Abstract

El artículo presenta una evaluación del impacto de los mecanismos de participación ciudadana en el diseño, implementación, seguimiento y evaluación de las políticas públicas de bienestar social en el ámbito municipal de la Región de Murcia (España) así como su incidencia en sus actores y en la red de cooperación interasociativa. Los resultados de la investigación, realizada entre 2004- 2010, son comparados con investigaciones, realidades y tendencias observadas en otros estudios y experiencias de ámbito nacional e internacional. Los resultados de la investigación permite, en primer lugar, sistematizar a modo de tipologías los mecanismos de participación existentes en el ámbito regional y, posteriormente, identificar las contribuciones, limitaciones y tendencias más significativas de los Consejos Territoriales Locales en su capacidad para influir los procesos de democratización y eficacia de las políticas de bienestar social en el ámbito local. Sus resultados nos muestran escasas oportunidades de participación y en su caso mas formales que reales, al no favorecer la posibilidad de realizar un ejercicio de poder o impacto efectivo en el diseño, ejecución y evaluación de las políticas sociales municipales.

The article presents an assessment of the impact of mechanisms for citizen participation in the design, implementation, monitoring and evaluation of social welfare policies at the municipal level in the Region of Murcia (Spain) and their impact on the actors and the network of cooperation between associations. The results of the investigation, conducted from 2004 to 2010, are compared with research, facts and trends observed in other national and international studies and experiences. The results of the investigation permit, first, systematize the ways and types of participation mechanisms at the regional level and then identify the contributions, limitations and significant trends of Local Councils in their capacity to influence democratization and efficiency processess of social welfare policies at the local level. Their results show little opportunity to participate and if more formal than real, to not favor the possibility of an exercise of power or actual impact on the design, implementation and evaluation of municipal social policies.
