    L'augmentation des risques météorologiques menace les systèmes de production agricole et la sécurité alimentaire dans le monde entier.     AbstractA large body of research has explored opportunities to mitigate climate change in agricultural systems; however, less research has explored opportunities across the food system. Here we expand the existing research with a review of potential mitigation opportunities across the entire food system, including in pre-production, production, processing, transport, consumption and loss and waste. We detail and synthesize recent research on the topic, and explore the applicability of different climate mitigation strategies in varying country contexts with different economic and agricultural systems. Further, we highlight some potential adaptation co-benefits of food system mitigation strategies and explore the potential implications of such strategies on food systems as a whole. We suggest that a food systems research approach is greatly needed to capture such potential synergies, and highlight key areas of additional research including a greater focus on low- and middle-income countries in particular. We conclude by discussing the policy and finance opportunities needed to advance mitigation strategies in food systems.

L'ASC se concentre sur la contribution au développement économique, à la réduction de la pauvreté et à la sécurité alimentaire ; le maintien et l'amélioration de la productivité et de la résilience des fonctions des écosystèmes naturels et agricoles, renforçant ainsi le capital naturel ; et la réduction des compromis impliqués dans la réalisation de ces objectifs. Les lacunes actuelles en matière de connaissances, de travail au sein de l'ASC et d'agendas pour la recherche interdisciplinaire et les actions scientifiques identifiées lors de la Conférence scientifique mondiale de 2013 sur l'agriculture intelligente face au climat (Davis, Californie, États-Unis) sont décrites ici dans trois thèmes : (1) les systèmes agricoles et alimentaires, (2) le paysage et les questions régionales et (3) les aspects institutionnels et politiques. El tema 3 comprende el diseño de investigaciones que unan disciplinas, integrando las aportaciones de las partes interesadas para vincular directamente la ciencia, la acción y la gobernanza. Climate-smart agriculture (CSA) addresses the challenge of meeting the growing demand for food, fibre and fuel, despite the changing climate and fewer opportunities for agricultural expansion on additional lands. CSA focuses on contributing to economic development, poverty reduction and food security; maintaining and enhancing the productivity and resilience of natural and agricultural ecosystem functions, thus building natural capital; and reducing trade-offs involved in meeting these goals. Current gaps in knowledge, work within CSA, and agendas for interdisciplinary research and science-based actions identified at the 2013 Global Science Conference on Climate-Smart Agriculture (Davis, CA, USA) are described here within three themes: (1) farm and food systems, (2) landscape and regional issues and (3) institutional and policy aspects. The first two themes comprise crop physiology and genetics, mitigation and adaptation for livestock and agriculture, barriers to adoption of CSA practices, climate risk management and energy and biofuels (theme 1); and modelling adaptation and uncertainty, achieving multifunctionality, food and fishery systems, forest biodiversity and ecosystem services, rural migration from climate change and metrics (theme 2). Theme 3 comprises designing research that bridges disciplines, integrating stakeholder input to directly link science, action and governance. In addition to interdisciplinary research among these themes, imperatives include developing (1) models that include adaptation and transformation at either the farm or landscape level; (2) capacity approaches to examine multifunctional solutions for agronomic, ecological and socioeconomic challenges; (3) scenarios that are validated by direct evidence and metrics to support behaviours that foster resilience and natural capital; (4) reductions in the risk that can present formidable barriers for farmers during adoption of new technology and practices; and (5) an understanding of how climate affects the rural labour force, land tenure and cultural integrity, and thus the stability of food production. Effective work in CSA will involve stakeholders, address governance issues, examine uncertainties, incorporate social benefits with technological change, and establish climate finance within a green development framework.     Due to climate change, the frequency and intensity of droughts are expected to increase. To improve resilience to droughts, proactive drought management is essential. Economic assessments are typically included to decide on the drought risk-reducing investments to make. The choice of both methods and scope of economic assessments influences the outcome, and thus the investment choice. This paper aims to identify how comprehensively economic assessments are applied in practice. Through a systematic literature review, 14 actual economic assessments are identified and their methods are evaluated based on seven criteria for economic assessments as derived from the United Nations Framework Convention on Climate Change (UNFCCC). The results show that in practice, economic assessments rarely address all criteria. Applying a limited number of criteria reduces the scope and narrows the approach, possibly leading to the underestimation of drought risk reduction approaches' related benefits. Applying the seven criteria in practice will improve the results of economic assessments of drought risk reduction measures, allowing for optimal investment selection. Based on the different criteria, a Framework for Economic Assessments of Drought Risk-Reducing Applications (FEADRRA) is proposed. Applying the criteria of the framework can support decision-makers in drought risk management and in carrying out the most fitting drought interventions.

As countries around the world face urgent agricultural challenges, the concept of 'climate-smart' agriculture (CSA) has been put forward to achieve climate change adaptation, mitigation, and food security synergistically. A new report explores how three countries are using integrated policy approaches to CSA and offers insights for how other countries can build CSA into their policy mix. Brazil has invested in research to support sustainable intensification while creating legal and enforcement mechanisms to protect forest areas as a response to unrestrained agricultural expansion driven by market demand. Ethiopia initiated innovative participatory watershed development programs, in partnership with numerous international institutions, which helped smallholder farmers to rehabilitate marginal land and break out of a poverty cycle. New Zealand has removed agricultural subsidies while partnering on research and development with the private sector as a way to ensure efficiency and resilience in an agricultural sector influenced by climate change and international trade dynamics. To assemble an integrated set of national policies that fosters CSA, governments will need context-specific assessments, strong multi-stakeholder institutions, coordination frameworks, and multi-scale information systems. Governments can select from an array of policy instruments ranging from regulatory mechanisms and economic incentives to public investments and educational campaigns. Many existing national policy goals and public programs designed to increase agricultural production, improve livelihoods, and reduce environmental risks can become important pillars of a national CSA strategy. Countries have obvious interests in fostering an agriculture sector that is climate-resilient, provides national needs for food, fiber, and fuel, and supports farm livelihoods. However, the incentives for national-level action toward reducing global greenhouse gas (GHG) levels are less clear in the absence of serious and shared international commitment. Ce document présente le village intelligent face au climat (CSV) comme moyen d'effectuer de la recherche agricole pour le développement qui teste de manière robuste les options technologiques et institutionnelles pour faire face à la variabilité climatique et au changement climatique dans l'agriculture en utilisant des méthodes participatives.Il vise à étendre et à étendre les options appropriées et à tirer des leçons pour les décideurs politiques du niveau local au niveau mondial.L' approche intègre l'évaluation des technologies, des pratiques, des services et des processus climato-intelligents pertinents pour la gestion des risques climatiques locaux et identifie les possibilités de maximiser les gains d'adaptation des synergies entre les différentes interventions et de reconnaître les mésadaptations et les compromis potentiels.Il veille à ce que ceux-ci soient alignés sur les connaissances locales et liés aux plans de développement.Ce document décrit les premiers résultats en Asie., l'Afrique et l'Amérique latine pour illustrer différents exemples de l'approche CSV dans divers contextes agroécologiques. Este documento presenta la aldea climáticamente inteligente (CSV) como un medio para realizar investigación agrícola para el desarrollo que pruebe de manera sólida las opciones tecnológicas e institucionales para hacer frente a la variabilidad climática y el cambio climático en la agricultura utilizando métodos participativos. Su objetivo es ampliar y ampliar las opciones apropiadas y extraer lecciones para los responsables de la formulación de políticas a nivel local y global.     AbstractA large body of research has explored opportunities to mitigate climate change in agricultural systems; however, less research has explored opportunities across the food system. Here we expand the existing research with a review of potential mitigation opportunities across the entire food system, including in pre-production, production, processing, transport, consumption and loss and waste. We detail and synthesize recent research on the topic, and explore the applicability of different climate mitigation strategies in varying country contexts with different economic and agricultural systems. Further, we highlight some potential adaptation co-benefits of food system mitigation strategies and explore the potential implications of such strategies on food systems as a whole. We suggest that a food systems research approach is greatly needed to capture such potential synergies, and highlight key areas of additional research including a greater focus on low- and middle-income countries in particular. We conclude by discussing the policy and finance opportunities needed to advance mitigation strategies in food systems.

    L'agriculture intelligente face au climat (AIC) relève le défi de répondre à la demande croissante de nourriture, de fibres et de carburant, malgré le changement climatique et la diminution des possibilités d'expansion agricole sur de nouvelles terres. L'ASC se concentre sur la contribution au développement économique, à la réduction de la pauvreté et à la sécurité alimentaire ; le maintien et l'amélioration de la productivité et de la résilience des fonctions des écosystèmes naturels et agricoles, renforçant ainsi le capital naturel ; et la réduction des compromis impliqués dans la réalisation de ces objectifs. Les lacunes actuelles en matière de connaissances, de travail au sein de l'ASC et d'agendas pour la recherche interdisciplinaire et les actions scientifiques identifiées lors de la Conférence scientifique mondiale de 2013 sur l'agriculture intelligente face au climat (Davis, Californie, États-Unis) sont décrites ici dans trois thèmes : (1) les systèmes agricoles et alimentaires, (2) le paysage et les questions régionales et (3) les aspects institutionnels et politiques. Les deux premiers thèmes comprennent la physiologie et la génétique des cultures, l'atténuation et l'adaptation pour l'élevage et l'agriculture, les obstacles à l'adoption de pratiques d'AIC, la gestion des risques climatiques et l'énergie et les biocarburants (thème 1) ; et la modélisation de l'adaptation et de l'incertitude, la réalisation de la multifonctionnalité, les systèmes alimentaires et de pêche, la biodiversité forestière et les services écosystémiques, la migration rurale du changement climatique et les paramètres (thème 2). Le thème 3 comprend la conception de recherches qui relient les disciplines, en intégrant les contributions des parties prenantes pour relier directement la science, l'action et la gouvernance. En plus de la recherche interdisciplinaire parmi ces thèmes, les impératifs comprennent le développement (1) de modèles qui incluent l'adaptation et la transformation au niveau de la ferme ou du paysage ; (2) des approches de capacité pour examiner des solutions multifonctionnelles pour les défis agronomiques, écologiques et socio-économiques ; (3) des scénarios qui sont validés par des preuves et des mesures directes pour soutenir les comportements qui favorisent la résilience et le capital naturel ; (4) des réductions du risque qui peuvent présenter des obstacles formidables pour les agriculteurs lors de l'adoption de nouvelles technologies et pratiques ; et (5) une compréhension de la façon dont le climat affecte la main-d' œuvre rurale, le régime foncier et l'intégrité culturelle, et donc la stabilité de la production alimentaire. La agricultura climáticamente inteligente (ASAC) aborda el desafío de satisfacer la creciente demanda de alimentos, fibra y combustible, a pesar del cambio climático y la menor cantidad de oportunidades de expansión agrícola en tierras adicionales. La ASAC se centra en contribuir al desarrollo económico, la reducción de la pobreza y la seguridad alimentaria; mantener y mejorar la productividad y la resiliencia de las funciones de los ecosistemas naturales y agrícolas, construyendo así capital natural; y reducir las compensaciones involucradas en el cumplimiento de estos objetivos. Climate-smart agriculture (CSA) addresses the challenge of meeting the growing demand for food, fibre and fuel, despite the changing climate and fewer opportunities for agricultural expansion on additional lands. CSA focuses on contributing to economic development, poverty reduction and food security; maintaining and enhancing the productivity and resilience of natural and agricultural ecosystem functions, thus building natural capital; and reducing trade-offs involved in meeting these goals. Current gaps in knowledge, work within CSA, and agendas for interdisciplinary research and science-based actions identified at the 2013 Global Science Conference on Climate-Smart Agriculture (Davis, CA, USA) are described here within three themes: (1) farm and food systems, (2) landscape and regional issues and (3) institutional and policy aspects. The first two themes comprise crop physiology and genetics, mitigation and adaptation for livestock and agriculture, barriers to adoption of CSA practices, climate risk management and energy and biofuels (theme 1); and modelling adaptation and uncertainty, achieving multifunctionality, food and fishery systems, forest biodiversity and ecosystem services, rural migration from climate change and metrics (theme 2). Theme 3 comprises designing research that bridges disciplines, integrating stakeholder input to directly link science, action and governance. In addition to interdisciplinary research among these themes, imperatives include developing (1) models that include adaptation and transformation at either the farm or landscape level; (2) capacity approaches to examine multifunctional solutions for agronomic, ecological and socioeconomic challenges; (3) scenarios that are validated by direct evidence and metrics to support behaviours that foster resilience and natural capital; (4) reductions in the risk that can present formidable barriers for farmers during adoption of new technology and practices; and (5) an understanding of how climate affects the rural labour force, land tenure and cultural integrity, and thus the stability of food production. Effective work in CSA will involve stakeholders, address governance issues, examine uncertainties, incorporate social benefits with technological change, and establish climate finance within a green development framework.     Due to climate change, the frequency and intensity of droughts are expected to increase. To improve resilience to droughts, proactive drought management is essential. Economic assessments are typically included to decide on the drought risk-reducing investments to make. The choice of both methods and scope of economic assessments influences the outcome, and thus the investment choice. This paper aims to identify how comprehensively economic assessments are applied in practice. Through a systematic literature review, 14 actual economic assessments are identified and their methods are evaluated based on seven criteria for economic assessments as derived from the United Nations Framework Convention on Climate Change (UNFCCC). The results show that in practice, economic assessments rarely address all criteria. Applying a limited number of criteria reduces the scope and narrows the approach, possibly leading to the underestimation of drought risk reduction approaches' related benefits. Applying the seven criteria in practice will improve the results of economic assessments of drought risk reduction measures, allowing for optimal investment selection. Based on the different criteria, a Framework for Economic Assessments of Drought Risk-Reducing Applications (FEADRRA) is proposed. Applying the criteria of the framework can support decision-makers in drought risk management and in carrying out the most fitting drought interventions.

    Alors que les pays du monde entier sont confrontés à des défis agricoles urgents, le concept d'agriculture « intelligente face au climat » (AIC) a été mis en avant pour parvenir à l'adaptation au changement climatique, à l'atténuation et à la sécurité alimentaire de manière synergique. As countries around the world face urgent agricultural challenges, the concept of 'climate-smart' agriculture (CSA) has been put forward to achieve climate change adaptation, mitigation, and food security synergistically. A new report explores how three countries are using integrated policy approaches to CSA and offers insights for how other countries can build CSA into their policy mix. Brazil has invested in research to support sustainable intensification while creating legal and enforcement mechanisms to protect forest areas as a response to unrestrained agricultural expansion driven by market demand. Ethiopia initiated innovative participatory watershed development programs, in partnership with numerous international institutions, which helped smallholder farmers to rehabilitate marginal land and break out of a poverty cycle. New Zealand has removed agricultural subsidies while partnering on research and development with the private sector as a way to ensure efficiency and resilience in an agricultural sector influenced by climate change and international trade dynamics. To assemble an integrated set of national policies that fosters CSA, governments will need context-specific assessments, strong multi-stakeholder institutions, coordination frameworks, and multi-scale information systems. Governments can select from an array of policy instruments ranging from regulatory mechanisms and economic incentives to public investments and educational campaigns. Many existing national policy goals and public programs designed to increase agricultural production, improve livelihoods, and reduce environmental risks can become important pillars of a national CSA strategy. Countries have obvious interests in fostering an agriculture sector that is climate-resilient, provides national needs for food, fiber, and fuel, and supports farm livelihoods. However, the incentives for national-level action toward reducing global greenhouse gas (GHG) levels are less clear in the absence of serious and shared international commitment.
