In the case of the African continent, the estimates of most climate forcing components are associated with large uncertainties, above all the greenhouse gas budget. The EU-funded SEACRIFOG project is designing an observation network which aims at reducing these uncertainties. In this practice paper, we present the various steps towards the design of this network and discuss the data-related implications. This includes the formulation of appropriate observational requirements for each variable considered essential to quantify Africa-wide climate forcing as well as an assessment of corresponding available observational infrastructures and data in order to determine data gaps, needs and priorities. The results are intended to inform the design of an interoperable African data infrastructure for environmental observations.

AbstractThe FLUXNET2015 dataset provides ecosystem-scale data on CO2, water, and energy exchange between the biosphere and the atmosphere, and other meteorological and biological measurements, from 212 sites around the globe (over 1500 site-years, up to and including year 2014). These sites, independently managed and operated, voluntarily contributed their data to create global datasets. Data were quality controlled and processed using uniform methods, to improve consistency and intercomparability across sites. The dataset is already being used in a number of applications, including ecophysiology studies, remote sensing studies, and development of ecosystem and Earth system models. FLUXNET2015 includes derived-data products, such as gap-filled time series, ecosystem respiration and photosynthetic uptake estimates, estimation of uncertainties, and metadata about the measurements, presented for the first time in this paper. In addition, 206 of these sites are for the first time distributed under a Creative Commons (CC-BY 4.0) license. This paper details this enhanced dataset and the processing methods, now made available as open-source codes, making the dataset more accessible, transparent, and reproducible.

Abstract Research infrastructures play a key role in launching a new generation of integrated long-term, geographically distributed observation programmes designed to monitor climate change, better understand its impacts on global ecosystems, and evaluate possible mitigation and adaptation strategies. The pan-European Integrated Carbon Observation System combines carbon and greenhouse gas (GHG; CO2, CH4, N2O, H2O) observations within the atmosphere, terrestrial ecosystems and oceans. High-precision measurements are obtained using standardised methodologies, are centrally processed and openly available in a traceable and verifiable fashion in combination with detailed metadata. The Integrated Carbon Observation System ecosystem station network aims to sample climate and land-cover variability across Europe. In addition to GHG flux measurements, a large set of complementary data (including management practices, vegetation and soil characteristics) is collected to support the interpretation, spatial upscaling and modelling of observed ecosystem carbon and GHG dynamics. The applied sampling design was developed and formulated in protocols by the scientific community, representing a trade-off between an ideal dataset and practical feasibility. The use of open-access, high-quality and multi-level data products by different user communities is crucial for the Integrated Carbon Observation System in order to achieve its scientific potential and societal value.

Abstract There are many factors that influence ecosystem scale carbon, nitrogen and greenhouse gas dynamics, including the inherent heterogeneity of soils and vegetation, anthropogenic management interventions, and biotic and abiotic disturbance events. It is important therefore, to document the characteristics of the soils and vegetation and to accurately report all management activities, and disturbance events to aid the interpretation of collected data, and to determine whether the ecosystem either amplifies or mitigates climate change. This paper outlines the importance of assessing both the spatial and temporal variability of soils and vegetation and to report all management events, the import or export of C or N from the ecosystem, and the occurrence of biotic/abiotic disturbances at ecosystem stations of the Integrated Carbon Observation System, a pan-European research infrastructure.

The network was optimised to reduce the uncertainty in emissions across three of the most important GHGs: CO2, CH4, and N2O. Optimal networks were derived using incremental optimisation of the percentage uncertainty reduction achieved by a Gaussian Bayesian atmospheric inversion. The solution for CO2 was driven by seasonality in net primary productivity. The solution for N2O was driven by activity in a small number of soil flux hotspots. The optimal solution for CH4 was consistent over different seasons. All solutions for CO2 and N2O placed sites in central Africa at places such as Kisangani, Kinshasa and Bunia (Democratic Republic of Congo), Dundo and Lubango (Angola), Zoétélé (Cameroon), Am Timan (Chad), and En Nahud (Sudan). Many of these sites appeared in the CH4 solutions, but with a few sites in southern Africa as well, such as Amersfoort (South Africa). The multi-species optimal network design solutions tended to have sites more evenly spread-out, but concentrated the placement of new tall-tower stations in Africa between 10ºN and 25ºS. The uncertainty reduction achieved by the multi-species network of twelve stations reached 47.8% for CO2, 34.3% for CH4, and 32.5% for N2O. The gains in uncertainty reduction diminished as stations were added to the solution, with an expected maximum of less than 60%. A reduction in the absolute uncertainty in African GHG emissions requires these additional measurement stations, as well as additional constraint from an integrated GHG observatory and a reduction in uncertainty in the prior biogenic fluxes in tropical Africa. Il existe actuellement un manque d'observations représentatives, systématiques et harmonisées des gaz à effet de serre (GES) couvrant la variété des biomes naturels et modifiés par l'homme qui se produisent en Afrique. Cela entrave l'évaluation à long terme des moteurs du changement climatique, en plus de leurs impacts et de leurs boucles de rétroaction à l'échelle continentale, mais limite également notre compréhension de la contribution du continent africain au cycle mondial du carbone (C). Compte tenu de la transformation actuelle et prévue des conditions socio-économiques en Afrique (c'est-à-dire la tendance croissante de l'urbanisation et de la croissance démographique) et des impacts négatifs du changement climatique, le développement d'une infrastructure de recherche (IR) sur les GES est nécessaire pour soutenir la conception de stratégies d'atténuation et d'adaptation appropriées nécessaires pour assurer la sécurité alimentaire, énergétique, nutritionnelle et économique de la population africaine. Ce document présente les premiers résultats du projet SEACRIFOG UE-Afrique, qui vise à concevoir une IR d'observation des GES pour l'Afrique. Les premières étapes de ce projet comprenaient l'identification et l'engagement des principales parties prenantes, la définition du cadre de suivi conceptuel et une évaluation des capacités infrastructurelles existantes. Les commentaires des secteurs des parties prenantes ont été obtenus lors de trois ateliers de consultation des parties prenantes tenus au Kenya, au Ghana et en Zambie. Les principales préoccupations identifiées étaient la qualité et l'accessibilité des données, le besoin de renforcement des capacités et de mise en réseau de la communauté scientifique, et l'adaptation au changement climatique, qui a été confirmée comme une priorité pour l'Afrique. Dada la transformación actual y proyectada de las condiciones socioeconómicas en África (es decir, la tendencia creciente de la urbanización y el crecimiento de la población) y los impactos adversos del cambio climático, se necesita el desarrollo de una infraestructura de investigación (IR) de GEI para apoyar el diseño de estrategias adecuadas de mitigación y adaptación necesarias para garantizar la seguridad alimentaria, energética, nutricional y económica de la población africana. Este documento presenta los resultados iniciales del proyecto SEACRIFOG UE-África, que tiene como objetivo diseñar un RI de observación de GEI para África. There is currently a lack of representative, systematic and harmonised greenhouse gas (GHG) observations covering the variety of natural and human-altered biomes that occur in Africa. This impedes the long-term assessment of the drivers of climate change, in addition to their impacts and feedback loops at the continental scale, but also limits our understanding of the contribution of the African continent to the global carbon (C) cycle. Given the current and projected transformation of socio-economic conditions in Africa (i.e. the increasing trend of urbanisation and population growth) and the adverse impacts of climate change, the development of a GHG research infrastructure (RI) is needed to support the design of suitable mitigation and adaptation strategies required to assure food, fuel, nutrition and economic security for the African population. This paper presents the initial results of the EU-African SEACRIFOG project, which aims to design a GHG observation RI for Africa. The first stages of this project included the identification and engagement of key stakeholders, the definition of the conceptual monitoring framework and an assessment of existing infrastructural capacity. Feedback from stakeholder sectors was obtained through three Stakeholder Consultation Workshops held in Kenya, Ghana and Zambia. Main concerns identified were data quality and accessibility, the need for capacity building and networking among the scientific community, and adaptation to climate change, which was confirmed to be a priority for Africa. This feedback in addition to input from experts in the atmospheric, terrestrial and oceanic thematic areas, facilitated the selection of a set of 'essential variables' that need to be measured in the future environmental RI. An inventory of 47 existing and planned networks across the continent allowed for an assessment of the current RIs needs and gaps in Africa. Kutsch;AbstractGlobal population projections foresee the biggest increase to occur in Africa with most of the available uncultivated land to ensure food security remaining on the continent. Simultaneously, greenhouse gas emissions are expected to rise due to ongoing land use change, industrialisation, and transport amongst other reasons with Africa becoming a major emitter of greenhouse gases globally. However, distinct knowledge on greenhouse gas emissions sources and sinks as well as their variability remains largely unknown caused by its vast size and diversity and an according lack of observations across the continent. Thus, an environmental research infrastructure—as being setup in other regions—is more needed than ever. Here, we present the results of a design study that developed a blueprint for establishing such an environmental research infrastructure in Africa. The blueprint comprises an inventory of already existing observations, the spatial disaggregation of locations that will enable to reduce the uncertainty in climate forcing’s in Africa and globally as well as an overall estimated cost for such an endeavour of about 550 M€ over the next 30 years. We further highlight the importance of the development of an e-infrastructure, the necessity for capacity development and the inclusion of all stakeholders to ensure African ownership.

Previous research identified drought and soil pathogens as the main causes behind holm oak decline. However, despite tree health loss is a multifactorial phenomenon where abiotic and biotic factors interact in time and space, there are some abiotic factors whose influence has been commonly overlooked. Here, we evaluate how land use (forests versus savannas), topography, and climate extremes jointly relate to spatiotemporal patterns of holm oak defoliation over almost three decades (1987-2014) in Spain, where holm oak represents the 25% of the national forested area. We found an increasing defoliation trend in 119 of the total 134 holm oak plots evaluated, being this increase rate significantly higher in forests compared to savannas. Moreover, we have detected that the interaction between topography and summer drought can explain trends of holm oak decline across the Mediterranean region. While a higher occurrence of dry summers increases defoliation trends in complex terrains where forests dominate, an inverse relationship was found at flatter terrains where savannas are located. Our results contribute to growing evidence of the influence of local topography, tightly linked to potential soil water availability, on forest functioning, as it can shape forest vulnerability against climate extremes. The present work could assist the identification of potential tree decline hotspots over the Mediterranean region. Moreover, our findings suggest that forest adaptive management will be key to guarantee the health and future stability of Mediterranean oak ecosystems, especially in the topographically more complex areas where tree vulnerability to climate extremes may be greater.

In the case of the African continent, the estimates of most climate forcing components are associated with large uncertainties, above all the greenhouse gas budget. The EU-funded SEACRIFOG project is designing an observation network which aims at reducing these uncertainties. In this practice paper, we present the various steps towards the design of this network and discuss the data-related implications. This includes the formulation of appropriate observational requirements for each variable considered essential to quantify Africa-wide climate forcing as well as an assessment of corresponding available observational infrastructures and data in order to determine data gaps, needs and priorities. The results are intended to inform the design of an interoperable African data infrastructure for environmental observations.

AbstractThe FLUXNET2015 dataset provides ecosystem-scale data on CO2, water, and energy exchange between the biosphere and the atmosphere, and other meteorological and biological measurements, from 212 sites around the globe (over 1500 site-years, up to and including year 2014). These sites, independently managed and operated, voluntarily contributed their data to create global datasets. Data were quality controlled and processed using uniform methods, to improve consistency and intercomparability across sites. The dataset is already being used in a number of applications, including ecophysiology studies, remote sensing studies, and development of ecosystem and Earth system models. FLUXNET2015 includes derived-data products, such as gap-filled time series, ecosystem respiration and photosynthetic uptake estimates, estimation of uncertainties, and metadata about the measurements, presented for the first time in this paper. In addition, 206 of these sites are for the first time distributed under a Creative Commons (CC-BY 4.0) license. This paper details this enhanced dataset and the processing methods, now made available as open-source codes, making the dataset more accessible, transparent, and reproducible.

Abstract Research infrastructures play a key role in launching a new generation of integrated long-term, geographically distributed observation programmes designed to monitor climate change, better understand its impacts on global ecosystems, and evaluate possible mitigation and adaptation strategies. The pan-European Integrated Carbon Observation System combines carbon and greenhouse gas (GHG; CO2, CH4, N2O, H2O) observations within the atmosphere, terrestrial ecosystems and oceans. High-precision measurements are obtained using standardised methodologies, are centrally processed and openly available in a traceable and verifiable fashion in combination with detailed metadata. The Integrated Carbon Observation System ecosystem station network aims to sample climate and land-cover variability across Europe. In addition to GHG flux measurements, a large set of complementary data (including management practices, vegetation and soil characteristics) is collected to support the interpretation, spatial upscaling and modelling of observed ecosystem carbon and GHG dynamics. The applied sampling design was developed and formulated in protocols by the scientific community, representing a trade-off between an ideal dataset and practical feasibility. The use of open-access, high-quality and multi-level data products by different user communities is crucial for the Integrated Carbon Observation System in order to achieve its scientific potential and societal value.

Abstract There are many factors that influence ecosystem scale carbon, nitrogen and greenhouse gas dynamics, including the inherent heterogeneity of soils and vegetation, anthropogenic management interventions, and biotic and abiotic disturbance events. It is important therefore, to document the characteristics of the soils and vegetation and to accurately report all management activities, and disturbance events to aid the interpretation of collected data, and to determine whether the ecosystem either amplifies or mitigates climate change. This paper outlines the importance of assessing both the spatial and temporal variability of soils and vegetation and to report all management events, the import or export of C or N from the ecosystem, and the occurrence of biotic/abiotic disturbances at ecosystem stations of the Integrated Carbon Observation System, a pan-European research infrastructure.

The network was optimised to reduce the uncertainty in emissions across three of the most important GHGs: CO2, CH4, and N2O. Optimal networks were derived using incremental optimisation of the percentage uncertainty reduction achieved by a Gaussian Bayesian atmospheric inversion. The solution for CO2 was driven by seasonality in net primary productivity. The solution for N2O was driven by activity in a small number of soil flux hotspots. The optimal solution for CH4 was consistent over different seasons. All solutions for CO2 and N2O placed sites in central Africa at places such as Kisangani, Kinshasa and Bunia (Democratic Republic of Congo), Dundo and Lubango (Angola), Zoétélé (Cameroon), Am Timan (Chad), and En Nahud (Sudan). Many of these sites appeared in the CH4 solutions, but with a few sites in southern Africa as well, such as Amersfoort (South Africa). The multi-species optimal network design solutions tended to have sites more evenly spread-out, but concentrated the placement of new tall-tower stations in Africa between 10ºN and 25ºS. The uncertainty reduction achieved by the multi-species network of twelve stations reached 47.8% for CO2, 34.3% for CH4, and 32.5% for N2O. The gains in uncertainty reduction diminished as stations were added to the solution, with an expected maximum of less than 60%. A reduction in the absolute uncertainty in African GHG emissions requires these additional measurement stations, as well as additional constraint from an integrated GHG observatory and a reduction in uncertainty in the prior biogenic fluxes in tropical Africa. Il existe actuellement un manque d'observations représentatives, systématiques et harmonisées des gaz à effet de serre (GES) couvrant la variété des biomes naturels et modifiés par l'homme qui se produisent en Afrique. Cela entrave l'évaluation à long terme des moteurs du changement climatique, en plus de leurs impacts et de leurs boucles de rétroaction à l'échelle continentale, mais limite également notre compréhension de la contribution du continent africain au cycle mondial du carbone (C). Compte tenu de la transformation actuelle et prévue des conditions socio-économiques en Afrique (c'est-à-dire la tendance croissante de l'urbanisation et de la croissance démographique) et des impacts négatifs du changement climatique, le développement d'une infrastructure de recherche (IR) sur les GES est nécessaire pour soutenir la conception de stratégies d'atténuation et d'adaptation appropriées nécessaires pour assurer la sécurité alimentaire, énergétique, nutritionnelle et économique de la population africaine. Ce document présente les premiers résultats du projet SEACRIFOG UE-Afrique, qui vise à concevoir une IR d'observation des GES pour l'Afrique. Les premières étapes de ce projet comprenaient l'identification et l'engagement des principales parties prenantes, la définition du cadre de suivi conceptuel et une évaluation des capacités infrastructurelles existantes. Les commentaires des secteurs des parties prenantes ont été obtenus lors de trois ateliers de consultation des parties prenantes tenus au Kenya, au Ghana et en Zambie. Les principales préoccupations identifiées étaient la qualité et l'accessibilité des données, le besoin de renforcement des capacités et de mise en réseau de la communauté scientifique, et l'adaptation au changement climatique, qui a été confirmée comme une priorité pour l'Afrique. Dada la transformación actual y proyectada de las condiciones socioeconómicas en África (es decir, la tendencia creciente de la urbanización y el crecimiento de la población) y los impactos adversos del cambio climático, se necesita el desarrollo de una infraestructura de investigación (IR) de GEI para apoyar el diseño de estrategias adecuadas de mitigación y adaptación necesarias para garantizar la seguridad alimentaria, energética, nutricional y económica de la población africana. Este documento presenta los resultados iniciales del proyecto SEACRIFOG UE-África, que tiene como objetivo diseñar un RI de observación de GEI para África. There is currently a lack of representative, systematic and harmonised greenhouse gas (GHG) observations covering the variety of natural and human-altered biomes that occur in Africa. This impedes the long-term assessment of the drivers of climate change, in addition to their impacts and feedback loops at the continental scale, but also limits our understanding of the contribution of the African continent to the global carbon (C) cycle. Given the current and projected transformation of socio-economic conditions in Africa (i.e. the increasing trend of urbanisation and population growth) and the adverse impacts of climate change, the development of a GHG research infrastructure (RI) is needed to support the design of suitable mitigation and adaptation strategies required to assure food, fuel, nutrition and economic security for the African population. This paper presents the initial results of the EU-African SEACRIFOG project, which aims to design a GHG observation RI for Africa. The first stages of this project included the identification and engagement of key stakeholders, the definition of the conceptual monitoring framework and an assessment of existing infrastructural capacity. Feedback from stakeholder sectors was obtained through three Stakeholder Consultation Workshops held in Kenya, Ghana and Zambia. Main concerns identified were data quality and accessibility, the need for capacity building and networking among the scientific community, and adaptation to climate change, which was confirmed to be a priority for Africa. This feedback in addition to input from experts in the atmospheric, terrestrial and oceanic thematic areas, facilitated the selection of a set of 'essential variables' that need to be measured in the future environmental RI. An inventory of 47 existing and planned networks across the continent allowed for an assessment of the current RIs needs and gaps in Africa. Kutsch;AbstractGlobal population projections foresee the biggest increase to occur in Africa with most of the available uncultivated land to ensure food security remaining on the continent. Simultaneously, greenhouse gas emissions are expected to rise due to ongoing land use change, industrialisation, and transport amongst other reasons with Africa becoming a major emitter of greenhouse gases globally. However, distinct knowledge on greenhouse gas emissions sources and sinks as well as their variability remains largely unknown caused by its vast size and diversity and an according lack of observations across the continent. Thus, an environmental research infrastructure—as being setup in other regions—is more needed than ever. Here, we present the results of a design study that developed a blueprint for establishing such an environmental research infrastructure in Africa. The blueprint comprises an inventory of already existing observations, the spatial disaggregation of locations that will enable to reduce the uncertainty in climate forcing’s in Africa and globally as well as an overall estimated cost for such an endeavour of about 550 M€ over the next 30 years. We further highlight the importance of the development of an e-infrastructure, the necessity for capacity development and the inclusion of all stakeholders to ensure African ownership.

Previous research identified drought and soil pathogens as the main causes behind holm oak decline. However, despite tree health loss is a multifactorial phenomenon where abiotic and biotic factors interact in time and space, there are some abiotic factors whose influence has been commonly overlooked. Here, we evaluate how land use (forests versus savannas), topography, and climate extremes jointly relate to spatiotemporal patterns of holm oak defoliation over almost three decades (1987-2014) in Spain, where holm oak represents the 25% of the national forested area. We found an increasing defoliation trend in 119 of the total 134 holm oak plots evaluated, being this increase rate significantly higher in forests compared to savannas. Moreover, we have detected that the interaction between topography and summer drought can explain trends of holm oak decline across the Mediterranean region. While a higher occurrence of dry summers increases defoliation trends in complex terrains where forests dominate, an inverse relationship was found at flatter terrains where savannas are located. Our results contribute to growing evidence of the influence of local topography, tightly linked to potential soil water availability, on forest functioning, as it can shape forest vulnerability against climate extremes. The present work could assist the identification of potential tree decline hotspots over the Mediterranean region. Moreover, our findings suggest that forest adaptive management will be key to guarantee the health and future stability of Mediterranean oak ecosystems, especially in the topographically more complex areas where tree vulnerability to climate extremes may be greater.
