, que necessitam resultar na ampliação da percepção de valor da energia pelos clientes. Uma avaliação para o caso brasileiro é feita considerando-se a experiência internacional até a data e através de exemplo de aplicação em consumidores residenciais como um estudo de caso. Demonstra-se o impacto para e do consumidor doméstico nos processos de uso da energia, bem como a evolução necessária de sistemas, estratégias para que se alcance o desejado momento histórico do desenvolvimento, da reorganização do mercado de energia e da legislação/regulamentação. Em suma, a evolução do negócio de energia no Brasil é um fato que, para sua eficácia, deve ser estrategicamente planejado nos diversos âmbitos de aplicação de tecnologias e modelagem do negócio, receber incentivos e ser regulado. Questões relacionadas aos investimentos a serem realizados e o retorno destes investimentos devem ser respondidas caso a caso, segundo a realidade regional das concessões, segundo as previsões de compartilhamento de custos com os consumidores e também totalmente relacionadas com a regulamentação adotada. A possiblidade da oferta de serviços e produtos para atendimento e ampliação do espaço de atuação das concessionárias brasileiras é uma transformação necessária para seu reconhecimento como provedoras de soluções energéticas. Abstract: The smart grid technologies present themselves as opportunities to create new energy business. All stake holders must be involved, organizing, building and upgrading the power grid in its aspects of quality, availability, infrastructure, standards, reliability, interconnectivity, and sustainability. It is necessary the awareness target of supply-demand, incomes and strongly understand their clients. The Governmental strategies must be clear, with regulatory and legislative initiatives to foster new business and protect the public interest. Consumers (as clients) must be heard, as they become active players in the energy market. As they develop a dynamic relationship with the operating power industry new conditions and requirements need to be created in order to lead the strategic transformation inside and outside regional businesses. Deals on new energy sources, new technologies, new possibilities of differentials service and prices were studied. Incentives as well as the evolution of regulation rules seem a fundamental role to maintain and to expand the power supply and demand-side management, with implications for a better relationship between client-consumers, dealers and incomes/revenues on invested capital. It is also important to relate and to rethink the affordability of the tariffs and energy delivery costs to clients. An evaluation to the Brazilian market was done, considering the up to date international experiences and running an application, specially built to demonstrate the domestic consumption, as a case study. This implemented case is presented in order to demonstrate the domestic consumer impact to the energy use as well as the required evolution of systems and strategies to move on to this historical moment of development and reorganization of the energy market as well as the legislation/regulation. To sum up, evolving energy business in Brazil does not appear in this analysis merely as a possibility but as fact to be accomplished. It should be strategically planned considering the scope of a number of different technology applications, business models and be promoted by the policies agencies. Questions related to investments and their profits should be answered according to the regional energy business, as well as the consumer's participation and obviously new legislation and market regulation. A indústria da moda, na qual se incluem os acessórios de moda, é uma indústria globalizada com produção e consumo massificados. A rápida obsolescência dos produtos conduziu a que o impacto ambiental dos acessórios de moda se tornasse significativo. Na última década, no entanto, verificou-se um aumento da sensibilidade por parte das marcas de moda para com as preocupações sustentáveis, não só ambientais como sociais e muitas definiram novas estratégias com foco na sustentabilidade. Este novo paradigma surge com suporte no movimento de consumo consciente e foca o desenvolvimento de novos fatores de diferenciação, com as marcas de acessórios a explorar conceitos sustentáveis de criação de produto. Este estudo investiga e explora questões relacionadas com a moda sustentável e o consumo consciente, os consumidores, as suas características e a sua influência sobre as decisões das marcas e o impacto do novo contexto competitivo sobre os acessórios de moda e os seus atributos. Procura, também, contribuir para a caracterização do movimento de slow fashion, frequentemente associado ao design sustentável e ao consumo consciente, e estabelecer os atributos que definem os acessórios de moda sustentável. The fashion industry, which includes fashion accessories, is a globalized industry with mass production and consumption. The fast obsolescence of fashion accessories has led to a significant environmental impact. In the last decade, however, there has been an increase in fashion brands' sensitivity to sustainable concerns, not only environmental but also social, and many have defined new strategies with a focus on sustainability. This new paradigm emerges based on the conscious consumption movement and focuses on the development of new differentiating factors, with accessory brands exploring sustainable concepts of product creation. This study investigates and explores issues related to sustainable fashion and conscious consumption, consumers, their characteristics and their influence on brand decisions and the impact of the new competitive context on fashion accessories and their attributes. It also seeks to contribute to the characterization of the slow fashion movement, often associated with sustainable design and conscious consumption, and to establish the attributes that define sustainable fashion accessories. Neste estudo, centrado na realidade portuguesa, mais concretamente na região de Lisboa, pretendeu-se posicionar o comportamento do consumidor no setor hoteleiro e como é perspetivado o futuro da sustentabilidade ambiental nos hotéis portugueses. As alterações climáticas têm-se vindo a fazer notar cada vez mais e a indústria hoteleira tem-se vindo a tornar cada vez mais responsável. Através da elaboração e aplicação de um inquérito por questionário sobre o tema, os principais resultados indicam que de uma forma geral existe preocupação com a sustentabilidade ambiental, apesar ser mais notada a sua prática e preocupação entre os mais jovens, afigurando-se, assim, um cenário otimista para o futuro das práticas da sustentabilidade ambiental na área do turismo. A problemática ambiental é um dos assuntos mais discutidos em todos os seguimentos da economia por todo o mundo. A construção civil, frente ao seu processo produtivo, é responsável por consumir parte considerável dos recursos naturais, matérias primas e gerar milhares de toneladas de resíduos, chamados de resíduos de construção e demolição (RCD) todos os anos. Assim, este estudo teve como objetivos: desenvolver uma revisão bibliográfica frente ao tema proposto; analisar as principais dificuldades enfrentadas por construtoras atuantes em Portugal durante processo de gestão de seus RCD e; por fim apresentar um plano de ação visando melhorar a qualidade desse processo. Assim, foi realizado um estudo de caso com uma construtora, bem como aplicação de um inquérito a demais 15 construtoras, visando atingir aos objetivos propostos. Assim, por meio dos resultados obtidos no inquérito e no estudo de caso, constatou-se que apesar das legislações e políticas instituídas por órgãos governamentais, bem como a tendência por sistemas mais sustentáveis, as construtoras ainda encontram dificuldades e desafios no processo de gestão de seus resíduos, sendo os próprios problemas gerenciais das mesmas que impedem e atrapalham o processo. Espera-se que o plano de ação apresentado possa contribuir para que as empresas do setor da construção encontrem mais facilidade nesse processo, por meio do auxílio de metodologias comprovadamente eficazes. The environmental issue is one of the most discussed issues in all sectors of the economy around the world. Civil construction, in view of its production process, is responsible for consuming a considerable part of natural resources, raw materials and generating thousands of tons of waste, called construction and demolition waste (CDW) every year. Thus, this study aimed to: develop a literature review on the proposed theme; analyze the main difficulties faced by construction companies operating in Portugal during their RCD management process and; finally, present an action plan to improve the quality of this process. Thus, a case study was carried out with a construction company, as well as an application of a survey to other 15 construction companies, aiming to achieve the proposed objectives. Thus, through the results obtained in the survey and in the case study, it was found that despite the legislation and policies instituted by government agencies, as well as the trend towards more sustainable systems, construction companies still face difficulties and challenges in the process of managing their residues, and their own management problems impede and hinder the process. It is expected that the action plan presented can help companies in the construction sector to find it easier in this process, through the help of proven effective methodologies. description Publicationkeyboard_double_arrow_right Master thesis 2016 PortugalAuthors: Fabreau, Felisa Edla Falcon;Climate change is a crosscutting, long term, global problem and one of the biggest challenges that humankind is facing. As the fifth assessment report of the Intergovernmental Panel on Climate Change (IPCC) 2013 said, it is clear that climate change is caused by human activity - and more importantly by burning fossil fuels (such as coal, oil, and gas), which emit dangerous greenhouse gases (GHGs). The European Union has sought to be a leader in the international arena in the fight against climate change. For this, the EU has developed a common integrated strategy on energy and climate that aims a low carbon economy as well as a competitive and secure energy. This research is conducting a study of this strategy, specifically the most current energy and climate change Framework for Climate & Energy 2030 policies. First, the aim of the research is to identify whether the political climate model of European integration can become a path to global environmental governance. Second, the historical development of this strategy, its origins and the progressive convergence to its consolidation in the form of an integrated European strategy is discussed. Based on the background analysis of the Single European Act to 2020 Europe Strategy internally, and from the Kyoto Protocol to the Paris Agreement from an external point of view, the dissertation will outline the initiative of EU leadership in this area. For this purpose, it is necessary to make a prospective analysis (SWOT and PESTLE) in which all possible recommendations to be considered for this scenario 2030 will be made according to the Framework for Climate & Energy 2030 policies. From this analysis the main recommendation that emerges is that the EU should support especially small- and medium-sized businesses that are unable to invest great monetary resources in the establishment of an increasing greenhouse-gas-reduced production. As a result, this model could be adopted to other regions as well, for example in South America in MERCOSUR.

O turismo tem desempenhado um importante papel no desenvolvimento de territórios, com importante relevo na realidade rural. Quando este se alia à cultura experienciada de uma forma criativa, o seu potencial é imenso com um poder de alcance bastante superior. Esta dissertação pretende explicitar o papel desta atividade no desenvolvimento e estrutura de zonas rurais e na forma sustentável que a mesma é desenvolvida, usando para o estudo o caso de Ponte de Lima. Neste sentido, numa primeira parte, é realizada uma revisão de literatura de forma a clarificar conceitos e introduzir a realidade em estudo, analisada numa segunda parte. Nesta é apresentado o território em análise, Ponte de Lima. Para tal, é exposta a sua realidade atual e a de há dez anos, cujo objetivo trata de entender a sua evolução e a maneira como a criatividade é percecionada como base da produção turística, percebendo se a mesma se assume sustentável a longo prazo. Para um melhor entendimento destas questões foram realizadas entrevistas semi-estruturadas a seis agentes institucionais ativos no turismo limiano. Com o levantamento da informação e as conclusões obtidas, pretende-se estabelecer uma análise dos esforços realizados, da sustentabilidade de toda a atividade e a influência da mesma sobre a gente e o território limiano, assim como dar destaque a uma análise S.W.O.T. Enquanto as forças e as oportunidades podem potenciar ainda mais a atividade turística, as fraquezas e as ameaças são olhados como pontos a precaver ou melhorar. O turismo em espaço rural, no caso particular de Ponte de Lima, revela-se bastante dependente da cultura, no entanto, quando a mesma é tratada com criatividade os produtos desenvolvidos identificados são em menor número. A vila demonstra ter uma série de oportunidades e características potenciadoras do turismo aliadas a esforços para que seja trabalhado de uma forma sustentável. Tourism has played an important role in the development of territories, with important relevance to the rural reality. When combined with an experienced culture in a creative way, its potential is immense and with an even greater reach. This dissertation aims to explain the role of this activity in the development and structure of rural areas and the sustainable way in which it is developed, as is the case of Ponte de Lima. In this sense, in a first stage, a revision of literature is undertaken to clarify concepts and introduce the reality that is being studied, analyzed on a second stage. At this stage the territory analyzed, Ponte de Lima, is presented. For that, present past ten years reality is exposed with the purpose of understanding its evolution and the way creativity is perceived based on “tourist production”, to understand if it assumes to be sustainable on the long term. For a better understanding of these questions semi structured interviews were undertaken to six institutional active Ponte de Lima tourist agents. With the gathering of information and conclusions obtained, we have the intention of establishing an analysis of the work executed, the sustainability of the all the activity and its influence on people and the territory of Ponte de Lima, as well as giving emphasis to a S.W.O.T analysis. While the forces of opportunity may enhance tourist activity even more, weaknesses and threats are regarded as issues to be prevented and improved. Tourism in rural areas, Ponte de Lima, depends largely on culture, nonetheless when it is worked with creativity the products developed identified are in smaller number. The village proves to have a series of opportunities and conditions to enhance tourism supported on efforts to be developed in a sustainable way. Dissertação de mestrado em Economia Social

A sustentabilidade tem-se tornado numa preocupação crescente, sendo necessário aplicar esforços para a sua consideração. No entanto, as metodologias de gestão de projetos existentes são, ainda, pouco desenvolvidas relativamente a este assunto. Este estudo teve como objetivo analisar a presença da sustentabilidade em guias tradicionais de gestão de projetos e em publicações científicas sobre gestão de projetos. Outro objetivo deste estudo consistiu em estudar duas metodologias de gestão de projetos relativamente recentes, PM² e PRiSM, comparando as suas vantagens e desvantagens presentes na literatura. Para atingir os objetivos, recorreu-se à revisão de literatura e a entrevistas qualitativas. A metodologia PM² pretende atender as necessidades das instituições e projetos da União Europeia. Porém, a presença da sustentabilidade no seu guia é praticamente inexistente, talvez por pretender ser genérica. A metodologia PRiSM pretende tornar o processo de gestão de projetos mais sustentável e baseia-se na norma P5, uma norma que pretende alinhar portfólios, programas e projetos com a estratégia da organização para a sustentabilidade. A grande diferença entre as duas metodologias reside nos objetivos principais que cada uma das metodologias apresenta. Na metodologia PRiSM, a Avaliação de Impacto P5 e o Plano de Gestão de Sustentabilidade são os principais entregáveis diferenciadores em relação a outras abordagens, incluindo a PM². Ambas as metodologias possuem o Caso de Negócio e o Documento de Requisitos. A maioria dos restantes entregáveis parecem semelhantes em termos de âmbito. As Fases de Encerramento são semelhantes nas duas metodologias e os critérios de sucesso encontram-se mais desenvolvidos na metodologia PRiSM. A característica mais mencionada pelos autores sobre a PM² foi incluir as melhores práticas de outros corpos de conhecimento, e na PRiSM e norma P5, foi ser uma extensão do Triple Bottom Line, uma vez que engloba também o produto e o processo. Segundo o entrevistado, a PM² pretende ser uma metodologia genérica utilizável em qualquer projeto, assim, um foco na sustentabilidade retiraria "elasticidade" à metodologia. Todavia, os utilizadores que queiram utilizar a metodologia PM² e considerar a sustentabilidade podem incluí-la nos objetivos adicionais, e utilizar, por exemplo, a Avaliação de Impacto P5 e o Plano de Gestão de Sustentabilidade. Sustainability has become a growing concern, and it is necessary to apply efforts for its consideration. However, existing project management methodologies are still underdeveloped regarding this issue. This study aimed to analyse the presence of sustainability in traditional project management guides and in scientific publications on project management. Another objective of this study was to compare two relatively recent project management methodologies, PM² and PRiSM, comparing their advantages and disadvantages present in the literature. To achieve the objectives, literature review and qualitative interviews were used. PM² methodology aims to answer the needs of the European Union institutions and projects. However, the presence of sustainability in its guide is practically non-existent, perhaps because it intends to be generic. The PRiSM methodology seeks to make the project management process more sustainable and is based on the P5 standard, a standard that intends to align portfolios, programs and projects with the organization's strategy for sustainability. The major difference between the two methodologies is related to the main objectives presented by each one. In the PRiSM methodology, the P5 Impact Analysis and the Sustainability Management Plan are the main deliverables that are different compared to other approaches, including PM². Both methodologies have the Business Case and the Requirements Document. Most of the remaining deliverables seem similar in scope. The Closure Phases are similar in both methodologies and the success criteria are more developed in the PRiSM methodology. The most mentioned feature by the authors about PM² was to include best practices from other bodies of knowledge, and in PRiSM and P5 standard, it was to be an extension of the Triple Bottom Line, because it also includes the product and the process. According to the interviewee, PM² aims to be a generic methodology that can be used in any project, so a focus on sustainability would remove the methodology "elasticity". However, users who want to apply the PM² methodology and consider sustainability can include it in the additional objectives, and use, for example, the P5 Impact Analysis and the Sustainability Management Plan. Resumo: A utilização racional do uso da energia (considerando sua interface ambiental e social) associada ao aprimoramento do desenvolvimento econômico representa um dos grandes desafios do planejamento energético. No entanto, embora o Mecanismo de Desenvolvimento Limpo- MDL tenha almejado relativo sucesso no sentido de reduzir as emissões de Gases de Efeito Estufa-GEE em alguns escopos setoriais, o setor de eficiência energética não tem sido alvo de relevante investimento desse tipo de projeto. Nesse sentido, o presente trabalho baseia-se na premissa de que a inserção de mecanismos programáticos e mais abrangentes de regulação representaria um potencial para reestruturar o cenário de implementação do MDL em escopos setoriais com menor índice de participação, como transportes e eficiência energética. Ainda, a nova abordagem subsidiada pelas Ações de Mitigação Apropriadas Nacionalmente (NAMA's), ou Nationally Apropriate Mitigation Actions, representa uma opção promissora para financiamento internacional que poderia atuar concomitantemente a alguns mecanismos (especificamente os projetos e programas MDL) para reaplicar projetos em eficiência do uso da energia. O objetivo principal da dissertação é analisar em que medida a evolução dos instrumentos regulatórios do clima criados pela Convenção Quadro das Nações Unidas para a Mudança do Clima (CQNUMC) está contribuindo para aprimorar a eficiência energética de uso final nos países em desenvolvimento. Partindo de uma pesquisa teórica e qualitativa, metodologicamente foi realizado estudo do Marcelo regulatório de proteção ao clima no âmbito dos países em desenvolvimento. Observou-se que a governança climática está sendo gradualmente inserida em uma perspectiva além da visão mercadológica, aportando mecanismos mais abrangentes e programáticos que imputam maior interferência do setor público em relação ao mercado (setor privado), que tem se apresentado com muitas limitações Abstract: The rational use of energy, associated with economic development improvement, represents one of the most challenges in the energy planning context. Although the Clean Development Mechanism - CDM has got a relative success by reducing Greenhouse Gases Emissions- GGE, energy efficiency has not been considered yet as a strategic measure for significant investments. This work assumes that an inclusion of programmatic mechanisms and a more comprehensive regulation tools could represent a potential to maximize the CDM in areas with low participation, such as transport and energy efficiency. Also, the new approach by the Nationally Appropriate Mitigation Actions (NAMA's) emerges as a promising option for international funding that could be combined with other mechanisms. In this way, the aim of this thesis is to analyze how the evolution of climate change regulation proposed by the United Nations Framework Convention on Climate Change (UNFCCC) is contributing to enhance energy efficiency actions in developing countries. Methodologically, it was made a bibliographic review from an analytical perspective of the carbon market framework in developing countries. Resumo: A eletricidade é bem de consumo e também insumo posicionado dentre aqueles considerados essenciais para a sociedade moderna. Neste contexto, o planejamento e a construção de uma matriz de energia elétrica é questão de importância capital não somente para o setor elétrico, como também para o desenvolvimento do Brasil. A constituição desta matriz deve ser pautada, sobretudo, pelo aspecto sustentabilidade. Neste sentido, sua concepção deve, imprescindivelmente, contemplar todas as perspectivas que permeiam o processo estratégico que a origina, a saber: técnica, econômica e sócio-ambiental. Somente balizado por estas óticas é possível proporcionar a expansão da oferta de energia elétrica de forma sustentável e com segurança no que concerne ao atendimento pleno da demanda, um requisito indispensável para que este serviço possa ser um sólido sustentáculo de um processo maior: o desenvolvimento socioeconômico da sociedade brasileira. A participação das fontes renováveis na matriz de energia elétrica é fator desejável e colabora, de forma meritória no que diz respeito aos impactos ambientais decorrentes da produção de eletricidade. Todavia, há algumas questões de ordem econômica e principalmente técnica as quais devem ser tratadas e lapidadas de forma a eliminar as lacunas existentes, permitindo que se possa estabelecer planos de expansão da oferta de eletricidade sustentáveis sob todos os pontos de vista. O objetivo principal deste trabalho é proporcionar e aprofundar o debate sobre estas questões e apresentar uma solução que propicie a integração das fontes renováveis na matriz de energia elétrica brasileira mantendo a confiabilidade no atendimento da carga. Outrossim, não somente os aspectos técnico e econômico foram contemplados na análise, mas, também o socioambiental, possibilitando assim oferecer subsídios para a evolução da oferta com orientação para a sustentabilidade. Para elaboração da proposta foi realizado um estudo abrangente sobre as principais fontes primárias a partir das quais é possível produzir eletricidade, além de uma revisão de todo o extenso e complexo caminho pelo qual passou o setor de planejamento da expansão desde seus primórdios até o modelo atual. São também apresentados vários pontos de vista sobre as dificuldades encontradas pelo planejador, desde os empecilhos de ordem regulatória, passando por aqueles oriundos de uma falta de coordenação dentre os setores do governo envolvidos no problema, até as questões de ordem ambiental. Por fim, no decorrer do trabalho e particularmente ao concluí-lo, propõe-se um conjunto de medidas estratégicas por intermédio das quais se pode construir uma matriz de energia elétrica segura e sustentável e lograr êxito, sob as perspectivas técnica, econômica e socioambiental, ao se realizar o planejamento da expansão da oferta, seja no horizonte de curto, médio ou longo prazos Abstract: Electricity is not just a consumer good but also an input which commands a place amongst those goods considered essential to modern society. In this context, the planning and construction of an electricity matrix is a question of paramount importance, not just for the electricity sector but also for Brazil's development as a whole. The establishment of this matrix should, above all, be regulated with an emphasis on sustainability. In this regard, its conception must necessarily embrace all the perspectives that imbue the strategic process that gives rise to it: technical, economic and socio-environmental. Delimited by these viewpoints alone, it is possible to provide the sustainable expansion of an electric power supply that is also secure in terms of being able to fully meet demand. This is a fundamental prerequisite to this service becoming a solid base for a larger process, namely the socio-economic development of Brazilian society. The participation of renewable energy sources in the electric energy matrix is a desirable factor and contributes laudably to the mitigation of environmental impacts resulting from the electricity generation. Nevertheless, there are several issues of an economic and mainly technical nature which have to be dealt with and refined in order to close the existing gaps and enable plans to be established, that are sustainable from all points of view, for the expansion of an electric power supply. The main aim of this study is to prompt, and study in greater depth, the debate over these issues and present a solution that delivers the integration of renewable sources into Brazil's electricity matrix while maintaining reliability of load fulfillment. Similarly, not only were the technical and economic aspects covered in the analysis but also the socio-environmental aspects, thereby making it possible to provide support for the evolution of a sustainability-oriented supply. For the purposes of drafting this proposal, a wide-ranging study was conducted of the principal primary sources from which it is possible to generate electricity, as well as a review of the long and complex path which the expansion planning sector has taken, from its outset through to the current model. Various points of view are also put forward about the difficulties encountered by the planner, ranging from the regulatory obstacles to those arising from a lack of coordination between the government sectors involved in the problem and to issues of an environmental nature. Resumo: Na tentativa de atender à preocupação crescente com os impactos provocados pelas atividades das organizações, diversas empresas começaram a publicar relatórios de sustentabilidade corporativos. O setor elétrico brasileiro, seguindo uma tendência mundial, tem a grande maioria de suas companhias utilizando a estrutura da Global Reporting Initiative (GRI) como um modelo para elaboração do relatório de sustentabilidade. Neste contexto, buscou-se avaliar como as empresas brasileiras de energia elétrica têm utilizado as diretrizes da GRI. Verificou-se se os princípios estabelecidos pela GRI foram obedecidos na elaboração do relatório, se as empresas utilizaram as diretrizes de maneira homogênea e se as exigências da agência reguladora - ANEEL - influenciaram no conteúdo do relatório GRI. Foram, ainda, entrevistados profissionais da área de Responsabilidade Social Corporativa de algumas das empresas avaliadas, na tentativa de entender a importância estratégica dos relatórios de sustentabilidade, bem como os motivadores para o uso do modelo GRI. Os resultados apontam para uma heterogeneidade entre os conceitos de sustentabilidade adotados, a escolha de indicadores e a qualidade da informação entre os relatórios de diferentes companhias. É também observada grande influência da ANEEL no conteúdo dos relatórios GRI. As entrevistas com os profissionais demonstram grande preocupação das empresas com a imagem que transmitem às partes interessadas e destacam o papel fundamental do relatório de sustentabilidade na criação de um canal de comunicação entre a empresa e o público Abstract: In an effort to attend to the growing concern about the social and environmental impact of organizational activities, several companies have begun to publish corporate sustainability reports. Brazilian power sector, following a worldwide trend, has the great majority of its companies using the Global Reporting Initiative (GRI) framework as a model for sustainability reporting. In this context, we assessed how Brazilian electricity utilities are using GRI guidelines. We verified if the principles established by GRI were obeyed in preparing the report, if the companies used the guidelines in a homogeneous way and if the requirements of the regulatory agency - ANEEL - influenced the content of the GRI report. We also interviewed Corporate Social Responsibility professionals of some of the companies studied in an attempt to understand the strategic importance of sustainability disclosure, as well as the motivators for the use of GRI by these companies. The results showed that the adopted sustainability concept, the choice of indicators and the quality of the information reported is very variable among the companies. It was also observed the great influence of the regulator agency in the content of the GRI reports. Resumo: Este trabalho parte da premissa que as tecnologias para smart grid se apresentam como oportunidade para criar um novo negócio de energia. Todos os stake-holders devem ser envolvidos, e organizados para construir ou modernizar a rede de energia em seus aspectos de qualidade, disponibilidade, infraestrutura, padronização, interoperabilidade, confiabilidade e sustentabilidade. Deve-se também buscar a consciência de uso/demanda, de renda e de entendimento dos clientes de forma adequada. Pondera-se que as estratégias governamentais, no âmbito da legislação e da regulamentação, devem ser objetivas para garantir o novo negócio e proteger o interesse público. Os consumidores (como clientes) devem ser ouvidos, tornando-se partícipes ativos no mercado de energia. Com o desenvolvimento de um relacionamento dinâmico a indústria de energia necessitará de novas condições e requisitos operacionais que devem ser criados para garantir a transformação dentro e fora do ambiente de negócios regional. Foram estudadas novas tecnologias, novas possibilidades de serviços e preços. Incentivos, bem como a evolução das normas regulatórias apareceram como fundamentais para manter e expandir o fornecimento da energia e gerenciar a demanda, com implicações na melhora do relacionamento e nos investimentos/receitas para o capital investido, que necessitam resultar na ampliação da percepção de valor da energia pelos clientes. Uma avaliação para o caso brasileiro é feita considerando-se a experiência internacional até a data e através de exemplo de aplicação em consumidores residenciais como um estudo de caso. Demonstra-se o impacto para e do consumidor doméstico nos processos de uso da energia, bem como a evolução necessária de sistemas, estratégias para que se alcance o desejado momento histórico do desenvolvimento, da reorganização do mercado de energia e da legislação/regulamentação. Em suma, a evolução do negócio de energia no Brasil é um fato que, para sua eficácia, deve ser estrategicamente planejado nos diversos âmbitos de aplicação de tecnologias e modelagem do negócio, receber incentivos e ser regulado. Questões relacionadas aos investimentos a serem realizados e o retorno destes investimentos devem ser respondidas caso a caso, segundo a realidade regional das concessões, segundo as previsões de compartilhamento de custos com os consumidores e também totalmente relacionadas com a regulamentação adotada. A possiblidade da oferta de serviços e produtos para atendimento e ampliação do espaço de atuação das concessionárias brasileiras é uma transformação necessária para seu reconhecimento como provedoras de soluções energéticas. Abstract: The smart grid technologies present themselves as opportunities to create new energy business. All stake holders must be involved, organizing, building and upgrading the power grid in its aspects of quality, availability, infrastructure, standards, reliability, interconnectivity, and sustainability. It is necessary the awareness target of supply-demand, incomes and strongly understand their clients. The Governmental strategies must be clear, with regulatory and legislative initiatives to foster new business and protect the public interest. Consumers (as clients) must be heard, as they become active players in the energy market. As they develop a dynamic relationship with the operating power industry new conditions and requirements need to be created in order to lead the strategic transformation inside and outside regional businesses. Deals on new energy sources, new technologies, new possibilities of differentials service and prices were studied. Incentives as well as the evolution of regulation rules seem a fundamental role to maintain and to expand the power supply and demand-side management, with implications for a better relationship between client-consumers, dealers and incomes/revenues on invested capital. It is also important to relate and to rethink the affordability of the tariffs and energy delivery costs to clients. An evaluation to the Brazilian market was done, considering the up to date international experiences and running an application, specially built to demonstrate the domestic consumption, as a case study. This implemented case is presented in order to demonstrate the domestic consumer impact to the energy use as well as the required evolution of systems and strategies to move on to this historical moment of development and reorganization of the energy market as well as the legislation/regulation. To sum up, evolving energy business in Brazil does not appear in this analysis merely as a possibility but as fact to be accomplished. It should be strategically planned considering the scope of a number of different technology applications, business models and be promoted by the policies agencies. Questions related to investments and their profits should be answered according to the regional energy business, as well as the consumer's participation and obviously new legislation and market regulation. A indústria da moda, na qual se incluem os acessórios de moda, é uma indústria globalizada com produção e consumo massificados. A rápida obsolescência dos produtos conduziu a que o impacto ambiental dos acessórios de moda se tornasse significativo. Na última década, no entanto, verificou-se um aumento da sensibilidade por parte das marcas de moda para com as preocupações sustentáveis, não só ambientais como sociais e muitas definiram novas estratégias com foco na sustentabilidade. Este novo paradigma surge com suporte no movimento de consumo consciente e foca o desenvolvimento de novos fatores de diferenciação, com as marcas de acessórios a explorar conceitos sustentáveis de criação de produto. Este estudo investiga e explora questões relacionadas com a moda sustentável e o consumo consciente, os consumidores, as suas características e a sua influência sobre as decisões das marcas e o impacto do novo contexto competitivo sobre os acessórios de moda e os seus atributos. Procura, também, contribuir para a caracterização do movimento de slow fashion, frequentemente associado ao design sustentável e ao consumo consciente, e estabelecer os atributos que definem os acessórios de moda sustentável. The fashion industry, which includes fashion accessories, is a globalized industry with mass production and consumption. The fast obsolescence of fashion accessories has led to a significant environmental impact. In the last decade, however, there has been an increase in fashion brands' sensitivity to sustainable concerns, not only environmental but also social, and many have defined new strategies with a focus on sustainability. This new paradigm emerges based on the conscious consumption movement and focuses on the development of new differentiating factors, with accessory brands exploring sustainable concepts of product creation. This study investigates and explores issues related to sustainable fashion and conscious consumption, consumers, their characteristics and their influence on brand decisions and the impact of the new competitive context on fashion accessories and their attributes. It also seeks to contribute to the characterization of the slow fashion movement, often associated with sustainable design and conscious consumption, and to establish the attributes that define sustainable fashion accessories. Neste estudo, centrado na realidade portuguesa, mais concretamente na região de Lisboa, pretendeu-se posicionar o comportamento do consumidor no setor hoteleiro e como é perspetivado o futuro da sustentabilidade ambiental nos hotéis portugueses. As alterações climáticas têm-se vindo a fazer notar cada vez mais e a indústria hoteleira tem-se vindo a tornar cada vez mais responsável. Através da elaboração e aplicação de um inquérito por questionário sobre o tema, os principais resultados indicam que de uma forma geral existe preocupação com a sustentabilidade ambiental, apesar ser mais notada a sua prática e preocupação entre os mais jovens, afigurando-se, assim, um cenário otimista para o futuro das práticas da sustentabilidade ambiental na área do turismo. A problemática ambiental é um dos assuntos mais discutidos em todos os seguimentos da economia por todo o mundo. A construção civil, frente ao seu processo produtivo, é responsável por consumir parte considerável dos recursos naturais, matérias primas e gerar milhares de toneladas de resíduos, chamados de resíduos de construção e demolição (RCD) todos os anos. Assim, este estudo teve como objetivos: desenvolver uma revisão bibliográfica frente ao tema proposto; analisar as principais dificuldades enfrentadas por construtoras atuantes em Portugal durante processo de gestão de seus RCD e; por fim apresentar um plano de ação visando melhorar a qualidade desse processo. Assim, foi realizado um estudo de caso com uma construtora, bem como aplicação de um inquérito a demais 15 construtoras, visando atingir aos objetivos propostos. Assim, por meio dos resultados obtidos no inquérito e no estudo de caso, constatou-se que apesar das legislações e políticas instituídas por órgãos governamentais, bem como a tendência por sistemas mais sustentáveis, as construtoras ainda encontram dificuldades e desafios no processo de gestão de seus resíduos, sendo os próprios problemas gerenciais das mesmas que impedem e atrapalham o processo. Espera-se que o plano de ação apresentado possa contribuir para que as empresas do setor da construção encontrem mais facilidade nesse processo, por meio do auxílio de metodologias comprovadamente eficazes. The environmental issue is one of the most discussed issues in all sectors of the economy around the world. Civil construction, in view of its production process, is responsible for consuming a considerable part of natural resources, raw materials and generating thousands of tons of waste, called construction and demolition waste (CDW) every year. Thus, this study aimed to: develop a literature review on the proposed theme; analyze the main difficulties faced by construction companies operating in Portugal during their RCD management process and; finally, present an action plan to improve the quality of this process. Thus, a case study was carried out with a construction company, as well as an application of a survey to other 15 construction companies, aiming to achieve the proposed objectives. Thus, through the results obtained in the survey and in the case study, it was found that despite the legislation and policies instituted by government agencies, as well as the trend towards more sustainable systems, construction companies still face difficulties and challenges in the process of managing their residues, and their own management problems impede and hinder the process. It is expected that the action plan presented can help companies in the construction sector to find it easier in this process, through the help of proven effective methodologies.
