Abstract

Relatório de Estágio do Mestrado em Administração Público-Privada apresentado à Faculdade de Direito A propagação do plástico avança a um ritmo desmedido e os seus impactos no meioambiente e saúde humana sobrepõem-se às políticas ambientais restritivas ao plástico,desenvolvidas por diversas entidades internacionais e nacionais.Este trabalho teve como objetivo identificar os motivos da utilização do plástico, aspossíveis oportunidades para a sua redução e os promotores de políticas ambientaisrestritivas ao plástico e as ações que desenvolvem. Este trabalho teve ainda como objetivoscomprovar e medir o sucesso da implementação da Resolução do Conselho de Ministros(RCM) nº141/2018 no Instituto Português de Oncologia Francisco Gentil, E.P.E. (IPOC) erecolher perceções e sugestões de melhoria relativas à referida aplicação, à possível adoçãode produtos descartáveis não plásticos e bioplásticos pelo IPOC, ao impacto ambiental doIPOC, ao impacto da pandemia de Covid-19 no consumo de plástico descartável nainstituição e à relevância das políticas públicas no combate ao plástico.Os resultados do estudo teórico indicam que o plástico é utilizado devido ao seubaixo custo de produção, fácil adaptabilidade e pressão e influência dos lóbis da indústriaplástica e petrolífera. O desenvolvimento de novos bioplásticos constituí a principaloportunidade para a redução plástica. A Organização das Nações Unidas, a Organizaçãopara a Cooperação e Desenvolvimento Económico, a União Europeia, e, em Portugal, oMinistério do Ambiente e da Transição Energética e a Agência Portuguesa do Ambienteforam identificados como os principais promotores de políticas ambientais restritivas aoplástico.Os resultados referentes ao estudo de caso indicam que a implementação da RCMnº141/2018 no IPOC foi bem-sucedida e resultou na redução de 55% no consumo deprodutos descartáveis de plástico e de água engarrafada na instituição. The propagation of plastic keeps moving at a dramatic rhythm and its effects in theenvironment and Human health overcome the plastic restriction environmental policiesdevelop by a variety of international and national entities.This essay had the objectives of identifying the reasons for the plastic usage, thepossible opportunities to reduce it and the promotors of the plastic restriction environmentpolicies, as well as their work. It also had the objectives of proving and measuring the successof the implementation of the Resolution of the Council of the Ministers nº 141/2018 in theInstituto Português de Oncologia Francisco Gentil, E.P.E. (IPOC) and collecting perceptionsand improvement suggestions related to the referred implementation, the possible adoptionof noun plastic and bioplastic disposable products by the IPOC, the environmental impact ofIPOC, the impact of the Covid-19 pandemic on the consumption of disposable plastic in theinstitution and the relevance of the public policies in the fight against plastic.The results of the theoretical study indicate that the plastic is used due to its lowcost of production, easy adaptability and the pressure and influence of the plastic and petrolindustries lobbying. The development of new bioplastics is the main opportunity to theplastic reduction. The United Nations, the Organisation for Economic Co-operation andDevelopment, the European Union, and, in Portugal, the Ministry of the Environment andEnergetic Transition and the Environment Portuguese Agency are the principal promotors ofthe plastic restriction environmental policies.The results of the case study indicate that the implementation of the RCMnº141/2018 in the IPOC was well succeed and resulted in a reduction of 55% in theconsumption of disposable plastic products and bottle water in the institution.
