In order to facilitate this transition with targeted policies and implementation strategies, it is of vital importance to understand the economic benefits, uncertainties and risks of this transition. This article presents a quantification of the economic impacts on value added, employment shares and the trade balance as well as required biomass and avoided primary energy and greenhouse gases related to large scale biomass deployment on a country level (the Netherlands) for different future scenarios to 2030. This is done by using the macro-economic computable general equilibrium (CGE) model LEITAP, capable of quantifying direct and indirect effects of a bio-based economy combined with a spread sheet tool to address underlying technological details. Although the combined approach has limitations, the results of the projections show that substitution of fossil energy carriers by biomass, could have positive economic effects, as well as reducing GHG emissions and fossil energy requirement. Key factors to achieve these targets are enhanced technological development and the import of sustainable biomass resources to the Netherlands. (C) 2013 Elsevier Ltd. All rights reserved.

Policy drivers and objectives that are assumed to affect coexistence, such as the fulfillment of conservation objectives and the prioritization of other competing marine uses, were scored by experts and predictions were crosschecked with state practice. While in most areas MRE-MPA coexistence is not prohibited by law, practice indicates resistance towards it. Furthermore expert judgment demonstrated that a number of additional factors, such as the lack of suitable space for MRE projects and the uncertainty about the extent of damage by MRE to the MPA, might influence the intentions of the two major parties involved (i.e. the MRE developer and the MPA authority) to pursue or avoid coexistence. Based on these findings, the interactions of these two players are further interpreted, their policy implications are discussed, while the need towards efficient, fair and acceptable MRE-MPA coexistence is highlighted.

In this Study we aim to identify some determinants of national household CO2 emissions and their distribution across income groups. For that purpose, we quantify the CO2 emissions of households in the Netherlands, UK, Sweden and Norway around the year 2000 by combining a hybrid approach of process analysis and input-output analysis with data on household expenditures. Our results show that average households in the Netherlands and the UK give rise to higher amounts of CO2 emissions than households in Sweden and Norway. Moreover, CO2 emission intensities of household consumption decrease with increasing income in the Netherlands and the UK, whereas they increase in Sweden and Norway. A comparison Of the national results at the product level points out that country characteristics, like energy supply, population density and the availability of district heating, influence variation in household CO2 emissions between and within countries. This paper explores the ability of three transport strategies to contribute to the development of a sustainable transport in China. With this purpose in mind, a Chinese transport model has been created and three current transport strategies which are high speed railway (HSR), urban rail transit (URT) and electric vehicle (EV) were evaluated together with a reference transport system in 2020. As conservative results, 13% of the energy saving and 12% of the CO2 emission reduction can be attained by accomplishing three strategies compared with the reference transport system. However, the energy demand of transport in 2020 with the implementation of three strategies will be about 1.7 times as much as today. The three strategies show the potential of drawing the transport demand to the more energy efficient vehicles; however, more initiatives are needed if the sustainable transport is the long term objective, such as the solutions to stabilise the private vehicle demands, to continuously improve the vehicle efficiency and to boost the alternative fuels produced from the renewable energy sources.

Artículos en revistas The Spanish energy and electricity models are clearly unsustainable: the large increase in electricity demand, a huge dependency on energy imports, and significant environmental impacts are clear reasons for concern. In this paper we take a look at the possible evolution of the Spanish electricity sector under different policy scenarios, and try to identify which are the policies that may help to achieve the desired goal, as well as the role that the different technologies may play. Results are quite optimistic in that, under the appropriate policy measures, carbon emissions of the electricity sector may be reduced in 2020 up to 37% compared to 1990, and energy imports may be also much reduced, at reasonable costs. However, this may only be achieved by strongly pursuing energy efficiency improvements and other energy conservation measures, which should then become a must for all energy plans in Spain, together with renewable energy promotion and stronger carbon reduction policies. info:eu-repo/semantics/publishedVersion

Despite this, national and subnational energy policies often neglect biomass cooking fuels. A Formative Scenario Analysis process is applied to show how the cooking fuel sector in Kilimanjaro Region (Tanzania) and Kitui County (Kenya) might evolve by 2030. In order to provide relevant knowledge for potential energy policies, this paper aims to identify the main drivers impacting the cooking fuel sector, and to assess and explore current and future demand and supply potential of biomass cooking fuels. Our results show that policies have the potential to substantially impact the future mix of cooking fuels and to foster or hamper the use of efficient cooking fuel technologies. Half of Kilimanjaro Region’s households could be supplied with biogas; in Kitui County, wood-based cooking fuels is likely to remain dominant but improving the efficiency of the technologies would reduce the demand for wood considerably. Hence, we argue that energy policies should explicitly consider biomass cooking fuels and endeavour to make this sector more sustainable and that priority should be given to increasing the sustainability of the biomass cooking fuel sector. Key leverage points to do so are improving the access to improved biomass technologies and capacity building.

Abstract Sustainability of biomass based fuel use requires that in biomass production erosion and water usage do not exceed addition to stocks of soil and water and that levels of nutrients and organic matter in soils do not decrease. Levels of volatile carbon compounds and N 2 O in the atmosphere should remain unaffected. To maintain ecosystems services of nature useful to mankind, restriction of biomass production to degraded and currently fallow land is to be preferred. Also sustainability of biomass-for-energy use requires a high efficiency recycling of nutrients present in ashes and low emissions of persistent organics, acidifying compounds and heavy metals due to biomass combustion. Meeting such conditions requires major efforts.

In the past few years, the number of local action plans towards climate change mitigation has been increasing, and it is essential to analyze their contribution to the achievement of global targets. Even if the relationship between local action plans and the reduction of energy use and GHG emissions is often assumed, this has not yet been validated nor quantified by empirical studies involving a large number of municipalities. Thus, the aim of this paper is to perform an empirical analysis on the link between local action plans and energy use and GHG emissions. The analysis is composed by a test of hypothesis and a regression analysis, performed for the municipalities of three European countries – Portugal, Sweden and United Kingdom. The main conclusion is that, in the context of these three countries, the analysis performed was not able to detect a significant impact related to the existence of local plans on GHG emissions. From the panel data regression analysis, it was possible to confirm that external factors, not directly related to local climate change mitigation actions, have a significant impact on GHG emissions.

Nor do they contribute to host country׳s national greenhouse gas emission reduction targets. Contributions to net emission reductions in host countries is likely to become mandatory in new mechanisms under development such as in the framework for various approaches, a new market-based mechanism and even in a reformed JI. This research analysed the question if approaches for carbon market-based mechanisms exist that allow the generation of net emission reductions in host countries while keeping project initiation attractive. We present a criteria-based assessment method and apply it for four generic options in existing mechanisms and derive implications for future mechanism frameworks. We identified the application of “discounts” on the amount of avoided emissions for the issuance of carbon credits and “standardisation below business as usual” as most promising options over “limiting the crediting period” and “over-conservativeness”. We propose to apply these options differentiated over project types based on internal rate of return to ensure cost-efficiency and attractiveness.

To address the low efficiency and high emissions in the downstream oil industry caused by the problem of vertically integrated monopoly, the Chinese government is making an effort to promote a multiproduct pipeline network reform. The fundamental and indispensable step for this goal is the pipeline network interconnectivity. This paper quantifies the energy-environmental impacts of the pipeline network interconnectivity reform on China's downstream oil supply chain to 2030. An integrated framework is developed to obtain the detailed design-scale information required for assessment, introducing demand forecasting and demand reallocation into a pipeline network optimal planning model. The model is formulated as a fuzzy mixed integer linear programming that optimizes the infrastructure development scheme and supply chain operation plan simultaneously while taking into account demand uncertainty. The results show that, compared with the baseline, the pipeline interconnectivity reform could reduce yearly energy consumption and CO2 emissions by 9.7–19.8% and 12.5–17.9%, respectively. It is shown that this reform policy could overcome infrastructure constraints, increase pipeline utilization, and improve both energy and environmental performance. The proposed framework can be a theoretical guideline for policymakers within and beyond China.

In order to facilitate this transition with targeted policies and implementation strategies, it is of vital importance to understand the economic benefits, uncertainties and risks of this transition. This article presents a quantification of the economic impacts on value added, employment shares and the trade balance as well as required biomass and avoided primary energy and greenhouse gases related to large scale biomass deployment on a country level (the Netherlands) for different future scenarios to 2030. This is done by using the macro-economic computable general equilibrium (CGE) model LEITAP, capable of quantifying direct and indirect effects of a bio-based economy combined with a spread sheet tool to address underlying technological details. Although the combined approach has limitations, the results of the projections show that substitution of fossil energy carriers by biomass, could have positive economic effects, as well as reducing GHG emissions and fossil energy requirement. Key factors to achieve these targets are enhanced technological development and the import of sustainable biomass resources to the Netherlands. (C) 2013 Elsevier Ltd. All rights reserved.

Policy drivers and objectives that are assumed to affect coexistence, such as the fulfillment of conservation objectives and the prioritization of other competing marine uses, were scored by experts and predictions were crosschecked with state practice. While in most areas MRE-MPA coexistence is not prohibited by law, practice indicates resistance towards it. Furthermore expert judgment demonstrated that a number of additional factors, such as the lack of suitable space for MRE projects and the uncertainty about the extent of damage by MRE to the MPA, might influence the intentions of the two major parties involved (i.e. the MRE developer and the MPA authority) to pursue or avoid coexistence. Based on these findings, the interactions of these two players are further interpreted, their policy implications are discussed, while the need towards efficient, fair and acceptable MRE-MPA coexistence is highlighted.

In this Study we aim to identify some determinants of national household CO2 emissions and their distribution across income groups. For that purpose, we quantify the CO2 emissions of households in the Netherlands, UK, Sweden and Norway around the year 2000 by combining a hybrid approach of process analysis and input-output analysis with data on household expenditures. Our results show that average households in the Netherlands and the UK give rise to higher amounts of CO2 emissions than households in Sweden and Norway. Moreover, CO2 emission intensities of household consumption decrease with increasing income in the Netherlands and the UK, whereas they increase in Sweden and Norway. A comparison Of the national results at the product level points out that country characteristics, like energy supply, population density and the availability of district heating, influence variation in household CO2 emissions between and within countries. This paper explores the ability of three transport strategies to contribute to the development of a sustainable transport in China. With this purpose in mind, a Chinese transport model has been created and three current transport strategies which are high speed railway (HSR), urban rail transit (URT) and electric vehicle (EV) were evaluated together with a reference transport system in 2020. As conservative results, 13% of the energy saving and 12% of the CO2 emission reduction can be attained by accomplishing three strategies compared with the reference transport system. However, the energy demand of transport in 2020 with the implementation of three strategies will be about 1.7 times as much as today. The three strategies show the potential of drawing the transport demand to the more energy efficient vehicles; however, more initiatives are needed if the sustainable transport is the long term objective, such as the solutions to stabilise the private vehicle demands, to continuously improve the vehicle efficiency and to boost the alternative fuels produced from the renewable energy sources.

Artículos en revistas The Spanish energy and electricity models are clearly unsustainable: the large increase in electricity demand, a huge dependency on energy imports, and significant environmental impacts are clear reasons for concern. In this paper we take a look at the possible evolution of the Spanish electricity sector under different policy scenarios, and try to identify which are the policies that may help to achieve the desired goal, as well as the role that the different technologies may play. Results are quite optimistic in that, under the appropriate policy measures, carbon emissions of the electricity sector may be reduced in 2020 up to 37% compared to 1990, and energy imports may be also much reduced, at reasonable costs. However, this may only be achieved by strongly pursuing energy efficiency improvements and other energy conservation measures, which should then become a must for all energy plans in Spain, together with renewable energy promotion and stronger carbon reduction policies. info:eu-repo/semantics/publishedVersion

Despite this, national and subnational energy policies often neglect biomass cooking fuels. A Formative Scenario Analysis process is applied to show how the cooking fuel sector in Kilimanjaro Region (Tanzania) and Kitui County (Kenya) might evolve by 2030. In order to provide relevant knowledge for potential energy policies, this paper aims to identify the main drivers impacting the cooking fuel sector, and to assess and explore current and future demand and supply potential of biomass cooking fuels. Our results show that policies have the potential to substantially impact the future mix of cooking fuels and to foster or hamper the use of efficient cooking fuel technologies. Half of Kilimanjaro Region’s households could be supplied with biogas; in Kitui County, wood-based cooking fuels is likely to remain dominant but improving the efficiency of the technologies would reduce the demand for wood considerably. Hence, we argue that energy policies should explicitly consider biomass cooking fuels and endeavour to make this sector more sustainable and that priority should be given to increasing the sustainability of the biomass cooking fuel sector. Key leverage points to do so are improving the access to improved biomass technologies and capacity building.

Abstract Sustainability of biomass based fuel use requires that in biomass production erosion and water usage do not exceed addition to stocks of soil and water and that levels of nutrients and organic matter in soils do not decrease. Levels of volatile carbon compounds and N 2 O in the atmosphere should remain unaffected. To maintain ecosystems services of nature useful to mankind, restriction of biomass production to degraded and currently fallow land is to be preferred. Also sustainability of biomass-for-energy use requires a high efficiency recycling of nutrients present in ashes and low emissions of persistent organics, acidifying compounds and heavy metals due to biomass combustion. Meeting such conditions requires major efforts.

In the past few years, the number of local action plans towards climate change mitigation has been increasing, and it is essential to analyze their contribution to the achievement of global targets. Even if the relationship between local action plans and the reduction of energy use and GHG emissions is often assumed, this has not yet been validated nor quantified by empirical studies involving a large number of municipalities. Thus, the aim of this paper is to perform an empirical analysis on the link between local action plans and energy use and GHG emissions. The analysis is composed by a test of hypothesis and a regression analysis, performed for the municipalities of three European countries – Portugal, Sweden and United Kingdom. The main conclusion is that, in the context of these three countries, the analysis performed was not able to detect a significant impact related to the existence of local plans on GHG emissions. From the panel data regression analysis, it was possible to confirm that external factors, not directly related to local climate change mitigation actions, have a significant impact on GHG emissions.

Nor do they contribute to host country׳s national greenhouse gas emission reduction targets. Contributions to net emission reductions in host countries is likely to become mandatory in new mechanisms under development such as in the framework for various approaches, a new market-based mechanism and even in a reformed JI. This research analysed the question if approaches for carbon market-based mechanisms exist that allow the generation of net emission reductions in host countries while keeping project initiation attractive. We present a criteria-based assessment method and apply it for four generic options in existing mechanisms and derive implications for future mechanism frameworks. We identified the application of “discounts” on the amount of avoided emissions for the issuance of carbon credits and “standardisation below business as usual” as most promising options over “limiting the crediting period” and “over-conservativeness”. We propose to apply these options differentiated over project types based on internal rate of return to ensure cost-efficiency and attractiveness.

To address the low efficiency and high emissions in the downstream oil industry caused by the problem of vertically integrated monopoly, the Chinese government is making an effort to promote a multiproduct pipeline network reform. The fundamental and indispensable step for this goal is the pipeline network interconnectivity. This paper quantifies the energy-environmental impacts of the pipeline network interconnectivity reform on China's downstream oil supply chain to 2030. An integrated framework is developed to obtain the detailed design-scale information required for assessment, introducing demand forecasting and demand reallocation into a pipeline network optimal planning model. The model is formulated as a fuzzy mixed integer linear programming that optimizes the infrastructure development scheme and supply chain operation plan simultaneously while taking into account demand uncertainty. The results show that, compared with the baseline, the pipeline interconnectivity reform could reduce yearly energy consumption and CO2 emissions by 9.7–19.8% and 12.5–17.9%, respectively. It is shown that this reform policy could overcome infrastructure constraints, increase pipeline utilization, and improve both energy and environmental performance. The proposed framework can be a theoretical guideline for policymakers within and beyond China.
