The ninth Sustainable Development Goal advises countries to build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. Industry has historically been one of the most important pillars of economic and social development, but traditional resource-intensive and heavily polluting production is no longer sustainable in the face of climate change. If the path of industrial growth is not redirected immediately and effectively, reaching the target set in the 2015 Paris Agreement to avoid dangerous climate change by limiting global warming to well below two degrees celsius, will become unrealizable. The good news is that recent practices demonstrate how industry could be a big part of the solution for climate mitigation and inclusive, sustainable development. The unprecedented task presented in Paris, to decarbonize, globally introduces challenges but also enormous opportunities for industries as they seek a greener path to production while remaining globally competitive. This report helps chart that path to industrial competitiveness through policy and technology interventions that improve industrial operations. At the same time it explores ways that industrial products can become greener through public standards while companies and countries maintain, and even increase, competitiveness. The information is directed toward government leaders, policy makers, and multilateral institutions in the fields of energy, climate mitigation, and sustainable development. The report’s recommendations to policy makers are based on comprehensive case studies and quantitative and qualitative analyses.

This article outlines the current state of affairs in fossil fuel subsidy reform, and highlights its contribution at the nexus of climate policy, fiscal stability and sustainable development. It discusses common definitions, provides quantitative estimates, and presents the evidence for key arguments in favour of subsidy reform. The main drivers and barriers for reform are also discussed, including the role of (low) oil prices and political economy challenges. Commitments to subsidy reform by the international community are reviewed, as well as the progress at the country level. Although fossil fuel subsidy reform indeed plays a critical role in climate policy, experience shows that the rationale for such reforms is determined in a complex environment of political economy challenges, macro-economic, fiscal and social factors, as well as external drivers such as energy prices. Traditional infrastructure systems worldwide rely on built solutions to support the smooth and safe functioning of societies. in the face of multiplying environmental threats, this approach alone can no longer provide the climate resiliency and level of services required in the 21st century. Natural systems such as forests, floodplains, and soils can contribute to clean, reliable water supply and protect against floods and drought. In many circumstances, combining this “green infrastructure” with traditional “gray infrastructure,” such as dams, levees, reservoirs, treatment systems, and pipes, can enhance system performance, boost resilience, lower costs, and better protect communities. Service providers such as water utilities, flood management agencies, irrigation agencies, and hydropower companies can deliver more cost-effective and resilient services by integrating green infrastructure into their plans. However, to guide its appropriate use in mainstream infrastructure programs, green infrastructure must be as rigorously evaluated and carefully designed as gray projects. This report guides developing country service providers and their partners on how to seize this opportunity. It offers service providers a framework to evaluate green infrastructure from a technical, environmental, social, and economic perspective, and to assess key enabling conditions, with illustrative examples. It also provides guidance for policymakers and development partners, who must set the incentives and enabling conditions to mainstream solutions that unite green and gray infrastructure.

The current state of knowledge on climate change and water points to predominantly negative effects. This paper reviews the literature on these effects by geographical region and notes the differences as well as the uncertainties. An important feature is the fact that the climate effects will occur on top of water scarcity that currently prevails in many parts of the world. The impact of climate change on scarcity is present but generally small compared to the impact of the socioeconomic factors. Changes in efficiency of water use could make a big contribution to water problems, including those caused by climate change. In-depth estimates of damages from climate change related to water have been made to 2060 and, less accurately, to 2100. The 2060 estimates indicate that the impacts from water supply changes or changes in water-related extreme events and marine flows add up to about 1.5 of GDP in 2060 in the absence of mitigation or adaptation. This average figure, however, may be an underestimate of a number of reasons. Estimates to 2100 of potential damages in economic terms are even more uncertain but there are strong reasons to believe they will be greater as a percentage of GDP, perhaps around 10 globally and possibly even higher. Adaptation can make a major contribution to reducing damages from climate change for all mitigation scenarios, and more so when mitigation is absent or limited. Adaptation will require both private and public actions.

Dhaka, the capital of Bangladesh and one of the world’s rapidly growing megacities, is an urban hotspot for climate risks. Located in central Bangladesh on the lower reaches of the Ganges-Brahmaputra Delta, the city faces the recurring phenomena of urban flooding and waterlogging following intense rainfall nearly every year. As a low-elevation city with a tropical monsoon climate, Dhaka has a long history of river flooding as a natural hazard. Recent major floods have been worse in terms of depth and extent of inundation and duration, especially in fringe areas, where many of the city’s poor reside. Rapid, unplanned urbanization and the gradual filling up of low-lying flood plains, rivers, canals, and other water bodies traditionally used to drain or retain water during rainfall have exacerbated the problem. A growing concern is that, in a changing climate, characterized by heavier and more erratic rainfall in the Ganges-Brahmaputra-Meghna (GBM) Basin during the monsoon season, the situation may worsen. The analysis in this book will help Bangladesh’s policy makers take targeted steps to mitigate urban flooding in Dhaka and improve the city’s resilience in the face of climate change and variability. Equipped with a host of investment options designed to address current flooding and further climate-proof urban infrastructure, local decision makers will be able to develop realistic, yet effective, strategies that prioritize interventions and sequence activities.

Dhaka, the capital of Bangladesh and one of the world’s rapidly growing megacities, is an urban hotspot for climate risks. Located in central Bangladesh on the lower reaches of the Ganges-Brahmaputra Delta, the city faces the recurring phenomena of urban flooding and waterlogging following intense rainfall nearly every year. As a low-elevation city with a tropical monsoon climate, Dhaka has a long history of river flooding as a natural hazard. Recent major floods have been worse in terms of depth and extent of inundation and duration, especially in fringe areas, where many of the city’s poor reside. Rapid, unplanned urbanization and the gradual filling up of low-lying flood plains, rivers, canals, and other water bodies traditionally used to drain or retain water during rainfall have exacerbated the problem. A growing concern is that, in a changing climate, characterized by heavier and more erratic rainfall in the Ganges-Brahmaputra-Meghna (GBM) Basin during the monsoon season, the situation may worsen. The analysis in this book will help Bangladesh’s policy makers take targeted steps to mitigate urban flooding in Dhaka and improve the city’s resilience in the face of climate change and variability. Equipped with a host of investment options designed to address current flooding and further climate-proof urban infrastructure, local decision makers will be able to develop realistic, yet effective, strategies that prioritize interventions and sequence activities.

This paper focused on the delivery mechanisms for bilateral, multi-lateral, host government subsidy, and consumer cross-subsidy funding to enhance private sector investment. However, the specific source of funds is not deemed to be especially relevant for the purposes of this working paper. Focus on some of the useful characteristics of Output-Based Aid (OBA) experience to date that may be relevant. In the last two decades, across a range of countries high growth rates have reduced poverty but have been accompanied by rising inequality. This paper is motivated by this stylized fact, and by the strong distributional concerns that persist among populations and policy makers alike, despite the poverty reduction observed in official statistics where growth has been sufficiently high. This seeming disconnect frames the questions posed in this paper. Why the disconnect, and what to do about it? It is argued that official poverty statistics may be missing key elements of the ground level reality of distributional evolution, of which rising inequality may be an indirect indicator. Heterogeneity of population means that there may be significant numbers of poor losers from technical change, economic reform and global integration, even when overall measured poverty falls. In terms of actions, attention is drawn to the role of safety nets as generalized compensation mechanisms, to address the ethical and political economy dimensions of such a pattern of distributional evolution. Addressing structural inequalities is also a long term answer with payoffs in terms of equitable growth. In terms of future analysis, diminishing returns have set in to the inequality-growth cross-country regressions literature. Further work to help policy makers should focus on (i) new information to illuminate the disconnect, (ii) analysis and assessment of safety nets as generalized compensation mechanisms, and (iii) addressing specific forms of structural inequality related to assets, gender, and social groupings like caste or ethnicity.

AbstractRecent increases in food and other commodity prices have highlighted concerns that many poor countries are net food importers and higher food prices would worsen their trade balances. In this article, we analyze the changes in food trade balances associated with the 32% increase in food prices from 2000/2001 to 2004/2005. We find a small deterioration in food trade balances of low‐income countries and an improvement in middle‐income countries. The deterioration is most severe for countries in conflict and small island states, so attention should be placed first on these countries and on a few very‐low‐income countries that are also vulnerable. Because low‐income countries as a group had much lower agricultural GDP growth rates than middle‐income countries, the answers to food vulnerability in low‐income countries should probably be addressed within the context of incentives for agricultural production.

The book is organized in two parts and ten chapters. Part one, Cross-Country Analyses, covers the comparative analyses across countries. Chapter one provides a synthesis of what we learned about subsidies reforms from a political economy perspective. Chapter two provides a comparative analysis of subsidies and subsidies reforms across countries in U.S. dollars at purchasing power parity (PPP) values. Using the same data used by the country studies, this chapter shows the relative importance of subsidies across countries and income groups and the main winners and losers of subsidy reforms. Part two, Country Case Studies, includes the country-specific analyses. All of the chapters in this part were developed along a similar structure with an introduction, followed by a brief history of subsidies, and then the distributional analysis of subsidies, simulations of subsidies reforms, the political economy of reforms, and a conclusion. All chapters are based on primary microdata and macrodata, and each chapter provides two simulations of reforms. The first simulation was chosen based on what was deemed more relevant for the policy dialogue at the time of preparing the chapters. The second simulation is standard across all chapters and includes the full elimination of subsidies. The book includes as an appendix the User Manual for SUBSIM that illustrates the use of the model and provides all formulas used for the estimations throughout the book.

Located in the Horn of Africa, Ethiopia is the second most populous country in Sub-Saharan Africa, home to more than 100 million people. Over 80 percent of Ethiopia's population live in rural areas, with agriculture functioning as the backbone of the country's economy. In the past decade, Ethiopia has become one of the world's fastest growing economies, with a 10.9 percent growth rate that represents twice the region's average growth rate of 5 percent. This growth positively impacted the country's extreme poverty rate, which fell 24 percentage points between 2000 and 2011.The Ethiopian government has made universal access to electricity a goal that it aims to reach by 2025; it aims to achieve this by including off-grid technologies — inclusive of mini-grids and off-grid solar solutions — in its universal electrification strategy. The ninth Sustainable Development Goal advises countries to build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. Industry has historically been one of the most important pillars of economic and social development, but traditional resource-intensive and heavily polluting production is no longer sustainable in the face of climate change. If the path of industrial growth is not redirected immediately and effectively, reaching the target set in the 2015 Paris Agreement to avoid dangerous climate change by limiting global warming to well below two degrees celsius, will become unrealizable. The good news is that recent practices demonstrate how industry could be a big part of the solution for climate mitigation and inclusive, sustainable development. The unprecedented task presented in Paris, to decarbonize, globally introduces challenges but also enormous opportunities for industries as they seek a greener path to production while remaining globally competitive. This report helps chart that path to industrial competitiveness through policy and technology interventions that improve industrial operations. At the same time it explores ways that industrial products can become greener through public standards while companies and countries maintain, and even increase, competitiveness. The information is directed toward government leaders, policy makers, and multilateral institutions in the fields of energy, climate mitigation, and sustainable development. The report’s recommendations to policy makers are based on comprehensive case studies and quantitative and qualitative analyses.

This article outlines the current state of affairs in fossil fuel subsidy reform, and highlights its contribution at the nexus of climate policy, fiscal stability and sustainable development. It discusses common definitions, provides quantitative estimates, and presents the evidence for key arguments in favour of subsidy reform. The main drivers and barriers for reform are also discussed, including the role of (low) oil prices and political economy challenges. Commitments to subsidy reform by the international community are reviewed, as well as the progress at the country level. Although fossil fuel subsidy reform indeed plays a critical role in climate policy, experience shows that the rationale for such reforms is determined in a complex environment of political economy challenges, macro-economic, fiscal and social factors, as well as external drivers such as energy prices. Traditional infrastructure systems worldwide rely on built solutions to support the smooth and safe functioning of societies. in the face of multiplying environmental threats, this approach alone can no longer provide the climate resiliency and level of services required in the 21st century. Natural systems such as forests, floodplains, and soils can contribute to clean, reliable water supply and protect against floods and drought. In many circumstances, combining this “green infrastructure” with traditional “gray infrastructure,” such as dams, levees, reservoirs, treatment systems, and pipes, can enhance system performance, boost resilience, lower costs, and better protect communities. Service providers such as water utilities, flood management agencies, irrigation agencies, and hydropower companies can deliver more cost-effective and resilient services by integrating green infrastructure into their plans. However, to guide its appropriate use in mainstream infrastructure programs, green infrastructure must be as rigorously evaluated and carefully designed as gray projects. This report guides developing country service providers and their partners on how to seize this opportunity. It offers service providers a framework to evaluate green infrastructure from a technical, environmental, social, and economic perspective, and to assess key enabling conditions, with illustrative examples. It also provides guidance for policymakers and development partners, who must set the incentives and enabling conditions to mainstream solutions that unite green and gray infrastructure.

The current state of knowledge on climate change and water points to predominantly negative effects. This paper reviews the literature on these effects by geographical region and notes the differences as well as the uncertainties. An important feature is the fact that the climate effects will occur on top of water scarcity that currently prevails in many parts of the world. The impact of climate change on scarcity is present but generally small compared to the impact of the socioeconomic factors. Changes in efficiency of water use could make a big contribution to water problems, including those caused by climate change. In-depth estimates of damages from climate change related to water have been made to 2060 and, less accurately, to 2100. The 2060 estimates indicate that the impacts from water supply changes or changes in water-related extreme events and marine flows add up to about 1.5 of GDP in 2060 in the absence of mitigation or adaptation. This average figure, however, may be an underestimate of a number of reasons. Estimates to 2100 of potential damages in economic terms are even more uncertain but there are strong reasons to believe they will be greater as a percentage of GDP, perhaps around 10 globally and possibly even higher. Adaptation can make a major contribution to reducing damages from climate change for all mitigation scenarios, and more so when mitigation is absent or limited. Adaptation will require both private and public actions.

The current state of knowledge on climate change and water points to predominantly negative effects. This paper reviews the literature on these effects by geographical region and notes the differences as well as the uncertainties. An important feature is the fact that the climate effects will occur on top of water scarcity that currently prevails in many parts of the world. The impact of climate change on scarcity is present but generally small compared to the impact of the socioeconomic factors. Changes in efficiency of water use could make a big contribution to water problems, including those caused by climate change. In-depth estimates of damages from climate change related to water have been made to 2060 and, less accurately, to 2100. The 2060 estimates indicate that the impacts from water supply changes or changes in water-related extreme events and marine flows add up to about 1.5 of GDP in 2060 in the absence of mitigation or adaptation. This average figure, however, may be an underestimate of a number of reasons. Estimates to 2100 of potential damages in economic terms are even more uncertain but there are strong reasons to believe they will be greater as a percentage of GDP, perhaps around 10 globally and possibly even higher. Adaptation can make a major contribution to reducing damages from climate change for all mitigation scenarios, and more so when mitigation is absent or limited. Adaptation will require both private and public actions.

Dhaka, the capital of Bangladesh and one of the world’s rapidly growing megacities, is an urban hotspot for climate risks. Located in central Bangladesh on the lower reaches of the Ganges-Brahmaputra Delta, the city faces the recurring phenomena of urban flooding and waterlogging following intense rainfall nearly every year. As a low-elevation city with a tropical monsoon climate, Dhaka has a long history of river flooding as a natural hazard. Recent major floods have been worse in terms of depth and extent of inundation and duration, especially in fringe areas, where many of the city’s poor reside. Rapid, unplanned urbanization and the gradual filling up of low-lying flood plains, rivers, canals, and other water bodies traditionally used to drain or retain water during rainfall have exacerbated the problem. A growing concern is that, in a changing climate, characterized by heavier and more erratic rainfall in the Ganges-Brahmaputra-Meghna (GBM) Basin during the monsoon season, the situation may worsen. The analysis in this book will help Bangladesh’s policy makers take targeted steps to mitigate urban flooding in Dhaka and improve the city’s resilience in the face of climate change and variability. Equipped with a host of investment options designed to address current flooding and further climate-proof urban infrastructure, local decision makers will be able to develop realistic, yet effective, strategies that prioritize interventions and sequence activities.

This paper focused on the delivery mechanisms for bilateral, multi-lateral, host government subsidy, and consumer cross-subsidy funding to enhance private sector investment. However, the specific source of funds is not deemed to be especially relevant for the purposes of this working paper. Focus on some of the useful characteristics of Output-Based Aid (OBA) experience to date that may be relevant. Propose an option for how OBA experience could be used to deliver national and programmatic supports to projects in middle- and low-income countries in coordination with other multi-lateral development bank instruments such as concessional loans and credits. This working paper does not: specifically address strengths and weaknesses of the clean development mechanism and only briefly touches on issues with using carbon finance in the current market. In the last two decades, across a range of countries high growth rates have reduced poverty but have been accompanied by rising inequality. This paper is motivated by this stylized fact, and by the strong distributional concerns that persist among populations and policy makers alike, despite the poverty reduction observed in official statistics where growth has been sufficiently high. This seeming disconnect frames the questions posed in this paper. Why the disconnect, and what to do about it? It is argued that official poverty statistics may be missing key elements of the ground level reality of distributional evolution, of which rising inequality may be an indirect indicator. Heterogeneity of population means that there may be significant numbers of poor losers from technical change, economic reform and global integration, even when overall measured poverty falls. In terms of actions, attention is drawn to the role of safety nets as generalized compensation mechanisms, to address the ethical and political economy dimensions of such a pattern of distributional evolution. Addressing structural inequalities is also a long term answer with payoffs in terms of equitable growth. In terms of future analysis, diminishing returns have set in to the inequality-growth cross-country regressions literature. Further work to help policy makers should focus on (i) new information to illuminate the disconnect, (ii) analysis and assessment of safety nets as generalized compensation mechanisms, and (iii) addressing specific forms of structural inequality related to assets, gender, and social groupings like caste or ethnicity.

AbstractRecent increases in food and other commodity prices have highlighted concerns that many poor countries are net food importers and higher food prices would worsen their trade balances. In this article, we analyze the changes in food trade balances associated with the 32% increase in food prices from 2000/2001 to 2004/2005. We find a small deterioration in food trade balances of low‐income countries and an improvement in middle‐income countries. The deterioration is most severe for countries in conflict and small island states, so attention should be placed first on these countries and on a few very‐low‐income countries that are also vulnerable. Because low‐income countries as a group had much lower agricultural GDP growth rates than middle‐income countries, the answers to food vulnerability in low‐income countries should probably be addressed within the context of incentives for agricultural production.

Using the same data used by the country studies, this chapter shows the relative importance of subsidies across countries and income groups and the main winners and losers of subsidy reforms. Part two, Country Case Studies, includes the country-specific analyses. All of the chapters in this part were developed along a similar structure with an introduction, followed by a brief history of subsidies, and then the distributional analysis of subsidies, simulations of subsidies reforms, the political economy of reforms, and a conclusion. All chapters are based on primary microdata and macrodata, and each chapter provides two simulations of reforms. The first simulation was chosen based on what was deemed more relevant for the policy dialogue at the time of preparing the chapters. The second simulation is standard across all chapters and includes the full elimination of subsidies. The book includes as an appendix the User Manual for SUBSIM that illustrates the use of the model and provides all formulas used for the estimations throughout the book.

The book is organized in two parts and ten chapters. Part one, Cross-Country Analyses, covers the comparative analyses across countries. Chapter one provides a synthesis of what we learned about subsidies reforms from a political economy perspective. Chapter two provides a comparative analysis of subsidies and subsidies reforms across countries in U.S. dollars at purchasing power parity (PPP) values. Located in the Horn of Africa, Ethiopia is the second most populous country in Sub-Saharan Africa, home to more than 100 million people. Over 80 percent of Ethiopia's population live in rural areas, with agriculture functioning as the backbone of the country's economy. In the past decade, Ethiopia has become one of the world's fastest growing economies, with a 10.9 percent growth rate that represents twice the region's average growth rate of 5 percent. This growth positively impacted the country's extreme poverty rate, which fell 24 percentage points between 2000 and 2011.The Ethiopian government has made universal access to electricity a goal that it aims to reach by 2025; it aims to achieve this by including off-grid technologies — inclusive of mini-grids and off-grid solar solutions — in its universal electrification strategy. The government has also made access to modern energy cooking solutions a priority, which is significant in a country that traditionally uses biomass as its primary fuel (evident in more than 90 percent of the country's households).
