Decarbonising the energy system is critical in mitigating climate change. This chapter summarises modelling methodologies developed in the ETSAP community to assess economic impacts of decarbonising energy systems at a global level. The next chapter of this book focuses on a national perspective. The range of economic impacts is regionally dependent upon the stage of economic development, the level of industrialisation, energy intensity of exports, and competition effects due to rates of relative decarbonisation. Developed nation's decarbonisation targets are estimated to result in a manageable GDP loss in the region of 2 % by 2050. Energy intensive export driven developing countries such as China and India, and fossil fuel exporting nations can expect significantly higher GDP loss of up to 5 % GDP per year by mid-century.

Cities across the globe recognise their role in climate mitigation and are acting to reduce carbon emissions. Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities.

AbstractDefining and measuring progress in adaptation are important questions for climate adaptation science, policy, and practice. Here, we assess the progress of urban adaptation planning in 327 European cities between 2005 and 2020 using three ‘ADAptation plan Quality Assessment’ indices, called ADAQA-1/ 2/ 3, that combine six plan quality principles. Half of the cities have an adaptation plan and its quality significantly increased over time. However, generally, plan quality is still low in many cities. Participation and monitoring and evaluation are particularly weak aspects in urban adaptation policy, together with plan ‘consistency’. Consistency connects impacts and vulnerabilities with adaptation goals, planned measures, actions, monitoring and evaluation, and participation processes. Consistency is a key factor in the overall quality of plans. To help evaluate the quality of plans and policies and promote learning, we suggest incorporating our ADAptation plan Quality Assessment indices into the portfolio of adaptation progress assessments and tracking methodologies.

Fossil fuels in transportation are a significant source of local emissions in and around cities; thus, decarbonising transportation can reduce both greenhouse gases (GHGs) and air pollutants (APs). However, the degree of these reductions depends on what replaces fossil fuels. Today, GHG and AP mitigation strategies are typically ‘decoupled’ as they have different motivations and responsibilities. This study investigates the ancillary benefits on (a) APs if the transport sector is decarbonised, and (b) GHGs if APs are drastically cut and (c) the possible co-benefits from targeting APs and GHGs in parallel, using an energy-system optimisation model with a detailed and consistent representation of technology and fuel choices. While biofuels are the most cost-efficient option for meeting ambitious climate-change-mitigation targets, they have a very limited effect on reducing APs. Single-handed deep cuts in APs require a shift to zero-emission battery electric and hydrogen fuel cell vehicles (BEVs, HFCVs), which can result in significant upstream GHG emissions from electricity and hydrogen production. BEVs powered by ‘green’ electricity are identified as the most cost-efficient option for substantially cutting both GHGs and APs. A firm understanding of these empirical relationships is needed to support comprehensive mitigation strategies that tackle the range of sustainability challenges facing cities.

The preceding chapter focuses on a global perspective. The modelling studies outlined here show that burden sharing rules and national revenue recycling schemes for carbon tax are critical for the long-term viability of economic growth and equitable engagement on combating climate change. Traditional computable general equilibrium models and energy systems models solved in isolation can misrepresent the long run carbon cost and underestimate the demand response caused by technological paradigm shifts in a decarbonised energy system. The approaches outlined within have guided the first evidence based decarbonisation legislation and continue to provide additional insights as increased sectoral disaggregation in hybrid modelling approaches is achieved.

Many studies point to electrification and behavioural shifts as key measures. Spatial, demographic, economic, and transport-sector-related factors shape the opportunities and preferences for change, thus setting the direction and pace of the transition. These factors typically differ between urban, suburban and low-population-density settings, a fact that is generally overlooked in comprehensive energy system optimisation models (ESOM). This study introduces a novel contextual representation of passenger transportation within a national ESOM (TIMES-Sweden). When testing the new approach, different cost barriers to electrification are found across various settings, signalling a need for different policy responses. Further, opportunities for – and impact from – shifts in travel behaviours vary significantly across settings. These results highlight the need for climate change mitigation strategies in passenger transportation which are better tailored to specific contexts. Meanwhile, the demand for cooling is steadily increasing in all European Member State. In this context, it is essential to identify the heating and cooling demand in the economic sectors. The objective of this study is to propose a methodology to estimate the European heating and cooling demand by country, fuel, economical subsector and activity based on official statistics and reports from resource origin to the customer. The results show that most useful heat energy comes from the direct burn of a fuel principally natural gas. The contribution of the electricity is relatively moderate for the residential and service sectors but low for industrial sector. Most part of the cooling demand is generated by electrical cooling machines (air conditioning and chillers) which extract free environmental energy allowing compensate part of the losses from the electricity production. District heating has a moderate contribution and district cooling can be considered negligible.

Decarbonising the energy system is critical in mitigating climate change. This chapter summarises modelling methodologies developed in the ETSAP community to assess economic impacts of decarbonising energy systems at a global level. The next chapter of this book focuses on a national perspective. The range of economic impacts is regionally dependent upon the stage of economic development, the level of industrialisation, energy intensity of exports, and competition effects due to rates of relative decarbonisation. Developed nation's decarbonisation targets are estimated to result in a manageable GDP loss in the region of 2 % by 2050. Energy intensive export driven developing countries such as China and India, and fossil fuel exporting nations can expect significantly higher GDP loss of up to 5 % GDP per year by mid-century.

Cities across the globe recognise their role in climate mitigation and are acting to reduce carbon emissions. Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities.

AbstractDefining and measuring progress in adaptation are important questions for climate adaptation science, policy, and practice. Here, we assess the progress of urban adaptation planning in 327 European cities between 2005 and 2020 using three ‘ADAptation plan Quality Assessment’ indices, called ADAQA-1/ 2/ 3, that combine six plan quality principles. Half of the cities have an adaptation plan and its quality significantly increased over time. However, generally, plan quality is still low in many cities. Participation and monitoring and evaluation are particularly weak aspects in urban adaptation policy, together with plan ‘consistency’. Consistency connects impacts and vulnerabilities with adaptation goals, planned measures, actions, monitoring and evaluation, and participation processes. Consistency is a key factor in the overall quality of plans. To help evaluate the quality of plans and policies and promote learning, we suggest incorporating our ADAptation plan Quality Assessment indices into the portfolio of adaptation progress assessments and tracking methodologies.

Fossil fuels in transportation are a significant source of local emissions in and around cities; thus, decarbonising transportation can reduce both greenhouse gases (GHGs) and air pollutants (APs). However, the degree of these reductions depends on what replaces fossil fuels. Today, GHG and AP mitigation strategies are typically ‘decoupled’ as they have different motivations and responsibilities. This study investigates the ancillary benefits on (a) APs if the transport sector is decarbonised, and (b) GHGs if APs are drastically cut and (c) the possible co-benefits from targeting APs and GHGs in parallel, using an energy-system optimisation model with a detailed and consistent representation of technology and fuel choices. While biofuels are the most cost-efficient option for meeting ambitious climate-change-mitigation targets, they have a very limited effect on reducing APs. Single-handed deep cuts in APs require a shift to zero-emission battery electric and hydrogen fuel cell vehicles (BEVs, HFCVs), which can result in significant upstream GHG emissions from electricity and hydrogen production. BEVs powered by ‘green’ electricity are identified as the most cost-efficient option for substantially cutting both GHGs and APs. A firm understanding of these empirical relationships is needed to support comprehensive mitigation strategies that tackle the range of sustainability challenges facing cities.

Decarbonising the energy system is critical in mitigating climate change. This chapter summarises modelling methodologies developed in the ETSAP community to assess economic impacts of decarbonising energy systems at a national level. The preceding chapter focuses on a global perspective. The modelling studies outlined here show that burden sharing rules and national revenue recycling schemes for carbon tax are critical for the long-term viability of economic growth and equitable engagement on combating climate change. Traditional computable general equilibrium models and energy systems models solved in isolation can misrepresent the long run carbon cost and underestimate the demand response caused by technological paradigm shifts in a decarbonised energy system. The approaches outlined within have guided the first evidence based decarbonisation legislation and continue to provide additional insights as increased sectoral disaggregation in hybrid modelling approaches is achieved.

Many studies point to electrification and behavioural shifts as key measures. Spatial, demographic, economic, and transport-sector-related factors shape the opportunities and preferences for change, thus setting the direction and pace of the transition. These factors typically differ between urban, suburban and low-population-density settings, a fact that is generally overlooked in comprehensive energy system optimisation models (ESOM). This study introduces a novel contextual representation of passenger transportation within a national ESOM (TIMES-Sweden). When testing the new approach, different cost barriers to electrification are found across various settings, signalling a need for different policy responses. Further, opportunities for – and impact from – shifts in travel behaviours vary significantly across settings. These results highlight the need for climate change mitigation strategies in passenger transportation which are better tailored to specific contexts. Meanwhile, the demand for cooling is steadily increasing in all European Member State. In this context, it is essential to identify the heating and cooling demand in the economic sectors. The objective of this study is to propose a methodology to estimate the European heating and cooling demand by country, fuel, economical subsector and activity based on official statistics and reports from resource origin to the customer. The results show that most useful heat energy comes from the direct burn of a fuel principally natural gas. The contribution of the electricity is relatively moderate for the residential and service sectors but low for industrial sector. Most part of the cooling demand is generated by electrical cooling machines (air conditioning and chillers) which extract free environmental energy allowing compensate part of the losses from the electricity production. District heating has a moderate contribution and district cooling can be considered negligible.
