Changes are taking place on a global scale based on the digital technologies being implemented. The role of the state and executive authorities is being completely rethought. They are transforming themselves into “digital governments”, IT platforms, and forming their own digital structures with a list of services that are necessary for the population. In this study the following 4 directions of development of the public administration system were identified and reviewed in detail: digital reforms in the public administration system; long-term balance and sustainability of public administration; focusing on improving the quality and efficiency of public services; implementation of project management methods for the development and implementation of state programs. Based on the conducted research, current trends in public administration have been highlighted, and it was concluded that the trends in the development of modern economies include the mandatory participation of the state.

High penetration of renewable energy sources into isolated microgrids (µGs) is considered a critical challenge, as µGs’ operation at low inertia results in frequency stability problems. To solve this challenge, virtual inertia control based on an energy storage system is applied to enhance the inertia and damping properties of the µG. On the other hand, utilization of a phase-locked loop (PLL) is indispensable for measuring system frequency; however, its dynamics, such as measurement delay and noise generation, cause extra deterioration of frequency stability. In this paper, to improve µG frequency stability and minimize the impact of PLL dynamics, a new optimal frequency control technique is proposed. A whale optimization algorithm is used to enhance the virtual inertia control loop by optimizing the parameters of the virtual inertia controller with consideration of PLL dynamics and the uncertainties of system inertia. The proposed controller has been validated through comparisons with an optimized virtual inertia PI controller which is tuned utilizing MATLAB internal model control methodology and with H∞-based virtual inertia control. The results show the effectiveness of the proposed controller against different operating conditions and system disturbances and uncertainties.

The calculation of this effective mass and its ellipsoid are included. The relationship between the robot effective mass and the external force (collision) affecting the robot end-effector is investigated. The effective mass is analyzed using different robot configurations and different end-effector positions. This analysis is conducted using 2-DOF and 3-DOF planar robots and executed using MATLAB. The results from this analysis prove that the robot effective mass depends on the its configurations and end-effector position. Effective mass can thus be considered as one of the criteria in optimizing robot kinematics and configuration.

The operating features of compensator circuits when forming inductive and capacitive reactive power are considered. The reactive power regulation principles that provide the sinusoidal form of reactive current are explained on examples of operation of inductive and capacitive SVCs. The specificity of the operation of SVC control systems ensuring reliable operation in transient and steady-state working modes is discussed. The tasks of experimental research of SVC physical models are formulated. Experimental results obtained on the SVC physical models illustrating main characteristics of such devices are presented.

The development of advanced computational models for improving the accuracy of streamflow forecasting could save time and cost for sustainable water resource management. In this study, a locally weighted learning (LWL) algorithm is combined with the Additive Regression (AR), Bagging (BG), Dagging (DG), Random Subspace (RS), and Rotation Forest (RF) ensemble techniques for the streamflow forecasting in the Jhelum Catchment, Pakistan. To build the models, we grouped the initial parameters into four different scenarios (M1–M4) of input data with a five-fold cross-validation (I–V) approach. To evaluate the accuracy of the developed ensemble models, previous lagged values of streamflow were used as inputs whereas the cross-validation technique and periodicity input were used to examine prediction accuracy on the basis of root correlation coefficient (R), root mean squared error (RMSE), mean absolute error (MAE), relative absolute error (RAE), and root relative squared error (RRSE). The results showed that the incorporation of periodicity (i.e., MN) as an additional input variable considerably improved both the training performance and predictive performance of the models. A comparison between the results obtained from the input combinations III and IV revealed a significant performance improvement. The cross-validation revealed that the dataset M3 provided more accurate results compared to the other datasets. While all the ensemble models successfully outperformed the standalone LWL model, the ensemble LWL-AR model was identified as the best model. Our study demonstrated that the ensemble modeling approach is a robust and promising alternative to the single forecasting of streamflow that should be further investigated with different datasets from other regions around the world.

The results of comparative analysis of sectionalized and desectionalized distribution grids are presented. The authors hereof propose introducing a load increment safety factor to quantify how sectionalization or desectionalization could affect grid reliability. The paper further substantiates the need for accounting excess disturbances in sectionalized grids to design and implement measures to minimize accident-related losses. It analyzes the effectiveness of applying automatic load transfer (ALT) and draws recommendations on how to implement it.

В России подобная направленность исследований остаётся актуальной, несмотря на то, что термины «геоэкология» и «ландшафтная экология» сегодня более распространены в англоязычном научном сообществе. Наш краткий обзор показывает значительное ускорение антропогенных ландшафтных изменений в Европе, Центральной Азии и азиатской части России за последние пять десятилетий. Ландшафтные исследования в антропоцене должны быть направлены на достижение и сохранение устойчивости ландшафта при его высокой производительности, что включает в себя прекращение деградации ландшафтов, развитие культурных и сохранение природных ландшафтов. Чистая вода и чистый воздух, плодородные и здоровые почвы для производства продуктов питания и других экосистемных услуг, а также биологически разнообразная зеленая среда являются атрибутами ландшафтов, обеспечивающих выживание и благополучие населения. Дисциплинарные и междисциплинарные исследования должны генерировать знания, инновации и правила принятия действенных решений. Генерация знаний в глобализованном мире основана на сборе больших массивов данных и моделировании сценариев. Международные длительные полевые опыты и системы агроэкологического мониторинга будут предоставлять данные для экосистемных моделей и систем поддержки принимаемых решений. Landscape research has been a traditional scientific discipline of geography. This is still the case in Russia, whilst the terms geo-ecology and landscape ecology have become established in the English speaking scientific community. Our short review reveals huge and accelerating anthropogenic landscape transformations in Europe, Central Asia and Asian Russia since the end the 1960s. Landscape research in the Anthropocene has to focus on achieving landscape sustainability at high productivity. This includes halting landscape degradation, developing cultural landscapes, and maintaining semi-natural landscapes. Clean water and air, fertile and healthy soils for food and other ecosystem services and a green and bio-diverse environment are attributes of landscapes for the survival and well-being of humans. Research has to generate knowledge, innovations and decision rules by disciplinary, interdisciplinary and trans-disciplinary work. Knowledge generation in a globalized world is based on big data gathering and scenario modelling. International long-term experiments and agri-environmental monitoring systems will deliver data for ecosystem models and decision support systems.

Changes are taking place on a global scale based on the digital technologies being implemented. The role of the state and executive authorities is being completely rethought. They are transforming themselves into “digital governments”, IT platforms, and forming their own digital structures with a list of services that are necessary for the population. In this study the following 4 directions of development of the public administration system were identified and reviewed in detail: digital reforms in the public administration system; long-term balance and sustainability of public administration; focusing on improving the quality and efficiency of public services; implementation of project management methods for the development and implementation of state programs. Based on the conducted research, current trends in public administration have been highlighted, and it was concluded that the trends in the development of modern economies include the mandatory participation of the state.

High penetration of renewable energy sources into isolated microgrids (µGs) is considered a critical challenge, as µGs’ operation at low inertia results in frequency stability problems. To solve this challenge, virtual inertia control based on an energy storage system is applied to enhance the inertia and damping properties of the µG. On the other hand, utilization of a phase-locked loop (PLL) is indispensable for measuring system frequency; however, its dynamics, such as measurement delay and noise generation, cause extra deterioration of frequency stability. In this paper, to improve µG frequency stability and minimize the impact of PLL dynamics, a new optimal frequency control technique is proposed. A whale optimization algorithm is used to enhance the virtual inertia control loop by optimizing the parameters of the virtual inertia controller with consideration of PLL dynamics and the uncertainties of system inertia. The proposed controller has been validated through comparisons with an optimized virtual inertia PI controller which is tuned utilizing MATLAB internal model control methodology and with H∞-based virtual inertia control. The results show the effectiveness of the proposed controller against different operating conditions and system disturbances and uncertainties.

The calculation of this effective mass and its ellipsoid are included. The relationship between the robot effective mass and the external force (collision) affecting the robot end-effector is investigated. The effective mass is analyzed using different robot configurations and different end-effector positions. This analysis is conducted using 2-DOF and 3-DOF planar robots and executed using MATLAB. The results from this analysis prove that the robot effective mass depends on the its configurations and end-effector position. Effective mass can thus be considered as one of the criteria in optimizing robot kinematics and configuration.

The development of advanced computational models for improving the accuracy of streamflow forecasting could save time and cost for sustainable water resource management. In this study, a locally weighted learning (LWL) algorithm is combined with the Additive Regression (AR), Bagging (BG), Dagging (DG), Random Subspace (RS), and Rotation Forest (RF) ensemble techniques for the streamflow forecasting in the Jhelum Catchment, Pakistan. To build the models, we grouped the initial parameters into four different scenarios (M1–M4) of input data with a five-fold cross-validation (I–V) approach. To evaluate the accuracy of the developed ensemble models, previous lagged values of streamflow were used as inputs whereas the cross-validation technique and periodicity input were used to examine prediction accuracy on the basis of root correlation coefficient (R), root mean squared error (RMSE), mean absolute error (MAE), relative absolute error (RAE), and root relative squared error (RRSE). The results showed that the incorporation of periodicity (i.e., MN) as an additional input variable considerably improved both the training performance and predictive performance of the models. A comparison between the results obtained from the input combinations III and IV revealed a significant performance improvement. The cross-validation revealed that the dataset M3 provided more accurate results compared to the other datasets. While all the ensemble models successfully outperformed the standalone LWL model, the ensemble LWL-AR model was identified as the best model. Our study demonstrated that the ensemble modeling approach is a robust and promising alternative to the single forecasting of streamflow that should be further investigated with different datasets from other regions around the world.

The results of calculations of transients in the event of various disturbances in the distribution network, taking into account the operation of emergency control devices, are presented. The results of comparative analysis of sectionalized and desectionalized distribution grids are presented. The authors hereof propose introducing a load increment safety factor to quantify how sectionalization or desectionalization could affect grid reliability. The paper further substantiates the need for accounting excess disturbances in sectionalized grids to design and implement measures to minimize accident-related losses. It analyzes the effectiveness of applying automatic load transfer (ALT) and draws recommendations on how to implement it.

В России подобная направленность исследований остаётся актуальной, несмотря на то, что термины «геоэкология» и «ландшафтная экология» сегодня более распространены в англоязычном научном сообществе. Наш краткий обзор показывает значительное ускорение антропогенных ландшафтных изменений в Европе, Центральной Азии и азиатской части России за последние пять десятилетий. Ландшафтные исследования в антропоцене должны быть направлены на достижение и сохранение устойчивости ландшафта при его высокой производительности, что включает в себя прекращение деградации ландшафтов, развитие культурных и сохранение природных ландшафтов. Чистая вода и чистый воздух, плодородные и здоровые почвы для производства продуктов питания и других экосистемных услуг, а также биологически разнообразная зеленая среда являются атрибутами ландшафтов, обеспечивающих выживание и благополучие населения. Дисциплинарные и междисциплинарные исследования должны генерировать знания, инновации и правила принятия действенных решений. Генерация знаний в глобализованном мире основана на сборе больших массивов данных и моделировании сценариев. Международные длительные полевые опыты и системы агроэкологического мониторинга будут предоставлять данные для экосистемных моделей и систем поддержки принимаемых решений. Landscape research has been a traditional scientific discipline of geography. This is still the case in Russia, whilst the terms geo-ecology and landscape ecology have become established in the English speaking scientific community. Our short review reveals huge and accelerating anthropogenic landscape transformations in Europe, Central Asia and Asian Russia since the end the 1960s. Landscape research in the Anthropocene has to focus on achieving landscape sustainability at high productivity. This includes halting landscape degradation, developing cultural landscapes, and maintaining semi-natural landscapes. Clean water and air, fertile and healthy soils for food and other ecosystem services and a green and bio-diverse environment are attributes of landscapes for the survival and well-being of humans. Research has to generate knowledge, innovations and decision rules by disciplinary, interdisciplinary and trans-disciplinary work. Knowledge generation in a globalized world is based on big data gathering and scenario modelling. International long-term experiments and agri-environmental monitoring systems will deliver data for ecosystem models and decision support systems.

Ландшафтные исследования в антропоцене должны быть направлены на достижение и сохранение устойчивости ландшафта при его высокой производительности, что включает в себя прекращение деградации ландшафтов, развитие культурных и сохранение природных ландшафтов. Чистая вода и чистый воздух, плодородные и здоровые почвы для производства продуктов питания и других экосистемных услуг, а также биологически разнообразная зеленая среда являются атрибутами ландшафтов, обеспечивающих выживание и благополучие населения. Дисциплинарные и междисциплинарные исследования должны генерировать знания, инновации и правила принятия действенных решений. Генерация знаний в глобализованном мире основана на сборе больших массивов данных и моделировании сценариев. Международные длительные полевые опыты и системы агроэкологического мониторинга будут предоставлять данные для экосистемных моделей и систем поддержки принимаемых решений. Landscape research has been a traditional scientific discipline of geography. This is still the case in Russia, whilst the terms geo-ecology and landscape ecology have become established in the English speaking scientific community. Our short review reveals huge and accelerating anthropogenic landscape transformations in Europe, Central Asia and Asian Russia since the end the 1960s. Landscape research in the Anthropocene has to focus on achieving landscape sustainability at high productivity. This includes halting landscape degradation, developing cultural landscapes, and maintaining semi-natural landscapes. Clean water and air, fertile and healthy soils for food and other ecosystem services and a green and bio-diverse environment are attributes of landscapes for the survival and well-being of humans. Research has to generate knowledge, innovations and decision rules by disciplinary, interdisciplinary and trans-disciplinary work. Knowledge generation in a globalized world is based on big data gathering and scenario modelling. International long-term experiments and agri-environmental monitoring systems will deliver data for ecosystem models and decision support systems.
