Richard S.J. Tol in OpenAIREWe have modelled the market for new cars in Ireland with the aim of quantifying the values placed on a range of observable car characteristics. Mid-sized petrol cars with a manual transmission sell best. Price and perhaps fuel cost are negatively associated with sales, and acceleration and perhaps range are positively associated. Hybrid cars are popular. The values of car characteristics are then used to simulate the likely market shares of three new electric vehicles. Electric vehicles tend to be more expensive even after tax breaks and subsidies are applied, but we assume their market shares would benefit from an "environmental" premium similar to those of hybrid cars. The "environmental" premium and the level of subsidies would need to be raised to incredible levels to reach the government target of 10% market penetration of all-electric vehicles.

This paper empirically examined this perception by evaluating local air pollution (LAP) and climate change impacts from a flight and an HST service between London and Paris. Comparing the emissions, the impact, and the cost of damage from the aircraft journey with the HST journey, it was found that substituting an aircraft seat with an HST seat is beneficial. These benefits are likely to occur on all routes on which aircraft and HST substitution is likely to take place. Despite the many limitations in the evaluation of environmental impact, the analysis suggests that such an evaluation is valuable and provides important information.

With the continuous development of industry, the massive emission of carbon dioxide (CO2) has become a global challenge that cannot be ignored due to its nature as the primary driver of global climate change and environmental crisis. Carbon neutrality is proposed as a global initiative to mitigate climate change. As a developing industrial country, China provides about one-third of global carbon emissions and has set a carbon-neutral goal by 2060. To achieve this goal, continuous efforts across the country are required. In this review, Zhejiang Province, one of the most developed regions in China, is set as a model for analysis. We first summarize the current situation of carbon emission in Zhejiang Province. Then, corresponding sustainable approaches such as ecological and industrial solutions for the reduction of future carbon emissions are introduced for Zhejiang Province. We also provide a direction for the realization of carbon neutrality, focusing on the most promising solutions for Zhejiang Province.

Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere – the "global carbon budget" – is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and methodology to quantify the five major components of the global carbon budget and their uncertainties. CO2 emissions from fossil fuels and industry (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on land-cover change data and bookkeeping models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The ocean CO2 sink (SOCEAN) and terrestrial CO2 sink (SLAND) are estimated with global process models constrained by observations. The resulting carbon budget imbalance (BIM), the difference between the estimated total emissions and the estimated changes in the atmosphere, ocean, and terrestrial biosphere, is a measure of our imperfect data and understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the last decade available (2007–2016), EFF was 9.4 ± 0.5 GtC yr−1, ELUC 1.3 ± 0.7 GtC yr−1, GATM 4.7 ± 0.1 GtC yr−1, SOCEAN 2.4 ± 0.5 GtC yr−1, and SLAND 3.0 ± 0.8 GtC yr−1, with a budget imbalance BIM of 0.6 GtC yr−1 indicating overestimated emissions and/or underestimated sinks. For year 2016 alone, the growth in EFF was approximately zero and emissions remained at 9.9 ± 0.5 GtC yr−1. Also for 2016, ELUC was 1.3 ± 0.7 GtC yr−1, GATM was 6.1 ± 0.2 GtC yr−1, SOCEAN was 2.6 ± 0.5 GtC yr−1 and SLAND was 2.7 ± 1.0 GtC yr−1, with a small BIM of −0.3 GtC. GATM continued to be higher in 2016 compared to the past decade (2007–2016), reflecting in part the higher fossil emissions and smaller SLAND for that year consistent with El Niño conditions. The global atmospheric CO2 concentration reached 402.8 ± 0.1 ppm averaged over 2016. For 2017, preliminary data indicate a renewed growth in EFF of +2.0 % (range of 0.8 % to 3.0 %) based on national emissions projections for China, USA, and India, and projections of Gross Domestic Product corrected for recent changes in the carbon intensity of the economy for the rest of the world. For 2017, initial data indicate an increase in atmospheric CO2 concentration of around 5.3 GtC (2.5 ppm), attributed to a combination of increasing emissions and receding El Niño conditions. This living data update documents changes in the methods and data sets used in this new global carbon budget compared with previous publications of this data set (Le Quéré et al., 2016; 2015b; 2015a; 2014; 2013). Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere – the “global carbon budget” – is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and methodology to quantify the five major components of the global carbon budget and their uncertainties. Fossil CO2 emissions (EFF) are based on energy statistics and cement production data, while emissions from land use and land-use change (ELUC), mainly deforestation, are based on land use and land-use change data and bookkeeping models. Atmospheric CO2 concentration is measured directly and its growth rate (GATM) is computed from the annual changes in concentration. The ocean CO2 sink (SOCEAN) and terrestrial CO2 sink (SLAND) are estimated with global process models constrained by observations. The resulting carbon budget imbalance (BIM), the difference between the estimated total emissions and the estimated changes in the atmosphere, ocean, and terrestrial biosphere, is a measure of imperfect data and understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the last decade available (2008–2017), EFF was 9.4±0.5 GtC yr−1, ELUC 1.5±0.7 GtC yr−1, GATM 4.7±0.02 GtC yr−1, SOCEAN 2.4±0.5 GtC yr−1, and SLAND 3.2±0.8 GtC yr−1, with a budget imbalance BIM of 0.5 GtC yr−1 indicating overestimated emissions and/or underestimated sinks. For the year 2017 alone, the growth in EFF was about 1.6 % and emissions increased to 9.9±0.5 GtC yr−1. Also for 2017, ELUC was 1.4±0.7 GtC yr−1, GATM was 4.6±0.2 GtC yr−1, SOCEAN was 2.5±0.5 GtC yr−1, and SLAND was 3.8±0.8 GtC yr−1, with a BIM of 0.3 GtC. The global atmospheric CO2 concentration reached 405.0±0.1 ppm averaged over 2017. For 2018, preliminary data for the first 6–9 months indicate a renewed growth in EFF of +2.7 % (range of 1.8 % to 3.7 %) based on national emission projections for China, the US, the EU, and India and projections of gross domestic product corrected for recent changes in the carbon intensity of the economy for the rest of the world. The analysis presented here shows that the mean and trend in the five components of the global carbon budget are consistently estimated over the period of 1959–2017, but discrepancies of up to 1 GtC yr−1 persist for the representation of semi-decadal variability in CO2 fluxes. A detailed comparison among individual estimates and the introduction of a broad range of observations show (1) no consensus in the mean and trend in land-use change emissions, (2) a persistent low agreement among the different methods on the magnitude of the land CO2 flux in the northern extra-tropics, and (3) an apparent underestimation of the CO2 variability by ocean models, originating outside the tropics. This living data update documents changes in the methods and data sets used in this new global carbon budget and the progress in understanding the global carbon cycle compared with previous publications of this data set (Le Quéré et al., 2018, 2016, 2015a, b, 2014, 2013). Claus Hedegaard Sørensen in OpenAIREThis following special issue of the European Journal of Transport Infrastructure Research (EJTIR) containing 4 scientific papers is the result of the work conducted under the research project ‘National Transport Planning – Sustainability, Institutions and Tools’ (SUSTAIN) (2012- 2017) financed by the Danish Innovation Fund. SUSTAIN was coordinated by first the Department of Transport of the Technical University of Denmark (DTU Transport) and later as the result of a reorganisation of the transport research at DTU by the Department of Management Engineering (DTU Management Engineering). The project was carried out in cooperation with several Danish and international partners. In SUSTAIN the following definition of national sustainable transport planning (NSTP) was adopted: deliberate, knowledge-based, and strategic endeavours to integrate sustainability principles, criteria and goals in the development, management, regulation and assessment of nationally significant transport systems and services. This paper presents the research outcome by reviewing some of the major findings and seeing these collectively as a basis for promoting sustainability through the formulated research topic of NSTP. This basis includes defining criteria and indicators for use in NSTP combining evidence-based and performance oriented planning approaches. Furthermore, it contains a flexible evaluation framework that includes a decision support model that when informed by criteria and indicators can structure and assist an NSTP practice. This practice can support a planning process aiming at realising a sustainable transport development. Finally, the basis comprises a review of the complex political and administrative fabric in which NSTP is embedded, and thereby it can condition the ability to promote sustainability in practice.

Joeri Van Mierlo in OpenAIREIn this paper, the environmental and economic impacts of the life cycle of an advanced lithium based energy storage system (ESS) for a battery electric vehicle are assessed. The methodology followed to perform the study is a Multiregional Input–Output (MRIO) analysis, with a world IO table that combines detailed information on national production activities and international trade data for 40 countries and a region called Rest of the World. The life cycle stages considered in the study are manufacturing, use and recycling. The functional unit is one ESS with a 150,000 km lifetime. The results of the MRIO analysis show the stimulation that the life cycle of the EES has in the economy, in terms of production of goods and services. The manufacturing is the life cycle stage with the highest environmental load for all the impact categories assessed. The geographical resolution of the results show the relevance that some countries may have in the environmental performance of the assessed product even if they are not directly involved in any of the stages of the life cycle, proving the significance of the indirect effects.

In the next years, the number of circulating plug-in hybrid electric vehicles was expected to increase worldwide. Hybrid electric/gasoline powertrain is considered a promising solution to meet the future goals of greenhouse gas emission reduction by road transport sector. This paper investigates the emissive and energetic behaviour of a plug-in hybrid electric passenger car over on road testing. Measurements of CO, CO 2 , NO x exhaust emissions and of main electric motor parameters were carried out by using portable emission measurement system over urban, rural and motorway routes in Naples (Italy). Routes were selected for complying with European Real Driving Emission (RDE) legislation. Moreover, an additional urban route, characterised by strong road grade and non- RDE compliant, was investigated. RDE test allowed to assess the influence of the battery state of charge, hybrid mode (charge sustaining and charge depleting), road grade and vehicle air conditioning on the exhaust emission and energy consumption. An overall advantage of charged battery and charge depleting mode was observed in terms of CO 2 emissions and fuel consumption. CO and NO x emissions are strongly influenced by driving when the vehicle's internal combustion engine starts. When it occurs in motorway patterns, CO and NO x peak emissions are observed at tailpipe. Pure electric driving, with consequent zero emissions, are guaranteed over urban strong uphill when battery is full charged.

The smart grid concept enables demand-side management, including electric vehicles (EVs). Thus way, some ancillary services can be provided in order to improve the power system stability, reliability, and security. The high penetration level of renewable energy resources causes some problems to independent system operators, such as lack of primary reserve and active power balance problems. Nowadays, many countries are encouraging the use of EVs which provide a good chance to utilize them as a virtual power plant (VPP) in order to contribute to frequency event. This paper proposes a new control method to use EV as VPP for providing primary reserve in smart grids. The primary frequency reserve helps the power system operator to intercept the frequency decline and to improve the frequency response of the whole system. The proposed method calculates the electric vehicles’ primary reserve based on EVs’ information, such as the state of charge (SOC), the arriving time and the vehicle’s departure time. The effectiveness of the proposed scheme is verified by several simulation scenarios on a real-world modern power system with different generating units, such as conventional power plants, renewable energy resources, and electric vehicles.

Electric vehicles (EVs) are often considered a potential solution to mitigate greenhouse gas (GHG) emissions originating from personal transport vehicles, but this has also been questioned due to their high production emissions. In this study, we performed an extensive literature review of existing EV life-cycle assessments (LCAs) and a meta-analysis of the studies in the review, extracting life-cycle GHG emission data combined with a standardized methodology for estimating GHG electrical grid intensities across the European Economic Area (EEA), which were used to estimate a set of environmental breakeven points for each EEA country. A Monte Carlo simulation was performed to provide sensitivity analysis. The results of the review suggest a need for greater methodological and data transparency within EV LCA research. The meta-analysis found a subset of countries across the EEA where there is a potential that EVs could lead to greater life-cycle GHG emissions than a comparable diesel counterpart. A policy discussion highlights how EV policies in countries with contrasting GHG electric grid intensities may not reflect the current techno-environmental reality. This paper emphasizes the importance for researchers to accurately depict life-cycle vehicle emissions and the need for EEA countries to enact policies corresponding to their respective contextual conditions to avoid potentially enacting policies that could lead to greater GHG emissions.
