БЫТЬ ИЛИ НЕ БЫТЬ «ЗЕЛЕНОЙ ЭКОНОМИКЕ» В ПРОМЫШЛЕННОСТИ РОССИИ?

Abstract

In the recent years, green economy has been actively studied in Russia and the world as a whole. It should be noted that there are no specific general picture of green economy, therefore it seems extremely necessary to fill this gap. Summarizing the materials on this topic, it is easy to notice that without discussing the essence of the green economy, all publications can be reduced to two directions. The first is the minimum interference with nature and the maximum reduction of the damage caused to the ecosystem of the planet. The second is the "carbon footprint", which is proposed to be monitored, as well as to introduce various measures limiting CO2 emissions into the atmosphere. The problem is that the solutions to the CO2 problem proposed today are not so obvious and unambiguous, because based on these solutons, the latter begins to contradict the former. As a solution, it is proposed not to limit emissions on the whole planet, but only to "redistribute" them through a quota system. Countries with an exceeding levels of the corresponding emissions are invited to buy quotas from those countries whose emissions are below a certain norm and continue to pollute the environment. The volatility of determining the values of the quotas themselves, as well as the subjective nature of their establishment, obviously does not contribute to reducing emissions, and these measures cannot be considered as measures towards building a real green economy. This article discusses the basic issues of green economy and the possibilities of its development in Russia and the world as a whole.

В последнее время во всем мире и в России активно исследуется «зеленая экономика». Необходимо констатировать, что при этом не приведено конкретных очертаний «зеленой экономики». Представляется крайне необходимым заполнять этот пробел. Обобщая материалы на эту тему легко заметить, что, не обсуждая суть «зеленой экономики» все публикации можно свести к двум направлениям. Первое – это минимальное вмешательство в природу и максимальное снижение наносимого экосистеме планеты вреда. Второе – это «углеродный след», который предлагается отслеживать, а также вводить различные меры, ограничивающие выбросы СО2 в атмосферу. Проблема в том, что предлагаемые сегодня решения проблемы СО2 не столь очевидны и однозначны поскольку исходя из них, второе начинает противоречить первому. В качестве решения предлагается не в целом ограничение выбросов по всей планете, а лишь «перераспределение» через систему квотирования. Странам с превышением уровня соответствующих выбросов предлагается покупать квоты у тех стран, у которых выбросы ниже определенной нормы, и продолжать загрязнять среду. Волатильность определения значений самих квот, а также субъективный характер их установления, очевидно, не способствует снижению выбросов, и эти меры нельзя рассматривать как меры по построению настоящей «зеленой экономики». Настоящая статья посвящена базовым вопросам «зеленой экономики» и возможностями ее развития в мире в целом и в России в частности.
