    The economy is undergoing a radical transformation in all its structures, completely changing the methods of management. Changes are taking place on a global scale based on the digital technologies being implemented. The role of the state and executive authorities is being completely rethought. They are transforming themselves into “digital governments”, IT platforms, and forming their own digital structures with a list of services that are necessary for the population. In this study the following 4 directions of development of the public administration system were identified and reviewed in detail: digital reforms in the public administration system; long-term balance and sustainability of public administration; focusing on improving the quality and efficiency of public services; implementation of project management methods for the development and implementation of state programs. Based on the conducted research, current trends in public administration have been highlighted, and it was concluded that the trends in the development of modern economies include the mandatory participation of the state.

    Technical solutions for optimizing the flame aerodynamics and the design of tangentially arranged burners in a TGMP-314 boiler are proposed. The implementation of these solutions will make it possible to achieve more reliable operation of the boiler during fuel oil combustion, smaller amount of NOx emissions during the combustion of gas and fuel oil, and a somewhat lower air excess factor in the furnace.

    This paper analyzes the general issues of sectionalizing 110- and 220-kV distribution grids, including by current limiting. The results of calculations of transients in the event of various disturbances in the distribution network, taking into account the operation of emergency control devices, are presented. The results of comparative analysis of sectionalized and desectionalized distribution grids are presented. The authors hereof propose introducing a load increment safety factor to quantify how sectionalization or desectionalization could affect grid reliability. The paper further substantiates the need for accounting excess disturbances in sectionalized grids to design and implement measures to minimize accident-related losses. It analyzes the effectiveness of applying automatic load transfer (ALT) and draws recommendations on how to implement it.

    AbstractA reactor for catalytically oxidizing liquid methanol has been developed for supplying heat to an automotive reformer. In the tests presented in this paper we show that it is possible to catalytically combust liquid methanol by dispersing the methanol and air by a nebulizer over the catalysts. In the experiments we tested several base and noble metals and found that either platinum or palladium was required at the ignition zone. The tests also showed that it was possible to achieve complete combustion when only 25 % of the catalyst bed contained a noble metal.

    The temperature dependence of the electrical conductivity of the molten eutectic GdCl3(0.515)–KCl(0.485) containing up to 3.3 mol % gadolinium oxide is studied. The temperature dependences of the conductivity of the molten GdCl3–KCl–Gd2O3 system are approximated by second-order polynomials. The formation of gadolinium oxychlorides is confirmed by spectral studies of the solidified melt.

    Two approaches to synthesis of unsymmetrical disulfides based on different types of thiol activation, namely, an electrochemical method in the presence of a redox mediator and a microwave irradiation, were discussed. The mediated electrosynthesis procedures were carried out by the oxidative coupling of thiols or by the thiol-disulfide exchange in the presence of redox pairs—substituted o-aminophenol/o-iminobenzoquinone. It has been established that the formation of unsymmetrical disulfides under electrochemical conditions occurs as a result of both the oxidative coupling of sulfur-centered radicals, and a redox-mediator promoted thiol-disulfide exchange, which led to a high yield of heterodimeric products (89%–99%). The microwave-assisted synthesis made it possible to obtain the target products with yields of 13%–86% depending on different irradiation parameters such as power, temperature, and irradiation duration. However, this method requires a rigorous selection of conditions for each reaction and is therefore inferior to the electrochemical approach.

    Abstract Social acceptance of innovative technologies is a key element of an effective transition towards more sustainable energy economies. However, innovative technologies like genetic modification also tend to spark controversy and backlash. So far, efforts to inform the public about any risks and benefits of novel technologies not only have struggled to foster acceptance but also neglect the interdependent foundations of consumer decision-making. Through a controlled experiment with German consumers (N = 322), we examine whether consumer support and rejection of genetic modification in bioenergy crops is influenced by the statements and actions of actors throughout the supply chain. In specific, we show that the decision of energy companies to sell and support GM bioenergy positively impacts consumer decisions to support. To ensure that decision outcomes were specifically impacted by the expressions of corporate actors, we controlled for the content and valence of information by random assignment to one of three treatments in which participants received positive, negative, or balanced (risks and benefits) information. We find that negative messaging diminished support and increased rejection relative to the other treatments. Lastly, the statements and actions of corporate actors also exerted an indirect influence on consumer decisions through their interactions with social trust and labels, e.g. greater support by farmers had a positive influence only for those who are more generally trustworthy. Given these results, we anticipate more attention to the importance of actors such as farmers and energy companies for the social acceptance of novel technologies in the energy sphere.

    Chlorpropamide-alcohol flush (CPAF) tests were carried out in 15 male and 15 female Type 2 diabetics. Twelve subjects were CPAF-positive and 18 were -negative. The two groups did not differ in age or duration of diabetes, but the CPAF-positive subjects weighed less (mean difference 13 kg) and had higher plasma chlorpropamide levels. There was a negative correlation between plasma chlorpropamide and body weight, and a positive correlation between plasma chlorpropamide and the increase in facial skin temperature. Females had higher plasma chlorpropamide, a greater skin temperature increase and lower body weight than males; there were 11 females and only 1 male amongst the 12 CPAF-positive subjects. The findings confirm that plasma chlorpropamide is a major determinant of the CPAF reaction and also show that body weight strongly influences the chlorpropamide level and, consequently, the outcome of the CPAF test. The sex difference in body weight probably accounts for most, if not all, of the sex difference in the incidence of the CPAF.

    We have developed algorithms and programs for automated tests of synchronous machines. The programs were made using the LabVIEW development system. They are interrelated and have been combined into one software system. An approximation of its characteristics using regression equations of different orders with mean-square rate control is used in the algorithms to determine static parameters. A combined optimizing algorithm that is based on the least squares method and alternating-variable descent method is used to determine dynamic parameters. A new effective and adaptive method of sliding trigonometric interpolation is used to filter out possible noise in measuring channels of voltage and current sensors, while determining the parameters of sinusoidal signals in the stationary modes and dots of envelope curves in the transient modes. To reduce the time needed to obtain static characteristics, the software has a special virtual instrument with a field current control loop with a PID controller that provides desired field forcing. The SMTest software system has been tested using HIL modeling and laboratory test stations. Analysis of test results shows that, even when the acquired signal has a 30% noise level, the calculation error in the determination of parameters does not exceed 6%. The software, when used in stationary or mobile test stations, allows automating the process of obtaining characteristics and determining the main static and dynamic parameters of midand high-power rotor synchronous machines.

    This short report substantiates the advisability of developing a two-stage model for the emergence and development of a boiling crisis. One of the stages is the violation of the stability of the two-phase wall layer, and the other is the appearance and fusion of dry spots on the heating surface. The use of a two-stage (“temporary”) model makes it possible to combine both well-known approaches to crisis analysis—hydrodynamic and thermal—in a single logical system. In the first approach, the characteristics of the boiling crisis are characteristic of high pressures in a boiling liquid, while those in the second are for low pressures.
